Abstract

Indicators of civil society as stated by Han Sung-Jun. There is a social movement based on certain cultural values. Therefore, in order to achieve civil society, a view or goal of the new Pekan Baru city government is built in the 2017-2022 period with the vision of the realization of a new week as a civilian smart city. However, Pekanbaru City Government has only implemented Malay culture in government as symbolic, such as wearing Malay clothes as regulated in Perda No.12 / 2001 and only symbolic buildings such as the use of the Salembayung roof. Meanwhile, according to Prof. Dr. Syamsul Nizar M.A said that there are several identities inherent in the Malay community: For the Malay community, Islam is a spirit that provides encouragement and color for all dimensions of adat and community life. Religious symbols are clearly visible in all Malay traditions, Malay is synonymous with hospitality. The Malay community has high self-esteem even though in its absence, Malays always uphold religion, cultural values, friendship and education. The Malay community puts forward deliberation in solving problems.This research looks at how the implementation of the Malay cultural development mission. More substantially, the goal that will be achieved is to find out the failure model of Paul Light Cascade's implementation, regarding policies, resources, structures, leadership and culture. The location of this research was conducted at the Pekanbaru City Culture and Tourism Office. Furthermore, data collection techniques are carried out by interview, documentation and literature study.The results of this study indicate that the Department of Culture and Tourism in implementing its mission seems symbolic because when viewed from the Paul C. Light indicator, the policy dimensions of the Pekanbaru City Disbubpar focus more on cultural preservation, not on the development and development of Malay culture itself. In addition, when viewed from the dimensions of resources, limited human resources and funding also contribute to influence. As well as in the dimension of the chain of command structure, activities are also centered on the realization of the promise of the elected regional head, which also has a negative effect on the leadership dimension which is dominated by the will of the elected mayor and added to the plural cultural dimension that increasingly suppresses the existence of Malay culture. Keywords: implementation, civilization, development, culture, Malay

Abstract

The Regional Medium Term Development Plan (RPJMD) is one of the development planning documents that must be prepared by the local government 6 months after the regional head is appointed. The vision and mission in the Regional Medium Term Development Plan (RPJMD) is the vision and the mission of the elected regional head offered to the community during the implementation of the campaign in the implementation of the Regional Head Election (PILKADA) and made adjustments that refer to the existing Regional Long Term Development Plan (RPJPD). This means that the Regional Medium Term Development Plan (RPJMD) is a political contract between the regional head and the citizens during his 5 year term.The purpose of this research is to find out the Political Dynamics that occurred in the Establishment of The Draft Regional Regulation (Ranperda) Regional Medium Term Development Plan (RPJMD) Changes in the Pekanbaru City in 2020. This research uses method qualitative approach with research type is descriptive. In data collection the author uses interview and dokumetasi techniques.The results of this study showed that there are dynamics or pro and contra to Ranperda about the Amendment to Perda No. 17 of 2017 on RPJMD Pekanbaru City Year 2017-2022 which in the draft Ranperda is not included in the current condition of the Covid-19 Pandemic that causes some to disagree when discussed by Pansus, resulting in the unfulfillment of the quorum of the plenary meeting of the Pansus Report on May 11, 2020, resulting in the meeting being postponed and re-held on May 12, 2020. But it has not yet been fulfilled, but a mutual agreement is still being made. During the evaluation process in Riau Provincial Government, the Riau Provincial Government decided to return the draft Ranperda to be included in the current condition. Abstract

Collaborative Governance In Protecting Protected Forests by forming a forest farmer group in Kuantan Mudik District, there are several forest farmer groups. And its existence has been guaranteed in the local village head's decree. This study aims to find out how Collaborative Governance in Protecting the Bukit Betabuh Protected Forest in Kuantan Mudik District, Kuantan Singingi Regency, then also to determine the Collaborative Governance Process in Protecting the Bukit Betabuh Protected Forest in Kuantan Mudik District, Kuantan Singingi Regency. The location of the research was carried out at UPT KPH Singingi and in Air Buluh Village, Kuantan Mudik District, Kuantan Singingi Regency. Furthermore, data collection techniques were carried out by interviews, documentation and library studies.The results of this study are Collaborative Governance in Protecting the Bukit Betabuh Protected Forest in Kuantan Mudik District, Kuantan Singingi Regency which is carried out to establish forest farmer groups through face-to-face dialogue between farmer groups and extension agents as an effort to protect the forest. The establishment of Forest Farmers Groups in Kuantan Mudik Sub-district has not been optimal. This is caused by several factors, such as the lack of Stakeholder cooperation and financial resources and also not all of the forest farmer groups as a whole have been formed. Keywords: Collaborative Governance, Protecting, Protected Forest

Abstract

The holding of direct, public, free, secret, honest and fair elections will have a positive impact on strengthening democracy both at the local and national levels. The public is given the right to vote for candidates, as well as political parties whose value individuals will be able to fight for their aspirations if they are elected later in the election. Voters are required to be smart to be able to choose and assess properly and carefully who are the people's representatives who are appropriate and can fight for their aspirations. This means that voters must have a good knowledge of their rights and obligations in the election so that there is a growing awareness of the importance of participating in elections, especially for novice and retired voters. The purpose of this study was to determine and analyze the Comparison of the Socialization of Kesbangpol and KPUD City on Beginner Voters (Newly Having KTP and Retired Officers) in the 2019 Election and its obstacles. This research was conducted with a qualitative type with informants, namely the head of Kesbangpol, the head of the KPUD and novice and retired voters. The results of this research are the Socialization of Kesbangpol and KPUD of Pekanbaru City to Beginner Voters (Those Who Have New KTPs and Retired Officers) In the 2019 Election it has not been optimal and on target which is expected to increase voter participation, especially beginners so that they can give their voting rights for the betterment of the nation. and this Country. The reason for the low participation of first-time voters in Pekanbaru City at the time of the 2019 Mayor and Deputy Mayor Election is the failure of the General Election Commission to function properly. Abstract

The implementation of the Serosah Village administration (2015-2020) has resulted in various polemics in the community. The phenomenon is that the implementation of the duties and functions carried out by the Serosah Village Government is not in accordance with existing provisions resulting in abuse of power and indications of nepotism practices carried out by the Serosah Village Government.The act of nepotism is carried out when there is a recruitment process and a job selection process. The aim of this research was to find out and discuss the nepotism of control over political and economic resources, the Headman of Desa Serosah Kecamatan Hulu Kuantan Kabupaten Kuantan Singingi in the administration of village governance.This research used the theory of nepotism according to Cottingham (1986). Nepotism can be seen from two perspectives, namely from the perspective of its relationship forms (Kinshipism, Familism, Clanism, Patriotism, Racism, Sexism, Planetism) and from an ethical perspective (favoritism, Discrimination, Partiality Justice. Merit system). The research method used in this research is qualitative research. This type of research was descriptive qualitative research. The research location was in the desa serosah, kecamatan hulu kuantan, kabupaten kuantan singingi. The results of the research carried out were that the headman of the Serosah village took nepotism in the implementation of the village governance. The headman of Serosah assigned positions to his children, families and relatives and control the political and economic resources in Serosah village for personal gain. The headman of Serosah in the process of recruitment and selection of positions was based on aspects of descent and who sided with him.  Keywords : Nepotism; Recruitmen; Headman

Abstract

In accordance with the mandate of the law, all demonstration activities will always coexist with the police. Dealing with the police as providing services that provide facilities for demonstrations for students is indeed a common thing. The problem is that so far the security protests provided have often failed to meet the expectations of students. Many parties view that the methods of officials in the field often cause controversy. Perception is a form of public response as service recipients that can illustrate the success of the efforts that have been made, so that it can be a measure of the extent to which the given authority has been implemented.This study aims to describe the implementation of the police's duties in exercising their authority to secure demonstrations through Student Perceptions of Protecting Protests (demonstrations) by the Police, which ends in clashes between apparatus and students in Pekanbaru in 2019. This research uses qualitative descriptive methods and collection techniques. data based on observation, literature study and interviews.Students' perceptions of the security of demonstrations by the Police in Pekanbaru were greater towards negative perceptions, this could be proven that when the clashes occurred, the police could not control the situation because the large number of protesters still caused victims and damaged several public facilities to damage officer vehicle. From the research results, the factors that most play a role in shaping students' perceptions of protest security by demonstration security officers are the student's own experience factors and the experiences they hear and see from those around them.Keywords: Student Perception, Protest Security

Abstract

The government determines LPG gas as fuel to meet household needs for the future and the community must switch from kerosene to LPG gas. The use of LPG gas is intended to continuously reduce the use of kerosene fuel. In carrying out this policy, the government must regulate the distribution of LPG gas so that it is right on target use. The Office of UKM Cooperatives, Trade and Industry of Kuantan Singingi Regency in supervising the distribution of 3 Kg LPG refers to the Minister of Energy and Mineral Resources Regulation Number 26 of 2009 concerning the Supply and Distribution of Liquid Petroleum Gas (LPG).This study aims to describe the supervision of the Koperasi UKM, Industry and Trade Office of Kuantan Singingi Regency in the Distribution of 3 Kg LPG Gas in Central Kuantan District in 2019 and to explain the inhibiting factors of this supervision. This research uses descriptive qualitative methods and data collection techniques by observation, literature study and interviews.The result of this research is that the Department of UKM Cooperatives, Industry and Trade of Kuantan Singingi Regency sets performance planning standards in the form of a work program of supervision of retail prices, quantities, targets, quality of 3 Kg LPG. Supervision of cylinder circulation, storage, misuse of 3 Kg LPG gas. Supervising the distribution of hoses, regulators and accessories with SNI standards and conducting socialization. In the implementation of this supervision, several violations were found, such as the absence of a price board by the base, high retail prices, the distribution of 3 Kg LPG that was not right on target and the existence of a base that did not have a business license. Correction of deviations from the violation of the distribution of 3 Kg LPG gas by giving a warning or light sanction in the form of directions and appeals to violators of the 3 Kg LPG gas distribution rule.Keywords: Supervision, Distribution, Trade, Industry, 3 Kg LPG Gas

Abstract

In 2019 there was a phenomenon where the President of the Republic of Indonesia supported the ratification of the revision KPK Law of 2002 to Law Number 19 of 2019 concerning the KPK. Students and the public who disagreed with the president's support for the ratification held a demonstration to ask the president to issue a perppu, however, the president rejected this, but there was a decline after the ratification of the revision of the KPK Law. The formulation of problem questions, namely: 1) Where is the Position of Pekanbaru City Students Based on the Criteria given by Paige in the Concept of Political Participation in the Ramlan Surbakti Book ?; 2) Where is the Position of Pekanbaru City Students Among the 4 Forms of Apathy?. The research objectives were: (1) To determine the position of Pekanbaru City students based on the criteria given by Paige from the two factors that influenced the levels of political participation in the book of Ramlan Surbakti; (2) To determine the position of Pekanbaru City students among the 4 forms of apathy. This study uses a "mixed" research approach. The data collection technique is done by distributing questionnaires and followed by interviews. Abstract

Implementation of the internet into the village policy in the form of building a wifi tower in Tanjung  Medan Village is a form of basic service by the village government to the community as a support for community life activities through the internet network, and supporting the performance of village government in the villageTanjung Medan.Regulation of the Minister of Villages, Development of Disadvantaged Areas and Transmigration of the Republic of Indonesia Number 16 of 2018 concerning Priority for the Use of Village Funds in 2019 is described in Article 5 Paragraph 2 letter (a) of procurement, construction, development and maintenance of basic infrastructure for fulfillmentthe need for basic service activities and Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems.The purpose of this study is to describe the implementation of the Village Entry Internet Policy in Tanjung Medan Village, Rokan IV Koto District, Rokan Hulu Regency in 2018. This research is a descriptive study with a qualitative approach. the location of this research was carried out in the village of Tanjung Medan. Data collection techniques used were observation, interviews, and documentation. The theory used in this research is the theory of implementation or policy implementation by Merile S.grindel The data analysis technique used is a qualitative method with an interactive model.The result of the research is that the implementation of internet policy into villages in the village of Tanjung Medan, Rokan IV Koto District, Rokan Hulu Regency in 2018 has not been implemented optimally. this is because the internet program into the village has not been able to be utilized by the village government of Tanjung Medan, such as the village website has not yet been made, some people have not used the village wifi appropriately, and public services are still carried out manually. it is caused by influencing interests, types of benefits. Abstract

The population growth of Pekanbaru City which continues to increase, makes the need for land increasing day by day. This has led to a lot of expropriation of government-owned land by a group of people. Therefore, it is very necessary to have a desire or Political Will from the Pekanbaru City Government in making Land Assets Certificates Owned by the Regional Government for 2018-2019. The purpose of this research is to find out the Political Will and the obstacles of the Pekanbaru City Government in Making Land Certificates Owned by the Regional Government in 2018-2019. This study uses a qualitative descriptive method, with 5 informants, meanwhile the data collection technique is by using interviews and documentation.This study found that the Political Will of the Pekanbaru City Government in Making Land Certificates Owned by the Regional Government in 2018-2019. This can be seen from 1) Government Initiatives in Making Land Certificates, 2) Policy/Program Options in Making Land Certificates, 3) Mobilization of Parties involved in Making Land Certificates, 4) Public Commitment and Resource Allocation in Making Land Certificates, 5) Sustainability of Government Efforts in Making Land Certificates, 6) Learning and Adapting by the Government in Making Local Government Land Certificates. Meanwhile, the obstacles in this asset management process are: a) Budgetary constraints, b) Land on which there are buildings, c) Lack of Human Resources, d) Administration or inventory that is still lacking by the Regional Financial and Asset Management Agency. Keywords: Political Will, Government Asset Management.
