Abstract

In Bintan Regency, there are already 18 KB (Keluarga Berkualitas) villages spread across 10 sub-districts. One of them is Seri Kuala Lobam KB Village, it’s located in Busung village. This study aimed to evaluate the implementation of the Quality Family (KB) Village Program in Busung Village, Seri Kuala Lobam District, Bintan Regency. In this research, the theory used is Dunn's (2003) policy evaluation theory. The research used descriptive qualitative as the method. Data collection techniques are carried out by observation, interviews, and documentation. The data analysis technique used was by reducing data, presenting data and drawing conclusions. The research results were, Indicators of effectiveness have not been effective, due to the lack of understanding of the community in Busung Village about Quality Family Villages. Efficiency indicators were not yet efficient, due to the lack of participation of the comunity and constraints in managing time. Facilities and infrastructure indicators were also inadequate like there is not any town hall meeting available. Indicators of equalization, was not yet evenly distributed throughout society. Indicators of responsiveness, got support from the community. Accuracy indicator, it was right on target but was not comprehensive in all circles of society.

Abstract

This study aims to describe the linkages of various policies in improving the quality of slum settlements in Bogor Regency. The focus of this research is on the scope of policy content and policy implementation. The study used a qualitative approach, sourced from secondary data which was explored through discussions with activists in the slum area of BPM KOTA. Data analysis was carried out descriptively by giving analytical power to data or phenomena that were still within the scope of the research focus. The results of the study illustrate that coordination and integration between policies at various levels of the bureaucracy has not yet touched the technical level in solving the problem of improving the quality of slum settlements in urban areas

Abstract

The tourism sector plays a crucial role in economic growth by increasing the country's foreign exchange and creating jobs. Indonesia, with more than 17,000 islands rich in natural and cultural beauty, has great tourism potential. Riau Islands Province, especially Tanjungpinang City, has significant natural and cultural tourism potential. This research aims to analyze the application of the concept of reinventing government in developing Tanjungpinang tourism by increasing management efficiency and innovation in the tourism bureaucracy. This research uses qualitative methods with data collection techniques through observation, interviews and documentation. The research results show that the application of the principles of "Reinventing Government" such as catalyst government, community-owned government, competitive government, mission-oriented government, results-oriented government, customer-oriented government, entrepreneurial government, anticipatory government, and decentralized government, has had a positive impact in developing tourism in Tanjungpinang. The conclusion shows that collaboration between government, society and the private sector is the key to success, and improving service quality and innovation are the main factors in attracting tourists and increasing regional income. These results indicate that the reinventing government approach can be an effective model for tourism development in other cities.

Abstract

This research aims to determine the effectiveness of the Bintan Regency Micro Business Cooperative Industry and Trade Department's empowerment program on the micro business sector that supports tourism. This research uses a qualitative approach to describe and analyze social phenomena and activities related to the effectiveness of the micro business empowerment program organized by the Department. The data collection techniques applied include observation, interviews and documentation studies, which were comprehensively utilized to collect relevant and in-depth data in accordance with the objectives of this research. The research results show that the Bintan Regency DKUPP shows good capabilities in internal and external integration, with the formation of a cross-sector verification team for grants and strong collaboration with OPD and related institutions. However, internal evaluation of grant activities still needs to be strengthened. Adaptation to the environment is also an important focus, especially in procuring and filling a workforce that does not yet fully meet needs, although steps have been taken to respond to this. The conclusion of this research shows that although the Bintan Regency DKUPP has achieved some success in empowering micro businesses, there are areas that still require improvement to increase effectiveness and efficiency in achieving organizational goals.AbstrakPenelitian ini bertujuan untuk mengetahui efektivitas program pemberdayaan Dinas Koperasi Usaha Mikro Perindustrian dan Perdagangan Kabupaten Bintan terhadap sektor usaha mikro yang mendukung pariwisata. Penelitian ini menggunakan pendekatan kualitatif untuk menggambarkan dan menganalisis fenomena serta aktivitas sosial terkait efektivitas program pemberdayaan usaha mikro yang diselenggarakan oleh Dinas tersebut. Teknik pengumpulan data yang diterapkan mencakup observasi, wawancara, dan studi dokumentasi, yang secara komprehensif dimanfaatkan untuk mengumpulkan data yang relevan dan mendalam sesuai dengan tujuan penelitian ini. Hasil penelitian menunjukkan DKUPP Kabupaten Bintan menunjukkan kemampuan baik dalam integrasi internal dan eksternal, dengan terbentuknya tim verifikasi lintas bidang untuk hibah dan kerjasama yang kuat dengan OPD dan lembaga terkait. Namun, evaluasi internal terhadap kegiatan hibah masih perlu diperkuat. Adaptasi terhadap lingkungan juga menjadi fokus penting, terutama dalam pengadaan dan pengisian tenaga kerja yang belum sepenuhnya memenuhi kebutuhan, meskipun langkah-langkah telah diambil untuk menanggapi hal ini. Kesimpulan penelitian ini menunjukkan bahwa meskipun DKUPP Kabupaten Bintan telah mencapai beberapa keberhasilan dalam pemberdayaan usaha mikro, terdapat area yang masih memerlukan perbaikan untuk meningkatkan efektivitas dan efisiensi dalam mencapai tujuan organisasi.

Abstract

Implementation is a concept that attempts to look at a number of key factors that influence policy implementation. The implementation of religious moderation policies in Indonesia, especially in Tanjungpinang City, has not been and is not even optimal. This phenomenon is interesting by looking at the root of the problem. This research uses descriptive research methods with a qualitative approach. Researchers used two data collection techniques, namely: a) Literature Study, Concentrating on collecting data through library data collection techniques, analyzing research materials from books and scientific journals, newspapers and articles in general. Library data can be accessed by purchasing books related to research, accessing offline or online libraries such as the digital library application of the National Library of the Republic of Indonesia (iPusnas). b) Documentation Studies, namely collecting data from a number of official documents. These official documents include data, press statements and reports from state high school schools in Tanjungpinang, the Riau Islands Provincial Education Office, the Tanjungpinang Catholic Church. The primary data collection technique is through interviewing the views of source participants regarding the problems felt by the participants. The research results show that the case study at the Tanjungpinang State High School occurred for several reasons, including: the absence of Catholic Religious Educators with PNS or PPPK status; the number of students who are Catholic does not meet the quota in terms of numbers; and there are no places or classrooms provided for Catholic religious learning activities. The Tanjungpinang Catholic Church took a solution with educational steps in the form of gathering Catholic children who attend high school level state schools in Tanjungpinang City and looking for volunteer teachers to provide Catholic religious lessons and then provide grades to the school.

Abstract

The implementation of Tanjungpinang Mayor Regulation Number 70 of 2021 concerning the Implementation of Advertisements has created various dynamics since it was implemented in early 2022. This policy aims to improve the aesthetics, safety and usefulness of advertisements in city spatial planning, as well as encouraging Regional Original Income (PAD). However, its implementation faces challenges in the form of protests from billboard entrepreneurs, especially regarding the sealing of billboards that are considered unlicensed. Through a collaborative governance approach, this research explores the importance of coordination between stakeholders, such as the Public Works and Spatial Planning Department, DPMPTSP, BPPRD, and Satpol PP, to resolve conflicts and increase policy effectiveness. This research uses a qualitative method with a descriptive approach. Data was collected through in-depth interviews, documentation and literature study. Data analysis was carried out thematically by focusing on the dynamics of advertising policy implementation in Tanjungpinang based on collaborative governance theory. The results of research (1) show that increasing human resource capacity, (2) improving communication, and (3) increasing awareness among advertising organizers are very important for the successful implementation of this policy. In conclusion, this research emphasizes the need for a collaborative approach between stakeholders to achieve an orderly, safe and aesthetic urban environment in Tanjungpinang.       Keywords: Implementing policies, organizing advertisements, coordinating stakeholders

Abstract

This research target is in line with the basic problems that will be revealed related to the positive significance of the digital transformation policy implementation process at the Kepulauan Riau Province Investment and One-Stop Integrated Service Office and the dominant obstacles faced related to the digital transformation policy implementation process at the DPMPTSP of Riau Islands Province. The relationship between these problems will be explored using a qualitative approach as a tiered research design supported by the availability of Grindle's approach to policy implementation and the linear relevance of the locus under study. The parameters of the findings by Mergel, et al. (2019), in order to meet public expectations of the Government's ability to provide high-value real-time digital services, the Government changed operational standards to improve public services to be more effective so as to achieve goals, including transparency and public satisfaction. The indicators of these research findings indicate the existence of relevance and linear comparison as novelty which is the author's target in providing research novelty. The achievement of research targets is supported by qualitative methods and descriptive analysis and discussion of field observations segmented within the scope of field research. However, after the author completed an initial survey at the Kepri Province Investment and One- Stop Integrated Service Office, indicating the relevance of the research findings that the added value of the community is obtained as needed, namely fast, easy, and free of charge, the function of NIB which also applies as a business license, distribution permit, SNI, and Halal Certificate, through OSS-RBA, MSE and Non MSE business actors. A number of conclusions followed by positive and negative implications indicate a multiplying effect on research findings directly and indirectly which can be used as empirical evidence for policy making related to online licensing in Riau Islands Province.

Abstract

This research refers to the problem of improving employee performance and discipline at the Bintan Regency Education Office and the alternative step taken by the Government is to create the SIKAB Application. The purpose of this study is to evaluate the steps taken by the Bintan Regency government in overcoming the problems caused by the SIKAB application and the impact felt by employees after using it. The method used is descriptive qualitative with a case study approach, data collection is done by means of observation, interviews, and documentation. The results showed that the application still had an impact on increasing employee discipline, but not with applications that still experienced errors and did not have a remote radar feature. Not only that, special development and further evaluation are still needed in overcoming application problems and what kind of performance is carried out by employees of the Bintan Regency Education Office. The conclusion in this study found that the SIKAB application has been running well, as evidenced by the existence of application development and various other problems related to improving employee performance and discipline at the Bintan Regency Education Office.

Abstract

Pembangunan merupakan proses perubahan terencana yang bertujuan menciptakan masyarakat yang adil, makmur, dan sejahtera. Sebagai infrastruktur transportasi strategis, pelabuhan memainkan peran penting dalam mendukung pertumbuhan ekonomi, khususnya di Kota Tanjungpinang yang bergantung pada transportasi laut. Penelitian ini berfokus pada pengembangan Pelabuhan Kuala Riau sebagai pelabuhan rakyat dengan menilai kondisi eksisting, manfaat sosial-ekonomi, serta strategi pemberdayaan masyarakat. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa revitalisasi pelabuhan telah meningkatkan arus barang dan penumpang, namun belum optimal akibat keterbatasan infrastruktur dan tata kelola. Pengembangan pelabuhan berkontribusi positif terhadap peningkatan aktivitas ekonomi masyarakat, khususnya di sektor perdagangan dan jasa. Kesimpulan dari penelitian ini menunjukkan bahwa pengelolaan pelabuhan yang terintegrasi dan berkelanjutan diperlukan guna mendorong pertumbuhan ekonomi lokal. Rekomendasi yang diajukan mencakup pelibatan aktif masyarakat dalam tata kelola, peningkatan kapasitas sumber daya manusia, serta kemitraan strategis dengan sektor swasta guna memperkuat peran pelabuhan sebagai pusat ekonomi yang inklusif dan kompetitif.

Abstract

Ecotourism has emerged as a key strategy for harmonizing environmental conservation with local economic development, particularly in biodiverse coastal regions. Mangrove forests, as critical ecological buffers and carbon sinks, have gained attention for their potential to support sustainable tourism models. This study investigates the dynamics of policy implementation for mangrove ecotourism in the coastal area of Tanjungpinang, Indonesia, using Grindle’s Policy Implementation Framework to analyze both policy content and implementation context. The research aims to evaluate how the local tourism policy specifically Regional Regulation No. 8 of 2021 is translated into action at the grassroots level. A qualitative descriptive method was employed, incorporating in-depth interviews, field observations, and document analysis involving various stakeholders, including government agencies, NGOs, tourism operators, and community representatives. Findings reveal that while the regulation outlines clear environmental and socio-economic goals, implementation is hindered by inter-agency fragmentation, centralized decision-making, limited infrastructure, and minimal community participation. Power asymmetries and bureaucratic misalignment further complicate the delivery of intended outcomes. Despite these obstacles, some benefits have emerged, such as increased awareness and pilot ecotourism initiatives. The study concludes that for mangrove ecotourism to achieve meaningful ecological and economic outcomes, a participatory governance model is essential. Strengthening institutional coordination, enhancing grassroots involvement, and securing diversified resources are critical to bridging the gap between policy vision and practical impact.
