Abstract

Pemilihan umum merupakan salah satu bagian dari demokrasi yang menuntut peran KPU untuk terus meningkatkan partisipasi masyarakat khususnya dalam bidang politik. Hal ini berkaitan erat dengan salah satu indikator untuk mengukur kualitas demokrasi yaitu keterlibatan masyarakat dalam pemilihan umum. Provinsi Gorontalo merupakan salah satu provinsi dengan indeks demokrasi yang baik dan berada di atas rata-rata nasional. Penelitian ini bertujuan untuk mendeskripsikan peran KPU dalam meningkatkan kualitas demokrasi di Kota Gorontalo yang merupakan lokasi yang menjadi sampel dalam penelitian ini dengan berfokus pada pengembangan kelembagaan dan sosialisasi. Penelitian ini menggunakan metode deskriptif kualitatif dan pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa KPU telah melaksanakan  kegiatan sosialisasi seuai dengan petunjuk teknis dari KPU RI dan seluruh bentuk sosialisasi tersebut disambut dengan baik oleh masyarakat Kota Gorontalo yang terlihat dari menigkatnya jumalh pemilih yang mencapai angka 81%. Sementara itu dalam pengembangan kelembagaan, KPU Kota Gorontalo mengembangkan kapasistas kelembagaan melalui intervensi yang cenderung pada intervensi level kelembagaan/institusional.Kata kunci: Demokrasi, KPU, Partisipasi masyarakat

Abstract

ABSTRACT Penelitian ini bertujuan untuk menganalisis pengaruh kompetensi kognitif dan disiplin terhadap kualitas pengambilan keputusan siswa pendidikan pembentukan di SPN Polda Gorontalo. Penelitian menggunakan pendekatan kuantitatif dengan metode survei. Sampel penelitian berjumlah 80 siswa yang dipilih menggunakan teknik purposive sampling. Instrumen penelitian berupa kuesioner dengan skala Likert yang telah diuji validitas dan reliabilitasnya. Data dianalisis menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa kompetensi kognitif dan disiplin berpengaruh positif dan signifikan terhadap kualitas pengambilan keputusan, baik secara parsial maupun simultan. Nilai koefisien determinasi menunjukkan bahwa kedua variabel memberikan kontribusi sebesar 68% terhadap kualitas pengambilan keputusan. Penelitian ini menegaskan pentingnya penguatan aspek kognitif dan disiplin dalam pendidikan kepolisian untuk menghasilkan personel yang profesional dan responsif.

Abstract

Advances in information and communication technology have been the main driver of the transformation of governance towards the concept of smart cities. The implementation of smart city dimensions is crucial to improving the quality of local government governance. This study analyzes the implementation of smart city dimensions in supporting governance in Kubu Raya Regency. It uses a descriptive qualitative approach. Primary data was obtained through interviews with the Communication and Information Agency and the Regional Development Planning Agency, while secondary data was obtained from various related documents. Qualitative data analysis shows that Kubu Raya Regency is gradually implementing the dimensions of a smart city, starting with a focus on smart governance and various innovations within it. Meanwhile, other dimensions of the smart economy and smart people include several initiatives such as “SIAP PAK” and Cash System Management non-cash payments in the economic sector, and digital literacy programs in the education sector. The smart environment includes plans for renewable energy programs and technology-based waste management. Smart mobility is geared toward public transportation development plans and electric vehicle support. Smart living, telemedicine services, and technology-based public safety are planned to improve the quality of life for the community. Although the smart city dimension has not been fully implemented, Kubu Raya Regency has established ctionn plan for the implementation of the smart city dimension.

Abstract

This study is motivated by the importance of work effectiveness as a key indicator of organizational success in facing an increasingly complex and competitive work environment. Work discipline is viewed as one of the critical factors that can support the achievement of optimal work effectiveness. This study aims to analyze the relationship between work discipline and work effectiveness and to identify the factors influencing them within an organizational context. The method used is a Systematic Literature Review, which involves examining various relevant scientific articles through the stages of identification, selection, evaluation, and data synthesis. The results of the study indicate that work discipline plays a significant role in enhancing work effectiveness through adherence to rules, punctuality, responsibility, and consistency in task execution. Furthermore, work effectiveness can also foster the development of discipline through structured work systems and clear operational standards. The relationship between these two variables is reciprocal and influenced by factors such as leadership, organizational culture, motivation, human resource competencies, and the utilization of technology. The implications of this research underscore the importance of integrating work discipline and organizational systems to sustainably enhance work effectiveness.

Abstract

As stated in the Decree of the Minister of State Apparatus Empowerment Number 63 of 2003 concerning General Guidelines for the Implementation of Public Services, the implementation of public services adheres to the principle of equal rights where there should be no discrimination in public services, including in this case for people with disabilities. To fulfill the rights of people with disabilities in educational services, the Gorontalo Provincial Government issued Governor Regulation Number 41 of 2015 concerning the Implementation of Inclusive Education in Gorontalo Province. This study aims to analyze efforts to fulfill the rights of people with disabilities, especially in the field of primary and secondary education in Gorontalo Province with a comparative approach between theory, previous research and research results. The results of this study indicate that one of the efforts made by the government is through inclusive education, but in its implementation there are still various obstacles, such as limited human resources (Special Education Teachers and Psychologists), limited employment opportunities for SLB graduates, the absence of special scholarships and lack of parental awareness to send children with special needs to school.

Abstract

This study aims to examine and analyze the implementation of digital-based public services through the Digikel website in Biawao Village and Limba U1 Village,Gorontalo City. The main focus of this study includes three aspects:(1) support, (2)capacity, and (3) value. This study employs a qualitative approach with a descriptiveresearch design. Data were collected through observation, interviews, and documentation. The study's findings indicate that the implementation of the Digikel website hasbeen effective across the three aspects. (1) Support: The implementation of Digikelis supported by leadership commitment, active employee involvement, and policysupport from the city government through clear regulations. However, there are stillchallenges in the community's socialization process, which has not been optimal.(2) Capacity: Human resources in Biawao Village and Limba U1 Village are considered to have adequate competence through technical guidance. Nevertheless,there are still infrastructure-related obstacles, including unstable internetconnectivity and limited computer equipment. The absence of a dedicated budgetat the village level has also been a constraint in system development. (3) Value: The implementation of Digikel has had a positive impact, particularly in improving efficiency in terms of time, cost, and labor, as well as in accelerating, simplifying, and enhancing the transparency of public services. However use of this system has not yet been fully optimized due to low levers of diritalitgacy among somemembers of the community.

Abstract

This study aims to analyze corruption as a form of abuse of power within the public bureaucracy and its impact on the quality of public services in Indonesia. This study employs a qualitative approach using a literature review method based on journals, books, and official reports. The results indicate that corruption within the bureaucracy persists in various forms, such as extortion, abuse of authority, and budget manipulation. Contributing factors include low integrity among public officials, weak oversight, and the complexity of bureaucratic procedures. The resulting impacts include a decline in service quality, inequitable access to services, and a loss of public trust in the government. Furthermore, corruption hinders bureaucratic effectiveness and slows down the national development process. These conditions demonstrate that corrupt practices not only harm state finances but also broadly affect public welfare. Therefore, efforts are needed through bureaucratic reform, strengthened oversight, and enhanced civil servant integrity to achieve transparent and accountable public services that support the establishment of good governance.

Abstract

This study aims to examine how nepotism can manifest through the role of informal institutions and its influence on administrative integrity within the bureaucracy. The method used is literature analysis by examining various related scientific references, such as books, journal articles, and research, which are then analyzed descriptively and analytically through identification, classification, and data integration. The research findings indicate that nepotism does not only arise from weaknesses in the official system, but is also strongly influenced by the existence of informal institutions such as personal networks, social norms, and organizational culture. This practice tends to persist within a system because it gains social recognition, making it difficult to overcome solely with regulations. The consequences include a decline in employee professionalism, weak accountability, and erosion of administrative integrity, which impacts on reduced public trust in government institutions. The implications of this study indicate that a comprehensive approach is crucial in bureaucratic reform, through strengthening the official system and changing organizational cultural values ​​to produce transparent, accountable, and dignified government management.

Abstract

Bureaucratic rigidity is a form of public administration pathology that remains a serious problem in Indonesian governance. The bureaucracy's rigid, hierarchical nature, slow decision-making, and resistance to change are major obstacles to the government's digital transformation process. Amidst the demands of the digital era, which prioritizes speed, transparency, and efficiency, an unadaptive bureaucracy actually slows down innovation in public services and erodes public trust in the government. This study aims to analyze bureaucratic rigidity as a disease in public administration and its impact on the implementation of digital transformation in Indonesia. The method used is a qualitative approach with a literature review. The results indicate that bureaucratic rigidity is caused by a conservative organizational culture, complicated regulations, and low human resource capacity to adapt to technology. Furthermore, a lack of system integration and weak transformational leadership exacerbate these conditions. Digital transformation is not merely a technological issue, but a paradigm shift in governance. Therefore, comprehensive bureaucratic reform is needed, including simplifying procedures, strengthening the digital competency of civil servants, and shifting the work culture to be more flexible and innovative. Thus, an adaptive and responsive bureaucracy can be realized as the foundation of an effective digital government that is oriented towards public services.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan good governance dalam pelayanan publik melalui pendekatan Systematic Literature Review (SLR). Good governance merupakan konsep tata kelola pemerintahan yang menekankan prinsip transparansi, akuntabilitas, partisipasi, responsivitas, efektivitas, dan efisiensi dalam penyelenggaraan pelayanan publik. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan mengkaji berbagai literatur ilmiah yang relevan dalam lima tahun terakhir. Hasil kajian menunjukkan bahwa penerapan prinsip good governance memiliki pengaruh positif terhadap peningkatan kualitas pelayanan publik, terutama dalam aspek transparansi informasi dan akuntabilitas kinerja. Namun demikian, implementasinya masih menghadapi berbagai kendala, seperti keterbatasan sumber daya manusia, rendahnya literasi digital, kurangnya infrastruktur, serta lemahnya koordinasi antar lembaga. Selain itu, masih terdapat kesenjangan antara konsep ideal good governance dengan praktik di lapangan. Oleh karena itu, diperlukan upaya yang lebih komprehensif melalui penguatan kapasitas aparatur, optimalisasi pemanfaatan teknologi, serta peningkatan partisipasi masyarakat guna mewujudkan pelayanan publik yang berkualitas dan berorientasi pada kebutuhan masyarakat.
