Abstract

AbstractBased on data from 2023, Aceh is still ranked fifth highest in Indonesia in the category of chronic energy deficiency (CHD). Currently, the Muara Dua Health Center in Lhokseumawe City, especially in Uteunkot Village, still relies on recording SEZ using books, which has proven to be less effective. Therefore, to overcome this problem, it is necessary to develop a mobile application that can be used for recording and reporting SEZ to improve the efficiency and effectiveness of the process. This research aims to create a mobile application of SEZ e-raport so that it can be used to see the percentage obtained by malnourished people. In this study, the blackbox testing method was used to determine user satisfaction with the application, for web service testing used QoS. The level of user satisfaction reached 97.4% but from user dissatisfaction reached 2.6%. Based on QoS testing, the results obtained are 11.77/sec in response time on requests 1,10,50,100,250,500 and 1000. At users 10,50,250,500 and 1000 reached an average of 21.28/sec in response time with a request of 1 user.

Abstract

Qawā'id Fiqhiyyah has an important role and position in the legal discovery process by the Tarjih Council and LBM NU, as stated in the framework of the Majlis Tarjih and LBM NU. This research focuses on answering 2 important things, 1) the use of the Qawā'id Fiqhiyyah mechanism as a methodological argument, 2) the contribution of Qawā'id Fiqhiyyah to contemporary legal discoveries in Lajnah Bahsul Masail (LBM) Nahdhatul Ulama (NU) and Majlis Tarjih Muhammadiyah. This research is an analytical and qualitative descriptive research with a logical philosophical and empirical approach. The results are first. The mechanism for using Qawā'id Fiqhiyyah as methodological proof is carried out by linking (Ilḥāq) a new case with an old case that already has a legal answer under the basis of Qawā’id Fiqhiyyah . Second, the contribution of Qawā'id Fiqhiyyah in the discovery of contemporary law in the LBM as a reinforcement for the decisions taken, is used as supporting evidence, especially since tanẓīr and ilḥāq are needed to develop the insight of Fiqh, but if the main evidence is that no legal answers are found, Meanwhile, Qawā'id Fiqhiyyah contribusion the Muhammadiyah Tarjih Council is the main evidence for finding/istinbāṭ law. From these two institutions it can be analyzed that Qawā'id Fiqhiyyah is used and required in legal istinbāt, but the proportion is still supporting the main evidence.

Abstract

This study examines the transformation of consumption practices among fishing communities in Popisi Village, Banggai Laut Regency, Central Sulawesi, particularly in relation to the adoption of online shopping platforms. Traditionally characterized by subsistence-oriented livelihoods, limited education, and restricted access to markets, fishermen in Popisi Village are increasingly exposed to digital technologies that reshape their economic and social behavior. Using a descriptive qualitative approach, this research explores patterns of online shopping behavior, types of products purchased, platforms and payment methods used, as well as the motivations underlying these practices. Data were collected through in-depth interviews, participatory observation, and documentation involving twelve informants consisting of fishermen, fishermen’s wives, and individuals directly engaged in online shopping activities. The findings reveal that approximately 35% of fishermen have begun using e-commerce platforms such as Shopee, Tokopedia, and TikTok, primarily to purchase clothing, household goods, electronic items, and fishing equipment that are difficult to obtain locally. Online shopping is generally conducted selectively and situationally, particularly prior to religious holidays or during periods of higher income from fishing activities. Convenience, time efficiency, competitive prices, and access to diverse products emerge as the main motivations driving this behavioral shift. However, this digital adaptation remains constrained by unstable internet connectivity, limited digital literacy, and fluctuating household incomes that influence spending decisions. Overall, the study demonstrates that digitalization has initiated an early-stage transformation of consumption culture within the fishing community, reflecting both adaptive strategies toward modernity and persistent structural challenges. These findings highlight the need for improved digital infrastructure and targeted digital literacy initiatives to ensure that the benefits of e-commerce contribute positively to the long-term welfare and economic sustainability of coastal fishing communities.
