Abstract

Markets have an important role as a means of fulfilling community needs and also the economic welfare of a region. The government is responsible for authorizing the existence of markets, both traditional markets and modern markets. The aim of this research is to determine the transparency of traditional market and modern market governance policies in Pemalang Regency. This research uses a qualitative descriptive research method with a case study approach and the data required is primary and secondary data obtained through observation, interviews and documentation. The results of this research use the transparency dimension which shows that there is openness of the Pemalang Regency regional government in determining governance policies in traditional markets and modern markets in Pemalang Regency. The inhibiting factors in implementing this policy are communication between regional governments and third parties, cooperation partners, and inaccuracies in regional government strategies.

Abstract

Kepuasaan masyarakat adalah tolak ukur sebuah pelayanan publik sudah dilaksanakan dengan baik atau tidak. Dalam pelayanan publik tidak lepas dari peran aktor birokrasi selaku pemberi pelayanan dan tak terlepas dari etika pelayanan publik. Penelitian ini berbeda dengan yang lain, dimana disini mencoba menganalisa pengejawantahan nilai etika penyelenggara pelayanan publik dengan mengkorelasikannya dengan indikator dalam Survei Kepuasan Masyarakat yang dilakukan oleh pengguna layanan. Apakah etika penyelenggara pelayanan publik berpengaruh terhadap capaian kinerja pelayanan publik yang diukur dengan Indeks Kepuasan Masyarakat. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan pendekatan cross-sectional, melalui teknik pengumpulan data dengan menggunakan kuesioner elektronik (e-survei) kepada sampel yang dipilih secara acak dihitung dari jumlah populasi penerima layanan. Kuesioner dilakukan dengan pendekatan kualitatif dengan pengukuran menggunakan Skala Likert. Hasil dari penelitian menunjukkan bahwa indikator Survey Kepuasan Masyarakat yaitu: (1). Persyaratan, Sistem, Mekanisme, dan Prosedur; (2). Waktu Pelayanan; (3). Biaya/Tarif; (4). Produk Spesifikasi Jenis Pelayanan; (5). Kompetensi dan Sikap Pelaksana; (6). Sarana dan prasarana dan (7). Penanganan Pengaduan, Saran dan Masukan, merupakan perwujudan nyata nilai etika aparatur penyelenggara layanan publik. Etika aparatur yang sesuai dengan ketentuan mendorong capaian indikator SKM Kelurahan Sambek menunjukkan kategori Baik sampai dengan Sangat Baik, hal ini berkorelasi terhadap capaian kinerja Pelayanan Publik Kelurahan Sambek yang diukur dengan Indeks Kepuasan Masyarakat menunjukkan kategori Sangat Baik (A).

Abstract

This article is driven by the complexity of handling prostitution, from economic issues, conflicts of interest, poor communication coordination, to the absence of collaboration between stakeholders. This study aimed to analyze the implementation and obstacles of collaborative governance in dealing with prostitution in Pemalang Regency. A social-juridical research methodology through the  combination of doctrinal-normative legal research and social as well as social science approaches was selected for this study, while data collection were obtained through focus group discussions and secondary data. The study results showed that the implementation of collaborative governance in handling prostitution in Pemalang Regency has not been optimal, with ineffective communication identified between stakeholders. In addition, the barriers to the collaborative process include conflicts of interest in the handling of prostitution issues that give rise to differing perceptions among the health service providers, security forces, and religious leaders; ineffective institutional design; and the reliance to the deparment in charge of handling public order. The lack of shared commitment to address prostitution issue in a planned and measurable manner in adherence to local regulations remains a challenge to be resolved.Keywords: barriers, collaborative, handling, prostitution.

Abstract

Pembangunan desa dimaksudkan untuk meningkatkan kesejahteraan masyarakat desa. Namun, kecilnya skala ekonomi wilayah di setiap desa mengharuskan antar desa untuk bekerjasama apabila ingin meningkatkan perekonomian desa dalam rangka meningkatkan kesejahteraan rakyatnya. Untuk itu dibutuhkan model kerjasama antardesa sebagai acuan bagi setiap desa apabila akan melakukan kerjasama antardesa. Berdasarkan hasil penelitian menunjukkan kerjasama antar desa tidak selamanya berhasil, terdapat kendala dalam kerjasama antardesa dalam mengembangkan desa agrowisata. Temuan inilah yang dijadikan dasar dalam kegiatan pengabdian kepada masyarakat dalam mengembangkan desa agrowisata. Permasalahan utama dari kegiatan ini adalah pelaksana kerjasama yaitu BUMDESMA sebagai aktor pelaksana keberhasilan pembangunan desa agrowisata dihadapkan pada permasalahan tatakelola dan bisnis plan yang tidak jelas. Akibatnya kerjasama antar desa dalam pengembangan agrowisata mengalami kendala. Oleh karena diperlukan pengabdian kepada masyarakat melalui pengembangan desa agrowisata melalui peningkatan kapasitas BUMDES, aparat desa, kelompok masyarakat sadar wisata, dan pengembangan inovasi produk unggulan lokal. Diharapkan dengan kegiatan pengabdian kepada masyarakat ini akan terwujud desa agroawisata sebagai sarana peningkatan kesejahteraan masyarakat desa

Abstract

Penjalin, Tuk Sirah reservoirs, and other tourist attractions have encouraging prospects. It is proven by its potential in village economic development, environmental awareness and harmonious and active community in developing villages.  However, the process of developing nature-based tourism villages does not yet have adequate best practices to be developed. Therefore, assistance activities are needed in community service activities in Winduaji Village, Paguyangan District, Brebes Regency. The purpose of this Community Service is to assist and ensure the process of developing tourist villages, in terms of concepts, problems, and methods of solving problems directionally. The method of this activity is through mentoring and empowering the community in a participatory bottom-up manner with the active involvement of the local community. This effort is to focus on the development of nature schools and the development of Small Micro and Medium Effort in the local community. It is hoped that Tuk Sirah will become a village tourist destination based on ecological protection. In its implementation, the Nature school is oriented towards collaboration and integration of tourism development by potential through education with curriculum development in the process of raising livestock, fisheries, handicrafts, protecting forest plants, and equestrian sports. In this case, the development of nature schools continues with various forms of training, especially with the development of a nature school curriculum that synergizes with the management of Tuk Sirah nature tourism.

Abstract

Research into the creative economy industry which brings significant changes in the way individuals work has been widely carried out. However, there is little research on any of the phenomena that appear as side effects of work in this sector. Flexploitation, where creative workers face a high degree of flexibility in their work, but also face economic uncertainty and negative consequences on the resilience of their careers. This article aims to provide a contribution to individuals and stakeholders as a consideration of policy and policy decisions both personally and organizationally, providing a new frame of reference so that it is more about preventive action which is expected to be able to create significant improvements. We analyzed data from existing journals, media articles, statistical data, policies and relevant documents to identify factors contributing to flexploitation and their implications. The results of this research provide the fact that work flexibility, which is always described as a pleasant working condition for the younger generation, both in terms of flexible time and work space in the creative economy industry, actually makes them vulnerable starting from long working hours, lack of social security, and bargaining power. which is very low. This provides valuable input for researchers, practitioners, and organizations as well as policy makers to make improvements. In the smallest sector, this fact provides a stimulus for actors who are already involved in this industry or personal candidates who will soon enter the world of work or a career to be more preventive and think carefully about their own career choices.

Abstract

This article examines the reconstruction of stakeholder confidence in the collaborative governance process for the sustainability of child-friendly cities in new industrial communities. Research problems are due to the implications of the growth of new industrial societies, differences and conflicts of interest between stakeholders, child growth and development problems, high stunting, juvenile delinquency, street children, and parenting patterns that are not by needs. This study aims to analyze the reconstruction of stakeholder trust in creating awareness and shared commitment to collaborative governance processes to realize the sustainability of child-friendly cities. The research method is qualitative, research data is collected through in-depth interviews and focus group discussions (FGD). The results of the study show that collaborative governance processes are faced with different interest gaps that result in a lack of trust and commitment to realizing a child-friendly city. A joint forum among stakeholders in the child-friendliness campaign efforts has been organized but shows no signs of effectiveness. The lack of synergy between local governments and industry players is present, therefore efforts to rebuild trust in realizing the sustainability of a child-friendly environment need to be optimized through communication, openness, social responsibility, and supervision of local governments.

Abstract

Pemanfaatan sistem pengadaan elektronik di sektor publik berpotensi besar meningkatkan efisiensi dan transparansi. Transparansi dalam pengumuman tender, efisiensi proses penawaran dan evaluasi, serta komunikasi terbuka dengan pihak terkait dapat membuat pengadaan publik lebih efektif dan akuntabel. Namun, tantangan teknis dan infrastruktur, kendala budaya, serta isu keamanan dan perlindungan data menjadi hambatan dalam penerapan sistem ini. Penguatan infrastruktur teknologi dan akses internet, serta penyuluhan dan pelatihan untuk meningkatkan literasi digital masyarakat adalah kunci untuk mengatasi hambatan tersebut. Kebijakan dan regulasi yang kuat juga diperlukan untuk memastikan keamanan data. Keterbatasan sumber daya manusia dan anggaran memerlukan kolaborasi antara pemerintah, swasta, dan masyarakat sipil. Dengan strategi holistik dan terintegrasi, diharapkan pengadaan elektronik di sektor publik dapat meningkatkan efisiensi, transparansi, dan akuntabilitas, serta kepercayaan masyarakat terhadap pemerintah, mendukung pembangunan yang berkelanjutan dan merata bagi seluruh lapisan masyarakat.

Abstract

Penerapan Sistem Perizinan Berusaha Berbasis Risiko melalui Online Single Submission (OSS) merupakan langkah inovatif dalam administrasi pemerintahan untuk meningkatkan efisiensi, transparansi, dan keterbukaan dalam proses perizinan usaha di Indonesia. Dengan pendekatan berbasis risiko, pemerintah dapat mengelola risiko terkait kegiatan usaha lebih baik, sehingga memberikan izin usaha dengan lebih tepat dan terukur. OSS memungkinkan pelaku usaha untuk mengajukan semua permohonan perizinan secara terintegrasi melalui platform digital, mempercepat proses perizinan, mengurangi birokrasi, dan meningkatkan transparansi. Dengan demikian, OSS mendukung kemajuan ekonomi dan meningkatkan daya saing Indonesia di pasar global.

Abstract

Pemanfaatan Identitas Kependudukan Digital (IKD) dan perkembangan teknologi informasi menimbulkan tantangan dan peluang bagi masyarakat dan pemerintah. IKD dapat meningkatkan efisiensi dan aksesibilitas layanan publik, tetapi juga menimbulkan risiko terkait privasi individu dan keamanan data. Untuk mengatasi kesenjangan akses digital dan memanfaatkan IKD secara efektif, diperlukan upaya terkoordinasi antara pemerintah, sektor swasta, masyarakat sipil, dan lembaga internasional. Regulasi yang memadai, pendidikan dan literasi digital, kesadaran masyarakat, praktik bisnis yang bertanggung jawab, kerja sama lintas sektor, serta mekanisme pengawasan dan penegakan hukum yang efektif dapat melindungi privasi individu dan keamanan data, sambil memastikan akses yang merata dan inklusif dalam era digital yang semakin kompleks ini. Dengan demikian, Indonesia dapat mencapai tujuan pembangunan yang berkelanjutan dan inklusif, sambil memastikan bahwa hak-hak dan kepentingan individu dihormati dan dilindungi dalam lingkungan digital yang terus berkembang.
