Abstract

UMKM di Kelurahan Molas menghadapi tantangan pada penguatan jiwa kewirausahaan, pemanfaatan teknologi digital untuk pemasaran, serta disiplin pencatatan keuangan usaha. Program Kemitraan Masyarakat (PKM) ini mengembangkan dan mengimplementasikan model pelatihan dan pendampingan kewirausahaan berbasis teknologi yang menekankan praktik langsung, coaching, dan penguatan manajemen usaha sederhana. Kegiatan dilaksanakan pada 1–5 November 2025 dengan peserta 30 pelaku UMKM dan calon wirausaha. Evaluasi dilakukan melalui pre-test–post-test, audit implementasi akun digital, serta observasi dan refleksi peserta. Hasil menunjukkan peningkatan skor kapasitas kewirausahaan dari 58,4 menjadi 82,7 dan peningkatan literasi pemasaran digital dari 52,6 menjadi 85,1. Implementasi praktis juga meningkat: 76,7% peserta mengoptimalkan akun media sosial usaha, 73,3% menerapkan format konten promosi sederhana, 70,0% memulai pencatatan pemasukan–pengeluaran harian, dan 60,0% memisahkan keuangan usaha dari rumah tangga. Monitoring empat minggu menunjukkan peningkatan rata-rata transaksi mingguan sebesar 24,1% dan kenaikan omzet mingguan sebesar 18,6%. Luaran program mencakup modul pelatihan, SOP konten promosi, template pembukuan sederhana, dan rencana usaha mikro. Temuan ini menegaskan bahwa model pelatihan–pendampingan berbasis teknologi efektif sebagai strategi peningkatan kapasitas UMKM pada konteks wilayah pesisir/perkotaan dengan keterbatasan sumber daya, sekaligus memperkuat keberlanjutan praktik usaha. Abstract

This study examines the integration of big data analytics and blockchain technology to understand tourist preferences in the context of ecotourism. The research was conducted in Manado, Indonesia, and employed a mixed-methods design combining digital tourism data analysis, surveys, semi-structured interviews, and blockchain prototype implementation. The study analyzed 500 tourist reviews collected from major online platforms, involved 150 tourism SMEs as primary respondents, and piloted the proposed system with 50 selected SMEs. Big data analytics was used to identify dominant tourist preferences and segment visitors based on their behavioral patterns. At the same time, blockchain technology was implemented to improve the security, traceability, and integrity of preference data. The results revealed four major tourist segments: family travelers, solo travelers, young travelers, and international tourists, each characterized by different preference combinations related to accommodation, nature tourism, culinary experiences, and tourism services. The findings also showed that blockchain significantly strengthened data security by reducing recorded data leakage and violation cases to zero after implementation. In addition, SMEs that used preference-based insights were able to improve service personalization and reported positive business outcomes, particularly in accommodation and nature-based tourism services. User evaluation further indicated high levels of acceptance across ease of use, operational efficiency, data security, and personalization quality. Overall, the study demonstrates that integrating big data analytics and blockchain technology provides a valuable framework for delivering secure, data-driven, and personalized ecotourism services. Abstract

Ketimpangan pembangunan wilayah menjadi salah satu permasalahan utama dalam proses pembangunan ekonomi, di mana terdapat perbedaan signifikan antar daerah dalam hal pertumbuhan ekonomi dan pendapatan per kapita. Penelitian ini menggunakan pendekatan deskriptif-kuantitatif dengan data sekunder yang diperoleh dari Badan Pusat Statistik (BPS). Metode analisis yang digunakan meliputi Indeks Williamson untuk mengukur ketimpangan, Tipologi Klassen untuk mengelompokkan daerah berdasarkan tingkat pertumbuhan dan pendapatan per kapita, serta pengujian hipotesis Kuznets tentang kurva U-terbalik. Hasil penelitian menunjukkan bahwa ketimpangan pembangunan ekonomi antar kabupaten/kota di Sulawesi Selatan termasuk dalam kategori menengah hingga tinggi. Beberapa daerah mengalami pertumbuhan yang cepat dan pendapatan per kapita yang tinggi, sementara daerah lainnya masih tertinggal. Tipologi Klassen mengelompokkan wilayah ke dalam empat kategori, yaitu daerah maju dan tumbuh cepat, daerah maju namun tertekan, daerah berkembang cepat namun belum maju, dan daerah relatif tertinggal. Selain itu, hipotesis Kuznets terbukti relevan dalam konteks Sulawesi Selatan, di mana ketimpangan cenderung meningkat pada tahap awal pertumbuhan dan mulai menurun seiring meningkatnya pembangunan di beberapa wilayah

Abstract

Purpose – Ecosystem programs widen access to training, finance, networks, and digital tools, but access does not explain how a resource enters daily work. This study examines resource conversion and where it stalls or changes path. Design/methodology/approach – The study used an abductive comparative multiple-case design. Fourteen MSMEs were screened and 13 cases from four provinces were retained. The evidence includes 35 interviews with owners, employees, partners, and ecosystem actors, totaling 34 hours and 43 minutes. Analysis combined case chronologies, incident coding, cross-case matrices, and negative-case checks. Findings/Results – Sustained conversion involved local translation and recombination, a delegated trial, and routine embedding. Informal networks sometimes offered another entry. Owner bottlenecks, low operational slack, poor task-technology fit, and fragmented support were associated with stalled or symbolic use. The fragile case showed that a working system may still fail when knowledge and authority remain concentrated. Originality/Value – Resource conversion is defined as the bounded work between access and a repeatable routine. It excludes acquisition, broad strategic reconfiguration, and firm performance itself. The model distinguishes core, alternative, failure, fragile, recovery, and feedback movements.

Abstract

Purpose – This study examines the relationships among blended-finance practices, entrepreneurial budgeting, and perceived public service competitiveness. It also investigates the mediating role of entrepreneurial budgeting and the conditions under which fiscal reform practices support service competitiveness. Design/methodology/approach - A convergent parallel mixed-methods design combines PLS-SEM based on responses from 218 public officials, key-informant interviews, and focus group discussions. The analysis is complemented by a descriptive cost-benefit analysis of 2020–2024 programs and a budget impact analysis for 2025–2029 scenarios. Findings/Results - Blended finance and entrepreneurial budgeting are positively associated with public service competitiveness. Entrepreneurial budgeting partially mediates the relationship between blended finance and service competitiveness, while institutional alignment and governance capacity condition these relationships. The integrated reform category records a benefit-cost ratio of 3.27, while the broader reform portfolio records 2.74. The full integration scenario indicates potential Year-5 expenditure savings of 17.5% relative to the modeled baseline. Originality/Value - This study integrates blended finance and entrepreneurial budgeting within a public-sector competitiveness framework and triangulates perceptual evidence with program and fiscal analysis. The findings highlight the importance of combining innovative financing, entrepreneurial budgeting, institutional alignment, and governance capacity in strengthening public service performance.
