Abstract

One of the topic graph theories is graph labeling. Let be a finite simple connected graph, a bijection from to where and is called an edge-magic total labeling of if there exists a contant (called the magic sum of ) such that for any edge of . The super edge-magic total labeling on a graph is the edge-magic total labeling which maps into the set . Let be a connected graph with a fixed vertex . The vertex amalgamation of graph onto a fixed vertex called terminal denoted by is a graph formed by taking all elements (vertices and edges) in with . In this study, we will show that vertex amalgamation graphs of a star graph with a path graph are edge-magic total and super edge-magic total labeling, with constructed vertex labelings and edge labelings to obtain intervals of the magic sums .

Abstract

This study investigates the influence of work discipline and career development on job satisfaction and employee performance at the Kendari City PDAM Office, as well as the mediating role of job satisfaction. Using a quantitative approach with the Smart PLS application, data were collected from 72 employees. The results show that work discipline has a positive and significant effect on job satisfaction and employee performance. Career development also has a positive and significant impact on job satisfaction but shows a positive yet insignificant effect on employee performance. Furthermore, job satisfaction positively and significantly affects employee performance, confirming its critical role as a mediating variable. Specifically, job satisfaction mediates the influence of both work discipline and career development on employee performance, strengthening the overall impact of these factors. These findings highlight the importance of implementing strict yet fair work discipline policies to enhance satisfaction while aligning career development programs with employee expectations to sustain motivation and performance. Overall, this research underscores that job satisfaction serves as a vital mechanism linking human resource practices to improved performance outcomes in public sector organizations like the Kendari City PDAM Office.

Abstract

Tantangan utama yang dihadapi berbagai organisasi dalam era global adalah keterbatasan tersedianya para pimpinan organisasi yang handal dalam menjalankan fungsi-fungsi manajemen yaitu pemimpin yang handal mengelola sumber daya organisasi. Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh gaya kepemimpinan demokratis dan motivasi kerja terhadap kinerja pegawai pada Balai Penjaminan Mutu Pendidikan Provinsi Sulawesi Tenggara. Sampel responden dalam penelitian ini melalui teknik sensus yaitu seluruh pegawai negeri pada Balai Penjaminan Mutu Pendidikan Provinsi Sulawesi Tenggara yang berjumlah 86 orang. Penelitian ini menggunakan analisis regresi linear berganda. Hasil penelitian menunjukan bahwa: (1) Gaya kepemimpinan demokratis dan motivasi kerja pegawai secara simultan berpengaruh positif dan signifikan terhadap kinerja pegawai pada Balai Penjaminan Mutu Pendidikan Provinsi Sulawesi Tenggara. Artinya bahwa dengan gaya kepemimpinan demokratis dan adanya peningkatan motivasi kerja pegawai akan meningkatkan kinerja pada Balai Penjaminan Mutu Pendidikan. (2) Gaya kepemimpinan demoratis secara parsial tidak berpengaruh signifikan terhadap kinerja pegawai pada Balai Penjaminan Mutu Pendidikan Provinsi Sulawesi Tenggara. Artinya bahwa gaya kepemimpinan demokratis memiliki kontribusi yang lemah terhadap peningkatan kinerja pegawai Balai Penjaminan Mutu Pendidikan. (3) Motivasi kerja pegawai secara parsial berpengaruh positif dan signifikan terhadap kinerja pegawai pada Balai Penjaminan Mutu Pendidikan Provinsi Sulawesi Tenggara. Artinya bahwa peningkatan motivasi kerja yang semakin baik akan meningkatkan kinerja pegawai pada Balai Penjaminan Mutu Pendidikan.

Abstract

Organizational culture in the public sector plays a critical role in driving bureaucratic reform and institutional transformation. In Indonesia, however, entrenched hierarchical norms, generational value gaps, and employment status disparities between civil servants and non-civil servants (contractual staff) pose significant challenges to inclusive and adaptive cultural change. This study explores how employees interpret and respond to these cultural shifts through a phenomenological lens. Using Interpretative Phenomenological Analysis, data were collected from 12 informants across central and local government agencies, representing diverse generations and employment statuses. The findings reveal five key themes: the transition from bureaucratic to adaptive cultures, internal employee challenges, the role of transformational leadership, polarization based on employment status, and aspirations for inclusivity. Non-civil servant employees often experience exclusion and limited recognition, while younger generations face structural resistance to innovation. Despite reforms, informal norms and unequal treatment persist, highlighting the gap between espoused values and actual practice. This study underscores the importance of leadership consistency, inclusive HR strategies, and culturally sensitive change management. By capturing employees’ lived experiences, this research contributes to a deeper understanding of organizational culture in the public sector. It offers strategic insights for more equitable and context-responsive bureaucratic transformation in developing countries.

Abstract

Penelitian ini bertujuan untuk mengetahui Implementasi Pengelolaan Kinerja ASN berdasarkan Peraturan Menteri PAN & RB Nomor 6 Tahun 2022 dalam meningkatkan kualitas dan kapasitas ASN pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Tenggara. Jenis penelitian ini adalah penelitian kualitatif. Sumber data yang digunakan dalam penelitian ini ada dua yaitu sumber primer dan sumber sekunder. Teknik pengumpulan data dilakukan secara langsung di lokasi penelitian melalui observasi, wawancara, dan dokumentasi. Data terhimpun dianalisis menggunakan metode induktif dan metode deduktif, dengan langkah-langkah reduksi data, sajian data, penarikan simpulan dan verifikasi. Hasil penelitian menunjukkan bahwa: (1) Implementasi Pengelolaan Kinerja ASN berdasarkan Peraturan Menteri PAN & RB Nomor 6 Tahun 2022 dapat meningkatkan kualitas ASN pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Tenggara (2) Implementasi Pengelolaan Kinerja ASN berdasarkan Peraturan Menteri PAN & RB Nomor 6 Tahun 2022 dapat meningkatkan kapasitas ASN pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Tenggara. (3) kurangnya pemahaman dan komitmen pegawai mengenai pentingnya pengelolaan kinerja, keterbatasan SDM yang kompeten dalam melaksanakan pengelolaan kinerja, kurangnya sosialisasi dan pelatihan, budaya organisasi dan resistensi terhadap perubahan dari pegawai yang terbiasa dengan sistem lama dapat menjadi faktor-faktor penghambat Implementasi Pengelolaan Kinerja ASN berdasarkan Peraturan Menteri PAN & RB Nomor 6 Tahun 2022 pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Tenggara.

Abstract

Salah satu potensi pengembangan pembangunan daerah adalah pengembangan industri pariwisata. Sektor ini memiliki potensi yang sangat besar dalam meningkatkan perekonomian masyarakat. Pemahaman tentang konsep pariwisata terintegrasi di wilayah ini menitikberatkan pada penggabungan aspek-aspek penting seperti budaya lokal, keindahan alam, dan pengembangan infrastruktur yang berkelanjutan. Ini membuka peluang untuk menciptakan optimalisasi destinasi wisata yang tidak hanya memikat namun juga berkontribusi pada pembangunan ekonomi lokal yang berkelanjutan. pentingnya pengembangan pariwisata secara terintegrasi dengan mengacu pada Kawasan Strategis Pariwisata  Nasional  (KSPN)  dan  Rencana  Induk  Master  Plan  Pariwisata  Kabupaten Konawe Utara. Penelitian ini menggunakan metode deskriptif kualitatif  yang  didasarkan pada Surat Keputusan Bupati Konawe Utara Nomor 86 Tahun 2022, Tanggal 27 Januari 2022 telah ditetapkan 4 desa wisata dengan klasifikasi berkembang dan 8 desa wisata dengan klasifikasi rintisan. Teknik analisa data yang dipergunakan adalah teknik analisa secara diskriptif karena data yang diperoleh bersifat kualitatif. Penelitian ini menemukan bahwa optimalisasi desa wisata berbasis kearifan lokal sangat penting dan pemerintah Kabupaten Konawe Utara perlu memperbaiki kelemahan-kelemahan dalam pengelolaan pariwisata yang selama ini terabaikan terkait dengan perawatan atau maintenance segala sarna dan prasarana wisata yang ada, penyelenggaraaan atraksi wisata berupa even-even budaya dan kesenian  dan  memanfatkan  peluang  oleh  pemerintah  daerah  dan    para  pengusaha (investor) di sektor pariwisata untuk bersama-sama dengan masyarakat setempat dalam pengelolaan kegiatan pariwisata di Kabupaten Konawe Utara.

Abstract

This research activity will be carried out as an effort to assist the Konawe Islands Regency government in solving economic problems based on efforts to improve the quality of regional economic growth that can be achieved through strategies to improve the quality of economic growth. Especially in terms of increasing GDP growth which has implications for reducing income distribution inequality, reducing poverty rates, decreasing the unemployment rate and increasing the human development index. The purpose to be achieved in this study is to find out and analyze the quality of economic growth that occurs in Konawe Islands Regency, formulate a strategy to improve the quality of economic growth in Konawe Islands Regency. This study uses quantitative descriptive analysis and SWOT analysis. This research is expected to be able to show that improving the quality of economic growth is a form of government program preparation in order to improve the welfare of the community in Konawe Islands Regency. The results of the study show that: (1). The quality of economic growth that occurs in Konawe Islands Regency is quite quality economic growth, where the increase in the rate of economic growth has a negative direction towards reducing income distribution inequality, decreasing the percentage of population poverty and decreasing the unemployment rate, while the rate of economic growth has a positive direction towards increasing the value of the Human Development Index. (2). The strategy to improve the quality of economic growth in Konawe Islands Regency is to implement the SO (Aggressive Growth) Strategy by increasing the rate of economic growth and improving the regional economic structure by continuing to pursue regional development across sectors by utilizing regional potential with the aim of improving overall community welfare.

Abstract

This research aims to find out and analyze how regional tax management is based on the Regional Original Income Management Information System (SIP-PAD) at the Kendari City Regional Revenue Agency and the extent to which regional tax management is based on the Regional Original Income Management Information System (SIP-PAD) at the Revenue Agency Kendari City area. This research uses qualitative methods with the data used coming from primary data in the form of interviews and secondary data in the form of documentation. The results of this research show that SIP-PAD based Regional Tax Management at BAPENDA Kendari City has been implemented in accordance with existing policies, namely PP No. 35 Article 59 of 2023 where Regional Governments are required to make Payments and Deposits via an electronic-based system. Which refers to the previous statement, namely Minister of Home Affairs Regulation Number 56 of 2021 concerning Teams for the Acceleration and Expansion of Digitalization in Provincial and Regency/City Regions as well as procedures for Implementing Regional Government Transaction Etronification (E-STPD). This is because the integrated and computerized system allows tighter monitoring of potential tax fraud and abuse.

Abstract

This study aims to determine the impact of human capital investment on workforce productivity in the digital era. This research approach collects data through a literature review, involving reading literature from various sources including books, reports, articles, and journals using qualitative and deductive approaches. The results of this study indicate that human capital investment has a positive impact on the workforce, companies, and economic growth. At the individual level, this investment results in increased competitiveness, career mobility, job satisfaction, and income. For companies, a skilled workforce is a strategic asset for improving efficiency, quality, and innovation, while strengthening employee loyalty. At the macro level, quality human capital drives economic growth and national competitiveness. However, its implementation faces challenges such as high training costs, unequal access to education, resistance to change, and weak supporting policies. Therefore, a strategy is needed that includes cross-sector collaboration, the use of digital technology, upskilling and reskilling programs, and incentive policies to maximize the benefits of human capital investment

Abstract

Penelitian ini dilaksanakan di Desa Gentungan,Kecamatan Bajeng Barat, Kabupaten Gowa, Provinsi Sulawesi Selatan, Indonesia selama lima bulan yaitu dari bulan Maret sampai bulan Juli 2016. Tujuan penelitian ini adalah untuk : (1) mengetahui kelayakan kualitas air selama pemeliharaan, (2) menganalisis laju pertumbuhan dan tingkat kelangsungan hidup, dan (3) menganalisis kelayakan usaha budidaya ikan pada lahan bekas galian batu merah. Metode yang digunakan dalam penelitian ini yaitu metode keramba jaring tancap yang berukuran 4.0 x 3.0 x 1.5 meter, dengan kepadatan rata-rata 20 ekor permeter. Hasil penelitian menunjukkan sebagai berikut: (1) hasil pengukuran kualitas air selama pemeliharaan berlangsung masih dalam batas kelayakan seperti disajikan pada Tabel 1, (2) hasil analisis pertumbuhan diperoleh rata-rata 184 gram selama 160 hari pemeliharaan dengan tingkat kelangsungan hidup sebesar 92,4%,.dan (3) hasil analisis kelaya-kan usaha layak dengan nilai benefit cost ratio sebesar 1:1.3.
