Abstract

Public service is a core right of every citizen that should be fulfilled by the government, including at the community level (village). However, the management of local community complaints in Bitung Sari Village, In Bogor Regency, the system remains manual, which causes delays in addressing complaints, suboptimal efficiency, and suboptimal documentation of public grievances. This paper seeks to develop and implement a web-based complaint and feedback system to enhance the quality of public services at the village level. The present study employs the Waterfall approach, which consists of requirement analysis, system planning using Unified Modeling Language (UML), implementation through the Laravel framework and Filament platform, as well as functional evaluation using the Black Box testing technique. Data for this study were gathered through literature studies, interviews with village authorities, and discussions with local residents, and observations of the service process prior to system implementation. The results of this study demonstrate that the system enhances the submission of complaints, accelerates the follow-up process, and enhances the transparency and accountability of public services. Therefore, this system can serve as a digital solution for village public service delivery and has the capability to be implemented in other areas facing similar conditions issues.

Abstract

Government projects have a significant impact on public welfare and economic development, particularly in developing countries such as Indonesia. Under the prevailing regulations, government project delivery systems are generally categorized into two types: Design–Bid–Build (DBB) and Design–Build (DB). Achieving and improving the performance of government projects is essential to ensure contractual compliance and to serve as a model of best practices and lessons learned. This study aims to analyze the factors influencing the performance of government projects under both DBB and DB systems through a comprehensive literature review of prior studies. By employing an exploratory qualitative approach, this research identifies key factors as the main variables that should be considered in measuring government project performance for both delivery methods. The findings can be used to develop a Government Project Performance model for DBB and DB systems by project stakeholders as well as by academics who intend to further refine and expand this model in future research.

Abstract

This study aims to determine the compressive strength and modulus of elasticity of concrete with the addition of Damdex variables to obtain the best composition. This research method is classified as quantitative research conducted at PT. Fresh Beton Indonesia Batching Plan BSD. In this study, research was conducted using two different concrete mixtures, namely 1 Pc: 2 S: 3 Gr and 1 Pc: 3 S: 2 Gr, each of which was supplemented with Damdex at concentrations of 0.0%, 0.2%, 0.4%, and 0.6%. According to the study's results, the highest compressive strength and modulus of elasticity were achieved in a concrete mixture of 1 Pc: 2 S: 3 Gr, with a variable addition of Damdex at 0.2%, resulting in a compressive strength of Fc 15.11 MPa and a modulus of elasticity of 18975.061 MPa. Meanwhile, the lowest compressive strength and modulus of elasticity results were obtained in the concrete mixture of 1 Pc: 2 S: 3 Gr with the variable addition of Damdex 0.6%, with a compressive strength of Fc 12.90 MPa and a modulus of elasticity of 17049.89 MPa. In the concrete mixture of 1 Pc: 3 S: 2 Gr, the compressive strength and modulus of elasticity were smaller compared to the concrete mixture of 1 Pc: 2 S: 3 Gr, with the highest results in the variable addition of Damdex 0.2%, with a compressive strength of Fc 9.89 MPa and a modulus of elasticity of 13846.477 MPa. Compressive strength and elastic modulus were measured at 28 days in accordance with SNI 1974:1990/2847 procedures. Among the tested mixtures, the 0.20% Damdex addition achieved the highest average compressive strength and elastic modulus. Within the tested conditions, 0.20% Damdex provided the best average performance; however, further work with larger samples and additional durability metrics is needed to confirm this trend.

Abstract

Pemetaan risiko proyek menjadi langkah strategis yang harus dilakukan oleh pemerintah papua barat daya untuk memastikan anggaran yang dikeluarkan pemerintah tepat sasaran dan memperoleh hasil yang dapat dirasakan oleh masyakat. Adanya Peraturan Presiden (perpres) No. 17 Tahun 2019 tentang Pengadaan Barang/Jasa Pemerintah Untuk Percepatan Pembangunan Kesejahteraan Di Provinsi Papua Dan Provinsi Papua Barat yang bertujuan untuk memberikan keleluasaan dalam pelaksanaan otonomi khusus dimana memungkinkan peluang bertumbuhnya pengusaha lokal yang akan berdampak pada perekonomian secara umum pada kabupaten sorong, papua barat daya, sehingga evaluasi proyek berdasarkan risiko diperlukan untuk menumbuhkan good government yang baik. Penelitian ini bertujuan untuk memetakan risiko apasaja yang dihadapi pemerintah dalam melaksanakan proyek dengan mitra kontraktor kualifikasi kecil di papua barat daya. Melalui metode kuantitatif dengan menyebarkan kuesioner sebanyak 50 responden penelitian ini menghasilkan pemetaan risiko proyek dengan mitra kontraktor kualifikasi kecil yang harus diantisipasi oleh pemerintah dan dilakukan upaya untuk memperkecil risiko yang terjadi. Penelitian ini akan memberikan manfaat bagi pemerintah untuk melakukan langkah-langkah strategis dalam memperkecil risiko yang terjadi dan melakukan peningkatan kapasitas bagi mitra kontraktor dengan kualifikasi kecil sehingga Amanah dalam perpres No. 17 tahun 2019 dapat dilakukan melalui mekanisme good governance dengan prinsip yang akuntabel dan transparan.
