Abstract

This thesis examines the supervision carried out by the Election Supervisory Agency (Bawaslu) over digital campaign activities on social media during the 2024 Regional Head Election (Pilkada) in Tanah Datar. The study focuses on three main issues: the forms and characteristics of digital campaigns that emerged on social media platforms, the supervisory mechanisms employed by Bawaslu in responding to these dynamics, and the challenges faced by Bawaslu in exercising its oversight function amid the rapid development and openness of digital information. This research adopts a qualitative field research approach. Data were collected through in-depth interviews with relevant stakeholders, documentation analysis, and observation of local social media accounts that were active during the campaign period. The collected data were analyzed descriptively and qualitatively using several analytical frameworks, including surveillance theory, campaign theory, institutional theory of Bawaslu, and the perspective of fiqh siyasah tanfidziah. The findings indicate that digital campaigns in the 2024 Tanah Datar Pilkada were not limited to informational, persuasive, and mobilizational content, but also evolved into spaces of political criticism, satire, humor, and complex public interaction. This development confirms that social media has become a strategic arena for shaping public opinion, while simultaneously presenting significant challenges for electoral supervision. Bawaslu’s supervisory efforts—implemented through direct, indirect, and preventive mechanisms—reflect an institutional attempt to adapt to digital realities. However, their effectiveness remains constrained by technical limitations, the absence of detailed regulatory frameworks governing digital campaigns, and relatively low levels of public participation. This condition illustrates a gap between positive legal norms governing elections and the actual practices of digital campaigning in the field. From the perspective of fiqh siyasah tanfidziah, electoral supervision constitutes a mandate that must be carried out fairly and oriented toward the public interest (maslahah). Accordingly, this study emphasizes the importance of strengthening digital campaign regulations, enhancing supervisory technological capacity, and encouraging broader public involvement to ensure that digital campaign oversight is more effective, just, and aligned with both legal principles and sharia values.

Abstract

Pengabdian kepada masyarakat ini dilaksanakan di Desa Numbing, Kecamatan Bintan Pesisir, Kabupaten Bintan, dengan tujuan meningkatkan kesejahteraan rumah tangga nelayan melalui pengembangan usaha kerupuk ikan berbasis kelompok istri nelayan. Permasalahan utama yang dihadapi mitra meliputi keterbatasan sarana produksi, rendahnya pengetahuan manajemen usaha, serta belum optimalnya strategi pemasaran. Kegiatan dilaksanakan dengan pendekatan partisipatif melalui tahapan sosialisasi, pelatihan kewirausahaan, penerapan teknologi tepat guna, pendampingan, dan evaluasi. Pelatihan difokuskan pada peningkatan keterampilan produksi, manajemen keuangan, dan pemasaran digital melalui media sosial serta marketplace. Hasil kegiatan menunjukkan adanya peningkatan kemampuan mitra dalam mengelola usaha secara mandiri, memperbaiki kualitas produk, dan mengembangkan kemasan serta merek usaha. Selain itu, mitra mulai memanfaatkan platform digital untuk memperluas pemasaran produk. Program ini memberikan dampak positif terhadap peningkatan pengetahuan, keterampilan, dan pendapatan keluarga nelayan serta mendorong kemandirian ekonomi perempuan pesisir.

Abstract

As a country endowed with abundant tropical forest resources, Indonesia has a strategic interest in preserving environmental sustainability through participatory and sustainable forest management. However, efforts to increase forest coverage continue to face various structural challenges, including high rates of deforestation, land degradation, and weak collaborative governance among stakeholders. Many forest management programs, including agroforestry initiatives, tend to be implemented in a sectoral manner and have not fully positioned rural communities as strategic actors in decision-making processes. In this context, the application of the Triple Helix collaborative model involving government, academia, and the private sector represents a relevant approach to fostering innovation in forest management. The main issue examined in this study is the absence of a wellformulated Triple Helix collaboration model that places villages at the center of governance in agroforestry development. This study aims to analyze how the design of collaboration among actors within the Triple Helix framework can enhance forest expansion through a village-based participatory agroforestry approach. The research employs a qualitative method through a literature review of academic sources, government policies, and previous studies. The findings indicate that Triple Helix collaboration can strengthen forest governance by integrating scientific knowledge, development policies, and the local wisdom of rural communities. This approach not only contributes to the expansion of forest areas but also enhances rural economic welfare and ecological resilience in a sustainable manner.

Abstract

This study examines the role of legal financing literacy in fostering family harmony and resilience within the community of Nagari Pagaruyung, Indonesia. Using a Community-Based Research approach and the Pentahelix collaboration model, the program integrates legal education, financial literacy training, and partnerships with formal financing institutions to strengthen lawful and sustainable economic practices. Activities include family-centered legal counseling, awareness campaigns on financial and legal risks, and empowerment of community and religious leaders as literacy agents. Data were collected via in-depth interviews with society members affected by illegal financing. Analysis assessed the impact of rentenir on family resilience, revealing significant improvements in household understanding of legal mechanisms, reduced reliance on illegal loans, and increased access to formal sharia services. This strengthened family communication, economic stability, and vulnerability reduction, enhancing social harmony.The findings reveal significant improvements in household understanding of legal financial mechanisms, a decline in reliance on illegal lending practices, and increased access to formal, sharia-compliant financing services. Strengthened family communication, economic stability, and reduced financial vulnerability contribute to greater social harmony and resilience. The study recommends the continuous integration of legal-financial literacy into community education and the reinforcement of multisectoral collaboration to sustain family well-being and financial inclusion.

Abstract

This study aims to examine the collaborative dynamics of the Pentahelix model in disaster risk reduction efforts in Bintan Regency. The study is grounded in the high disaster vulnerability of the region, including floods, extreme weather, high waves, coastal abrasion, forest and land fires, and drought. This research employs a qualitative approach, with data collected through in-depth interviews, Focus Group Discussions (FGDs), and document analysis, including the 2022–2026 Disaster Risk Assessment. The findings reveal that the five main actors in the Pentahelix model, namely government, academia, business sector, media, and community, actively participate in disaster risk reduction forums with different but complementary roles. The government acts as regulator and coordinator, academia contributes scientific knowledge, the business sector supports logistics and Corporate Social Responsibility (CSR) initiatives, media disseminates disaster information, and communities implement local preparedness strategies. The study identifies a sharing power pattern among actors, demonstrating that disaster risk reduction responsibility is distributed across sectors rather than centralized in government. Theoretically, these findings extend the Pentahelix model by demonstrating that disaster risk reduction collaboration is not only based on role distribution but also on adaptive power-sharing among actors, particularly in archipelagic and disaster-prone regions, thereby enriching collaborative governance theory in disaster management contexts. In conclusion, the Pentahelix model is relevant for strengthening disaster resilience in Bintan Regency through integrated local resources and capacities. However, this study is limited by its territorial scope and lack of long-term impact analysis. Future research is recommended to conduct comparative studies in other archipelagic regions and explore technological innovation and digital media in enhancing community resilience.

Abstract

This paper explores the availability and significance of state counterclaims in international investment arbitration, a mechanism typically perceived as favoring investors. While investor-state dispute settlement (ISDS) provides foreign investors with powerful legal recourse, it has led to concerns over the asymmetry in investor-state relations, often perceived as skewed against host states. By allowing states to file counterclaims, a more balanced and sustainable arbitration framework can be achieved, discouraging baseless claims and promoting fairness. The analysis draws on arbitration rules of major tribunals, including the ICSID and UNCITRAL frameworks, and reviews notable cases such as Metal-Tech v. Uzbekistan, Al-Warraq v. Indonesia, and Perenco v. Ecuador to illustrate how tribunals handle state counterclaims and the associated legal hurdles. The paper emphasizes that for a counterclaim to be admitted, it must align with the agreement to arbitrate, meet jurisdictional requirements, and be supported by the applicable treaty’s provisions. The research concludes that while state counterclaims are theoretically permissible under current arbitration rules, their practical application remains constrained by treaty language and procedural norms. Allowing counterclaims more explicitly could deter opportunistic claims by investors and foster a more equitable ISDS system.
