Abstract

This study analysis institutional collaboration between customary and religious systems in customary forest management through the lens of participatory and sustainable social ecological governance, emphasizing Islamic environmental jurisprudence (fiqh al-bī’ah). It challenges state-centric and top-down forest governance models by highlighting locally embedded regulatory frameworks that integrate customary norms with Islamic legal-ethical principles derived from uṣūl al-fiqh and maqāṣid al-sharī‘ah. The study asks how interactions between customary institutions and religious authorities function as socially legitimate mechanisms that sustain ecological balance while improving indigenous welfare. Using a mixed-methods design, the research combines quantitative analysis through Structural Equation Modeling–Partial Least Squares (SEM-PLS) with qualitative inquiry including in-depth interviews and focus group discussions with customary leaders, religious authorities, and community members. Results show that integrating customary law and Islamic jurisprudence generates strong social legitimacy grounded in khilāfah, amānah, and maṣlaḥah. Religious moral sanctions and environmental ethical narratives reinforce compliance with customary ecological norms and strengthen collective participation. The study concludes that adat religious collaboration represents a normative governance model aligned with maqāṣid al-sharī‘ah, particularly the protection of life, resources, and ecological balance. This model offers a jurisprudential foundation for inclusive and participatory forest governance that respects legal pluralism while supporting indigenous welfare and environmental sustainability.

Abstract

Policy has an important position in the process of developing digital technology. Many stakeholders are involved in the process of developing digital technology for international migrant workers. The government and NGOs are considered as one of the parties who have a major role in the policy making process and implementation of policies related to the use of digital technology for international migrant workers. Migrant workers are considered as a group that is vulnerable to security while working abroad. The problems faced are related to the security and management of migrant worker services while abroad. The development of digital technology presents challenges and opportunities, especially in policies that support and provide services to international migrant workers. Policy restructuring and implementation at various policy levels is important for accelerating the implementation of digitizing the services of international migrant workers from Indonesia. Keywords : Policy, digital, services, migrant workers

Abstract

This study examines gender constructions and women’s leadership in traditional Malind society and analyses the social mobility mechanisms through which Malind women attain strategic posts in the Merauke Regency bureaucracy. Using a qualitative descriptive approach, data were generated through in-depth interviews, participant observation and document analysis. Findings indicate that, although traditional Malind culture organises gender and leadership along clearly patriarchal lines, recent shifts in social paradigms have widened access to education and public leadership for women. Malind women navigate bureaucratic structures by combining educational attainment, support from family and community, strong social and professional networks, and opportunities created by Papua’s Special Autonomy framework. This framework affords affirmative recognition to Indigenous Papuans, including women, to hold government posts, while the civil service’s merit system continues to require high standards of competence and performance. The analysis shows that the interaction of cultural identity, affirmative action and meritocracy has enabled the rise of capable and respected female leaders in local government. These leaders demonstrate a transformative style that balances professionalism with empathy and collaboration, contributing to a more inclusive and equitable public administration in Papua. Penelitian ini bertujuan untuk mengkaji konstruksi gender dan kepemimpinan perempuan dalam masyarakat tradisional Malind, serta menganalisis mekanisme mobilitas sosial yang memungkinkan perempuan Malind mencapai posisi strategis dalam birokrasi Pemerintah Kabupaten Merauke. Dengan menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen. Temuan menunjukkan bahwa meskipun budaya tradisional Malind menganut sistem patriarkal dengan pemisahan peran dan kepemimpinan berbasis gender yang tegas, perubahan paradigma sosial belakangan ini telah membuka akses yang lebih luas bagi perempuan untuk terlibat dalam pendidikan dan kepemimpinan publik. Perempuan Malind berhasil menavigasi struktur birokrasi dengan menggabungkan akses pendidikan, dukungan keluarga dan komunitas, jaringan sosial dan profesional, serta peluang yang diberikan oleh Undang-Undang Otonomi Khusus Papua. Undang-undang ini memberikan afirmasi bagi Orang Asli Papua (termasuk perempuan) untuk menduduki jabatan pemerintahan, meskipun sistem merit ASN tetap menuntut standar kompetensi dan kinerja yang tinggi. Studi ini menemukan bahwa sinergi antara identitas budaya, afirmasi, dan meritokrasi telah melahirkan pemimpin-pemimpin perempuan yang kompeten dan dihormati. Mereka menunjukkan gaya kepemimpinan transformatif yang menggabungkan profesionalisme, empati, dan kolaborasi, serta berkontribusi terhadap tata kelola pemerintahan yang lebih inklusif dan adil di Papua.

Abstract

Dangdut music performances with their dangdut biduan have become an inseparable part of culture and tradition, specifically in Tangerang City, Banten Province, Indonesia. Dangdut music is often present at various events, ranging from celebrations to big events in the city. However, the public's view of this profession still varies; therefore, symbolic interaction is essential in shaping the image of dangdut biduan (singer) so that it can influence public views. The purpose of this study is to understand the role of symbolic interaction in creating the self-image of dangdut both on stage (front stage) and in their roles as housewives (backstage), as well as to determine the response or perception of the community to the formed self-image by dangdut singers from this symbolic interaction by employing a qualitative descriptive research method through a dramaturgy approach. Data collection methods included in-depth interviews, participant observations, and documentation. A triangulation method was used to ensure the validity of the data. Data analysis techniques included data collection, data reduction, data presentation, and conclusions drawn. The results of this study show that symbolic interaction has a central role in forming a positive image for dangdut singers through attractive physical performance, adaptability to the music played, interaction with the audience, and teamwork. The ability to effectively communicate and adapt to others is crucial in providing a special experience on stage. In addition to being a housewife, symbolic interactions also combine commitment, balance, communication, and family support to create a positive and motivating image. The positive response from colleagues, the social environment, and the audience reflects humility and an attitude that is in harmony with the culture of dangdut biduan, so that it is in harmony with the wider community.
