Abstract

The Population and Civil Registration Office of Sidoarjo Regency is a government agency that implements performance-based management, focusing its activities on service excellence and utilizing information technology in its services such as the Population Administration Information System (SIAK) and "Plavon". However, there are problems that hinder progress include low public awareness in updating population data, insufficient staff based on Permenpan standards, and the focus on technology-based service innovations. To address these, employees are key in community education and supporting priority programs. This research aims to evaluate the level of IT resource management capability at Disdukcapil Sidoarjo using the COBIT 5 framework, focusing on EDM04 (Ensure Resource Optimisation) and APO07 (Manage Human Resources). The methods used based on the COBIT 5 Assessment Process. Both EDM04 and APO07 processes achieved Level 1 Performed Process with "Largely Achieved" status. EDM04 scored 72% overall (69% Base Practices, 75% Work Products), while APO07 scored 64.4% overall (53.7% Base Practices, 75% Work Products). The final results of both scores fall into the "Largely Achieved" category. There is a capability gap between the current condition (as is) and target expectations (to be) of four levels in the EDM04 process and one level in the APO07 process, so improvement recommendations are provided to achieve the expected level. This research provides an overview of current conditions and improvement recommendations to enhance the effectiveness of IT resource management at Disdukcapil Sidoarjo.

Abstract

The rapid growth of digital technologies has enabled the emergence of online counseling services as alternative solutions for addressing mental health issues. Riliv is one such platform that provides digital psychological support through professional consultations, guided meditation, and journaling features. However, few studies have applied the UTAUT2 model to examine user acceptance of such platforms within the Indonesian context. This research addresses that gap by extending the UTAUT2 model with three additional constructs: e-health literacy, privacy concern, and trust. A quantitative approach was employed through a structured survey of 400 participants, with data analyzed using SEM-PLS. The findings indicate that performance expectancy, effort expectancy, social influence, facilitating conditions, privacy concern, and trust significantly influence users’ behavioral intention to adopt Riliv. Interestingly, price value and e-health literacy were found to be insignificant, suggesting that users may place greater emphasis on emotional safety and social dynamics than on financial or informational aspects when choosing mental health platforms. Moreover, while performance expectancy is often a key predictor in technology adoption, it may be less dominant in emotionally driven contexts such as mental health. The extended UTAUT2 model proved effective in predicting user acceptance, confirming its relevance for evaluating digital mental health services in Indonesia. These insights emphasize the importance of building trust, ensuring privacy, and fostering a socially supportive, user-friendly experience. Collaboration between developers and mental health professionals is crucial to aligning technological design with user expectations and emotional needs.

Abstract

This study investigates customer loyalty in the context of e-commerce by applying an integrated Unified Theory of Acceptance and Use of Technology (UTAUT) model combined with the Stimulus–Organism–Response (SOR) framework. Tokopedia, one of Indonesia’s leading e-commerce platforms, faces increasing difficulty in sustaining customer loyalty due to common service-related issues such as delayed deliveries, system errors during voucher usage, and slow customer service. These challenges negatively impact user experience and trust key elements in fostering long-term loyalty. To address these issues, this research explores the need for an integrated approach by employing the Unified Theory of Acceptance and Use of Technology (UTAUT) and the Stimulus–Organism–Response (SOR) framework. The UTAUT model provides insights into the factors driving user adoption, while the SOR framework helps in understanding the psychological responses that lead to sustained loyalty. This research explores how five UTAUT constructs Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, and Price Value serve as external stimuli (Stimulus) that influence users’ trust in the Tokopedia application (Organism), which then drives customer loyalty (Response). A quantitative survey of 384 Tokopedia users was analyzed using PLS-SEM. The findings reveal that all UTAUT variables significantly affect trust, and trust serves as a strong predictor of customer loyalty. This study contributes theoretically by bridging UTAUT and SOR models to explain loyalty behavior in e-commerce settings, and offers practical insights for Tokopedia to improve user retention. Notably, future studies may consider longitudinal approaches and explore additional psychological factors beyond trust to deepen understanding of loyalty formation.

Abstract

Advancements in information technology have encouraged governments to digitize public services to enhance accessibility, transparency, and efficiency. The Surabaya Single Window (SSW) Alfa website was developed to facilitate public administrative processes. However, recurring user complaints regarding registration failures, verification delays, and system instability suggest weaknesses in service delivery. This study evaluates the quality of the SSW Alfa website using a modified WebQual 4.0 framework—expanded with reliability, trust, and citizen support—combined with the Importance Performance Analysis (IPA) method. The model consists of six variables: usability, information quality, service interaction quality, reliability, trust, and citizen support. A quantitative approach was employed by distributing a questionnaire to 385 users who had accessed the platform at least twice. Each item was assessed using a five-point Likert scale for both performance and importance. Data were analyzed using SPSS 29 and Excel. The largest gaps were found in information quality and reliability, with conformity level of 80–81%. The results showed an average conformity level of 93%, with most indicators producing negative gap values, indicating that actual performance falls short of user expectations. The IPA mapping identified four priority indicators in Quadrant I—information accuracy, information completeness, system reliability, and performance consistency—as critical areas for immediate improvement. These findings highlight the need for technical and content-related enhancements to better align digital services with user needs. This study contributes to the evaluation of e-government platforms by extending the WebQual model and offering actionable insights for improving digital service quality in the public sector.

Abstract

Digital ticketing platforms are reshaping fan engagement in Indonesia’s football ecosystem. This study examines acceptance of PSSI’s Kita Garuda platform by testing how instrumental benefits (usefulness and ease), social cues, enjoyment, price value, and enabling conditions relate to users’ intention to keep using the service. We extend UTAUT2 with two well-motivated additions: Service Satisfaction, which captures whether the end-to-end experience meets expectations, and Psychological Discomfort, which indexes anxiety or unease when transacting online. Using survey data and Partial Least Squares Structural Equation Modeling with bootstrapping, we find that Performance Expectancy (t=4.58, p<0.001), Effort Expectancy (t=3.92, p<0.001), Hedonic Motivation (t=5.03, p<0.001), Price Value (t=4.20, p<0.001), and Social Influence (t=3.12, p=0.002) significantly predict continued intention, whereas Facilitating Conditions (t=1.45, p=0.144) and Habit (t=1.60, p=0.110) do not. Measurement quality met conventional thresholds (α≥0.85; CR>0.90; AVE>0.50). Service Satisfaction helps explain why benefits translate into ongoing use higher satisfaction strengthens the link between perceived benefits and intention (partial mediation). Psychological Discomfort weakens the positive association between intrinsic drivers especially enjoyment and intention (interaction significant, p<0.05). Results are robust to alternative specifications and item-deletion diagnostics; bootstrapped confidence intervals exclude zero across significant paths. Practical implications are clear: reduce sources of anxiety (transparent pricing, reliable payment and QR validation, responsive helpdesk), and invest in a seamless, enjoyable flow to elevate satisfaction and loyalty. By reporting effect magnitudes and significance, this study offers transparent account of drivers continued use for sports ticketing in an emerging market context and points to actionable levers for platform design and fan experience.

Abstract

Although the use of E-Learning has been expanded as a modern learning solution, its implementation at SMK SORE Tulungagung still faces obstacles such as low student participation, difficulty in accessing E-Learning features, and delays in submitting assignments. This indicates that there are obstacles in the acceptance of learning technology by students. This study aims to analyze the factors that influence the acceptance of E-Learning using the Technology Acceptance Model (TAM) framework with the main variables: Perceived Usefulness (PU), Perceived Ease of Use (PEOU), Attitude Toward Using (ATU), Behavioral Intention to Use (BIU), and Actual Use (AU). The method used is quantitative with a predictive approach, data was obtained by distributing questionnaires to students majoring in Computer and Network Engineering, Data analysis was carried out using validity, reliability, and structural modeling (SEM-PLS) tests. The results showed that PU and PEOU significantly influenced students' attitudes and intentions in using E-Learning. In addition, BIU contributed to the use of the actual system and external factors such as complexity and voluntariness were also analyzed to determine the indirect effect on technology acceptance.

Abstract

The COVID-19 pandemic has significant impact on people's lives such as economic, social, psychological and health conditions. The health sector, which is spearheading the handling of the outbreak, has conducted a lot of research and trials related to COVID-19. Coughing is a common symptoms among humans affected by COVID-19 in earlier stage. The first step when a patient shows symptoms of COVID-19 was to conduct a chest x-ray imaging. The chest x-rayss can be used as a digital image dataset for analysing the spread of the virus that enters the lungs or respiratory tract. In this study, 864 x-rays were used as datasets. The images were still raw, taken directly from Covid-19 patients, so there were still a lot of noise. The process to remove unnecessary images would be carried out in the pre-processing stage. The images used as datasets were not mixed with the background which can reduce the value at the next stage. All datasets were made to have a uniform size and pixels to obtain a standard quality and size in order to support the next stage, namely segmentation. The segmentation stage of the x-ray datasets of Covid-19 patients was carried out using the k-means method and feature extraction. The Confusion Matrix method used as testing process. The accuracy value was 78.5%. The results of this testing process were 78.5% of precision value, 78% of recall and 79% for f-measure

Abstract

The information technology developments today resulted in several innovations, including the existence of an Expert System. The systems help diagnose diseases without directly meeting with experts/doctors. Many researchers have proposed algorithms to improve the accuracy of the expert system to approach the diagnosis by experts/doctors, including certainty factor and dempster shader. This study compares the algorithm's accuracy with the results of expert diagnosis of kidney disease. The expert system was developed using UML and a web-based version. From the comparison results, the dempster shaver algorithm has an accuracy rate of 80%, while the certainty factor is 60% compared to expert diagnoses.

Abstract

Agricultural development is essential for the community's survival because it is a major source of food. Food production is a critical component of food security. Food security must be improved to meet market demand, and one of the fundamental goals of agricultural growth is to provide sufficient quantities of food. Increasing demand for natural resources, as well as environmental issues, are putting pressure on the current agricultural supply chain, which includes agricultural land suitability. Land evaluation is a process of analyzing land resources for specific uses using an established technique or method, and it is required to incorporate land appropriateness. According to the criteria, the findings of land suitability will give information and/or land use guidance. The land's appropriateness might be evaluated in its existing state (actual land suitability) or after changes have been made (potential land suitability). To address these issues, the agricultural sector must transition from traditional agriculture to smart agriculture. One of the technologies and system modeling that drives the current technique to smart agriculture with an integrated approach to evaluate the sustainability of agricultural land suitability is the geographic information system (GIS). The Systematic Literature Review (SLR) from prior investigations is presented in this publication. The articles are divided into two groups based on their approaches: agricultural land appropriateness for rice plants and the application of geographic information systems (GIS), comprising agricultural land suitability, site selection, and effect evaluation. The goal of this research is to determine what criteria are significant in increasing the quality of GIS applications in agriculture. This outcome is expected to assist stakeholders in formulating policies based on the performance of GIS data management in enhancing agricultural productivity and promoting agriculture supply chain management.

Abstract

Websites are viewed primarily as a platform from which SMEs can portray a sophisticated image and advertise/market their products. One of the main factor affect the adoption of e-commerce by SMEs is the enviroment influence. On small business, the process of recording orders and sales transactions was done manually. These lead to customers complaints because they have to wait for a long time to get the product. In addition, the owners of small business find it difficult to know the popular products among customers. Moreover, the companys are eager to reach out to potential customers. Therefore, an e-commerce website is required not only as a solution to all these problems but also as a bridge between the business and their customers. The website was developed using the Scrum method. The application development process required three sprints to complete the seventeen product backlogs. The system testing proved the system is running according to its function and is accepted by the user.
