Abstract

The implementation of e-Government in population services at the Department of Population and Civil Registration of Pekanbaru City cannot be said to be effective so that the goals that have been set and excellent population services as expected have not been achieved. In accordance with those used in the measurement of effectiveness consisting of resources, technology and information. The obstacles found in the implementation of e-government in population services are as follows: a) Constraints in the implementation of e-government due to the limited regulation as a legal umbrella. Currently, there is no regulation that really explains in detail the mechanism for implementing e-government. There needs to be an integrated e-government policy that is tailored to the needs of each institution. b) In addition, the application of e-government in government institutions is not optimal due to the limited number of competent experts in the field of information technology. This is due to the moratorium on state civil apparatus (ASN) by the PAN-RB Ministry, including for the formation of experts in the field of informatics engineering. The existence of this ASN moratorium causes a shortage of human resources for the implementation of e-government. c) In addition, the lack of accuracy from the apparatus in working has resulted in the apparatus entering incorrect data and incorrectly recording the fingerprints of the population caused by the unsanitary apparatus erasing the fingerprints of the previous population, so that the NIK data and the resident's e-KTP data do not match and There is dual ownership of fingerprints. b) External constraints, the obstacle that occurs is that sometimes the ribbon for printing the e-KTP that comes does not match the demand, so people have to be patient to wait for the ribbon to come back and population services are also hampered. Keywords: E-Government and Services Disdukcapil Pekanbaru

Abstract

Good governance is the basis for the formulation and implementation of democratic state policies in the era of globalization with absolute requirements for the realization of good governance based on responsibility, transparency, and participation. Achievement sports are carried out with a planned coaching and development process, therefore the government is obliged to organize and supervise the process of growth and development of sports achievements in a province rooted in coaching at the district/city level. The writing of this thesis was motivated by the researcher's view of the phenomenon that occurred in the Riau Regional Student Sports Week (POPDA) competition which was followed by Pekanbaru to get the overall champion in a row but the sepak takraw branch failed for two consecutive years. The formulation of the problem in this study is how good governance is in the program for coaching outstanding athletes at the Riau POPDA event by the Pekanbaru City Youth and Sports Office in 2016-2018. This study aims to describe Good Governance in the coaching program for outstanding athletes at the Riau POPDA event by the Youth and Sports Office of Pekanbaru City 2016-2018.The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Pekanbaru City. With the type and source of research data, it is divided into primary data in the form of purposive informant retrieval techniques and secondary data in the form of supporting data related to outstanding athletes. Data collection techniques used interviews and documentation, while data analysis was carried out using qualitative analysis.The results of this study indicate that the implementation of the principles of good governance, especially the principles of participation, effectiveness and accountability principles are running optimally but there are several obstacles such as the lack of facilities and infrastructure for the sport of sepak takraw and the lack of interest in the sport which must be borne by the government in order to improve athlete achievement..Keywords:  Good Governance,Coaching, Sports, Athletes

Abstract

The production of waste every day is increasing along with the increasing number of products and people's consumption patterns. The thing that must be done to overcome the increase in the volume of waste is to reduce the volume of waste from the source through community empowerment.               The problems in community participation regarding waste management are what are the forms of regulations related to waste management in Pekanbaru City, what is the form of the mechanism for community participation in waste management and what factors affect community participation in waste management. Research on community participation-based waste management in Kelurahan Kampung Dalam Kota Pekanbaru aims to obtain an overview of the planning process and community-based household waste management, and propose community-based waste management proposals. This type of research is descriptive qualitative, namely research that intends to describe the phenomena that occur at the research location. Data collection techniques include interviews, observation and documentation.               Based on the results of the study, one form of community participation in efforts to improve the environment is by providing labor donations in the form of community service. In addition, they also hold a community meeting which is held once a month, which is attended by some residents at the RW level and all residents at the RT level. In this case, the RT level tends to take the form of direct participation, while the RW level takes the form of indirect participation. Residents do these activities without feeling forced at all. The form of community participation is influenced by the length of stay. Because the more people who are known, the stronger the psychological bond with their environment. Keywords: Community Participation, in Waste Management.

Abstract

Kuantan Singingi Regency is one of the regencies that implement the SID program in 12 empowerment program contained in the regulation of the Regent of Kuantan Singingi Regency. This program is a set of tools and processes for utilizing data and information to support resource management at the village level. The purpose of this study was to find out how the Implementation of the Village Information System (SID) Program in Sentajo Raya District, Kuantan Singingi Regency and the factors that hindered it. The theory used is the theory of Donald Van Meter and Carl. E. Van Horn, namely there are six indicators that affect implementation: Standards and policy objectives; Resource; Inter-organizational communication and strengthening of activities; Characteristics of implementing agents; Social, economic and political conditions; and disposition of the implementor. This research uses qualitative research and the required data, both primary and secondary, are obtained through interview, observation and documentation techniques for further analysis using interactive data analysis techniques. The results of this study indicate that: first, the implementation of the Village Information System Program (SID) in Sentajo Raya District, Kuantan Singingi Regency is not optimal. Second, the factors that hinder the implementation of the Village Information System Program (SID) in Sentajo Raya District,  Kuantan Singingi Regency, namely: human resources, policy resources, communication between organizations and strengthening activities, assessment of target groups (public opinion), economic conditions, economic conditions politics and cognition of the implementor/understanding of the implementor.  Keywords: Village Information System, Public Policy, Implementation, Program

Abstract

This research was conducted at the Bapedalitbang Office, as well as Sience Techno Park (STP) in Riau Province. This research was conducted with the objectives of (1) to determine the implementation of the Regional Innovation System Program (SIDa) at the Science Techno Park (STP) in Riau Province. (2) To find out the inhibiting factors for the implementation of the Regional Innovation System Program (SIDa) at the Science Techno Park (STP) in Riau Province. The data collection techniques used in this study were observation, interviews, and documentation. Then the data analysis technique that the author uses in this study is descriptive quantitative. The population and sample in this study consisted of (1) the Bapedalitbang Office (2) the Sience Techno Park (STP) in Riau Province which was then sampled using the Incidental Technique. Sampling. This study shows that: The implementation of the SPALD-T development has been carried out quite well, this can be seen from several indicators, such as: 1) Ambiguity, 2) Executors at the Frontline (implementing apparatus), 3) Funding and Resources, and 4) Politics and Conflict. The ambiguity problem occurs because of the long time for planning and implementing the Regional Innovation System (SIDa) at the Science Techno Park (STP) in Riau Province, so that there have been many changes in government agencies. There are several problems that hinder the Implementation of the Regional Innovation System Program (SIDA) at Sience Techno Park (STP) In Riau Province, namely: 1) lack of experts to implement the program; 2) Not yet optimal community participation in the development of agricultural-based industrial clusters (Agro-industry); 3) weak community participation in increasing the production of raw materials, so that science techno park (STP) finds it difficult to develop a network of fish, coconut and sago-based product innovations. Keywords:    Regional Innovation System

Abstract

Strategy is one of the keys to victory for a candidate or candidate who plays a very important role in the legislative election victory. Political strategy is a method of winning the fight from various political forces that want power. This political strategy was formed from the impact of a reform process that occurred in which the political process was more diverse. The winning strategy is carried out to increase the number of people in choosing related candidates. For this reason, in winning the competition between candidates, competition between candidates is by making a political strategy. This research is about the winning strategy carried out by Tengku Zulkenedi Yusuf in obtaining a seat as a member of the DPRD of the Meranti Islands Regency. Tengku Zulkenedi Yusuf is the youngest candidate from the PKS party to be elected as a member of the DPRD of the Meranti Islands Regency.This study aims to determine the winning strategy of Tengku Zulkenedi Yusuf in obtaining seats for members of the Meranti Islands Regency DPRD in 2016 and to describe the factors that drive Tengku Zulkenedi Yusuf's winning strategy in obtaining seats for members of the DPRD Islands Meranti Regency in 2019. The method used is used in this study is a descriptive qualitative approach. Sources of research data include primary and secondary data sources, tools and techniques for collecting data using interviews and documentation.The results in this study reveal that Tengku's winning strategy Zulkenedi Yusuf, namely Forming new voters from young people. Conducting campaigns by going directly to the field, namely focusing on Tebing Tinggi District. Inviting various communities engaged in sports, arts and economics in Tebing Tinggi District. Conducting campaigns using mass media. Meanwhile, the supporting factors in the winning strategy of Tengku Zulkenedi Yusuf are the first factors branding. Second, promotion delivers the programs that will be offered. Third, capital, namely in the form of funds issued. Abstract

Writing a thesis entitled " Supervision Of The Pekanbaru City Trade And Industry Service On The Scales Of Traders In Pekanbaru City Traditional Markets Through The Implementation Of Tera In 2018". There are factors ineffective service supervision of traders' scales and traders who still use scales that have not been calibrated or the scales are canceled, namely from internal factors and external factors. This research was conducted at the Trade and Industry Office of Pekanbaru City, the trade and industry section of the metrology supervisory section. The purpose of this research is to describe the Supervision Of The Pekanbaru City Trade And Industry Service On The Scales Of Traders In Pekanbaru City Traditional Markets Through The Implementation Of Tera In 2018. The theory used is Bohari's theory of Preventive Supervision and Repressive Supervision. The research method used by the author is descriptive qualitative with interview data collection techniques and documentation. The type of data used by the author is primary data and secondary data. The results of this study are to determine the supervision carried out by the trade and industry office of Pekanbaru City in the field of trade and industry in the Metrology Supervisory Section in supervising traders' scales in traditional markets in Pekanbaru City, and so far the supervision of the Trade and Industry office has not been effective. Key words: supervision, scales, traders

Abstract

Kidnapping and child trafficking are forms of violence against children that cause physical and psychological suffering and deprive children of their freedom. The kidnapping and trafficking of children in the city of Pekanbaru increased from 3 cases in 2021 to 5 cases in 2022. There is a need for the implementation of good governance functions, if the government can carry out it’s functions effectively, then services will naturally yield justice, empowerment will foster independence, development will create prosperity, and regulation will establish conditions conductive to ongoing activities, including the creation of a good social order in community life. The handling of child abduction and trafficking is carried out by the Women’s empowerment, Child Protection, and Community Empowerment Office of Pekanbaru City and the Technical Implementation Unit for Women’s and Children’s Protection as the technical implementing element of DP3APM. The purpose of this research is to understand the implementation of the functions of the Technical Impelementation Unit for Women’s and Children’s Protection (UPT PPA) in addressing issues related to child abduction and trafficking in Pekanbaru City in 2021-2022. This research uses the Government Function theory by Ryaas Rasyid, which includes the functions of service, development, empowerment, and regulation. The research method is descriptive research with a qualitative approach. The data sources used are primary and secondary data. The data collection techniques are through interviews and documentation. The results of this research indicate that the UPT PPA of Pekanbaru City is capable of performing its service functions, as evidenced by the optimal management of kidnapping and trafficking cases. However, there are still shortcomings in facilities and infrastructure. In terms of development functions, the agency is building mobile units that can provide access to consultations, services, education, and also enhance the capacity of human resources through technical guidance. The empowerment function is carried out by establishing community- based PATBM activities, as well as conducting socialization and education. Furthermore, the regulatory function is executed by issuing Decree Number 239 of 2023. Keywords: UPT PPA, functions of government, kidnapping and child trafficking

Abstract

One of the authorities given to the Regional Government is waste management. The waste problem is a problem that is always hotly discussed in Indonesia and in cities around the world, because almost all districts and cities in Indonesia face this waste problem, as is the case in the Meranti Islands Regency, Riau Province. This research will describe the government's efforts to deal with waste in Tebing Tinggi District in 2020, and the research method used in this research is qualitative. The results of the research show that to date the efforts made by the Meranti Islands Regency government in dealing with the waste problem in 2020 have not been optimal due to very limited dam factors when compared with other districts or cities in the Riau Province region. Efforts made regarding waste handling and management are of course ineffective because there is a reduction in funding from the regional government. Abstract

The formation of the Council Equipment (AKD) cannot be separated from the strength of the political parties who form coalitions as a means to achieve common goals. The presence of these coalitions often causes conflict between coalitions which results in non-fulfillment of tasks and functions. Harold D. Lasswell said that politics matters“Who Gets What, When, How” Meanwhile, Michel E. Brown mentioned the connection between the causes of political conflict. This research aims to determine the causal factors, impacts and patterns of resolving political conflicts between coalitions in the formation of AKD in the Kuantan Singingi DPRD. Qualitative methods are used to explain descriptive data. The type of research data used is primary data from research informants and secondary data in the form of related data from related documents. The research location in this study was the Kuantan Singingi Regency DPRD. This research found that the cause of conflict in the Kuansing DPRD was due to the Sanjay Coalition's dissatisfaction with the Council Equipment (AKD) selection system in the Kuantan Singingi DPRD. This had an impact on the difficulty of reaching and making decisions at the meeting due to the absence of the Sanjay coalition so that the meeting did not reach quorum. This caused the DPRD to experience cancellation of the plenary meeting (LKPj) and a delay in the APBDP in Kuantan Singingi.
