Abstract

Penelitian ini mengkaji peran strategis humas pemerintah dalam pelayanan keimigrasian, dengan penekanan pada efektivitas komunikasi digital melalui Cyber PR oleh Direktorat Jenderal Imigrasi dalam mempromosikan aplikasi M-Paspor. Metode yang digunakan adalah kualitatif, melalui tinjauan literatur dan studi kasus praktik komunikasi di sektor pelayanan publik keimigrasian. Hasil penelitian menunjukkan bahwa strategi humas yang terencana dapat meningkatkan komunikasi dua arah, partisipasi masyarakat, serta pemahaman publik terhadap kebijakan dan prosedur keimigrasian. Regulasi keimigrasian memberi kerangka normatif yang kokoh untuk mendukung komunikasi yang transparan, akuntabel, dan responsif, dengan mekanisme evaluasi dan umpan balik yang berkelanjutan. Integrasi media tradisional dan digital memperkuat kepercayaan publik, pengelolaan krisis, dan kualitas pelayanan. Kesimpulannya, sinergi antara peran strategis humas, regulasi yang kuat, dan strategi komunikasi adaptif berbasis teknologi informasi menghasilkan pelayanan keimigrasian yang efisien, transparan, dan partisipatif, selaras dengan kebutuhan masyarakat yang dinamis di era digital.

Abstract

This study aims to analyze the simultaneous and partial influence of Officer Interpersonal Communication and Information Technology Utilization on the Quality of Passport Services at South Jakarta Special Class I Non-Checkpoint Immigration Office. The quality of public services in the digital age demands synergy between technological efficiency and the humanism of interaction, which is the background that prompted this research. The method used is a mixed methods approach with data collected from 284 respondents. The regression test results show that both variables positively and significantly influence Service Quality, with a contribution of 87.7%. Partially, the Utilization of Information Technology is proven to be the more dominant factor in determining applicant satisfaction. Nevertheless, descriptive analysis and qualitative findings identified Interpersonal Communication, particularly the aspect of Empathy, as a major weakness most frequently cited by applicants, necessitating specific communication adaptation training. In conclusion, to achieve excellent service, the necessary strategy is a balanced one that leverages technological dominance for efficiency while also investing in improving staff empathy to create supportive and accountable interactions.

Abstract

Wilayah perairan timur Sumatera merupakan salah satu jalur laut paling sibuk sekaligus paling rentan terhadap tindak pidana perdagangan orang (TPPO). Kompleksitas geografis kepulauan, tingginya arus migrasi kerja lintas negara, serta keberadaan dermaga kecil yang sulit diawasi menjadikan wilayah ini rawan dimanfaatkan oleh jaringan perdagangan orang. Penelitian ini berangkat dari kebutuhan untuk merumuskan model manajemen keimigrasian berbasis risiko yang mampu mengintegrasikan aspek hukum, kelembagaan, dan teknologi dalam pencegahan TPPO maritim. Melalui pendekatan mixed-methods dengan kombinasi analisis yuridis, pemetaan proses kelembagaan, dan desain sistem analitik berbasis data manifes penumpang, penelitian ini menawarkan model Maritime Anti-Trafficking Risk Scoring System (MARSS) yang disinergikan dengan kerangka Integrated Border Management (IBM). Hasil penelitian menunjukkan bahwa MARSS dapat berfungsi sebagai instrumen skoring risiko yang memungkinkan seleksi pemeriksaan penumpang lebih tepat sasaran, meminimalkan kesalahan, serta memperkuat jalur perlindungan korban tanpa menghambat mobilitas pelintas batas yang sah. Kontribusi utama penelitian ini adalah menghadirkan kerangka manajemen keimigrasian maritim yang empiris, sistematis, dan berorientasi hak asasi manusia, yang dapat dijadikan model kebijakan dalam memperkuat strategi nasional pencegahan TPPO di kawasan perairan timur Sumatera.

Abstract

Along with the increasing use of social media as a means of public communication, the direct role of interpersonal communication between officers and the public remains an essential element in providing quality services. This phenomenon has become a real public concern, especially at the South Jakarta Special Class I Non-TPI Immigration Office, regarding the quality of interpersonal communication demonstrated by immigration officers during the passport application interview process. The objectives of this study are as follows: 1) To analyze the influence of immigration officers' interpersonal communication at the South Jakarta Special Class I Non-TPI Immigration Office on the quality of passport services; 2) To analyze the influence of information technology utilization at the South Jakarta Special Class I Non-TPI Immigration Office on the quality of passport services; 3) To analyze the combined influence of immigration officers' interpersonal communication and information technology utilization on the quality of passport services at the Immigration Office. This study uses a quantitative method with a survey approach to analyze the relationship between interpersonal communication variables, information technology utilization, and passport service quality. The t-test results for the second model obtained a significance value for the Interpersonal Communication variable of 0.000 (t = 4.953). The Information Technology variable was 0.000 (t = 14.361). The F-test results for the second model obtained a calculated F value of 1004.211 with a significance value of 0.000, which is smaller than α = 0.05.

Abstract

Increased global mobility has made foreigner surveillance a strategic issue in Indonesia's immigration policy. This research aims to analyze how the principles of Collaborative Governance are applied in the supervision of foreigners by the Directorate General of Immigration, as well as identify the actors involved and the forms of collaboration that occur. Using a descriptive qualitative approach through documentation studies and literature review, this study found that collaborative governance has been implemented in various forms such as joint operations, data exchange, and community engagement. The collaboration involves both state (DG Immigration, Police, BIN, Ministry of Foreign Affairs) and non-state actors (media, NGOs, communities). Despite its effectiveness, collaboration still faces obstacles such as sectoral ego and the absence of a strong regulatory framework. The results of this study indicate the importance of institutional strengthening and cross-sectoral integration systems to encourage adaptive and sustainable immigration control.

Abstract

Gambling has become a classic problem in Indonesia, from the early history of independence to the present day. If there is neglect in this condition, it is certain that there will be a negative impact on the general public. This study will use a qualitative method using informants from the perspective of immigration officers. Data collection was carried out using interview methods and documentation in the form of relevant scientific articles. The theory used is the stakeholder theory. The results of the study indicate that cross-sectoral partnerships need to be attempted that must involve Immigration, then there needs to be an evaluation of the online gambling eradication task force policy currently being implemented by the Ministry of Communication and Information, on the other hand there must be involvement of the community and community leaders that need to be considered and interpersonal communication within the family must be prioritized. The limitation of this study is to review the effectiveness of formal legal rules and policies regarding the eradication of online gambling, so that future research can answer the limitations of this study.
