Abstract

The Laka Baka dance is seen as part of dance activities like those in other areas, while the spirit of values that exist implicitly is no longer the focus. The younger generation only views dance as an ordinary performance. There is even concern that if the values contained in it are not looked into in depth, it is certain that Laka Baka will lose its identity in the future. The Laka Baka dance is a cultural identity of the people of the Sula Islands whose existence has been around for a long time and has grown over hundreds of years. The Laka Baka dance teaches people about the value of patriotism and the spirit of community life with high motivation. The Laka Baka dance is a form of honorary dance which is always used in cultural events in the Sula Island community, because this dance is always used as a welcoming dance for guests of honor.

The central government is the state representative who has the authority to issue laws. The power relationship between the central government and provincial governments has two dimensions. The first dimension is that the provincial government has a position as a representative of the central government in the regions. This means that the relationship between the central government and the provincial government is a coordinative relationship. The second dimension is the position of the provincial government as the ruler of the provincial territory. This means that the relationship between the central government and the provincial government is a command or command relationship. This research was conducted with the object of 6 (six) disputed villages between two community groups and the government, namely the governments of West Halmahera Regency and North Halmahera Regency. Abstract

This paper describes types of phrases expressed in Ternate oral literature. As various types of Indonesian literature, it is also found that oral literature of Ternate consists of many different forms and type, this variety can be classified into different classification such as based on the period of before and after the establishment of Islamic teaching in this area. Ternate oral literature has a close relationship with the tradition of its society such as its ethics, social and economic life both internally and externally. Oral tradition in the sultanate of Ternate is a set of habits and behaviors of daily life inherited from generation to generation. Before the introduction of Islam which is known as the period ofmomoleperiod, this country already has a number of oral traditions that includes cultural values, customs, community systems and belief systems. In line with the development of Ternate language into lingua-france in North Maluku, Ternate literature then became the property of the community as North Maluku. Even it expands spreading alongside the development of the power of the Sultanate of Ternate from XV to XVII century. It is no wonder that if the oral literature is influenced by local languages as well as Malay, Arabic and Javanese languages.

Basically, this study is historical research on political activities involving the Sultanate elite using historical methods ranging from heuristics to historiography. The sources used in this study consisted of written sources and interviews. This study concludes that since the presence of Japan in North Maluku in 1942, they wanted to conquer the Sultanate of Ternate under their control. Political activity is prohibited and restricted, socio-economic life is in decline. The population is regulated in such a way that it is easy to supervise. All economic activity is aimed at helping the armed forces. In the field of education, schools are still operating normally, but their function is as a place for Japanese propaganda.
