Abstract

Rasa Nasionalisme dan semangat kebangsaan semakin memudar terutama yang dialami oleh generasi muda di tengah maraknya perkembangan zaman, kemajuan teknologi dan globalisasi. Hal ini harusnya menjadi kekhawatiran bersama negeri ini dan perlu dilakukan upaya dalam mendorong peningkatan rasa nasionalisme dan semangat kebangsaan. Kegiatan pengabdian dilakukan dengan sosialisasi dan edukasi yang dilakukan oleh Legiun Veteran Republik Indonesia di Kota Kendari dengan menggandeng beberapa pihak dan generasi muda (pelajar SMA dan Mahasiswa) menjadi peserta dengan jumlah 25 peserta. Hasil kegiatan memperlihatkan adanya perubahan pengetahuan dan pemahaman terkait rasa nasionalisme, semangat kebangsaan dan upaya untuk menjadikan karakter kejuangan sesuai isi dari Jiwa Semangat Nasionalisme 45 yang merupakan program utama yang dijalankan oleh Legiun Veteran Republik Indonesia di seluruh negeri dan diharapkan menjadi bekal penting bagi generasi muda untuk mengisi kemerdekaan dengan karakter kejuangan serta mensyukuri restu Tuhan Yang Maha Kuasa atas kemerdekaan negeri ini yang diperjuangkan dengan gagah berani oleh pendahulu bangsa dengan presentase pemahaman dan pengetahuan sebelum sosialisasi berkisar 20-40 % menjadi 80-100 % setelah diadakannya sosialisasi.

Abstract

Since the 1998 Reformation, the development of democracy in Indonesia has made significant progress, despite facing challenges in implementing general elections, especially in the context of the empty box phenomenon. This research aims to analyze the factors that influence low voter participation in the 2024 Maros Regency Pilkada, as well as the implications for local democracy. The research method used was descriptive qualitative with data collection through purposive sampling, involving 10 informants from various backgrounds. The research results show that dissatisfaction with a single candidate, lack of political awareness, and lack of outreach from organizers are the main factors causing a decrease in voter participation. In addition, the empty box phenomenon reflects people's dissatisfaction with the available options, which has the potential to reduce democratic legitimacy. This research recommends the need for strategic steps to increase voter participation, including political education and support for diverse and competent candidates.

Abstract

Abstrak Penelitian ini membahas mengenai tantangan yang dihadapi oleh Kantor Staff ahli gubernur bidang pemerintahan hukum dan politik Provinsi Sulawesi Tenggara dalam kepemimpinan digital serta upaya yang telah dilakukan dalam mengatasi tantangan tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Penelitian dilakukan pada Kantor Staf Ahli Gubernur Bidang Pemerintahan, Hukum, dan Politik Provinsi Sulawesi Tenggara.  Hasil penelitian menemukan bahwa Beberapa tantangan yang dihadapi dalam kepemimpinan digital diantaranya Tantangan infrastruktur dan kesenjangan digital, Kapasitas Sumber Daya Manusia, transparansi dan akuntabilitas dan manajemen perubahan dan budaya kerja. Sedangkan upaya yang sudah dilakukan dalam mengatasi tantangan itu diantaranya peningkatan Kapasitas Sumber Daya Manusia, pengembangan Infrastruktur Teknologi yang memadai,  menjadi bagian dari dukungan terhadap kebijakan daerah mendukung transformasi digital sehingga mendorong adanya asas transparansi dan akuntabilitas, mendorong manajemen perubahan dan pola komunikasi yang efektif dan mengefektifkan kolaborasi dan kemitraan. Kata kunci:  Kepemimpinan, Kepemimpinan Digital, Transformasi Digital, Sumber Daya Manusia     Abstract This study discusses the challenges faced by the Office of the Governor's Expert Staff for Government, Law and Politics of Southeast Sulawesi Province in digital leadership and the efforts that have been made to overcome these challenges. This study uses a qualitative method with a case study approach. The study was conducted at the Office of the Governor's Expert Staff for Government, Law and Politics of Southeast Sulawesi Province. The results of the study found that several challenges faced in digital leadership include infrastructure challenges and the digital divide, Human Resource Capacity, transparency and accountability and change management and work culture. Meanwhile, efforts that have been made to overcome these challenges include increasing Human Resource Capacity, developing adequate Technology Infrastructure, becoming part of the support for regional policies supporting digital transformation so as to encourage the principles of transparency and accountability, encouraging change management and effective communication patterns and making effective collaboration and partnerships. Abstract

Today's passenger terminal is starting to erode its existence with various problems plaguing it. This research was conducted to examine the existence of the Waramosio Terminal in improving the welfare of the local community in terms of a sociological approach and to analyze the efforts that must be made to optimize the terminal's function by the Southeast Sulawesi Provincial Transportation Service. The method used is a descriptive qualitative method by conducting interviews with ten informants. The theory used is Coleman's Rational Choice theory. The results found are that the existence of the Waramosio Terminal today is increasingly eroded and its function is decreasing. This needs to be paid attention to and efforts made by the Southeast Sulawesi Provincial Transportation Service to optimize the terminal's function and its existence in the community.

Abstract

Kebijakan pengawasan oleh Apron Movement Control (AMC) merupakan bagian dari implementasi kebijakan publik di sektor transportasi udara yang bertujuan untuk menjamin keselamatan operasional di sisi udara (airside), khususnya di area apron. Penelitian ini bertujuan untuk menganalisis efektivitas kebijakan pengawasan AMC di Bandara Halu Oleo Kendari, dengan meninjau aspek regulatif, implementasi di lapangan, pelaksanaan kebijakan, serta hasil akhir dari pelaksanaannya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, dokumentasi, dan wawancara mendalam terhadap petugas AMC. Hasil penelitian menunjukkan bahwa meskipun AMC telah menjalankan kebijakan berdasarkan regulasi nasional dan SOP internal, efektivitas kebijakan masih belum maksimal. Pelanggaran seperti ketidakteraturan penempatan peralatan GSE, penggunaan kendaraan tidak laik pakai, serta temuan tumpahan oli dan Foreign Object Demage (FOD) masih sering terjadi. Hambatan utama berasal dari minimnya fasilitas pendukung, belum adanya legalitas formal petugas, dan lemahnya sistem evaluasi serta penegakan sanksi. Kesimpulannya, kebijakan pengawasan AMC telah dijalankan, namun belum berjalan secara efektif dalam membentuk budaya keselamatan yang berkelanjutan.

Abstract

This research aims to analyze the contribution of sago and household staple food security in Labela Village, Besulutu District, Konawe Regency. There were 40 households as samples and were obtained using a simple random sampling method to determine the sample studied. Data collection uses primary and secondary data methods. Data analysis is calculating income and frequency of sago consumption using the contribution formula. To analyze household food security, the HFIAS (Household Food Insecurity Access Scale) measurement method was used and to measure food diversity, the HDDS (Household Dietary Diversity Score) method was used. To determine the level of difference between sago and rice consumption, a one-sample t-test statistical analysis was used. The results of this research are that the average household income in Labela Village is IDR. 3,160,000.00 from agriculture and IDR. 2,970,000.00 non-agricultural income. The food security analysis consists of 4 categories, namely 20% of households are food insecure, 17% are mildly food insecure, 28% are moderately food insecure, and 35% are severely food insecure. The results of food diversity consist of 3 categories, namely 45% of low food diversity households (food groups 1-6), 37% medium food diversity (food groups 7-12), and 18% high food diversity (food groups 13-16). The contribution of sago, namely 40%, shows that sago is included in the medium contribution and the results of the T-test analysis show a significance value of 0.000 < 0.05, there is a correlation between sago consumption and rice as the family's staple food. Abstract

The purpose of this study was to determine the situation of household food security in Prowal Village, Besulutu District, Konawe Regency, and to identify factors that influence household food security when consuming sago. The study was conducted in Pulowaru Village, Besulutu District, Konawe Regency. The location was selected intentionally (purposive). This survey was conducted for approximately two months from August to September 2022. The number of samples used was 60 respondents using the simple random sampling method. The data obtained included primary data and secondary data. The analysis used was multiple linear regression analysis. The results of the analysis showed that variables such as age, house area, income, and consumption had a significant effect on food access. The coefficient of determination showed 0.992, which means that age, house area, income and consumption affect food access at 99.2% of food security. 0.8% is influenced by other factors not included in this study.

Abstract

Introduction: The Customary Dispute Resolution Mechanism (CDRM) of the Tolaki people in Southeast Sulawesi faces faces structural pressures arising from state legal expansion, jurisdictional overlap with formal courts, and the gradual reconfiguration of customary authority within Indonesia’s plural legal order. Historically, the Tolaki customary law system has played a central role in maintaining social harmony and resolving internal conflicts. However, the penetration of national law, globalization, and rapid socio-economic structural changes have placed Tolaki CDRM at a crossroads of adaptation.Purposes of the Research: This study aims to analyze the transformation patterns of Tolaki CDRM and to measure its resilience as an alternative dispute resolution mechanism amid the dominance of the national legal system.Methods of the Research: This qualitative research employs a socio-legal approach, combining normative analysis of Tolaki customary norms with empirical data from in-depth interviews with customary leaders (Pu'utobu, Mosoro), disputing parties, and judicial apparatus. Data was collected through document studies and field research in several Tolaki regions in Southeast Sulawesi.Results of the Research: (1) Tolaki CDRM has undergone significant institutional transformation through formalization under local regulations, (2) Procedural adaptations include standardized mediation and documentation systems such as structured mediation stages, written settlement documentation, and administrative reporting mechanisms; (3) CDRM demonstrates high resilience, sustained by the philosophical foundation of Kalo Sara and dual legitimacy—traditional community-based legitimacy and administrative state recognition. CDRM operates in active co-existence with the national legal system, often functioning as a pre-litigation mechanism. The restorative justice approach of CDRM, emphasizing social relationship recovery (Loleka), proves more effective than retributive formal justice in maintaining long-term kinship harmony.

Abstract

This study analyses the quality of public administration services in population administration in Bou Village, Lambandia District, East Kolaka Regency. Using a descriptive qualitative approach, this research aims to explore the factors influencing the quality of public services in the village, with a particular focus on essential administrative processes for residents. Data were collected through direct interviews and observations involving six informants, including village officials and community members. The results indicate that Desa Bou has made efforts to improve public service quality but faces several challenges. The Tangibles dimension lacks adequate facilities, such as breastfeeding rooms and disability-friendly services. Reliability is hindered by the absence of clear SOPs, leading to procedural inconsistencies. Responsiveness and Courtesy are rated positively, as village officials are attentive and friendly. However, issues remain in Competence, with limited training for staff affecting service efficiency.

Abstract

This study aims to analyze the potential for developing waterfall tourism in Soropia Village, Soropia District, Konawe Regency, Southeast Sulawesi Province. Soropia Village is known for its abundant natural potential, which has not yet been fully utilized, one of which is waterfall tourism. This research uses a qualitative approach with data collection techniques such as in-depth interviews, field observations, and document studies. The results show that the waterfalls in Soropia Village have great potential to be developed into a leading tourist destination that could boost the local economy and improve the welfare of the community. The natural beauty, which remains pristine and far from the crowds, makes it a unique attraction for both domestic and international tourists. If well-managed, this potential could not only enhance the tourism sector but also provide socio-economic benefits for the local community. Considering the ecosystem potential and the aesthetic value it holds, the waterfalls in Soropia Village could become an attractive natural tourism option, in line with the village's mission to utilize its natural resources to improve the community's economy. This study also recommends management strategies that involve local communities and consider environmental sustainability, ensuring that waterfall tourism development can provide long-term benefits.
