Abstract

Ecotourism has emerged as a key strategy for harmonizing environmental conservation with local economic development, particularly in biodiverse coastal regions. Mangrove forests, as critical ecological buffers and carbon sinks, have gained attention for their potential to support sustainable tourism models. This study investigates the dynamics of policy implementation for mangrove ecotourism in the coastal area of Tanjungpinang, Indonesia, using Grindle’s Policy Implementation Framework to analyze both policy content and implementation context. The research aims to evaluate how the local tourism policy specifically Regional Regulation No. 8 of 2021 is translated into action at the grassroots level. A qualitative descriptive method was employed, incorporating in-depth interviews, field observations, and document analysis involving various stakeholders, including government agencies, NGOs, tourism operators, and community representatives. Findings reveal that while the regulation outlines clear environmental and socio-economic goals, implementation is hindered by inter-agency fragmentation, centralized decision-making, limited infrastructure, and minimal community participation. Power asymmetries and bureaucratic misalignment further complicate the delivery of intended outcomes. Despite these obstacles, some benefits have emerged, such as increased awareness and pilot ecotourism initiatives. The study concludes that for mangrove ecotourism to achieve meaningful ecological and economic outcomes, a participatory governance model is essential. Strengthening institutional coordination, enhancing grassroots involvement, and securing diversified resources are critical to bridging the gap between policy vision and practical impact.

Abstract

Pada era pemilihan kepaladaerah langsung, Kiai sebagai elit lokal mempunyai nilai yang sangat berarti bagi calon pemimpin daerah. Dengan basis massa riil, Kiai dengan simbol-simbol agama merupakan modal yang signifikan dalam mendulang suara menuju kemenangan, terutama dalam rangka memobilisasi massa. Hal ini dikarenakan salah satu tugas pokok dalam rekruitmen politik adalah bagaimana elit yang ada dapat menyediakan kader-kader parpol berkualitas untuk duduk, terutama di kursi eksekutif maupun legislatif. Tarik-menarik kepentingan antara kandidat dan Kiai menjadi hal yang wajar. Kiai, dengan kharismanya mampu memobilisasi massa, sebaliknya kandidat pemimpin daerah mampu memberi berbagai fasilitas kepada Kiai.

Abstract

Extreme weather events in Bintan Regency increased from 34 incidents in 2023 to 45 incidents in 2024, marked by strong winds and heavy rainfall, which caused damage to residential homes and disrupted community activities. This study aims to determine the mitigation strategies of the Regional Disaster Management Agency (BPBD) of Bintan Regency. This research uses a descriptive method with a qualitative approach. The study is based on Fred R. David’s theory (2016). The results of this study show that the Strategy Formulation has been fully implemented in formulating the vision and mission of BPBD Bintan regarding disaster mitigation. However, the identification of internal and external environments has not been optimal due to issues such as the wide geographical coverage of Bintan Regency and the lack of transportation facilities. The Strategy Implementation indicates that the execution by BPBD Bintan is not yet fully optimal, as some community members have not received the planned activities. The Strategy Evaluation shows that BPBD Bintan's performance has been optimal, as evidenced by the Government Institution Performance Report (LAKIP), which states that the agency has achieved 100% of its service targets for those who received services. However, field findings reveal that community understanding and preparedness are still lacking due to the absence of outreach and training programs, which are hindered by factors such as the unestablished Disaster-Resilient Villages (Destana/Katana). Nevertheless, the community perceives BPBD Bintan’s response in providing aid during disasters as satisfactory.

Abstract

Every job has certain characteristics or aspects that accompany individuals in carrying out their work. These aspects can make individuals work well or vice versa. Job characteristics as identification of various dimensions contained in a job design that simultaneously improves organizational efficiency and employee satisfaction. Job satisfaction is one of the ways that companies do to improve employee performance, companies are unlikely to achieve goals properly if employees are not likely to achieve goals properly if employees do not get good job satisfaction. The research method in this research is descriptive qualitative. This type of research is quantitative, with a sample of 173 respondents. The purpose of this study was to determine the effect of job characteristics on employee job satisfaction at the Riau Islands Province Education Office. Based on the tests carried out on the results of research and discussion, it can be seen that Job Characteristics have a positive and significant influence on Job Satisfaction. This certainly gives an indication that the increase in Job Characteristics will have a significant effect on increasing employee job satisfaction at the Riau Islands Province Education Office. The percentage of influence given by Job Characteristics to Job Satisfaction based on the results of data processing with an r square value of 13.5%.

Abstract

Flooding is a natural disaster that still frequently occurs in Singkep District, Lingga Regency, Riau Islands Province. This disaster has quite serious impacts on the community, both in the economic, social, and health sectors. Therefore, the problem of flooding should be a serious concern for the local government, particularly in improving the effectiveness of coordination between agencies directly involved in flood mitigation efforts. This study aims to determine the coordination process between the Regional Disaster Management Agency (BPBD) and the Public Works and Spatial Planning Agency (PUTR) of Lingga Regency in flood management, as well as to identify obstacles encountered in its implementation. The research method used is qualitative with a descriptive approach. The researcher uses the coordination theory of Harold Koontz which emphasizes four important elements: work planning, meetings or interactions, communication, and division of tasks. Data were collected through in-depth interviews, field observations, and documentation from both related agencies. The results of the study indicate that inter-agency coordination has not been running synergistically. The work plans of each agency have not been fully integrated, resulting in the implementation of the flood mitigation program running independently based on their respective duties and functions. The Regional Disaster Management Agency (BPBD) places greater emphasis on non-structural mitigation approaches such as education and simulations, while the Public Works and Housing Agency (PUTR) focuses on technical aspects such as flood control infrastructure development. Inter-agency meetings remain formal and have not yet become collaborative forums for formulating joint policies. Communication and task allocation have occurred, but are limited to the information dissemination stage. Key obstacles to this coordination include budget constraints, a lack of competent personnel, and low public awareness and participation in supporting mitigation programs. The lack of drainage construction in several affected villages also demonstrates weak inter-agency integration in program implementation.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas program percepatan penurunan stunting di Kabupaten Bintan dengan mengukur implementasi program serta faktor-faktor keberhasilan atau kegagalannya. Pendekatan penelitian yang digunakan adalah kualitatif dengan desain retrospektif, menggunakan data primer dan sekunder dari Dinas Kesehatan Kabupaten Bintan, DP3KB Kabupaten Bintan, Bapelitbang Kabupaten Bintan, serta hasil wawancara, observasi, dan dokumentasi. Instrumen penelitian meliputi observasi langsung, wawancara mendalam, dan dokumentasi. Analisis data dilakukan melalui tiga tahapan: reduksi data, tampilan data, dan kesimpulan serta verifikasi. Hasil penelitian menunjukkan bahwa program percepatan penurunan stunting di Kabupaten Bintan telah cukup efektif dalam menurunkan prevalensi stunting melalui berbagai intervensi seperti peningkatan kualitas asupan gizi dan edukasi pola asuh. TPPS Kabupaten Bintan telah melaksanakan berbagai program yang perlu ditingkatkan lebih lanjut, termasuk Rantang Sehat dan Rumah Asuh Bintan Kasih. Upaya percepatan penurunan stunting dilakukan secara konvergen dan kolaboratif dengan melibatkan seluruh perangkat daerah, swasta, dan masyarakat. Kesimpulannya, program penurunan stunting di Kabupaten Bintan menunjukkan kemajuan signifikan, namun beberapa aspek masih memerlukan peningkatan. Implikasi penelitian ini dapat digunakan sebagai dasar untuk penyempurnaan program kebijakan stunting di masa depan.

Abstract

Penelitian ini merupakan prosedur penyimpanan bahan makanan di The Stone’s Hotel, sebuah hotel berbintang 5 (lima) di Legian, Bali, dengan folus pada penerapan metode First in, first out (FIFO) dan faktor – faktor yang memengaruhi kualitas bahan makanan. Penelitian ini menggunakan pendekatan kualitatif melalui observasi dan wawancara, penelitian ini menjelaskan berbagai tahapan dalam prosedur penyimpanan, termasuk penerimaan barang, pengelompokkan, pencucian bahan, penyimpanan pada suhu yang sesuai, dan perlabelan. Proses FIFO diterapkan untuk memastikan bahan makanan yang lebih lama digunakan terlebih dahulu, mengurangi risiko kerusakan dan kadaluarsa. Faktor – faktor yang mempengaruhi kualitas bahan makanan seperti masa produksi, suhu penyimpanan, dan dimensi kualitas makanan termasuk warna, penampilan, porsi, bentuk, temperature, tekstur, aroma, tingkat kematangan, dan rasa.

Abstract

Human activities have a significant impact on the environment, so spatial planning policies are needed. The rules instruct that spatial planning be carried out innovatively involving the public. Spatial planning for water resources is the substance of the spatial planning policy. The purpose of this study was to determine the condition of public participation in the process of formulating spatial planning policies and in the management of Water Resources, and to determine the impact of public participation in the process of formulating spatial planning policies on the management of Water Resources. Field review as the main focus of the study with a qualitative descriptive study method. Informants from related stakeholders, namely the government, community, and entrepreneurs (private) were divided into 3 groups. Informants were determined using the purposive sampling technique, and continued with the snowball sampling technique. Data collection methods were through interviews, observations and documentation. The level of public participation was analyzed according to the typology of the eight Arnstein Participation Ladders. The results of the study showed that in the process of formulating spatial planning policies in Tanjungpinang City, the community was involved at the consultation level (fourth ladder) and included in the category of degree of tokenism. Public participation in the management of Water Resources was at the partnership level (sixth ladder) included in the category of degree of citizen power. The conclusion of the study was that the role of the public in the formulation of spatial planning policies is relatively suboptimal. This participation condition has an impact on public participation in the management of Water Resources.
