Abstract

The handover the ASEAN Chairmanship to Indonesia brought Indonesia as a host of ASEAN Summit 2023 held in Labuan Bajo, NTT. In the preparation of this event, Indonesia’s Ministry of Foreign Affairs utilized social media as a tool for digital diplomacy. This study aims to analyze the digital diplomacy efforts of the Indonesia’s MoFA through its official X account, @Kemlu_RI, which has demonstrated higher activity compared to the Ministry's Instagram and Facebook accounts. This study used a qualitative approach, utilizing content analysis and a critical paradigm. Data collection is conducted using the Anaconda Navigator application, which facilitates the management and analysis of the data. The findings indicate that the application of digital diplomacy at this event represents an initial milestone compared to previous ASEAN Summits. It has effectively supported Indonesia's position in multilateral forums and enhanced its public presence. However, the study also reveals that  the implementation of dialogic communication principles has been suboptimal, particularly in terms of responding to comments or questions from netizens.

Abstract

This study aims to explore the impact of BRICS dynamics on Indonesia's economic security, focusing on economic policies, financial initiatives, and geopolitical shifts involving BRICS countries. This research evaluates the effects of economic cooperation within BRICS, the launch of a new BRICS currency, and infrastructure investments funded by the New Development Bank (NDB) on Indonesia's financial stability, trade opportunities, and domestic economic policies. The findings indicate that while there are opportunities for Indonesia to expand trade and secure financing for infrastructure projects, challenges related to the volatility of the rupiah exchange rate and the potential dependence on foreign investments remain significant concerns. On the other hand, the potential for strategic cooperation in sectors such as energy, technology, and other industries could provide positive contributions to Indonesia's economy by enhancing global competitiveness and strengthening domestic economic resilience. This study is expected to provide valuable insights for Indonesian policymakers in formulating strategies to leverage the opportunities presented by BRICS dynamics while managing the risks of an increasingly complex global economy.

Abstract

Digital transformation in the health sector in Indonesia has grown since the COVID-19 pandemic several years ago, one form of digital transformation is the emergence of telemedicine services in Indonesia. However, Indonesia's capacity and readiness are not yet adequate for realizing digital transformation because Indonesia needs to anticipate several risks that may occur in accelerating digital transformation, such as the potential for data misuse and privacy violations and the threat of cyberattacks. This article aims to identify the challenges and opportunities for digital transformation, especially telemedicine services in Indonesia. This article uses a qualitative approach with data sources from literature reviews. The results show that digital transformation in the health sector, especially telemedicine services, faces challenges from people, processes, and technology. However, training medical personnel, increasing system integration, and using protection technology are opportunities to improve patient data security and the efficiency of telemedicine services.

Abstract

Wulandari Wahyuning Tiyas. 201910415191. Pola Komunikasi Orang Tua dan Anak di dalam Keluarga Broken Home yang mengalamai Disfungsi Keluarga. Pada penelitian ini meneliti bagaimana pola komunikasi yang dijalankan oleh keluarga IN yang mengalami disfungsi keluarga. Tujuan penelitian ini adalah mendeskripsikan pola komunikasi antar personal orang tua dan anak di dalam keluarga broken home dan menjelaskan bagaimana anak yang berada pada disfungsi keluarga dapat mematahkan stereotip masyarakat awam yang memandang bahwa anak broken home akan menjadi anak yang berantakan. Metode yang dipergunakan adalah metode studi kasus dengan pendekatan kualitatif. Hasil pada penelitian ini adalah pola komunikasi keluarga yang dijalankan oleh keluarga IN melewati berbagai fase pola komunikasi keluarga, ada masa pola komunikasi keluarga yang dijalankan melewati fase pola komunikasi tak seimbang terpisah dan pola komunikasi monopoli, sehingga fase pola komunikasi memasuki fase pola komunikasi seimbang terpisah yang mana pola komunikasi ini dapat memperbaiki hubungan antar orang tua dan antar anak sehingga dapat meningkatkan kualitas komunikasi didalamnya. Komitmen yang dilakukan oleh orang tua membuahkan hasil berupa fase pola komunikasi keluarga sudah pada pola komunikasi persamaan yang mana pada pola komunikasi ini membuat komunikasi di dalam keluarga berangsur-angsur membaik. Hubungan yang terjalin baik antara orang tua dan anak akan mempengaruhi karakter dan konsep diri pada anak. Di buktikan oleh IN, ia berhasil mematahkan stereotip terkait anak yang berasal dari keluarga yang hancur akan menjadi anak yang berantakan. IN menjadi berbeda karena IN berhasil mencapai tujuan hidupnya.

Abstract

A number of polemics ahead of the 2024 elections have begun to emerge, one of which is a polemic regarding the electoral system used in the upcoming 2024 elections, namely a lawsuit against the Election Law regarding the open proportional system on November 14, 2022. However, the lawsuit did not become a public concern until the first hearing was held on November 23, 2022. The lawsuit became a public concern when it entered the beginning of 2023 until mid-2023. This research aims to find out about what events make the trend of public interest increase and the extent of public exploration related to the proportional electoral system. This research method uses a qualitative approach with a case study research type, the research data is obtained through Google Trends which is then analyzed in accordance with the research objectives. The results show that public interest in proportional electoral systems correlates with events related to these systems, such as political parties' attitudes towards closed and open proportional electoral systems. In addition, public interest trends develop specific searches on closed proportional electoral systems and open proportional electoral systems.

Abstract

The Free West Papua Campaign is an organization that massively campaigns on social media Twitter and its website to garner support from the international community regarding Papuan independence, one of its efforts is to conduct campaigns in cyberspace with a narrative supporting the United Liberation Movement for West Papua (ULMWP) to become full member of the subregional organization MSGin the hope that this membership status can strengthen ULMWP's political maneuvering in bringing the issue of an independent Papua to the international level. The purpose of this study was to find out how the campaign carried out by the Twitter account @FreeWestPapua and how other Twitter users responded to the campaign. The research used is a qualitative research by juxtaposing the study of literature with data from social media Twitter and the freewestpapua.org. The results show that the Free West Papua Campaign uses ideologically or cause oriented campaigns and uses a campaign model in the form of a componential campaign. The response from Twitter users is more dominated by following instructions on hashtags rather than the message they want to convey.

Abstract

The increased political participation of the Outer Baduy community in the 2019 General Election shows the influence of access to digital information, including social media. TikTok social media has become an interactive political communication platform, allowing the Outer Baduy community to access and disseminate political messages. However, the use of TikTok social media in the political communication of the Outer Baduy community presents both opportunities and challenges in the process of socialization and delivery of political information. This research aims to explore the use of TikTok social media as an alternative political communication for the Outer Baduy community. The approach used is a descriptive qualitative approach with a literature study. The results show that TikTok offers significant opportunities in political communication, for political actors and indigenous people due to its ability to reach a wide audience and provide more personalized interactions. However, there are challenges such as optimizing the use of TikTok by political actors and implementing digital literacy that is sensitive to local culture, especially in communities such as Baduy. Thoughtful and context-based use of TikTok can strengthen political participation and social inclusivity, it needs to be accompanied by efforts to address disinformation and maintain existing cultural values.

Abstract

This study aims This study aims to analyze the implementation of the Food Estate program in Merauke, Papua, which is part of Indonesia’s National Strategic Projects aimed at strengthening food security. However, its execution has raised legal, environmental, and human rights concerns, particularly regarding indigenous peoples’ rights. Using a qualitative-juridical approach, this study examines the program’s alignment with Indonesia’s legal framework, including the Basic Agrarian Law, Human Rights Law, Environmental Law, Village Law, and Papua’s Special Autonomy Law. The findings indicate systemic neglect of customary land right, the principle of Free, Prior, and FPIC, and meaningful community participation. The study also identifies serious ecological impacts, militarization of land acquisition, and practices of food colonization. It concludes by recommending stronger legal enforcement, recognition of indigenous land rights, demilitarization of development processes, and policy designs that prioritize local food sovereignty.

Abstract

This study, titled Analysis Propaganda in the Russia-Ukraine Conflict on YouTube Tribun Timur (March-July 2024), aims to reveal propaganda patterns in digital news coverage of the Russian-Ukrainian conflict. The research subjects are five videos with the highest engagement on the Tribun Timur YouTube channel from March to July 2024. This study uses content analysis and literature review methods to identify the forms of messages, symbols, and visual communication techniques used in shaping public opinion. The results of the study show that the videos consistently portray the military superiority of Russia and undermine the position of Ukraine using specific propaganda techniques such as the use of negative terminology, symbolic visuals, the omission of opposing information, and dramatic narratives. In addition, a narrative pattern was found that aligns with Russia's “firehose of falsehood” propaganda model, which is massive, fast, and inconsistent with objective truth. The conclusion of this study states that YouTube Tribun Timur has become a potential channel for the spread of transnational propaganda that could threaten Indonesia's information resilience if not subject to continuous monitoring and critical analysis by the relevant authorities.

Abstract

This study examines Indonesia's defense equipment modernization in the evolving Indo-Pacific security environment shaped by the establishment of AUKUS (Australia–United Kingdom–United States security pact). Using Monte Carlo Simulation (MCS), the research estimates the impact of different defense budget allocation scenarios on Indonesia's capability development, focusing on air, naval, and cyber defense. The model incorporates uncertainties such as GDP growth, inflation, exchange rates, procurement costs, technological advancements, and regional security dynamics from 2025 to 2045. Three scenarios are analysed: (1) Conservative, with defense spending limited to 2–3% of GDP; (2) Moderate, with gradual increases to 3–3.5% of GDP; and (3) Ambitious, maintaining 4% of GDP. Findings indicate that under the Conservative Scenario, Indonesia faces a 65% probability of failing to meet Minimum Essential Force (MEF) targets by 2035, particularly in naval and air power. The Moderate Scenario shows a 55% probability of meeting MEF by 2035, although cyber defense remains underfunded. In contrast, the Ambitious Scenario provides a 70% probability of Indonesia surpassing MEF targets and achieving advanced deterrence capabilities by 2045. The results demonstrate that fiscal commitment is the most decisive factor in shaping modernization outcomes, although efficiency in procurement, domestic defense industry growth, and regional partnerships can significantly influence success. While AUKUS heightens arms competition, it also presents opportunities for Indonesia to pursue strategic cooperation and technology access. Overall, MCS offers a probabilistic framework that underscores the importance of sustained budgetary support, adaptive strategies, and domestic industrial development in advancing Indonesia's long-term defense modernisation.
