Abstract

The aim of this research is to determine and analyze the role of leaders in shaping organizational culture within the Directorate General of Teachers and Education Personnel of the Ministry of Education, Culture, Research and Technology and to look at supporting and inhibiting factors as well as strategies for improving organizational culture within the Directorate General of Teachers. and Education Personnel from the Ministry of Education, Culture, Research and Technology. This research was conducted using a descriptive qualitative approach method. Primary data sources (data that can be obtained from interviews) and secondary (data obtained and reading sources). The results of the research are that the role of leaders in forming an organizational culture which is measured through being innovative, results-oriented, oriented to all employee interests and detail-oriented in tasks is running according to the rules set in the organization and each employee carries out individual performance indicators as the output of their routine work. Supporting factors include a disciplined attitude that each employee has, understanding the action program and vision and mission of the organization, good communication between leaders and work partners in achieving results, building motivation of leaders and subordinates, administrative processes as performance assessments for each employee. However, the inhibiting factors are that there is no awareness regarding work discipline, there is no employee commitment in carrying out their duties and functions, not all employees fully understand the vision and mission of the organization, there are still high school education so that a work system has not been developed systematically and there is a lack of employee motivation. in increasing competence. The strategy used to improve organizational culture is to create a uniform understanding of the organization's vision and mission using activities such as training or workshops, building training to improve employee competency, building a measurable and transparent reward and punishment system and evaluating the results of employee performance and output. which is done.

Abstract

Organizational effectiveness is the level of accuracy or success of an organization in formulating clear goals, realizing household budgets, managing individual activities in the organization in the form of standard operational procedures, obtaining organizational members who are in accordance with their roles, duties, functions and activities. to achieve organizational goals. The aim of this research is to find out: a) a description of the organizational effectiveness of the Directorate of Early Childhood and Community Education Teachers. b) influencing factors and efforts made to increase effectiveness in the Directorate of Early Childhood and Community Education. The research method uses a qualitative descriptive case study design. Qualitative research is defined as a type of research whose findings are not obtained through statistical procedures or other forms of calculation. Based on the results of the research that has been carried out, it can be concluded that: 1) From the results of the research, the picture of organizational effectiveness in the Directorate of Early Childhood Teachers and Community Education is that each section has carried out its duties and functions as expected. job descriptions, so that organizational goals can be achieved well. 2) Factors that influence the effectiveness of organizational performance in the Directorate of Early Childhood Teachers and Community Education include human resources; Leadership and Employee Competencies. 3) Efforts made to increase the effectiveness of organizational performance at the Directorate of Early Childhood Teachers and Community Education are Empowerment; Teamwork, Developing Abilities, and Motivation.

Abstract

Public services are an important task that cannot be ignored by local governments, because if the service component stagnates, it is almost certain that all sectors will be affected. Therefore, there needs to be good planning and even need to formulate service standards for the community in accordance with the authority given by the central government to regional governments. One of the service improvements that needs to be carried out by local governments is improving services in the education sector. This research was carried out at the Directorate General of Teachers and Education Personnel. In this research, it was carried out using qualitative descriptive research, namely describing the condition of the object to be studied. Descriptive research obtains a systematic, factual and accurate picture of the facts, characteristics and relationships between the phenomena being investigated. In this research, the object to be studied is the implementation of service quality in the field of education at the Directorate General of Teachers and Education Personnel. Data collection techniques in this research were observation, interviews and documentation. Human qualities in an agency are realized by the employees themselves in carrying out their daily tasks, such as loyalty to the agency, relationships with customers, cooperation with other employees, group work experience, cooperative relationships between work units, and commitment to realizing strategic decisions. By realizing good quality human resources in their daily tasks, agencies can have intangible assets that have influence. The Directorate General of Teachers and Education Personnel must maintain or further improve the quality of service provided by the Directorate General of Teachers and Education Personnel by establishing good relations between fellow employees, superiors and subordinates and vice versa.

Abstract

Stunting remains a severe problem in public health, including in Indonesia, and tackling it requires cross-sectoral efforts and integrated public policies. This study analyzes public policies on stunting reduction, especially national programs and strategies in Indonesia. The research method used is public policy analysis, including identifying, describing, and evaluating existing policies and factors influencing their implementation. The study collected data from various sources, including policy documents and academic literature. The results of the analysis show that the Indonesian government has implemented various national programs and strategies to reduce stunting. These programs include nutrition interventions, maternal and child health services, health education, and community empowerment. The national strategy adopted includes a cross-sectoral approach, active community participation, increased accessibility, and health system strengthening. Nevertheless, implementing public policies to stunt reduction is faced with various challenges. These challenges include budget constraints, suboptimal cross-sectoral coordination, public awareness, and environmental factors affecting child nutrition. In addition, evaluation of the impact and effectiveness of the program is also an essential focus in improving the success of stunting reduction efforts. The study suggests several policy recommendations to improve the effectiveness of stunting reduction in Indonesia. The recommendations include increasing budget allocations for nutrition programs, improving cross-sectoral coordination through establishing more effective coordination mechanisms, increasing community participation through a community-based approach, and strengthening regular program monitoring and evaluation.

Abstract

This research aims to know, describe, and analyze the quality of human resources in the Nendali Village Office, East Sentani District, Jayapura. In this study, the researcher uses the Human Resource Quality Theory that has been adjusted and modified to meet the needs of the research. The researcher applies a qualitative approach because the object of this research involves the activities or actions of individuals or several office officers in carrying out their duties as public servants. Qualitative research methods are used to study the condition of objects naturally, in contrast to experiments, where the researcher plays the role of the main instrument. The data collection technique is carried out through triangulation (method combination), data analysis is inductive/qualitative, and the research results focus on interpretation. Based on the analysis of theories and findings in the field, it can be concluded that the quality of human resources at the Nendali Village Office, East Sentani District, has not fully met the expectations of the community, so improvements are still needed in the future.

Abstract

The problems that will be faced by the HR Bureau, namely the globalization of technology, competence, and human resources and bureaucratic reform, greatly affect the performance of government institutions in Indonesia. This problem must be answered by increasing the role of the HR bureau in carrying out its duties and functions in HR management. Human Resource Management is very fundamental for a government agency, because it is needed and must be managed properly so that it becomes superior and competent HR and has a commitment to the organization. The method used in this research uses descriptive analysis method by collecting data through literature study from various sources. From this research it can be concluded that HR has its own role and duties, and the development of HR quality is needed in global developments, and HR competencies must be improved through the process of education, training, and coaching.

Abstract

The Family Hope Program (PKH) is a conditional cash transfer initiative in Indonesia aimed at reducing poverty and improving access to education, health, and welfare services among Beneficiary Families (KPM). Despite its success, ensuring that KPM achieve independence and prosperity remains a key challenge. This study examines the strategic management practices of the Ministry of Social Affairs in promoting self-reliance among KPM. Using a qualitative descriptive approach, data were collected through literature and documentation studies. The analysis focused on the Ministry's planning, implementation, and evaluation processes, alongside the integration of the PENA (Nusantara Economic Hero) empowerment program. Findings reveal that the Ministry employs strategic management from data collection and program distribution to monitoring and evaluation. The PENA program, targeting entrepreneurial development, has enhanced the capacity of KPM to achieve economic independence. However, gaps in resource accessibility and program coverage persist. The study concludes that while strategic management significantly contributes to the effectiveness of PKH, expanding empowerment initiatives and fostering inter-agency collaboration are crucial for achieving broader impacts. Recommendations include extending the PENA program and conducting comprehensive evaluations to guide future policy enhancements.

Abstract

The purpose of this study was to determine the advantages and disadvantages of using foreign workers in company X. The research method used was qualitative research. Data collection techniques were carried out through observation, documentation, and interviews with 10 sources consisting of officials and workers in the company, both foreign and local workers. The research data that had been collected was then analyzed in depth. The results of the study showed that the use of foreign workers had several advantages and disadvantages. The advantages are that foreign workers who have the skills needed by the company, have broad insight to come up with new ideas as company innovations and increase the company's value in front of both national and international clients. While the disadvantages are that the use of a single workforce requires high costs, cultural and language differences create a difficult level of adaptation, cause a lot of unemployment in the country, and regulatory changes that do not cause companies to be alert to various regulatory changes regarding the use of foreign workers in their companies. Therefore, the use of foreign workers must be carried out wisely according to the company's capabilities and needs while still considering the quality of domestic workers.

Abstract

There are several things that are considered to have an influence on work productivity in the district government, including job specifications, work period and job placement. However, this has not been explained in more depth. Therefore, researchers are encouraged to conduct research on the influence of job specifications, work period, and job placement on work productivity in the X district government. The purpose of this study is to determine whether or not there is an influence of job specifications, work period, and job placement on work productivity in the X district government. The research method used is qualitative with data collection techniques through observation, interviews and documentation, where interviews were conducted with 10 employees in the X district government. The research data that has been collected will be analyzed in depth to determine the results of the study. The results of the study indicate that clear job specifications, work period and appropriate job placement according to employee abilities can increase employee work productivity in the X district government positively and significantly. With this, the government should carry out clear job specifications considering the work period and employee abilities in carrying out work placement so that work productivity increases and organizational goals can be achieved effectively and efficiently.

Abstract

Effective management of expectations between the organization and employees is key to improving individual and overall organizational performance. This article examines various aspects that need to be considered in managing the gap in expectations and realities that have an impact on employee performance. Many factors are material for managing this condition, but in this article we will discuss the most important factors that are very fundamental both from the side of the organization as management and from the individual side of employees must run in harmony so that management can run well, not create new gaps. These factors are aspects of organizational culture including leadership and effective communication, motivation aspects in employees and aspects of the reward system. This paper presents recommendations for organizations in managing the gap between employee expectations and expectations to be the organization's attention in order to maintain stability towards achieving goals. The importance of managing expectations and reality is an important agenda for every organization to "take the time" to focus on employees as a valuable asset in order to maintain job satisfaction and employee productivity.
