Abstract

This study presents a comprehensive multi-level analysis of the impact of the COVID-19 pandemic on public policy in the local health sector. Through an examination of policy changes, resource allocation, and response strategies across various local government levels, the research aims to understand the dynamic interplay between the pandemic and health policy adaptations. Utilizing a mixed-methods approach, the study combines quantitative data from policy documents and healthcare statistics with qualitative insights from interviews with healthcare professionals and policymakers. The findings reveal significant shifts in public health policy, emphasizing a rapid transition towards telehealth, increased focus on mental health services, and restructured emergency response protocols. The study also highlights the challenges faced by local health sectors, including resource constraints and the need for effective communication strategies. These adaptations and challenges underscore the critical role of local governance in responding to global health crises and the necessity for flexible, resilient health systems. The study contributes to the understanding of pandemic response mechanisms at the local level and offers insights into policy formulation and implementation in the face of public health emergencies.

Abstract

In the face of escalating climate change challenges, this study presents an innovative framework for local government adaptation strategies, emphasizing the integration of scientific research and policy-making. Through a comprehensive analysis of existing adaptation models and the incorporation of case studies from diverse geographical regions, the paper identifies key factors influencing effective local government responses to climate change. The proposed framework highlights the importance of community engagement, resource allocation, and sustainable development practices in enhancing resilience. By evaluating the effectiveness of various adaptation strategies, the study offers insights into best practices and potential pitfalls, aiming to guide local governments in developing tailored approaches to climate change challenges. The findings underscore the necessity for a dynamic, multi-stakeholder approach, bridging the gap between theoretical understanding and practical implementation of climate adaptation measures.

Abstract

Perubahan iklim merupakan salah satu tantangan terbesar yang dihadapi umat manusia di era modern, dengan dampak yang luas terhadap lingkungan, ekonomi, dan masyarakat di seluruh dunia. Indonesia, sebagai negara kepulauan, sangat rentan terhadap dampak perubahan iklim, termasuk naiknya permukaan air laut, perubahan pola cuaca, dan peningkatan frekuensi bencana alam. Dalam konteks ini, pajak karbon muncul sebagai instrumen kebijakan publik yang diharapkan dapat menjadi salah satu solusi dalam upaya mitigasi perubahan iklim melalui pengurangan emisi gas rumah kaca. Penelitian ini bertujuan untuk menganalisis efektivitas pajak karbon sebagai instrumen kebijakan publik untuk mitigasi perubahan iklim, khususnya di Indonesia. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif, dengan data yang dikumpulkan dari berbagai studi dan penelitian terdahulu yang relevan. Proses pengolahan data melibatkan analisis kritis dan sintesis temuan untuk menghasilkan wawasan baru. Kesimpulan dari penelitian ini menunjukkan bahwa pajak karbon memiliki potensi besar sebagai alat mitigasi perubahan iklim di Indonesia, dengan kemampuannya dalam mengurangi emisi gas rumah kaca secara signifikan. Implementasi pajak karbon dapat mendorong inovasi dan adopsi teknologi rendah karbon, serta pengembangan pasar karbon domestik. Namun, terdapat tantangan signifikan dalam implementasinya, termasuk hambatan regulasi, kesiapan infrastruktur, dan dinamika politik dan ekonomi. Untuk mengatasi tantangan ini, diperlukan kerja sama yang erat antara pemerintah, industri, dan masyarakat. Secara keseluruhan, pajak karbon dapat berkontribusi penting terhadap upaya mitigasi perubahan iklim di Indonesia dan pencapaian tujuan pembangunan berkelanjutan.

Abstract

Penelitian ini mengeksplorasi interaksi kompleks antara kebebasan pribadi dan kontrol negara dalam konteks pemilihan umum, dengan fokus khusus pada prinsip-prinsip libertarianisme. Kebebasan individu untuk menggunakan hak pilih dianggap fundamental dalam demokrasi, menyoroti pentingnya minimalisasi intervensi pemerintah dalam kehidupan pribadi individu. Namun, tanggung jawab kolektif untuk menjaga integritas dan keadilan dalam sistem pemilu memerlukan regulasi dan pengawasan yang cermat oleh negara. Penelitian ini menggunakan pendekatan kualitatif, mengandalkan analisis literatur untuk memahami bagaimana kebebasan individu dan kontrol negara dapat seimbang dalam mendukung sistem demokrasi yang adil dan transparan. Hasil penelitian menunjukkan bahwa kebebasan untuk memilih dan untuk tidak memilih adalah ekspresi penting dari otonomi individu yang harus dilindungi dan dihormati. Namun, regulasi yang dirancang dengan baik diperlukan untuk memfasilitasi partisipasi pemilih yang luas dan menjaga integritas proses pemilu. Penelitian ini menekankan perlunya pendekatan yang mempertimbangkan kedua aspek tersebut sebagai komponen penting dalam demokrasi yang sehat, menunjukkan bahwa kebebasan pribadi dan kontrol negara bukanlah entitas yang bertentangan, melainkan dua sisi dari demokrasi yang sama yang saling memperkuat.

Abstract

Public service delivery has long faced challenges related to transparency, efficiency, and accountability. The integration of blockchain technology presents a novel solution to these issues, promising enhanced governance through secure, transparent, and efficient processes. This literature review explores the potential of blockchain technology in transforming public service delivery. It synthesizes existing research on the application of blockchain in public administration, highlighting key benefits such as improved transparency, reduced fraud, and increased efficiency. Additionally, the review identifies critical success factors and challenges in implementing blockchain-based solutions in the public sector. By examining case studies and theoretical frameworks, this study provides a comprehensive understanding of how blockchain can revolutionize public governance. The findings offer valuable insights for policymakers and practitioners aiming to leverage blockchain technology to enhance public service delivery and achieve better governance outcomes.

Abstract

This study explores the impact of gender inclusion in public governance on local economic empowerment in Indonesia. The main focus of this study is to identify how women's representation in leadership positions and holistic gender inclusion policies affect economic well-being at the local level. The research methods used include quantitative analysis, namely Descriptive statistics analysis, Discriminant Validity (Farnell Larcker Criterion), Reliability Test, Path Analysis, and Research Hypothesis Testing. The results of the study indicate that gender inclusion in public governance has a significant positive impact on local economic empowerment. In addition, women's representation in leadership positions and comprehensive gender inclusion policies contribute more to economic growth than policies focusing on essential participation. Although these results support the theory of the benefits of gender inclusion, policy implementation faces obstacles such as cultural resistance and lack of resources. These findings suggest the need for a more integrated and sustainable approach to maximise the positive impact of gender inclusion policies.

Abstract

Climate change is a global challenge that requires rapid and adaptive responses from various levels of government, including local governments. In Indonesia, the role of local governments in building climate resilience is increasingly crucial as the impacts of climate change are felt in various regions. However, bureaucratic barriers, resource constraints, and socio-economic dynamics often hinder the effectiveness of climate resilience strategies at the local level. This study aims to explore the role of local governments in building climate resilience through local policies, technological innovation, and community participation. This study was conducted using a qualitative approach, where data was collected from various sources such as research results and relevant previous studies. The collected data were then processed systematically to find findings that support the development of climate resilience strategies. The results of the study show that local governments have an important role in developing policies that are appropriate to local conditions to deal with climate change. Technological innovation and the development of disaster-resistant infrastructure are key to increasing climate resilience at the local level. Active community participation and community empowerment have also proven to be important factors in implementing effective climate resilience strategies. Bureaucratic barriers and resource constraints can be overcome through cross-regional collaboration that allows for the sharing of knowledge and best practices. Thus, climate resilience strategies at the local level must be based on synergy between government, communities, and the private sector to achieve sustainable and effective results.

Abstract

Sustainable local governance is pivotal for the socio-economic development and environmental resilience of regions. In Indonesia, the quest for effective and sustainable governance faces numerous challenges, including resource constraints, diverse cultural contexts, and varying levels of institutional capacity. This study aims to identify and analyze innovative solutions that have been successfully implemented in various Indonesian regions to promote sustainable local governance. Employing a comprehensive literature review methodology, the research synthesizes data from academic articles, government reports, and case studies. The findings highlight a range of best practices, such as community-based resource management, digital governance platforms, and participatory budgeting processes. These practices have demonstrated significant positive impacts on governance efficiency, community engagement, and sustainable development outcomes. The study also identifies key challenges, such as scalability and adaptability of these innovations across different regions. By addressing these challenges and leveraging the identified best practices, policymakers and local governments can enhance governance sustainability and resilience. This research contributes to the broader discourse on sustainable governance by providing actionable insights and policy recommendations that can be adapted and implemented in similar contexts globally.

Abstract

Digital innovation has become an important catalyst in the transformation of public services in Indonesia, especially at the local government level. The application of digital technology can increase transparency, accountability, and responsiveness of the government to the needs of the community. However, challenges such as infrastructure gaps and bureaucratic resistance are still major obstacles in this process. This study aims to explore the impact of digital innovation on the quality of public services in local governments. The study was conducted using a qualitative approach, using thematic analysis of data obtained from various relevant sources. The results of the study indicate that digital innovation significantly improves the quality of public services by accelerating the administrative process and increasing transparency and accountability. Digital technology also enables local governments to be more responsive to community needs and encourages public participation in decision-making. However, the success of digital transformation is highly dependent on leadership commitment, technological infrastructure development, and increased human resource capacity. Challenges such as technological gaps between regions and bureaucratic resistance need to be overcome so that digital innovation can be implemented effectively. With the right strategy, digital innovation has great potential to increase efficiency and public trust in government in Indonesia.

Abstract

Public-private partnerships (PPPs) have become an important strategy in sustainable urban development in Indonesia, especially amidst limited local government resources and challenges posed by rapid urbanization. While the private sector has great potential to provide financing and innovation, the success of PPPs depends largely on effective coordination between the public and private sectors. The dynamics of this relationship often face complex challenges, including equitable management of risks and benefits. This study aims to explore the factors that influence the success of PPPs in the context of sustainable urban development in Indonesia. This study uses a qualitative approach, with data obtained from various relevant previous studies and research. The collected data are systematically processed to find new patterns and insights related to PPPs. The results of this study indicate that strengthening the institutional capacity of local governments and increasing transparency and accountability are key to the success of PPPs. Private sector involvement not only provides financial resources but also brings significant innovation and efficiency. Inclusive collaboration, involving local communities and stakeholders, has proven to be essential to ensure the relevance and sustainability of PPP projects. In addition, supportive and adaptive policies to local conditions are needed to create a conducive environment for these partnerships. With the adoption of a comprehensive strategy, PPP can be an effective tool to achieve sustainable urban development goals in Indonesia.
