Abstract

This study aims to identify and analyze the values of inclusive education in Islamic Religious Education (IRE) through a Systematic Literature Review (SLR) guided by PRISMA 2020. A total of 22 articles published between 2020 and 2025 were reviewed to explore the integration of inclusive values—justice, equality, religious moderation, multiculturalism, and humanism—within the IRE curriculum and teaching practices. Data were collected from Google Scholar, DOAJ, Scopus, and Sinta using relevant keywords. Thematic synthesis using NVivo 12 Plus was employed to identify recurring patterns and research gaps. The findings reveal that inclusive education in IRE extends beyond accommodating students with special needs; it aims to cultivate universal human values rooted in the Islamic concept of rahmatan lil ‘alamin. IRE teachers play a central role in promoting inclusivity through humanistic and moderate pedagogies. The study highlights the urgency of developing an inclusive IRE curriculum model that balances cognitive, affective, and psychomotor domains while fostering tolerance, empathy, and respect for diversity. This research contributes theoretically to the discourse on inclusive Islamic education and practically to curriculum and teacher development.

Abstract

This study aims to explore how peer coaching is implemented within Teacher Working Groups through a qualitative case study design. The participants involved were 10 Islamic education teachers, three administrators of the Islamic education teacher working group, and one Islamic education supervisor. Data were collected using in-depth interviews, observations, and document analysis to understand teachers’ real practices and experiences in conducting peer coaching. The findings show that peer coaching is implemented through regular collaborative meetings, blended learning sessions, and professional learning communities, which facilitate shared reflection and mutual feedback. The qualitative analysis indicates that peer coaching helps teachers improve lesson planning, diversify instructional strategies, and strengthen the use of formative assessments in PAI classrooms. It also fosters reflective thinking and enhances teachers’ adaptability to both the National Curriculum and the Merdeka Curriculum. However, several challenges were identified, including inconsistent implementation, limited time allocation, and varying levels of teachers' readiness to engage in critical reflection. The study concludes that optimized peer coaching requires stronger institutional support and more structured, continuous professional development to maximize its contribution to improving teaching practices in Islamic Education.

Abstract

In Indonesia, the process of territorial splitting, where regions are divided to form new autonomous areas, has been a significant aspect of local governance, particularly in the context of decentralization. The legal framework for territorial splitting is outlined in Law No. 23 of 2014 on regional government, which serves as the constitutional basis for decentralization principles in implementing territorial splitting. This study aims to explore in depth the legal framework and the opportunities and challenges in territorial splitting to improve governance, address regional disparities, and enhance public service accessibility at the local level in Pangandaran Regency, Indonesia. The case study of Pangandaran Regency illustrates a strong legal framework and the efforts of various actors, including civil society groups, political parties, and regional leaders, working together to influence decision-making and policy formation. This research adopts a mixed-methods approach, predominantly qualitative in nature, to analyze the content of regulations governing territorial splitting and explore the role of civil society in the advocacy planning process of territorial splitting in Indonesia. The study focuses on Pangandaran Regency, utilizing Social Network Analysis (SNA) to map and analyze the relationships between key actors, such as civil society groups, political parties, and local leaders, involved in advocating for regional autonomy to uncover the dynamics between these actors, revealing how they form coalitions to advocate for regional autonomy. These advocacy efforts are closely aligned with the United Nations Sustainable Development Goals (SDGs), particularly Goal 16, which promotes peace, justice, and strong institutions by fostering inclusive and participatory decision-making. Through strong and clear legal standing and coordinated advocacy, civil society and political actors successfully push for the establishment of new autonomous regions, such as Pangandaran. This not only enhances local governance but also fosters economic development and reduces regional disparities. By highlighting the role of civil society in policy-making, this study sheds light on how advocacy planning can drive sustainable development and better governance in Indonesia’s evolving decentralization landscape.
