Abstract

This research discusses the public service transformation efforts undertaken by the Ambon Government, focusing on innovative strategies aimed at achieving transparency and improving public satisfaction. Using a qualitative approach and case study method, this research explores various aspects of the government's initiatives to innovate public services, involving in-depth interviews, participatory observation, and document analysis to reveal the complexity of the innovative strategies implemented. The results reveal a paradigm shift in service delivery, characterized by the integration of advanced technology, smart governance principles, and citizen-oriented practices. The emphasis on openness is reflected in the utilization of information and communication technologies to disseminate real-time information, policy updates, and detailed procedures. Digital platforms, including online portals and smart apps, significantly improve accessibility, empower citizens with diverse information, and shape a culture of openness. In addition, the government's commitment to citizen participation is emphasized through its involvement in the decision-making process. Participatory forums and feedback mechanisms have facilitated active engagement, ensuring that people's voices contribute to policy formulation and service improvement. The research reflects on how this inclusive approach has positively impacted citizen satisfaction and trust in the government, leading to 34 awards in public service innovation throughout 2023.

Abstract

The research evaluates the impact of policies on developing priority tourism destinations in Indonesia, focusing on sustainability within the tourism industry. The study aims to assess policy effectiveness, influence on local economic growth, and potential for sustainable tourism development in Indonesia. Qualitative methodology and QDAS software were used to analyze data, evaluating past initiatives to understand achievements and shortcomings. The study's findings demonstrate that assessing the effectiveness of policies aimed at developing priority tourism destinations can reveal both the accomplishments and shortcomings of past initiatives. Additionally, this evaluation can enhance our comprehension of how tourism can effectively contribute to the economic advancement of local communities. The study provides valuable guidance for policymakers in Indonesia to create more efficient and enduring tourist development strategies, emphasizing sustainable tourism as a key driver of economic growth.

Abstract

The diffusion of innovations in public service contexts regularly involves various yet complex challenges that require a deep understanding of the dynamics of the adoption, spread, and application of new ideas. Persuasion may no longer be fully expected to influence the adoption of innovation, so this article aims to analyze negotiation as an important part of the innovation-decision process for public complaint services in Pekanbaru (city). This research applies qualitative methods with data collection techniques through interviews, documentation, and observation. All data that have been collected are then analyzed through data reduction, data presentation, and data conclusions. The research results show that the negotiation stage is an important part of the innovation decision process, negotiation is a key element in facilitating the adoption of innovation in the context of public services, through negotiation stakeholders can interact with each other and reach agreement. Conflicts of interest, sectoral egos, and limited resources make negotiation important in the innovation diffusion stage of the innovation-decision process to create agreement and sustainability.

Abstract

Employee attendance discipline is the main indicator for knowing an employee's responsibilities. Based on observations at the Indramayu Regency Inspectorate, employee discipline in terms of attendance is still not optimal. Therefore, a policy of using electronic presence, namely an online application (Akku Mobile) has been implemented by all ASN in the Indramayu Regency Government, which is directly recorded on the BKPSDM server. The purpose of this research is to determine the effect of the Online Attendance Application (Akku Mobile) on employee discipline at the Indramayu Regency Inspectorate. The research method used is an explanatory quantitative approach to see the influence of the Online Attendance Application (Akku Mobile) on employee discipline at the Indramayu Regency Inspectorate. The data source comes from primary sources through closed questionnaires. The results of this research show that there is a positive and significant influence between the use of the Akku Mobile application on employee discipline at the Indramayu Regency Inspectorate of 0.004, while the correlation level is weak at 0.326 or only 32.6%, and the application usage variable (Akku Mobile) can only explain This relationship is 10.6% towards increasing employee discipline, while the remaining 89.4% is explained by other factors outside this research.

Abstract

The purpose of this study is to address obstacles to cyber security in Indonesia. Using a systematic literature review (SLR) based on Scopus and Google Scholar, this study identifies tangible obstacles such as infrastructure-related, low preparedness for digitalization, and scarcity of skilled personnel. Intangible issues such as legal frameworks and regulatory vacuums and neglect of cyber security in smart cities are also noted. To address these issues, this study suggests a number of policy recommendations for the Indonesian government, including investments in cyber security development, creation of a cyber security maturity model, enhancement of human resource capabilities, role clarification, improved legislation, and promotion of collaborative security management. If followed, these suggestions have the potential to strengthen Indonesia’s cyber security defenses considerably and provide a safer digital environment for its residents and enterprises.

Abstract

The purpose of this study is to explore and analyze the accessibility readiness of digital financial services of each district in East Nusa Tenggara province, Indonesia. This research was conducted using the content analysis method. The data used is secondary data derived from various sources, especially Bank Indonesia and the Financial Services Authority. The research sample was district governments in East Nusa Tenggara province, totaling eight districts. Data analysis was also conducted on information from communication network providers regarding the infrastructure of internet availability and telecommunication services in each district to support the success of digitization-based public services. The result is that all regions have good internet access and telecommunication providers by cooperating with the government and telecommunication service providers so that the digital financial service system can be implemented properly. Of course, the next step requires a combination of technology and human approaches to strengthen the enabling mechanism and evaluation of financial inclusion.

Abstract

This study proposes to analyze the influence of netizen (net citizen) accounts on the government's response to public service issues in Makassar over one year. The research method involves using data collected from the user's accounts, focusing on the frequency of reporting, types of issues reported, geographic distribution of reports, types of media used, and government responses to these reports. The analysis indicates that reports through citizen reporter accounts tend to receive quicker responses compared to direct complaints, with respondents evaluating the quality of these responses more positively. These findings suggest that digital platforms, such as social media, are effective in enhancing responsiveness due to emergency events, public priorities, and social pressures resulting from viral reporting.

Abstract

This research explains the reality of moving the capital city of Indonesia from Jakarta to Ibu Kota Nusantara (IKN) in North Penajam Paser, East Kalimantan Province, and the opportunities for the dynamics of ecological balance in public administration that will be formed for West Java Province using the equilibrium model from Fred W. Riggs. The previous research has not yet found publications on IKN using the ecological perspective of public administration and utilitarianism. Reserachers uses qualitative research methods uses prospective case studies as a form of research. The research results show that there will be a change in equilibrium in the public administration system. The policies produced by the political system in the form of moving the country's capital from DKI Jakarta to IKN, changing DKI Jakarta to DKJ, and expanding the agglomeration area are predicted to shift the ecological balance of West Java Province's public administration. Viewed from the perspective of Jeremy Bentham's pleasure and pain utilitarianism, the West Java Provincial Government can take a development policy direction that is based on the reality of human resource conditions and geographical advantages.

Abstract

The research pointed out the escalating challenges faced by the Indonesian Public Drinking Water Utilities (PDAMs) in ensuring water access, emphasizing the need for sustainable practices. The primary research problems are deliberately around understanding how CSR practices, corporate culture, and leadership styles impact business continuity in the context of water management utilities. The objective is to explore the relationships between CSR, corporate culture, leadership styles, and business continuity in PDAMs. The data were collected through structured self-administered questionnaires distributed to 100 employees of PDAM in East Nusa Tenggara of Indonesia, assessing their perceptions of CSR practices, corporate culture, leadership styles, and business continuity. The Likert-type scale responses were analyzed, revealing significant associations between these variables. Findings indicate that CSR initiatives positively contribute to business continuity, aligning with the leader's vision of community impact. The unique corporate culture, rooted in strong spiritual values, fosters a distinct work atmosphere and influences community habits. Additionally, a distinctive leadership style, treating employees as family, positively impacts employee attitude and business sustainability. While providing valuable insights, the study acknowledges limitations in generalizability and recommends further research for a comprehensive understanding of these dynamics.

Abstract

The purpose of this investigation is to determine which issue in Policy and Governance Publications in Southeast Asia During The Period 2012–2022 is currently trending. To analyze the data, we extracted it from the Scopus database and ran it using R software's Bibliometrix program, which was then imported into VOSviewer. According to criteria derived from citation analysis, we have identified the most important papers, journals, authors, countries, and affiliations in Southeast Asia. Indonesia has published the greatest number of contributions, followed by Malaysia and Thailand, according to the country's scientific productivity. However, even though keywords and phrases are likely to be the most relevant subjects and findings of the research, it is possible that some of the main patterns and concerns that have been covered in the entire text are not well represented in our investigation. In addition, future studies should examine relevant research clusters for developing patterns in Bibliometric in order to provide scientific information.
