Abstract

The Sumba people has a culture called ‘capturing the bride’ (kawin tangkap), where a man captures the woman he will marry. But its practice has deviated and it became full of intimidation. This paper aims to analyze the ‘capturing the bride’ practice of Sumba people from the victimological perspective. This was descriptive qualitative research. Results show that the current form of ‘capturing the bride’ is a form of violence against women. The violence experienced by ‘capturing the bride’ victims is motivated by a created opportunity and a man’s idealized need to marry a woman. From the victimological perspective, based on Mendelshon’s theory on the degree of victims’ fault, the above victims are completely innocent victims. Based on Schafer’s concept on victim responsibility, they are categorized as biologically and socially weak victims. Then, if related to Fattah’s theory on victim involvement, they are categorized as non-participating victims.

Abstract

This community service activity in the form of assistance aims to enhance the capacity of the Regional House of Representatives (DPRD) of Magelang City as a legislative body in formulating gender-responsive regulations through the drafting of the Regional Regulation on Gender Mainstreaming (Raperda PUG). This activity represents a commitment to supporting the development of regional regulations that are responsive to gender equality issues and provide legal certainty in achieving gender-inclusive national development, as mandated by Presidential Instruction Number 9 of 2000 on Gender Mainstreaming in National Development (Inpres No. 9/2000). To achieve broader gender equality—in family, community, national, and state life—it is necessary to implement gender mainstreaming strategies within national development, one of which is through the formulation of regional regulations. The assistance was carried out in two stages, namely preparation and implementation. The output of this activity consists of analyses and recommendations on the Raperda PUG, covering sociological and juridical aspects, which were presented both orally and in written form to the Special Committee II (Pansus II) of the DPRD of Magelang City.

Abstract

The aim of this program is to provide education on bullying and to raise collective awareness of the importance of creating a school environment free from violence. Bullying is a form of misconduct that frequently occurs in society and can also be found within school settings. The problem-solving strategy was implemented through a legal counseling approach combined with participatory, two-way discussions with the target participants at SD Negeri Kowangan. The target group consisted of 80 students from grades 3 to 6. The results of the program indicate a significant improvement in students’ understanding. By instilling legal awareness from an early age and conducting effective transformative socialization, the program successfully shaped students’ mindsets to be more empathetic and responsible in addressing bullying within the school environment.
