Abstract

Indonesia, as an archipelago, faces logistical challenges in distributing aviation fuel for TNI AU operations, particularly in remote areas with limited infrastructure. The reliance on conventional methods (such as drums) leads to inefficiencies in time and capacity. The objectives of this study are to analyze the potential application of Bulk Aviation Transport Tank (BATT) innovation in supporting TNI AU aircraft fuel distribution, identify supporting and hindering factors, and provide effective recommendations for its implementation. This research uses a descriptive-analytical qualitative method with data collection through document studies, in-depth interviews with key informants from TNI AU and BRIN, and observation. Data were analyzed interactively using triangulation techniques for validation. The results show that BATT has the potential to significantly improve distribution efficiency: reducing distribution time from 3–5 days to less than 24 hours, increasing fuel utilization to 98%–100%, and optimizing airlift capacity. Key supporting factors include operational efficiency and flexibility, while obstacles include high initial investment needs, limited human resources and infrastructure readiness, and the lack of specific SOPs. Recommendations focus on strengthening policies, human resource development, infrastructure modernization, and partnerships with the domestic defense industry.

Abstract

Natural technological (natech) risks pose complex governance challenges in industrial coastal cities exposed to earthquakes and tsunamis. While policy implementation theories such as Edwards III remains influential, their explanatory power is limited when applied to multi-hazard, multi-actor, and technology-intensive disaster contexts. This study examines the implementation of Cilegon City Regulation No. 7/2017 on disaster management in Cilegon, Indonesia, a highly industrialized coastal city facing significant earthquake and tsunami risk. Using a qualitative case study approach involving in-depth interviews, document analysis, and field observation, this research identifies structural, institutional, and governance gaps that constrain effective mitigation. The findings demonstrate that deficiencies in communication, fragmented resource management, limited public participation, weak public trust, and rigid bureaucratic structures undermine policy effectiveness. To address these limitations, this study proposes the KIKA-717 model, an extended policy implementation framework integrating communication enhancement, integrated resource management, trust-based disposition, adaptive bureaucratic structure, public participation and partnership, information technology integration, and policy adaptability and learning. The model offers a transferable analytical and practical framework for strengthening disaster mitigation governance in industrial coastal cities facing natech risks.

Abstract

This study examines the role of the Indonesian National Army Air Force (TNI AU) in the implementation of Non-War Military Operations (OMSP), especially in the handling of non-natural disasters of the COVID-19 pandemic at the Raden Sadjad Air Force Base, Natuna. The COVID-19 pandemic is a non-traditional security threat that requires a rapid and coordinated response from various sectors, including the military. This study uses a qualitative approach with a case study method, analyzing the role of the Indonesian Air Force based on Health Theory which includes the stages of pre-action, action, and post-action (maintenance). Data was collected through in-depth interviews with Indonesian Air Force officers, health workers, and local government officials, as well as direct observation and documentation studies. The results of the study show that the Indonesian Air Force, especially the Raden Sadjad Base, played a strategic role in the quarantine of 238 Indonesian citizens from Wuhan in February 2020, the distribution of health logistics, and coordination with various agencies. However, there are significant challenges in the form of limited regulations regarding the operational procedures of the Indonesian Air Force in dealing with non-military threats in the form of dangerous viruses, coordination between institutions that are not optimal, limited infrastructure including defense equipment that is not commensurate with the size of the area, and gaps in human resource capacity. Analysis using Health Theory revealed that the pre-action stage requires strengthening through the preparation of clear Standard Operating Procedures (SOPs) and strengthening preventive coordination,
