Abstract

Manajemen Sumber Daya Manusia (MSDM) sangat penting untuk memengaruhi kinerja rumah sakit, yang mencakup efisiensi operasional, kualitas layanan, dan kesejahteraan karyawan. Namun, penerapan MSDM dalam perawatan kesehatan menghadapi tantangan seperti pelatihan yang tidak memadai, kompensasi yang tidak memadai, dan kurangnya koordinasi. Artikel ini berupaya untuk menyelidiki hubungan antara strategi MSDM dan kinerja rumah sakit melalui tinjauan pustaka naratif yang sistematis. Studi ini menggunakan pendekatan tinjauan naratif, menganalisis 27 artikel relevan yang bersumber dari basis data utama seperti Scopus, openknowledge.org, dan Scite AI. Artikel-artikel tersebut disusun menjadi tema-tema utama, termasuk kepemimpinan, pemberdayaan karyawan, pelatihan, dan manajemen kinerja. Temuan menunjukkan bahwa MSDM yang efektif meningkatkan kualitas layanan, efisiensi operasional, dan kepuasan karyawan, dengan strategi yang digerakkan oleh teknologi dan berfokus pada keberlanjutan menjadi komponen penting. Artikel ini menggarisbawahi pentingnya MSDM sebagai strategi mendasar untuk meningkatkan daya saing rumah sakit dan menyediakan kerangka kerja untuk implementasi MSDM kontekstual di sektor perawatan kesehatan.

Abstract

The partnership between vocational high schools and the industrial sector serves as a crucial strategy in enhancing graduates' competitiveness. However, SMK Negeri 14 Garut faces challenges such as a skills gap between graduates and industry needs, limited collaboration with local industries, and a lack of parental support for labor mobility. This study aims to analyze the implementation of strategic management in the partnership between SMK Negeri 14 Garut and the industrial sector to improve graduates’ employability. This research employs a qualitative approach, utilizing in- depth interviews, observations, and document analysis. The study’s informants include the school principal, vice principal for industrial relations, vocational program teachers, industry representatives, internship students, and administrative staff. The data were analyzed descriptively to identify internal and external factors affecting the effectiveness of school-industry partnerships. The findings indicate that SMK Negeri 14 Garut has implemented partnership strategies through curriculum alignment with industry standards, teacher training, and the enhancement of internship programs. Internal supporting factors include an industry-based curriculum and the presence of a Special Job Market Bureau (BKK), while key challenges involve limited practical facilities and insufficient collaboration with local industries. External factors influencing the partnership include government policies and advancements in educational technology. This study contributes by proposing adaptive strategies, such as expanding partnerships with local industries and developing entrepreneurship programs, to enhance partnership effectiveness and increase graduates' employment opportunities.

Abstract

Organizational culture is one of the key factors that influence the quality of healthcare. A positive organizational culture has been shown to support patient satisfaction, higher efficiency, and overall patient health outcomes. The method used in this study is a literature review, which aims to collect and analyze various sources relevant to the topic discussed. In a recent literature review on the influence of organizational culture on healthcare quality, a number of studies have shown that a positive organizational culture contributes significantly to improved service quality. Data shows that hospitals that implement strong cultural values such as empathy and professionalism experience a 20% increase in patient satisfaction compared to hospitals that have a weak organizational culture. Some practical recommendations for managing organizational culture in healthcare institutions include it is important for management to actively identify and develop cultural values that support service quality, healthcare institutions need to create effective communication channels to listen to feedback from employees and patients, healthcare institutions should also pay attention to employee welfare as part of organizational culture, it is important for healthcare institutions to conduct periodic evaluations and measurements of organizational culture and its impact on service quality. Finally, collaboration with external stakeholders, such as educational institutions and communities, can enrich the organizational culture in healthcare institutions.

Abstract

Individual practice management is one of the primary and secondary health care providers to achieve operational efficiency, coordination between human resources, and service quality. This article aims to analyze the implementation of the pillars of organizational theory on the management of individual independent practices using a multidimensional approach. This theory examines the division of labor, work grouping, hierarchy, and coordination of individual independent practices as health services. This theory provides recommendations for optimizing the four pillars of holistic organizational theory.

Abstract

This study aims to identify and systematically analyze the influence of organizational culture on employee performance in hospitals using the Systematic Literature Review (SLR) approach. Organizational culture is a set of values, norms, and beliefs that guide behavior within an organization, while employee performance reflects the effectiveness and productivity of individuals in carrying out their tasks. This study involved a critical review of 22 relevant national scientific articles published within the last five years (2020–2024). The synthesis results show that organizational culture significantly contributes to improving employee performance, both directly and through mediating variables such as work motivation, job satisfaction, and organizational commitment. Organizational culture is also proven to enhance the effectiveness of leadership, training, and management systems in creating a productive work environment. This study concludes that a strong, adaptive, and well-internalized organizational culture serves as a critical foundation for achieving optimal performance in the healthcare sector. The findings provide strategic implications for hospital management, human resource managers, and policymakers to prioritize organizational culture in institutional planning and development.

Abstract

Abstract: Tujuan Penelitian: Menganalisis situasi internal dan eksternal serta mengidentifikasi faktor-faktor kunci dalam implementasi strategi pengendalian biaya operasional yang sesuai di Klinik Pratama Pitaloka. Fokus utama mencakup evaluasi peran sistem akuntansi pertanggungjawaban, anggaran fleksibel, pemanfaatan teknologi informasi seperti SIM Klinik dan EMR, serta penerapan lean management dalam menekan pemborosan biaya operasional dan meningkatkan efisiensi layanan serta transparansi keuangan. Tinjauan literatur dilakukan dengan menganalisis kumpulan artikel dari berbagai basis data akademik relevan, yang mencakup publikasi dalam sepuluh tahun terakhir serta analisis data primer dan data sekunder yang relevan dengan objek penelitian. Fokus utama adalah pada studi-studi yang membahas strategi pengendalian biaya operasional klinik pratama, termasuk pemanfaatan teknologi informasi, seperti sistem informasi manajemen (SIM) klinik dan rekam medis elektronik (RME), dan strategi lean management. Hasil penelitian ini adalah Klinik Pratama Pitaloka dalam implementasi strategi pengendalian biaya operasional nya meliputi efisiensi sumber daya, digitalisasi layanan melalui SIM klinik, RME, optimalisasi sumber daya dan lean management menunjukkan dampak positif dalam menekan pemborosan biaya operasional dan meningkatkan produktivitas kerja. Tantangan utama termasuk tekanan internal meliputi struktur biaya yang tidak efisien serta belum optimalnya pemanfaatan sistem informasi juga tekanan eksternal meliputi stagnansi tarif kapitasi dan fluktuasi harga kebutuhan medis. Keberhasilan efektivitas pengendalian biaya operasional Klinik Pratama Pitaloka terbukti karena didukung juga oleh penguatan sistem akuntabilitas unit kerja, penerapan sistem akuntansi pertanggungjawaban serta anggaran yang fleksibel. Strategi pengendalian biaya yang diterapkan mencakup efisiensi penggunaan sumber daya, digitalisasi layanan melalui SIM Klinik serta Rekam Medis Elektronik (RME), penguatan sistem akuntabilitas berbasis unit kerja, penerapan sistem akuntansi pertanggungjawaban, anggaran fleksibel, optimalisasi sumber daya dan lean management terbukti mendukung efektivitas pengelolaan biaya. Tantangan harus diatasi dengan sistem operasional yang adaptif, transparan, dan berorientasi pada keberlanjutan layanan. Penelitian lebih lanjut diperlukan untuk memperkaya pendekatan strategis dalam pengendalian biaya operasional klinik pratama secara lebih kontekstual dan aplikatif.

Abstract

Dalam upaya meningkatkan mutu dan efisiensi pelayanan dalam organisasi kesehatan, dibutuhkan strategi di antara lain internalisasi nilai budaya dalam organisasi sebagai salah satu faktor pendukung terlaksananya pelayanan yang efektif terhadap masyarakat sehingga berpengaruh pada mutu pelayanan kesehatan. Penelitian ini membahas mengenai bagaimana nilai-nilai normatif dalam organisasi rumah sakit yang terbentuk dari suatu sistem atau aturan tertentu berkontribusi pada konstruksi kinerja karyawan rumah sakit dalam memberikan mutu pelayanan kesehatan yg prima dan efisien kemudian dijadikan pedoman dalam bekerja. Metode yang akan digunakan yaitu Systematic Literature Review, dengan menggunakan data dan objek berdasarkan artikel ilmiah yang dipublikasikan dalam lima tahun terakhir. Terdapat xx artikel yang menjadi sumber dalam menganalisis pembahasan pada penelitian ini. Peneliti menemukan bahwa nilai-nilai normatif pada organisasi dapat membentuk dasar perilaku profesional tenaga kesehatan dan berkontribusi secara signifikan terhadap kualitas pelayanan. Budaya organisasi yang terinternalisasi dengan baik mampu meningkatkan kepuasan kerja, komitmen, dan efektivitas operasional tenaga kesehatan. Namun, internalisasi nilai organisasi tidak dapat dipisahkan dari dukungan sistemik, termasuk gaya kepemimpinan, pelatihan berkelanjutan, serta pengawasan dan evaluasi yang konsisten. Penelitian ini menyimpulkan bahwa internalisasi budaya organisasi merupakan pedoman kerja yang bersifat strategis dalam mendukung keberlanjutan pelayanan kesehatan yang prima. Oleh karena itu, rekomendasi utama adalah perlunya integrasi nilai-nilai budaya dalam setiap aspek manajemen organisasi serta penguatan peran kepemimpinan dalam membentuk lingkungan kerja yang berbasis nilai

Abstract

This study aims to analyze the implementation of the Balanced Scorecard (BSC) as a strategic performance management tool at Klinik Utama Glaria Bandung. The clinic faces challenges in improving service quality, which not only focuses on financial aspects but also includes customer perspectives, internal business processes, and employee learning and growth. Therefore, the implementation of BSC is expected to provide a solution for aligning these dimensions to enhance the clinic's overall performance and achieve strategic goals. The research method used in this study is descriptive qualitative, with data collection techniques including in-depth interviews with five key informants consisting of leaders, medical staff, administrative staff, and patients. These interviews aim to explore their understanding of the BSC implementation and its impact on the clinic's performance. Additionally, data were also obtained through observation and documentation related to BSC implementation at the clinic. The results show that the application of the BSC has had a positive impact on improving operational efficiency, patient satisfaction, and interdepartmental coordination. The implementation of the BSC has also helped create a more adaptive and performance-based work culture, where each department has clear and measurable objectives. However, there were some challenges at the initial stage, such as resistance from some employees and a lack of understanding of performance indicators. Nevertheless, factors supporting the success of BSC implementation include strong leadership commitment, routine training, and a participatory evaluation forum, which allows all parties to be involved in the evaluation and improvement process. This study provides important implications for healthcare institutions, particularly clinics, to adopt the BSC as a strategic framework that aligns the organization's vision with measurable and sustainable work practices. Effective BSC implementation is expected to enhance healthcare service quality, making it more efficient and responsive to patient needs.

Abstract

This study aims to conduct an in-depth exploration of the opportunities and challenges faced by hospitals in implementing digital transformation as an integral component of their management strategies. Employing a descriptive qualitative approach through a literature review, the research examines multiple strategic dimensions, including technological readiness, human resource competence, government regulations, and organizational culture. The findings reveal that digital transformation offers substantial opportunities, notably in enhancing service efficiency, enabling data-driven decision-making, and expanding patient access through advanced technologies such as telemedicine and integrated hospital information systems. These advancements have the potential to improve healthcare quality, optimize operational workflows, and strengthen the hospital’s competitive positioning in the digital era. Nevertheless, the study also identifies considerable challenges that can hinder successful implementation. These challenges include inadequate technological infrastructure, organizational resistance to change, concerns over data security and patient privacy, and financial constraints related to high implementation and maintenance costs. Such barriers highlight the need for comprehensive strategic planning and adaptive management practices. The research underscores the importance of an integrated approach that synergizes technological development, human resource capacity building, and supportive regulatory frameworks. To achieve sustainable digital transformation, hospitals must adopt collaborative strategies involving multiple stakeholders, including healthcare providers, technology developers, and policymakers. The creation of a clear and realistic hospital digitalization roadmap—guided by evidence-based decision-making and supported by adequate resources—will be critical for overcoming obstacles and maximizing benefits. Ultimately, the study provides valuable insights for hospital administrators, government agencies, and academic researchers, serving as a reference for designing relevant, practical, and forward-looking digital transformation strategies. Such strategies are essential for building a superior, adaptive, and sustainable healthcare system capable of addressing evolving patient needs and emerging challenges in the healthcare sector.

Abstract

This study aims to describe the transformational leadership strategy implemented in Masohi hospital and analyze its impact on the performance of human resources (HR). The research approach used is qualitative with case study design, which allows researchers to understand the phenomenon in depth in a real context. The Data was collected through in-depth interviews with eight informants, consisting of directors, field heads, room heads, and implementing staff, so that diverse perspectives were obtained from various levels of management and implementers. The data analysis process is carried out through three main stages, namely data reduction, data presentation, and conclusion/verification. The results showed that transformational leadership strategies in Masohi hospital include exemplary, inspirational motivation, innovative thinking encouragement, and attention to individual employee needs. Implementation of this strategy can improve discipline, work ethic, teamwork, and a sense of responsibility of employees in providing services to patients. In addition, it was found that the work culture built through transformational leadership can strengthen organizational commitment and improve overall service quality. However, the implementation of this strategy is not free from challenges. The obstacles that arise include complex bureaucracy, managerial competence gaps between units, as well as resistance to change among staff. This challenge requires an adaptive approach and effective communication so that the strategy can run optimally. Overall, the findings of this study confirm that transformational leadership has a positive impact on strengthening work culture and improving service quality in regional hospitals. This research is expected to be a valuable input for the development of leadership and HR management policies, not only in Masohi hospital, but also in other regional hospitals that face similar challenges.
