Abstract

The urgency of transfer pricing supervision in nickel exports lies in the potential for significant loss of tax revenue due to price manipulation practices between affiliated entities. If not addressed, this will weaken fiscal resilience and hinder the financing of national strategic programs. The purpose of the study is to analyze the Early Detection of the Threat of Transfer Pricing Practices in Nickel Exports for State Revenue. The method used is SWOT AHP. The results of the study show that based on the analysis using the Analytic Hierarchy Process (AHP) method, the SO1 strategy obtained the highest score (7.736) and was prioritized as the main strategy in early detection of the threat of transfer pricing in nickel exports. This strategy emphasizes optimizing PMK 172/2023 through the integration of Automatic Exchange of Information (AEOI) and big data processing, thus enabling a more accurate preparation of corporate risk profiles based on global transactions. The SO2 strategy, which integrates e-invoicing systems with AI and machine learning to detect price and volume anomalies, occupies second priority. Meanwhile, the SO3 strategy that focuses on the use of international cooperation is in third place. The highest criteria weight fell on Threat Detection (33.14%) and Incident Response (21.51%), indicating that the main focus in the country's intelligence strategy is prevention and rapid response to potential manipulative practices. The results of the consistency evaluation (CR ≈ 0.0264) showed that the assessment between the criteria was consistent and accountable. Thus, the AHP method has been proven to be effective as a systematic and data-driven decision-making tool in the context of fiscal surveillance and state intelligence strategies in the face of transnational threats.

Abstract

Separatist groups in the Papua and West Papua Provinces are still carrying out their actions, ranging from gunfights with security forces to attacks on civilians. The security forces find it difficult to deal with the separatist group’s actions because of differences in their ability to control the terrain or territory, in this case the separatist group has more control over the field than the security forces. This study will answer these problems by providing alternative solutions in the form of using remote sensing from an intelligence perspective. This study uses a qualitative descriptive approach using data in the form of aerial photos and the results of processing the Google Earth application. The results of intelligence analysis on the benefits of remote sensing to understand the actions of separatist groups in the Papua and West Papua regions show that it is important to use remote sensing to understand phenomena or events that occur in Papua and West Papua, especially in mountainous areas. The use of remote sensing is part of early efforts to support the national defense system.

Abstract

Globalization has brought many changes in the world and has huge implications for the economy, politics, and socio-culture. The break up of the Soviet Union in 1991 is one of the historical events caused by globalization and transformed into what it is Russia today. Russia tried to adapt towards globalization by following it national historical pattern, and not following the pattern that has been used by the Western countries. For the West, the transition democracy process in Russia is incomplete, but from the Russian point of view, it is a democracy with a distinction pattern or “the Russian way” that is different from what is practiced by the West. For that reason, this essay tried to look at the Russian political and economic policy to handle the strong current of globalization and democracy.

Abstract

The aim of this village sustainable development research is to describe the implementation of village sustainable development goals in Sri Mulya Village, Sinar Peninjauan District, OKU Regency, South Sumatra Province. Apart from that, this research also aims to identify factors that can support or hinder the implementation of village sustainable development goals in Sri Mulya Village, Sinar Peninjauan District, OKU Regency, South Sumatra Province. The theory in this research uses the theory put forward by Soren C. Winter (2006). According to Winter, the success of implementing a policy can be seen based on 3 variables, namely the behavior of inter-organizational relations with the dimensions of organizational commitment and inter-organizational coordination, the behavior of implementers (lower level bureaucracy) with the discretionary dimensions and the behavior of the target group with the dimensions of positive and negative responses. The type of research used is qualitative descriptive research. The research results show that the implementation of village sustainable development goals in Sri Mulya Village as seen from the 3 variables of Soren C. Winter (2006) has not been implemented optimally with problems including: Commitment is only verbal because there is no concrete action which causes there is no sense of awareness to be involved, Coordination between organizations is limited to reporting without any feedback as an effort to provide guidance on the implementation of village sustainable development goals in Sri Mulya Village. The village government takes the decision as a form of discretion. The decision taken was to continue updating the data with existing human resources, because there were elements implementing data updates who should have been involved but did not help. The community gave a positive response in the form of cooperation during village data collection. The negative response is that there are still doubts from the community about the Village Sustainable Development Goals programKeywords:Village Sustainable Development Goals, Implementation, Community Welfare

Abstract

Indonesia’s 40% biodiesel (B40) mandatory policy, which came into effect in early 2025, represents a strategic initiative to enhance energy security and reduce carbon emissions. However, behind its official objectives, the policy entails significant fiscal, environmental, and social risks that threaten its long-term sustainability. While most analyses have focused on its economic or environmental dimensions, the role of state intelligence in navigating these multidimensional risks remains an underexplored area. This article argues that the success and sustainability of the B40 policy depend not only on technical feasibility or political commitment, but also on the effective application of strategic intelligence functions to provide foresight, mitigate threats, and deliver objective assessments to policymakers, free from partisan and corporate influence. This study adopts a conceptual framework that integrates the intelligence cycle with energy security theory, this article analyses how early detection, early warning, and problem-solving functions can be applied to manage systemic risks such as subsidy traps, feedstock supply deficits, and social tensions. The analysis finds that intelligence plays a crucial role in transforming energy risk management from reactive to proactive. Accordingly, the formal integration of intelligence into the energy policy cycle is a prerequisite to ensure that strategic initiatives such as B40 contribute substantively to sustainable energy, rather than merely serving as economic buffers for entrenched industrial interests.
