Abstract

In order to reduce poverty rates, the Surabaya City Government has enacted Surabaya Mayor Regulation Number 83 of 2023 concerning the Labor-Intensive Program. Wonocolo sub-district has become one of the areas implementing this program through the inauguration of the Labor Intensive House, which encompasses various businesses. This research aims to describe and analyze community empowerment through labor-intensive programs in Wonocolo District to business sustainability using the (Suharto, 2014) 5P theory according to : Enabling, Strengthening, Protecting, Supporting, and Maintaining. This research uses descriptive qualitative research methods with purposive sampling techniques for informant selection. The results of the study indicate that: (1) Enabling has been carried out through socialization activities, interest data collection, training, and guidance. However, motivation has not fully raised awareness among business actors. (2) Strengthening is progressing well through training, but a lack of in-depth understanding. (3) Protection through market access has been implemented through marketing activities, but it is not uniform across all labor-intensive business types. (4) Support in the form of assistance has not been conducted intensively for several businesses, so the issues hindering business sustainability remain unresolved. (5) Maintenance is carried out through monitoring and evaluation, but monitoring is not conducted routinely, leading to unresolved issues within this program, which become obstacles to business sustainability. Although this program aligns with the empowerment approach, its implementation has not been optimal, and the objectives of the labor intensive program have not been achieved in Wonocolo District.

Abstract

The Krian Bypass Ring Road is an alternative road built to reduce congestion at the center of economic activity in the Krian community. The Krian Bypass Ring Road is divided into 2 parts, namely the West Krian Bypass Ring Road with a length of 4.20 KM and the East Krian Bypass Ring Road with a length of 3.54 KM. Road damage can be caused by several factors, including water, changes in temperature, air temperature, weather, unstable soil conditions, pavement construction materials, poor compaction processes on the subgrade layer, vehicle volume, and also vehicle loads that exceed capacity (Nur, 2023). Several types of road damage resulting from road pavement in general are cracking, deformation, hole damage, surface texture damage, pavement edge damage, utility excavation patches and patches. This research uses PCI and SDI methods. In the PCI method, the severity of pavement damage is a function of 3 main factors, namely: type of damage, severity of damage, number or density of damage. The SDI method is the latest method in accordance with the 2011 Directorate General of Highways regarding road condition survey guidelines. By carrying out this research, it is hoped that we will be able to determine the value of the conditions on the Krian Bypass road, and identify the types of road damage. Knowing the comparison of road condition values ​​from the results of analysis using the PCI (Pavement Condition Index) and SDI (Surface Distress Index) methods.

Abstract

This article explores the patterns of guidance and counseling in developing student character within Madrasah settings. It emphasizes the importance of instilling strong character values in students, which are essential for their spiritual, social, and personal development. The study highlights that education is a conscious effort to create a learning atmosphere where students can actively develop their potential, including spiritual strength, self-control, personality, intelligence, and moral integrity. In conclusion, the article underscores the necessity of a comprehensive approach to character education in Madrasah, integrating religious, social, and environmental values to cultivate well-rounded individuals capable of contributing positively to society.

Abstract

Islamic education plays a strategic role in shaping students’ character, spiritual depth, and social competence. At the macro level, it is integrated into national policy frameworks, the formal education system, and broader challenges posed by globalization and modernization. At the micro level, Islamic education is realized through everyday practices within educational institutions, notably in pesantren. This study explores the implementation of Islamic education in the micro context of Pondok Pesantren Darunnajah Ulujami, South Jakarta, focusing on classroom learning, social interaction, and students’ daily life activities. Employing a qualitative approach with an exploratory case study design, data were collected through in-depth interviews, participatory observation, and document analysis. The study identifies five key themes: the alignment between national and local visions, the presence of transformational leadership, active community involvement, managerial innovation, and limitations in human resource capacity. The findings also highlight major challenges such as imbalanced curricula and organizational resistance to change. Nevertheless, the pesantren adopts effective strategies including continuous professional development, contextual curriculum development, and alumni engagement to strengthen institutional resilience. The study underscores the significance of integrating macro policy with micro-level implementation to build an adaptive, sustainable, and contextually relevant model of Islamic education that addresses both national goals and local realities.

Abstract

This study analyzes land and building asset management in increasing Village Original Revenue (PADes) in Sayang Village, Jatinangor, using a qualitative approach based on Mardiasmo’s asset management theory and Permendagri No. 1/2016. Data were col- lected through interviews, observations, and documentation. Findings indicate that as- set management has boosted PADes from Rp36.5 million (2021) to Rp174.5 million (2024) through strategies like converting land into kiosks and parking areas. However, chal- lenges include incomplete asset inventories, uncertified assets, and limited use of the SIPADES application due to technical issues and inadequate training. Recommenda- tions include accelerating asset certification, optimizing SIPADES, and providing regular training to enhance efficiency and transparency for sustainable village development.

Abstract

This research examines the transformation of human consciousness through words in the digital era with a philosophy of language approach. The main focus is on how words spread through social media affect the mindset, attitude and consciousness of individuals and society. The method used is explorative qualitative with content analysis on various digital sources and related literature. The results show that words not only shape opinions and emotional responses, but also play a role in building critical consciousness through the dynamic context of language use. This research reveals the concept of “digital consciousness transformation” as a phenomenon in which language becomes the main instrument in shaping social and cultural realities in the digital media era. Thus, an in-depth understanding of the power of words in the digital context can encourage wiser and more constructive communication, as well as enrich the study of the philosophy of language in the face of the development of information technology.

Abstract

This study aims to analyze the forms of political rhetoric used by the candidates for regent and vice regent in the second public debate of the 2024 Ponorogo regional elections. The approach used is descriptive qualitative with Aristotle's classical rhetorical analysis techniques, namely ethos, pathos, and logos. Data was obtained from the official transcript of the public debate downloaded from the YouTube channel of the Ponorogo Regency Election Commission. The results of the study indicate that each candidate pair employed different rhetorical strategies: the first pair tended to emphasize ethos and pathos, while the second pair was more dominant in logos and ethos. Political rhetoric is used not only to convey vision and mission but also to subtly attack opponents and build self-image. Thus, this study offers new insights into the role of rhetorical strategies in local political campaigns, which can serve as a reference for aspiring leaders and political consultants in designing more effective campaigns.

Abstract

In order to organize and coordinate various primary health services with a focus on meeting health service needs based on the life cycle of individuals, families, and communities, the Ministry of Health of the Republic of Indonesia has issued a Minister of Health Decree on Technical Guidelines for the Integration of Primary Health Services. Primary Health Care Integration (ILP) is an effort to bring health services closer to the community, encompassing promotive, preventive, curative, rehabilitative, and/or palliative care. The village of Tegalsari in Jember Regency has implemented the ILP program at the Posyandu (community health post) and has established a management structure within the Posyandu. On the other hand, Tegalsari Village was selected as the representative of Jember District in the 2023 East Java Provincial Posyandu Competition. The inconsistency between the village's status as a Posyandu competition representative and the gaps in Posyandu management, particularly at the Posyandu in Southern Tegalsari Village as the venue for implementing the ILP program, creates a lack of alignment. This study aims to analyze and describe co-production management in the ILP program at the Posyandu in Tegalsari Selatan Village, Jember District. The research method uses a qualitative case study with purposive sampling to determine informants. The results show that five out of seven factors of co-production management theory have been fulfilled, so two factors—lay actor management and leadership—need to be improved. There is a need to strengthen the role of Posyandu cadres through continuous training with materials aligned with the dynamics of community health issues, as an effort to enhance the competencies of Posyandu cadres. This is because the selection of Posyandu cadres in the field does not yet align with existing regulations, and there is a shift in leadership style toward situational or transformational leadership.

Abstract

The development of information technology has driven significant transformation in the education system which includes curriculum development. This research aims to analyze how technology integration can be optimized in the development of the basic education curriculum, taking into account the dynamics that occur in education. This research method uses a documentation study approach to various literature. This research identifies strategies, challenges and opportunities in implementing educational technology. The research results show that technology integration not only increases the accessibility and effectiveness of learning, but also encourages changes in pedagogical paradigms, the role of teachers, and a curriculum approach that is more adaptive to digital developments. The success of this integration is determined by factors such as progressive education policies, teacher technopedagogical competence, equitable infrastructure, digital literacy, and multi-stakeholder collaboration.

Abstract

Social stigma against former inmates often becomes a major obstacle in the process of social reintegration, particularly in cases involving serious crimes such as murder. This study aims to explore how the labelling process by society creates barriers to the reintegration of ex-convicts who have served sentences for murder. Using a qualitative case study approach involving one former convict and six community informants, this research identifies patterns of social interaction that reveal both formal and informal labelling practices and their impact on identity reconstruction and social participation. The findings show that social labelling not only leads to exclusion but also contributes to the development of a negative self-image that hinders the reformation of identity. The labelling process tends to be progressive, creating a recurring cycle of stigma. However, the study also highlights the role of community leaders who apply reintegrative shaming strategies—condemning the act without rejecting the individual—which provide a more constructive and inclusive space for social recovery. This study recommends the active involvement of community actors and a community-based approach in supporting social reintegration, emphasizing the need to distinguish between a person's past actions and their potential for change. The findings underscore the importance of shifting from stigmatizing practices toward restorative reintegration in Indonesia’s social and correctional policies. This study enriches the criminological discourse in Indonesia by emphasizing the importance of the social dimension in the successful reintegration of former correctional officers.
