Abstract

The Family Hope Program (PKH) is a conditional cash transfer initiative in Indonesia aimed at reducing poverty and improving access to education, health, and welfare services among Beneficiary Families (KPM). Despite its success, ensuring that KPM achieve independence and prosperity remains a key challenge. This study examines the strategic management practices of the Ministry of Social Affairs in promoting self-reliance among KPM. Using a qualitative descriptive approach, data were collected through literature and documentation studies. The analysis focused on the Ministry's planning, implementation, and evaluation processes, alongside the integration of the PENA (Nusantara Economic Hero) empowerment program. Findings reveal that the Ministry employs strategic management from data collection and program distribution to monitoring and evaluation. The PENA program, targeting entrepreneurial development, has enhanced the capacity of KPM to achieve economic independence. However, gaps in resource accessibility and program coverage persist. The study concludes that while strategic management significantly contributes to the effectiveness of PKH, expanding empowerment initiatives and fostering inter-agency collaboration are crucial for achieving broader impacts. Recommendations include extending the PENA program and conducting comprehensive evaluations to guide future policy enhancements.

Abstract

This study aims to identify the factors that influence employee turnover and to explore effective strategies to control it. Employee turnover, which refers to the permanent resignation of employees either voluntarily or involuntarily, can significantly disrupt organizational operations and hinder goal achievement, especially when involving competent and high-performing staff. A descriptive analysis method was employed, with data collected through a literature review from academic books, journal articles, and research reports related to employee turnover. The findings reveal that key factors contributing to turnover include weak organizational culture, low job security, limited career advancement, insufficient recognition and benefits, lack of work flexibility, and poor work-life balance. If not managed properly, these factors can lead to increased dissatisfaction and voluntary resignation. The study highlights that organizations must proactively implement comprehensive retention strategies, such as competitive compensation, transparent career development paths, supportive leadership, and flexible work arrangements. The implications of this study suggest that by addressing these areas, organizations can reduce turnover rates, enhance employee satisfaction, and foster long-term organizational success and stability.

Abstract

Penelitian ini membahas pentingnya komunikasi yang efektif dan kepemimpinan dalam manajemen kinerja untuk mencapai tujuan organisasi. Pemimpin memiliki tanggung jawab untuk mengarahkan dan memotivasi tim dengan kualitas seperti integritas dan kemampuan komunikasi yang baik. Manajemen kinerja merupakan proses yang melibatkan komunikasi antara manajemen dan karyawan untuk meningkatkan kinerja individu, tim, dan organisasi, yang mencakup kesepakatan, ukuran, umpan balik, dan penguatan positif. Tujuan penelitian ini adalah untuk mengetahui peran kepemimpinan dan komunikasi dalam meingkatkan kinerja tim yang efektif. Penelitian ini menggunakan metode tinjauan pustaka dan pendekatan kualitatif untuk menggambarkan kenyataan dalam manajemen kinerja, dengan fokus pada pentingnya perencanaan dan evaluasi dalam meningkatkan kinerja di masa depan. Hasil penelitian menunjukkan bahwa komunikasi yang efektif sangat penting untuk memandu, memotivasi, dan mengevaluasi pelaksanaan kinerja. Implikasi dari penelitian ini adalah bahwa komunikasi yang baik dalam organisasi sangat diperlukan untuk mencapai tujuan dan mengatasi masalah yang muncul, serta menekankan pentingnya kepemimpinan yang efektif dalam membangun sistem manajemen kinerja yang solid untuk mencapai produktivitas optimal.

Abstract

The aim of this paper is to provide a structured literature review on the constructs of workload, work stress, employee performance, and empirical evidence on the relationship between workload, work stress, and employee performance in Indonesia context. 23 (twenty three) papers published during 2018-2022 that investigates workload, work stress, employee performance, and the relationship between workload, work stress, employee performance were reviewed. The results of the review show that workload and work stress have significant effect on employee performance, but the direction of effect varies. 84.61% of 13 (thirteen) empirical results show that workload has a positive effect on employee performance, while the remaining 15.39% has a negative effect. Likewise with work stress. 50.00% of the 10 (ten) empirical results show that work stress has a positive effect, while the remaining 50% has a negative effect. The variety of empirical results requires organizations to determine employee workload and analyze employee work stress carefully, with the hope that these two variables can have a positive impact on employee performance.

Abstract

The purpose of this study is to This research is aimed at knowing the provision of job training (in house training) to employees, consistently and continuously guaranteed in quantity, but on the other hand training is needed that is guaranteed in quality. To ensure that the training that will be carried out is in accordance with the needs of the organization, position, and individual employees, so that the quality is guaranteed, a training needs analysis is needed beforehand. This study uses a descriptive qualitative approach with a case study method that uses source triangulation techniques with the objects in the study being all organizational components, both leaders and staff. In data processing, data collection, data reduction, data display, and conclusion and verification are carried out. Research result, revealed that analyzing training needs involves all organizational components. Where, consideration of training needs lies at the level of organization and position. It was concluded that at the individual analysis level it is not used as a basis for determining training needs, so that it is possible for all employees to experience improvement. The results of the study show that in-house training is urgently needed to improve the quality of human resources, efficiency and productivity of employees as a whole.

Abstract

Penelitian ini bertujuan untuk menganalisis pemanfaatan teknologi informasi (TI) dalam meningkatkan kualitas layanan dan kepuasan masyarakat dalam konteks pelayanan publik. Dalam era digital, teknologi informasi memainkan peran penting dalam memodernisasi sistem pelayanan publik, mempercepat proses administrasi, dan meningkatkan interaksi antara pemerintah dan masyarakat. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei kepada masyarakat yang menerima layanan publik melalui platform berbasis teknologi informasi. Data yang diperoleh dianalisis menggunakan teknik analisis regresi untuk mengidentifikasi hubungan antara pemanfaatan teknologi informasi, kualitas layanan, dan tingkat kepuasan masyarakat. Hasil penelitian menunjukkan bahwa pemanfaatan teknologi informasi yang optimal dapat meningkatkan kualitas layanan publik, yang pada gilirannya berkontribusi positif terhadap kepuasan masyarakat. Penelitian ini menyarankan bahwa pemerintah perlu terus mengembangkan infrastruktur teknologi informasi dan pelatihan bagi aparatur untuk meningkatkan kualitas pelayanan publik dan mempercepat proses digitalisasi dalam pelayanan kepada masyarakat.

Abstract

Tujuan dari penelitian ini adalah untuk menjelaskan desain perencanaan pendidikan di SMK Karsa Mulya, yang terletak di jalan George Obos Km 4,5 nomor 130, Menteng, Jekan Raya, Kota Palangka Raya, Kalimantan Tengah. Deskriptif Rencana Kerja Jangka Menengah (RKJM) SMK Karsa Mulya tahun 2020–2024 adalah salah satu aspek yang diteliti. Renstra SMK Karsa Mulya digambarkan dalam penelitian ini melalui pendekatan kualitatif deskriptif. Dalam menyusun data, guru dan kepala sekolah berperan sebagai sumber informasi. Data dikumpulkan melalui wawancara, studi dokumentasi, dan observasi langsung. Pengecekan keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa Rencana Kerja Jangka Menengah (RKJM) 2020–2024 mencantumkan peta jalan pengembangan sekolah di SMK Karsa Mulya Palangka Raya. Ini mencakup visi, misi, tujuan, dan analisis SWOT serta indikator pencapaian sasaran setiap tahunnya.

Abstract

Transformasi digital dalam penyelenggaraan pemilu menjadi kebutuhan strategis dalam mewujudkan pemilihan yang transparan, akuntabel, dan efisien. Komisi Pemilihan Umum (KPU) Kota Bekasi memanfaatkan Sistem Informasi Rekapitulasi (SIREKAP) sebagai inovasi teknologi dalam proses rekapitulasi suara pada PILKADA 2024. Penelitian ini bertujuan untuk menganalisis penerimaan teknologi SIREKAP oleh petugas KPU berdasarkan model Technology Acceptance Model (TAM) serta mengevaluasi kontribusinya terhadap kinerja organisasi melalui pendekatan Balanced Scorecard (BSC). Metode yang digunakan adalah pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa penguatan persepsi kegunaan dan kemudahan penggunaan teknologi berkontribusi pada peningkatan kesiapan kelembagaan. SIREKAP juga memberikan dampak positif terhadap efisiensi rekapitulasi, transparansi hasil, serta kapasitas SDM. Untuk mendukung keberlanjutan transformasi digital, diperlukan evaluasi sistemik dan penguatan aspek teknis secara berkelanjutan.

Abstract

This study analyzes the implementation of bureaucratic reform in the Secretariat General of the Indonesian House of Representatives in the 2020–2024 period using John P. Kotter's organizational change model. Data were collected from official documents of the DPR RI Secretariat General's performance, the bureaucratic reform pocket book, and the 2020–2024 Renstra strategic document. This study found that the DPR RI Secretariat General succeeded in showing an increase in the Bureaucratic Reform Index (IRB) value from 76.63 (2020) to 84.63 (2024) . This study aims to identify and analyze Human Resource Management (HRM) initiatives that have been implemented and formulate strategic recommendations for improving the IRB in the future . This study highlights the effectiveness of Kotter's eight stages of change in driving bureaucratic improvement through creating urgency, coalition building, developing a vision, communicating change, empowering employees, achieving quick wins, consolidating success, and institutionalizing change. A qualitative approach with a case study method was used, supported by an analysis of official performance report documents and a review of relevant HRM literature. The research findings are expected to provide theoretical and practical contributions to the development of HR in the context of effective change strategies in bureaucratic reform in the public sector.

Abstract

The Bekasi City General Election Commission (KPU) has conducted the recruitment of 60 Sub-District Election Committee (PPK) members using the KPU and Ad Hoc Body Member Information System (SIAKBA). Referring to the utilization of this application by the Bekasi City KPU, the author is interested in discussing the implementation of SIAKBA at the Bekasi City KPU in enhancing the human resources of the Ad Hoc Election Body for the 2025 Regional Head Election. This study is qualitative and descriptive-analytical in nature. The findings indicate that in the recruitment practice of the Sub-District Election Committee (PPK) for the Bekasi City Regional Head Election, the KPU and Ad Hoc Body Member Information System (SIAKBA) plays a crucial role as a digital gateway that guides the selection process towards objective, transparent, and measurable standards. This mechanism demonstrates the practical application of the "fit for the job" principle, where recruitment is no longer solely based on social relations or administrative approaches but rather on technical competence, relevant work experience, and personal integrity aligned with the job functions. Furthermore, the automated and digital recording within SIAKBA enables managers or administrators within the KPU environment to systematically conduct monitoring, evaluation, and performance trend analysis based on data.
