Abstract

This research aims to describe the effectiveness of the performance of the civil service police unit in controlling street vendors in Sabu Raijua Regency. The method used in this research is qualitative with data collection techniques used, namely: interviews, documentation and observation. The theory used is the Performance Effectiveness theory from Agus Dwiyanto (2021). The results of this research indicate that the effectiveness of the performance of the civil service police unit in controlling street vendors in Sabu Raijua district has not been optimal in terms of indicators: 1) The productivity of public services by the civil service police unit has not been good enough. There are still complaints from traders regarding the control which affects their income and complain about economic losses due to the lack of market visitors, 2) Quality of Service in this case, the provision of facilities and infrastructure is still less than optimal due to unstable electricity in the Nataga market, resulting in traders' fish being damaged and not selling, 3) Responsiveness in controlling street vendors has been carried out through socialization and an agreement not to sell in Seba shops, however, there are still many sellers who return to selling after duty hours are over, 4) Responsibility implementation of responsibility in controlling street vendors still faces challenges such as the absence of specific regional regulations in regulating street vendors so that it is difficult to enforce order, 5) Accountability, Satpol PP's efforts in controlling street vendors in Sabu Raijua district show that there is a good application of accountability, namely by prioritizing polite communication and avoiding violence and Satpol PP is also trying to build harmonious relationships with street vendors and the local community.

Abstract

The Indonesian National Police is one of the institutions that provides public services, especially in the current era of globalization. With increasingly tight competition and numerous challenges, the police are required to deliver quality services that meet the needs of the community. Improving the quality of public services is absolutely necessary, considering the increasingly informed and responsive nature of society toward any deviations in public service, often voiced through print and electronic media. Data collection techniques used in this study include interviews, observation, and documentation. Data analysis in this research is carried out using triangulation techniques.Based on the research findings, it was concluded that the implementation of police services at Maulafa Sector Police has not yet developed efficiently and thus must strive to perform its duties in the best possible manner to provide comfort and satisfaction to the community. The police must offer effective services that result in excellent public service, which in turn would indicate that the service is productive. Therefore, in efforts to achieve high-quality service, it is only fitting that the police improve their service quality in accordance with regulations concerning the enhancement of public service quality by government officials.

Abstract

The struggle for gender equality in Indonesia is still constrained by perspectives that associate women primarily with domestic roles, thereby limiting their participation in the public sphere. This study aims to analyze the implementation and model of gender equality in public office at the Office of Population Control and Family Planning (DP2KB) of Kupang City, an institution with a balanced composition of employees—50% men and 50% women. The research applies a qualitative-descriptive method with a case study approach. Research informants consisted of 11 key individuals (ranging from the Head of Office to Section Heads) selected purposively. The analysis focuses on six indicators of female leadership: Direction Setting, Influencing Ability, Team Building, Risk Taking, Motivation, and Emotional Intelligence.The findings reveal that DP2KB Kupang City has achieved significant progress through female leadership in strategic positions. The leadership model practiced is proven to be transformative, inclusive, and adaptive. Specifically, this leadership is characterized by: Direction Setting through collaboration and inclusive team involvement; Influencing Ability based on empowerment; and the use of Emotional Intelligence (empathy and flexibility) as a key factor in fair decision-making. The presence of women in leadership positions at DP2KB represents a successful model that breaks down cultural and structural barriers while strengthening the organization’s commitment to gender equality in public bureaucracy.

Abstract

This study examines the challenges of implementing the Electronic-Based Government System (SPBE) in Sabu Raijua Regency, one of Indonesia’s frontier, outermost, and least developed (3T) regions located in East Nusa Tenggara Province. The selection of Sabu Raijua as the focus of analysis is grounded in its representative status as a 3T area, which faces structural and contextual constraints in advancing digital governance. Employing a qualitative approach, the research involved in-depth interviews, field observations, and document analysis with 33 informants, including heads of local agencies, staff, and citizens as service recipients. The findings reveal four significant challenges in implementing SPBE for realizing digital bureaucracy in Sabu Raijua: (1) policy-related barriers, (2) institutional limitations, (3) inadequate infrastructure, and (4) weaknesses in application systems. SPBE enhances bureaucratic innovation and digital governance, thereby improving efficiency, accountability, and public participation. However, the implementation of SPBE in this region encounters unique challenges that demand innovative and adaptive approaches to ensure effectiveness and inclusiveness. Accordingly, the study highlights the need for locally tailored policies, adaptive and collaborative digital architecture, bottom-up approaches, and strengthening local bureaucratic capacity.

Abstract

Strengthening village governance through local wisdom and simple digital technology is a strategic approach to addressing participation and transparency challenges. This community engagement program was implemented in Busalangga Barat Village, Rote Ndao Regency, aiming to revitalize the local value of madene and introduce a Microsoft Excel VBA-based village administration information system. The program utilized community education, technology simulation, advocacy, mediation, and consultation methods, structured into four stages: problem identification, material development, core implementation, and remote monitoring and evaluation. The program began with a Focus Group Discussion (FGD) involving traditional leaders, village officials, youth, and women's groups. The discussion generated a shared awareness that madene—as a cultural expression of mutual cooperation—remains relevant in restoring participatory governance and village deliberation practices. The system training enabled village officials to manage population data and generate administrative documents automatically. The application also integrates real-time population updates, such as changes following birth, death, or migration events. This activity demonstrates that cross-regional collaboration combining local values with appropriate digital technology can drive social transformation and improve public service delivery at the village level. This model is adaptable and replicable in other rural contexts with appropriate adjustments.

Abstract

This study aims to describe and analyze the implementation of policies at the Technical Infrastructure Management Unit of Transportation of NTT Province- Region 1 in carrying out local government policies related to user fees in supporting Regional Original Revenue (PAD). This research uses a qualitative descriptive approach using four indicators of policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results showed that the implementation of the program was carried out with limitations in terms of the availability of personnel and also the budget, but it was considered inefficient because of the small nominal in addition to cost cuts/budget efficiency and the lack of personnel because it covered two terminals. Another obstacle is the attitude of the community who are still reluctant to pay the mandatory retribution and still use shadow terminals. In conclusion, although there are still some obstacles, this program has been implemented in accordance with the applicable SOP provisions.

Abstract

Village customary institutions were formed with the hope of creating an understanding in building villages according to local values, but this goal cannot be realized according to the character of the local community and tends to exist traditional institutions only to fulfill the village government structure formally but do not have a role in the community empowerment planning process. The research is a descriptive research with a qualitative approach with information determined purposively with a total of 23 people, then the researcher will carry out the stages of data collection according to Creswell (2016:254-255) as qualitative observation, qualitative interview, search for qualitative documents) and qualitative audio and visual materials. The data that has been collected is then analyzed using data analysis techniques from Creswell (2016). The results of the study found that the implementation of community empowerment policies by the indigenous institutions of Haumeniana Village based on the policy implementation model from Donald Van Meter and Carl E. Van Horn (1975) found that; (1) policy standards have been flawed so that they tend to be bad policies that have been bad since the beginning, (2) human resources, incentives and infrastructure facilities are insufficient, (3) communication between organizations and strengthening activities are still ineffective, (4) the characteristics of implementing agents are constrained at the vertical level, (5) economic conditions in jurisdictions or implementing organizations are not enough to support policy implementation, (6) The disposition of the implementer is always ready to support the village government as a partner in empowering the community.
