Abstract

Pada fenomena pandemi covid-19 membuat Pemerintah daerah harus memberikan suatu perhatian yang baik dalam menangani pandemi covid-19 dengan meningkatkan suatu daerah yang mandiri dengan harapan dapat memaksimalkan Pendapatan Asli Daerah, Dana Alokasi Umum, Dana Alokasi Khusus dan Dana Bagi Hasil serta Belanja Modal sebagai suatu mediasi dalam meningkatkan meningkatkan Indeks pembangunan manusia untuk kesejahteraan rakyatnya. Tujuan dalam penelitian ini untuk mengetahui apakah PAD, DAU, DAK dan DBH berpengaruh langsung dan tidak secara langsung terhadap IPM dengan Belanja Modal sebagai variabel intervening disetiap Kota/Kabupaten Jawa Timur. Dalam penelitian ini menggunakan data pada tahun 2018-2021 dengan teknik pengambilan data purposive sampling pada 38 Kota/Kabupaten Jawa Timur. Teknik analisis data menggunakan analisis linear berganda dan analisis jalur (Path analysis) dengan pendekatan kuantitatif. Hasil persamaan substruktur 1 menunjukan PAD, DAU, dan DBH berpengaruh secara langsung terhadap Belanja Modal sedangkan DAK tidak berpengaruh secara langsung terhadap Belanja Modal. Dalam hasil substruktur 2 menunjukan PAD, DAU, DAK dan Belanja Modal berpengaruh secara langsung terhadap IPM sedangkan DBH tidak berpengaruh secara langsung terhadap IPM. Pada substruktur 3 menunjukan Belanja Modal mampu memediasi secara parsial hubungan antara PAD, DAU, dan DBH terhadap IPM sedangkan Belanja Modal tidak mampu memediasi DAK terhadap IPM.

Abstract

In Cirebon City, plastic waste is still an unresolved problem. With the increase in population, there will be an increase in the volume of waste generated by human activities. This study aims to determine the procedures for handling plastic waste and the elements that influence the management of plastic waste in the city of Cirebon. The type of research used is empirical juridical research using qualitative data, initial research by examining secondary data, then continued with research in the field or community. Research data obtained through field observations or obtained through interviews. This research looks at written legal products such as Law Number 18 of 2008 concerning Waste Management, and Cirebon City Regional Regulation Number 4 of 2018 concerning Waste Management. Research on this issue is carried out descriptively analytically, explaining how written law can prevent environmental pollution. Waste management is difficult to resolve due to lack of awareness among business actors and insufficient socialization and efforts from the government. Law No. 18/2008 contains administrative provisions, civil liability, several rights to sue, and criminal sanctions. Regarding administrative sanctions, the above regulation authorizes the regent/mayor to impose administrative sanctions on waste managers who violate the provisions stipulated in the permit. The sanctions given are in the form of government coercion, forced money, and license revocation.

Abstract

The drug problem in Indonesia is still something urgent and complex. In the past decade, this problem has become rife, as evidenced by the increase in the number of abuses and trafficking, to drug smuggling significantly, even spreading into prisons. The purpose of this study is to identify modes of smuggling, analyze the role and involvement of relevant parties, assess causal and driving factors, evaluate the effectiveness of surveillance and control systems. The method used in this research is empirical juridical by conducting direct research to the Cirebon Class I Penitentiary and also using the Deductive thinking method. Drug smuggling occurred at the Class I Cirebon Penitentiary, which was in the mode of visitors smuggling prohibited items into the Class I Cirebon Penitentiary, West Java, which was thwarted by officers of the Cirebon Class I Penitentiary. The items were 1 plastic meth clip and 150 grains of Alphrazolam type sedative into the Penitentiary. His modus operandi, the drug was hidden by a visitor inside his restricted area. The strategies carried out by correctional officers for the prevention of drug smuggling are physical security strategies and technological security strategies, as well as internal and external factors supervised by correctional officers. Over time, there have been many new modes of drug smuggling into prisons, so authorities continue to develop strategies to prevent drug smuggling by increasing security inside prisons and monitoring emerging modes of smuggling.

Abstract

The implementation of Halal Product Guarantee in Indonesia has been in effect since the new order period and currently the regulation of halal certification is regulated in Law Number 33 of 2014 concerning Halal Product Guarantee. This study aims to determine the legal aspects of community compliance with mandatory halal and to find out what are the challenges and obstacles in the implementation of halal product guarantees. The method used in this research is descriptive qualitative method (Normative Empirical). The results of this study indicate that the public has begun to be aware of the mandatory halal policy, but there are still several obstacles such as the lack of socialization related to understanding the mandatory halal itself, miscommunication between parties, obstacles to certification of slaughter animal products, therefore stakeholders (Government and related institutions) must be more vigorous in educating the public about the importance of halal certification, because indeed this halal certification aims to protect the public (consumers) from products that are not halal.

Abstract

Child marriage is still a serious problem in Indonesia, including Cirebon Regency which records hundreds of marriage dispensation applications every year. This practice has a negative impact on children's rights, educational continuation, reproductive health, and the quality of human resources to deal with the demographic bonus. This Community Service activity aims to improve legal knowledge and reproductive health, change attitudes towards child marriage, and encourage the formation of an Anti-Child Marriage Village Forum in Ciwaringin District. The program will be carried out in July-September 2025 by involving 45 participants (teenagers, parents, community leaders, village cadres) through a participatory and collaborative approach. The stages include initial observation, training and workshops, project-based campaigns, village forum formation, and evaluation. Data were collected by pre-post questionnaires, observations, in-depth interviews, and photo/video documentation. The results of the evaluation showed a significant increase in legal knowledge (54.3 → 82.7), knowledge of reproductive health (48.5 → 79.1), and attitudes in support of child marriage postponement (61.2 → 83.9). The participation rate reached >90%, with the active involvement of PKK teenagers and mothers in the production of posters, leaflets, digital content, and the establishment of village forums through the Village Head Decree. This activity concluded that community-based reproductive health and legal education is effective in improving community knowledge and attitudes and triggering local leadership for child marriage prevention advocacy, although real behavioral change requires sustained cross-sectoral interventions.

Abstract

Regional revenue components affect Economic Growth through different spending allocation mechanisms in Indonesia's fiscal decentralization system. This research analyze the transmission mechanism of Local Government Revenue, Transfer Revenue, and Other Legitimate Revenues to Economic Growth through the mediation of Operating Expenditure and Capital Expenditure in 38 regencies and cities in East Java Province for the period 2019-2023. The study uses a quantitative methodology with multiple linear regression analysis and path analysis on panel data consisting of 190 observations, with data sources from the Directorate General of Fiscal Balance and the Central Statistics Agency. The findings show that all revenue components have a direct negative effect on economic growth, confirming the Keynesian economic theory that government revenue mobilization creates a contractionary effect without proper spending allocation. Operating Expenditure shows a greater influence in stimulating economic growth than Capital Expenditure. Path analysis shows that Local Government Revenue and Transfer Revenue contribute positively to Economic Growth through the mediation of Operating Expenditure. The results of the study provide fundamental policy implications for optimizing the composition of regional spending in order to maximize the fiscal multiplier effect and increase the effectiveness of economic stimulus in regional development strategies.

Abstract

Pelabuhan PT Pelindo Multi Terminal Branch Bumi Harjo di Kabupaten Kotawaringin Barat memegang peranan penting sebagai pusat distribusi komoditas ekspor dan impor melalui terminal peti kemas. Seiring meningkatnya arus kunjungan kapal dan volume peti kemas, pelabuhan ini menghadapi tantangan serius terkait kapasitas dan kualitas pelayanan. Penelitian ini merupakan penelitian deskriptif kuantitatif yang bertujuan untuk menganalisis keterkaitan antara kapasitas pelayanan pelabuhan dengan arus kapal dan peti kemas berdasarkan dua indikator kinerja utama, yaitu waiting time (WT) dan approach time (AT). Data yang digunakan merupakan data operasional sekunder tahun 2025 yang diperoleh dari instansi terkait, kemudian dianalisis menggunakan teknik analisis statistik deskriptif dan perbandingan terhadap standar pelayanan pelabuhan yang ditetapkan oleh Kementerian Perhubungan melalui DJPL dan KSOP Kelas IV Kumai. Hasil analisis menunjukkan bahwa rata-rata waiting time (WT) kapal mencapai 8,35 jam, jauh melampaui standar maksimal 1 jam, dengan hanya 1% kapal yang memenuhi ketentuan tersebut. Sementara itu, rata-rata approach time (AT) tercatat sebesar 7,47 jam, melebihi ambang batas 3 jam, dan hanya 2% kapal yang memenuhi standar pelayanan. Temuan ini mengindikasikan adanya deviasi signifikan antara kinerja pelayanan aktual dan standar operasional pelabuhan. Faktor utama penyebab tingginya WT dan AT meliputi keterbatasan jumlah petugas pandu dan kapal tunda, kepadatan lalu lintas kapal, kondisi cuaca yang kurang mendukung, serta aktivitas pengerukan di alur pelayaran. Kontribusi ilmiah penelitian ini tidak hanya bersifat evaluatif, tetapi juga memberikan landasan analitis bagi perencanaan peningkatan kapasitas dan efisiensi sistem pelayanan pelabuhan, khususnya melalui optimalisasi sumber daya pandu-tunda, pengelolaan lalu lintas kapal, serta penyesuaian kapasitas infrastruktur terhadap pertumbuhan arus kapal dan peti kemas. Capacity Review of Vessel and Container Traffic at PT Pelindo Bumi Harjo Port, West Kotawaringin Regency Abstract The Port of PT Pelindo Multi Terminal, Bumi Harjo Branch, in West Kotawaringin Regency plays a crucial role as a distribution hub for export and import commodities through its container terminal. Along with the increasing number of vessel calls and container volumes, the port faces serious challenges related to service capacity and quality. This study employs a quantitative descriptive research design aimed at analyzing the relationship between port service capacity and vessel and container traffic based on two key performance indicators, namely waiting time (WT) and approach time (AT). The data used consist of secondary operational data from 2025 obtained from relevant institutions and analyzed using descriptive statistical techniques and comparisons with port service standards established by the Ministry of Transportation through the Directorate General of Sea Transportation (DJPL) and the Kumai Class IV Port Authority (KSOP). The results indicate that the average vessel waiting time (WT) reached 8.35 hours, far exceeding the maximum standard of 1 hour, with only 1% of vessels meeting the required standard. Meanwhile, the average vessel approach time (AT) was recorded at 7.47 hours, surpassing the 3-hour threshold, with only 2% of vessels complying with the service standard. These findings reveal a significant deviation between actual port service performance and established operational standards. The main factors contributing to the prolonged WT and AT include limitations in the number of marine pilots and tugboats, high vessel traffic density, unfavorable weather conditions, and dredging activities along the navigation channel. The scientific contribution of this study is not merely evaluative but also provides an analytical foundation for planning improvements in port service capacity and operational efficiency, particularly through the optimization of pilotage and tugboat resources, vessel traffic management, and the adjustment of infrastructure capacity in response to the growth of vessel and container flows.

Abstract

This study aims to analyze the influence of online stock trading platforms and social media influencers on investment decisions through investment interest among Generation Y and Z in Pontianak. The study applied a descriptive quantitative method involving 200 respondents selected using purposive sampling. Data were collected through online questionnaires and analyzed using Structural Equation Modeling (SEM). The results show that online stock trading platforms have a positive and significant influence on investment interest, with a P-value of 0.000 (<0.05). Similarly, social media influencers also positively and significantly affect investment interest with a P-value of 0.000. Investment interest is proven to have a positive and significant relationship with investment decisions, with a P-value of 0.000. Online stock trading platforms also directly influence investment decisions with a P-value of 0.027 (<0.05). However, social media influencers do not have a significant direct influence on investment decisions, as indicated by a P-value of 0.163 (>0.05). Despite this, both online stock trading platforms and social media influencers indirectly influence investment decisions through investment interest, each showing a P-value of 0.000. The Q² value of 0.847 indicates that the model explains 84.7% of the data variation, demonstrating strong predictive relevance and confirming the importance of the studied variables in shaping investment decisions

Abstract

This study aims to determine the legal regulation of diversion and identify obstacles and solutions in implementing diversion in the juvenile criminal justice system at the investigation level. The research method used is empirical juridical, with interviews as a primary data source and literature studies as a secondary data source. The results of the study show that crimes involving children in 2023 and 2024 in Majalengka are quite diverse, with the highest case being sexual intercourse, with a total of 20 cases. Obstacles in implementing diversion include requests for compensation that are difficult to fulfill, lack of understanding by law enforcement officials, and low public support. The proposed solutions include ongoing training for law enforcement officials and education to the public about the importance of diversion.

Abstract

Background. This study analyzes the effectiveness of consumer protection regulations in online buying and selling transactions in Indonesia by highlighting the gap between normative legal certainty and real protection experienced by consumers in the digital marketplace ecosystem. The scope of the study includes the implementation of consumer protection laws in e-commerce transactions as well as structural, institutional, and sociological factors that hinder their effectiveness. Aims. The research aims to critically examine the application of the applicable legal framework in practice and to identify systemic causes of repeated violations, such as mismatches in goods, misleading product information, and limitations in consumer rights recovery mechanisms. Method. The method used is normative legal research, drawing on legislative, conceptual, and analytical-critical approaches. Primary legal materials consist of laws and regulations related to consumer protection and electronic transactions, supported by secondary legal materials from reputable international journals, OECD and UNCTAD reports, and documentation of consumer complaints over the last five years. Data were collected through literature review and document analysis, with validation using source triangulation and theory. Results. The results of the study show that although the normative framework for consumer protection in Indonesia is relatively comprehensive, its implementation in e-commerce remains weak due to weak law enforcement, low consumer legal literacy, fragmentation of responsibilities among digital business actors, and regulatory ambiguity regarding the role of marketplaces. Conclusion. Using Legal System Theory, information asymmetry, contractual justice, and economic analysis of the law, this study concludes that consumer protection remains dominant in the books but has not fully functioned in practice. Implementation. It is necessary to strengthen market accountability, simplify digital dispute-resolution mechanisms, and increase consumer legal literacy.
