Abstract

Tujuan dari penelitian ini yaitu peneliti ingin mengetahui strategi Dinas Tenaga Kerja koperasi dan usaha mikro dalam pemberdayaan pelaku usaha mikro di Kota Tanjungpinang. Metode penelitian yang digunakan adalah metode deskriptif dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa Strategi Dinas Tenaga Kerja, Koperasi dan Usaha Mikro dalam pemberdayaan pelaku usaha mikro, yaitu Dinas Tenaga Kerja, Koperasi dan Usaha Mikro Kota Tanjungpinang mengadakan pelatihan untuk pengembangan sumber daya pelaku usaha mikro, akan tetapi pelatihan-pelatihan yang di berikan berupa pengadaan informasi mengenai bantuan modal yang di berikan oleh Kementrian Koperasi dan Usaha Mikro melalui Dinas Tenaga Kerja, Koperasi dan Usaha Mikro. Dinas Tenaga Kerja, Koperasi dan Usaha Mikro Kota Tanjungpinang hanya sebagai fasilitasi dan penyedia info adanya bantuan tersebut ke masyarakat dan sebagai penyedia data-data pelaku usaha mikro yang ada di Kota Tanjungpinang untuk di serahkan kepada pusat (Kementrian Koperasi dan Usaha Mikro

Abstract

This research aims to evaluate policies related to the Interest-Free Capital Assistance Program for MSMEs in Kepulauan Riau Province through a descriptive-qualitative approach using the William N. Dunn Model Policy Evaluation. The results of the research show that, first, the Interest-Free Capital Assistance Program Policy for MSMEs in the Kepulauan Riau Province is in accordance with the goal, namely that MSME actors can survive the impact of COVID-19. This can be seen from the budget allocation of Interest-Free Capital Assistance that increases every year. Second, the Interest-Free Capital Assistance Program Policy for MSMEs in the Kepulauan Riau Province has been beneficial for MSME actors. This can be seen from the number of MSME actors receiving assistance, which increases every year. And, third, the Interest-Free Capital Assistance Program Policy for MSMEs in the Kepulauan Riau Province has supported and satisfied stakeholders. This can be seen from the support of various parties, such as policymakers, service providers, regulation providers, and beneficiaries who request that this policy continue. This research also suggests that intensive coordination between stakeholders is needed, systems that have been successfully run elsewhere need to be adopted, and commitment needs to be strengthened, especially from service providers.AbstrakPenelitian ini bertujuan untuk mengevaluasi kebijakan terkait Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau melalui pendekatan Kualitatif Deskriptif dengan menggunakan Evaluasi Kebijakan Model William N. Dunn. Hasil penelitian menunjukan bahwa Pertama, Kebijakan Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau sudah sesuai dengan tujuan yaitu agar pelaku UMKM dapat bertahan dari dampak Covid-19. Hal ini dapat dilihat dari alokasi anggaran Bantuan Modal Tanpa Bunga yang bertambah setiap tahun. Kedua, Kebijakan Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau sudah bermanfaat bagi pelaku UMKM. Hal ini dapat dilihat dari Pelaku UMKM penerima bantuan yang bertambah setiap tahun. Serta, Ketiga, Kebijakan Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau sudah mendukung dan memuaskan stakeholder. Hal ini dapat dilihat dari dukungan berbagai pihak seperti pengambil kebijakan, penyedia regulasi, penyedia layanan, sampai dengan penerima manfaat yang meminta agar kebijakan ini agar terus dilanjutkan. Penelitian ini juga menyarankan bahwa perlu dilakukan koordinasi yang intensif antar pemangku kepentingan, perlu mengadopsi sistem yang sudah berhasil dijalankan ditempat lain, serta perlu penguatan komitmen khususnya dari pihak penyedia layanan.

Abstract

Reformasi 1998 yang diusung oleh mahasiswa dan masyarakat berhasil menyudahi do minasi kekuasaan Orde Baru dengan berhentinya Presiden Soeharto. Gerakan yang diinisiasi dari lingkungan kampus ini mengajukan beberapa tuntutan yaitu penegakan supremasi hukum, pemberantasan KKN, pengadilan bagi mantan Presiden Soeharto dan kroninya, amendemen konstitusi, pencabutan dwifungsi ABRI dan pemberian otonomi daerah seluas luasnya. Keenam tuntutan ini sesungguhnyamerupakan momentum fundamental menuju ke arah penegakan hukum dan demokratisasi yang menjadi spirit reformasi dan menjadi dasar kehidu pan bermasyarakat, berbangsa dan bernegara. Sayangnya apa yang menjadi tuntutan dan cita cita ideal reformasi belumlah tercapai. Reformasi belum selesai. Maka, memaknai 25 tahun reformasi, akan dikaji bagaimana upaya yang harus ditempuh untuk mewujudkan su premasi hukum dan untuk meningkatkan kualitas demokrasi di Indonesia.

Abstract

Tourism has become an important source of local income in Bintan Regency. However, the implementation of tourism management policies in Bintan Regency still faces problems, both factual and theoretical, from various stakeholders. This research aims to analyze the implementation of policy using Edward III theory in managing tourism in Bintan Regency. The research method used is a qualitative descriptive approach by collecting secondary data in the form of government documents and primary data through direct interviews with informants, which were then analyzed deeply according to the findings on the ground. This study shows that the implementation of tourism management policies in Bintan Regency requires strong collaboration between the government, community, and relevant parties. Edward III emphasizes that structural variables, attitudes or dispositions of implementers, resources, and communication must be accompanied by the principle of building sustainable tourism villages, so that the problems that will be faced can be solved optimally. The barriers and challenges in implementing this policy must be overcome by every stakeholder. The government needs to focus more on developing local potential and increasing community capacity in managing tourism villages. In addition, the government also needs to provide training and mentoring to the community so that they can actively participate in managing tourism villages. Furthermore, the implementation of tourism management policies in Bintan Regency requires a strong commitment from the government, community, and relevant parties to increase community awareness and improve the quality of tourism village management. Therefore, it is hoped that successful tourism village management can be achieved in Bintan Regency that is ideal and sustainable.

Abstract

The service standards for the Roro Dompak port Kepulauan Riau Province are the parameters used as guidelines for the implementation of services and the objectivity of the criteria for assessing the quality of services to the community so that there is guidance on the obligations and promises of organizers to stakeholders in the context of quality, fast, easy, affordable and measurable services. The aim of the research is to analyze the evaluation of Public Services at Roro Dompak port Kepulauan Riau Province. Qualitative Research Method with primary data collection such as closed interviews and secondary data obtained from the Kepulauan Riau Province Transportation Service. Data analysis uses triangulation techniques and uses grand theory based on two approaches: process-oriented evaluation and results-based evaluation. Process-oriented evaluation focuses on the process of providing public services, including accountability, responsibility and responsiveness. Results-based evaluation focuses on public service outcomes, including effectiveness, economics, and efficiency. The research results show that the Roro Dompak port Kepulauan Riau Province has several strengths and weaknesses in providing public services to the community. Its advantages include its strategic location, adequate basic facilities and efficient operations. However, the weaknesses are limited capacity, inadequate infrastructure, and lack of transparency. This study also identified several areas that need to be improved, including increasing port capacity, improving infrastructure, and increasing transparency and accountability. Additionally, the study suggests that ports should focus on improving their responsiveness to community needs, increasing effectiveness in providing services, and reducing costs. Overall, this study provides a comprehensive evaluation of the public service performance of Roro Dompak Port and highlights areas that need improvement to increase its effectiveness in providing public services to the community Kepulauan Riau Province.

Abstract

The Joint Business Group Program (KUBE) is a government program that aims to improve the welfare of the poor. The Joint Business Group (KUBE) was also established in one of the villages in Bintan Regency, namely Lancang Kuning village. However, several problems were also found in the implementation of the Joint Business Group (KUBE) program in the village: There were several obstacles in running the program, There was no specific strategy for marketing activity products, Problems with business capital that should be used for the development of Joint Business Groups. The purpose of this study was to find out the process of implementing the Joint Business Group (KUBE) program in Lancang Kuning Village in improving the welfare of the poor. This study uses the Edward III Model of policy implementation, communication, resources, dispositions, and bureaucratic structures. Interviews, observations, and documentation studies are data collection methods. The results of the study show that 1) communication indicators cannot be said to be optimal due to several factors, namely the government's inconsistency in providing socialization to the KUBE group. 2) The resource indicators in the process of implementing the KUBE program in Lancang Kuning Village have been declared successful, the indicators for human resources have been adequate from members and KUBE assistants. And from a financial point of view, it has also been good because the KUBE group has received a grant of 20 million at the beginning of the formation of KUBE. 3) disposition indicators can be seen that the government has paid attention to KUBE in Lancang Kuning Village, especially to KUBE who are active in KUBE program activities. 4) indicators of bureaucratic structure cannot be said to be optimal, because KUBE members do not understand how standard operational procedures (SOP) are in implementing the KUBE program. The conclusion is that the implementation of KUBE in Lancang Village has not run optimally, because community members do not understand the KUBE program.

Abstract

In Bintan Regency, there are already 18 KB (Keluarga Berkualitas) villages spread across 10 sub-districts. One of them is Seri Kuala Lobam KB Village, it’s located in Busung village. This study aimed to evaluate the implementation of the Quality Family (KB) Village Program in Busung Village, Seri Kuala Lobam District, Bintan Regency. In this research, the theory used is Dunn's (2003) policy evaluation theory. The research used descriptive qualitative as the method. Data collection techniques are carried out by observation, interviews, and documentation. The data analysis technique used was by reducing data, presenting data and drawing conclusions. The research results were, Indicators of effectiveness have not been effective, due to the lack of understanding of the community in Busung Village about Quality Family Villages. Efficiency indicators were not yet efficient, due to the lack of participation of the comunity and constraints in managing time. Facilities and infrastructure indicators were also inadequate like there is not any town hall meeting available. Indicators of equalization, was not yet evenly distributed throughout society. Indicators of responsiveness, got support from the community. Accuracy indicator, it was right on target but was not comprehensive in all circles of society.

Abstract

Penelitian ini bertujuan untuk meningkatkan kualitas pengembangan wisata religi dan budaya di Pulau Penyengat dengan menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan pengembangan wisata religi dan budaya. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif dengan dua sumber data, yaitu observasi dan wawancara tertutup dilapangan. Data primer yang diperoleh dari wawancara digunakan sebagai bahan analisis mengunakan teori Van Meter van Horn. Hasil menunjukkan bahwa kondisi umum pada program pembangunan berupa revitalisasi pembangunan fisik dan program kegiatan pembangunan masyarakat yang sudah dilakukan oleh pemerintah daerah berupa kegiatan tahun baik dalam jangka panjang maupun jangka pendek yang bisa berperan penting dalam partisipasi masyarakat dalam religi dan budaya yang ada di Pulau Penyengat Kota Tanjungpinang. Selanjutnya pada proses implementasi kebijakan yang meliputi Standar dan Sasaran Kebijakan, Sumber Daya, Karakteristik Organisasi Pelaksana, Komunikasi antar Organisasi Terkait dan Kegiatan Pelaksana, serta kondisi sosial ekonomi politik terdapat tantangan serta hambatan perlu diselesaikan oleh pemangku kepentingan dalam pembangunan wisata religi dan budaya di Pulau Penyengat.

Abstract

The Lembata Regency Government uses government cooperation as the main method for dealing with natural disasters. The creation of strategic disaster documents such as disaster risk assessment documents and disaster contingency plans shows collaborative Governance successfully handled the disaster in Lembata Regency. This research aims to find out about Collaborative Governance in Natural Disaster Management in Lembata Regency, East Nusa Tenggara. This research uses a qualitative descriptive research method. Primary and secondary data are data sources for this research. Research results (1) indicators of face-to-face dialogue in collaboration are key elements of effective disaster management, (2) indicators of building trust between Stakeholders is an important component to achieve optimal results in mitigation efforts and response to disasters, (3) indicators of commitment to the process become a solid foundation in joint efforts to overcome disasters, (4) indicators of shared understanding are needed to build effective disaster management cooperation and successful in Lembata Regency, (5) interim results indicators of this collaboration have a strategic impact and are an important step towards more effective and successful disaster management in Lembata Regency. In conclusion, to achieve this goal, inclusive and structured collaboration is needed with a clear division of roles and responsibilities.

Abstract

DPRD as part of regional government administration has an important task in increasing efficiency, productivity and accountability in government administration. Quality services from the Bintan Regency DPRD Council Secretariat are very important to ensure effective and efficient DPRD performance. This research aims to determine the service strategy carried out by the secretariat of the Bintan Regency DPRD council. This research uses a qualitative descriptive research method. Primary and secondary data are data sources in research. Research results (1) The implementation of organizational strategy can be seen from the preparation of Standard Operating Procedures (SOP) which provide clear guidance for DPRD members in carrying out their duties. (2) the program strategy is implemented through the implementation of an information management system, provision of better information services, as well as training and guidance for DPRD members. (3) human resources (HR) support strategies are carried out with selective recruitment, continuous training, and development of skills and competencies. (4) institutional strategies are implemented through providing logistical and administrative support, preparing activity agendas, routine coordination mechanisms, and appointing inter-departmental coordinators. In conclusion, the implementation of these strategies has improved the quality of DPRD council secretariat services to members of the Bintan Regency DPRD
