Abstract

Perumusan masalah dalam penelitian ini adalah bagaimana pengelolaan anggaran, faktor-faktor yang mempengaruhi serta upaya meningkatkan  pengelolaan anggaran pada Tim Kerja Keuangan Dan Barang Milik Negara Sekretariat Direktorat Jenderal Guru Dan Tenaga Kependidikan Kementerian Pendidikan, Kebudayaan, Riset Dan Teknologi. Adapun tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis pengelolaan anggaran, faktor-faktor yang mempengaruhi serta upaya meningkatkan pengelolaan anggaran pada Tim Kerja Keuangan Dan Barang Milik Negara Sekretariat Direktorat Jenderal Guru Dan Tenaga Kependidikan Kementerian Pendidikan, Kebudayaan, Riset Dan Teknologi. Metode penelitian ini merupakan penelitian kualitatif dengan desain studi kasus deskriptif. Dalam penelitian ini informan yang diwawancarai berjumlah 5 orang. Teknik analisis data yang digunakan adalah reduksi data, penyajian data dan penarikan kesimpulan serta verifikasi. Hasil dari penelitian ini diperoleh kesimpulan: (1) Pengelolaan anggaran Tim Kerja Keuangan Dan Barang Milik Negara Sekretariat Direktorat Jenderal Guru Dan Tenaga Kependidikan Kementerian Pendidikan, Kebudayaan, Riset Dan Teknologi, sudah dikelola dengan baik karena pengelolaan anggaran dilakukan berdasarkan peraturan yang berlaku untuk mencapai efektivitas dan efisiensi dari segi proses administrasi. Namun masih ada beberapa hal yang mungkin dapat dilakukan penyesuaian. (2) Faktor-faktor yang mempengaruhi pengelolaan anggaran pada Tim Kerja Keuangan Dan Barang Milik Negara Sekretariat Direktorat Jenderal Guru Dan Tenaga Kependidikan Kementerian Pendidikan, Kebudayaan, Riset Dan Teknologi, antara lain perencanaan anggaran, kualitas sumber daya manusia, koordinasi kerja dalam organisasi, sarana prasarana kegiatan kerja dan supervisi pimpinan. (3) Upaya untuk meningkatkan efektivitas dan efisiensi pengelolaan anggaran pada Tim Kerja Keuangan Dan Barang Milik Negara Sekretariat Direktorat Jenderal Guru Dan Tenaga Kependidikan Kementerian Pendidikan, Kebudayaan, Riset Dan Teknologi, dapat dilakukan dengan cara meningkatkan kualitas sumber daya manusia, melengkapi sarana prasarana kerja secara maksimal, koordinasi kerja dan sinergitas antar pemangku kepentingan lebih ditingkatkan lagi, serta komitmen yang kuat dari seluruh pegawai dan pimpinan.

Abstract

Watershed management is very important because there is a decrease in the quality of the environment in the watershed. Current problems in watershed management are due to the existence of an egosectoral, not yet integrated and the absence of institutions that specifically and intensely manage watersheds from upstream to downstream well through community empowerment programs and soil and water conservation activities. Forest Management Units as a site-level organization is present as a solution to the problem of watershed management by becoming a watershed manager. The watershed manager functions to coordinate, manage, and manage, together with other stakeholders to achieve watershed management objectives.

Abstract

Teknologi informasi dan komunikasi dengan kemampuan yang handal dibutuhkan dalam semua lini kehidupan baik sosial, ekonomi, bernegara dan pertahanan. Sebagai simbol pertahanan dan keamanan negara, Kementerian Pertahanan Negara (Kemhan) memegang peranan penting dalam menjaga stabilitas dan keamanan negara. Penelitian ini menggunakan metode kualitatif dengan pendekatan literatur review. Literatur review adalah sebuah metode yang sistematis, eksplisit dan reprodusibel untuk melakukan identifikasi, evaluasi dan sintesis terhadap karya-karya hasil penelitian dan hasil pemikiran yang sudah dihasilkan oleh para peneliti dan praktisi. Untuk mendapatkan gambaran dalam menulis, menggunakan serangkaian teoriyang dikemukakan pakar dan ahli penelitian. Teori tersebut diharapkan mampu memberikan gambaran, arahan dan pedoman dalam rangka mencari pemecahan permasalahan.

Abstract

Penelitian ini menganalisis dampak Layanan JakWiFi terhadap kepuasan warga di Kelurahan Tanjung Priok, Jakarta Utara. Menggunakan pendekatan kualitatif, penelitian ini melibatkan wawancara mendalam, survei, observasi lapangan, analisis dokumen, dan diskusi kelompok fokus untuk mengumpulkan data. Hasil penelitian menunjukkan bahwa Layanan JakWiFi telah meningkatkan aksesibilitas internet, membantu pelajar dan pekerja informal, serta mendukung usaha kecil dan menengah. Meskipun demikian, kecepatan dan stabilitas koneksi masih menjadi masalah, terutama pada jam-jam sibuk. Proses pendaftaran dinilai mudah, tetapi beberapa warga mengeluhkan kurangnya petunjuk yang jelas. Tingkat kepuasan warga mencapai 70%, dengan 25% merasa sangat puas dan 45% merasa puas, namun ada kebutuhan untuk peningkatan teknis, perluasan cakupan, serta dukungan pengguna yang lebih baik. Observasi lapangan mengindikasikan bahwa keandalan sinyal bervariasi dengan area padat penduduk cenderung mengalami penurunan kualitas sinyal. Analisis dokumen menunjukkan adanya rencana peningkatan layanan, namun evaluasi berkala diperlukan untuk menyesuaikan dengan kebutuhan pengguna. Rekomendasi meliputi peningkatan infrastruktur jaringan, perluasan cakupan, pengembangan panduan yang lebih komprehensif, dan peningkatan layanan bantuan teknis. Kesimpulannya, Layanan JakWiFi memberikan dampak positif signifikan, tetapi masih memerlukan perbaikan untuk optimalisasi layanan yang lebih baik bagi warga.

Abstract

This study aims to analyze the implementation of the Hybrid Assessment Center as a strategy to enhance the professionalism of human resources within the Indonesian National Police (Polri) through an innovative approach that combines traditional assessment methods with digital technology. This hybrid approach not only strengthens technical skills but also soft skills such as leadership, communication, and adaptability to change—skills that are crucial for success in the dynamic nature of police duties. The research employs a descriptive qualitative methodology, with data collection based on literature review and analysis of digital documents related to the implementation of the Hybrid Assessment Center within Polri. The findings indicate that the hybrid approach provides a more accurate and comprehensive assessment of individual competencies, fostering sustainable development. Additionally, the use of digital technologies, such as virtual reality and remote assessment, allows for more efficient and flexible evaluations, especially in crisis situations such as a pandemic. The study recommends emphasizing the integration of technology in human resource management within Polri and suggests continuous improvements to the competency assessment system via the Hybrid Assessment Center. The implementation of this model is expected to support the enhancement of Polri's human resource quality, making personnel more prepared to face the challenges of the disruptive era and ensuring professional service to the community.

Abstract

Presiden RI telah meluncurkan core values (nilai-nilai dasar) ASN BerAKHLAK. Nilai-nilai dasar BerAKHLAK menjadi dasar penguatan budaya kerja di instansi pemerintah untuk mendukung pencapaian kinerja individu dan tujuan instansi. Meskipun budaya kerja ini sudah disosialisasikan dan diinternalisasi kepada seluruh instansi, namun pemahaman dan penerapannya belum berdampak nyata pada pencapaian kinerja individu dan tujuan instansi. Jurnal ini bertujuan menganalisis berbagai hambatan dan mengidentifikasi cara yang efektif menerapkan budaya kerja BerAKHLAK yang berdampak pada pencapaian kinerja individu dan tujuan instansi. Melalui studi kasus di Perwakilan BKKBN Provinsi Kepulauan Riau, dilakukan analisis terhadap faktor penghambat dan faktor pendukung penguatan budaya organisasi. Temuan menunjukkan bahwa faktor penghambat dan faktor pendukung penguatan budaya organisasi telah dinilai dalam pembangunan zona integritas khususnya pada area perubahan manajemen perubahan. Semakin tinggi pemenuhan nilai pada area perubahan manajemen perubahan, maka faktor penghambat penguatan budaya organisasi dapat dihilangkan dan faktor pendukung penguatan budaya organisasi nyata diimplementasikan. Dengan begitu, penguatan budaya kerja BerAKHLAK dapat diwujudkan melalui pembangunan Zona Integritas.

Abstract

This study aims to determine and analyse the efforts made by the Corruption Eradication Commission to support the sustainable performance of its employees through employee development programs that are in accordance with job competency standards and career development plans. This research was conducted using a descriptive qualitative approach. Primary data sources were obtained from research results in the form of manuscripts, field notes, memos, and other supporting documents. The results of the research show that although the Corruption Eradication Commission has only been a state institution in the executive power family under the president for approximately 3 (three) years and the Corruption Eradication Commission employees have changed their status to become state civil apparatus (ASN), the Corruption Eradication Commission has been able to adjust its human resource development policies implemented through formal learning programmes such as formal training and education and through non-formal learning in accordance with statutory provisions governing competency development for State Civil Apparatus which include technical competence, functional competence, managerial competence, and socio-cultural competence. It is expected that the competency development policy at the Corruption Eradication Commission is not only aimed at increasing professionalism but also maintaining and improving the integrity of its human resources which is the hallmark of the institution.

Abstract

The OBS Budget Transparency Survey is the world's only independent, comparative and fact-based research instrument that uses internationally recognized criteria to assess public access to central government budget information; and the role of budget monitoring institutions, such as legislative bodies and national audit bodies, in the budgeting process. In good government governance, requires accountability, transparency and community participation in every public policy determination, in order to realize good governance. The study related to public participation in the budget process was prepared with the aim of getting an overview of the implementation of public information disclosure in the budgeting process in view of the low level of public participation in the budget process in Indonesia. To achieve this goal, this study uses a qualitative method with a library research approach, namely a method of collecting data by understanding and studying theories from various literature related to the research. Public participation in the Participatory Budgeting process is a key factor.  Not everyone wants to be involved in Participatory Budgeting.  Some of the reasons that cause low community participation are the community's disappointment because they were not involved in the initial Participatory Budgeting process, Meanwhile, in countries where the level of public participation in Participatory Budgeting is quite high, Factors that encourage community involvement include very high political awareness in society at all levels, involving all levels of society, including minorities and marginalized groups

Abstract

Generation Z, as digital natives, possess unique characteristics that make them susceptible to stress and burnout. This study aims to explore the impact of self-reward on the performance and mental well-being of Generation Z employees working remotely. Specifically, this research investigates how self-reward can serve as an effective coping mechanism for Generation Z in dealing with high job demands and social isolation associated with remote work. Through a qualitative descriptive approach, this study analyzes the subjective experiences of Generation Z employees regarding their characteristics related to the implementation of self-reward. The findings indicate that self-reward not only enhances performance and motivation but also plays a significant role in maintaining emotional balance and reducing stress levels. Additionally, this study identifies the most effective types of self-reward for Generation Z and the factors influencing the success of its implementation. These findings have important implications for organizations in designing more effective employee development and well-being programs.

Abstract

This research aims to know, describe, and analyze the quality of human resources in the Nendali Village Office, East Sentani District, Jayapura. In this study, the researcher uses the Human Resource Quality Theory that has been adjusted and modified to meet the needs of the research. The researcher applies a qualitative approach because the object of this research involves the activities or actions of individuals or several office officers in carrying out their duties as public servants. Qualitative research methods are used to study the condition of objects naturally, in contrast to experiments, where the researcher plays the role of the main instrument. The data collection technique is carried out through triangulation (method combination), data analysis is inductive/qualitative, and the research results focus on interpretation. Based on the analysis of theories and findings in the field, it can be concluded that the quality of human resources at the Nendali Village Office, East Sentani District, has not fully met the expectations of the community, so improvements are still needed in the future.
