Abstract

General election of regional head (Pemilukada) is influenced by various factors. This study explains the influence of ethnics towards political choice in local election. This study is using political behavior approach. Collecting data of this study is using field research and data anal-ysis using quantitative and qualitative method. The finding is, influence of ethnics found in sev-eral voter especially in case Malay Riau ethnics. But, in other case, several voters from Java ethnic and another “visitors” ethnics vote without identification of ethnic. It can be seen from the factors that influence voter for voting Zulkifli AS-dr Sunaryo candidate. In the local election of Dumai in 2005 found mostly voters who votes Zulkifli AS-Dr Sunaryo candidate did not vote because of ethnics’ identification. So, in this case there is correlation between ethnics and polit-ical. But the relation is imperfect. In other words there are many another relations except eth-nics’ factors that is linked with political choice in local election of Dumai City in 2005.Keywords: Voter behavior, local election, etnicity.

Abstract

This research is intended to know the evaluation of society to responsiveness of Mayor of Pekanbaru in overcoming the problem of relocation of street hawker in lotus street and waste management. This study focused on the response of Mayor to the public on the complaints of the services provided. Based on the background of the problem, this study aims to know and analyze the responsiveness of the mayor to the problems that occurred in the city of Pekanbaru 2015-2017. The research method used in this research is qualitative descriptive, with data collection techniques used is through observation, interviews, and documentation. The results of the field study showed that the assessment of street vendors in the lotus street and the people of Pekanbaru city to the responsiveness of the Mayor still not fully in accordance with the wishes society, This can be seen the results of research, observation and interviews that have been done by the author of six indicators of responsiveness by Zetihaml. The mayor has not met the indicators properly. From the results analyzed the authors pointed out that the lack of maximum service given by Mayor is due to lack of seriousness, speed, timeliness, and accuracy He in providing services to street vendors and people of Pekanbaru city. while for indicators of attitude and communication, as well as access provided by Mayor has been considered good because of his hospitality and the provision of access for people who want to complain to him. So in this study the authors concluded that the level of responsiveness Walikota Not fully responsive in responding to any complaints from the community for services that have been given.Keywords: Responsiveness, Public Service, Mayor

Abstract

The election of the regional head is the general election to elect the candidate for the regional leader which is directly implemented by the local people as a form of democracy at the local level. In the election of district head of Siak district in 2015, the pair of Syamsuar-Alfedri again won the election as regent and vice regent of Siak district period 2016-2021. Another phenomenon is where the pair of Syamsuar-Alfedri who is a candidate pair of malay background, able to excel in an area dominated by the transmigration village with the majority of the population background of the tribe of java. Based on the phenomenon that occurs then the formulation of the problem in this research is what factors supporting the victory of the couple Syamsuar-Alfedri in the village of palm Permai Dayun subdistrict in the election of district head of Siak district in 2015.This study aims to find out what factors supporting the victory of the couple Syamsuar-Alfedri in the village of palm Permai district Dayun in the election of district head of Siak district in 2015. This research uses qualitative method with descriptive research type. Data collection techniques are interviews and documentation. Informants of this research is a team of successful partners of Syamsuar-Alfedri community leaders, and members of political parties in the village of palm Permai.Based on the results of the study indicate that the factors supporting the victory of the pair of Syamsuar-Alfedri in the village of palm Permai subdistrict Dayun in the election of district head of Siak district in 2015 is the issues and policies, social imagery, emotional feelings, candidate personality, current events, personal events, and epistemic issues.Keywords : Election head, factors supporting the victory, voting behavior

Abstract

The writing of this thesis is motivated by the researchers' views on the phenomenon in the community of  Kecamatan Tualang in the process of enforcing the Circular No. 511.2/DPP.PSR/IX/2018/200 in relocating street vendors from the edge and shoulders of the KM 4 road in front of the Tuah Serumpun Market to the Pasar rakyat tualang in 2018 viewed by using the theory of requirements that must be fulfilled in the making and application / enforcement of beleidsregels and by using the theory of factors- factors affecting law enforcement. The purpose of this thesis research is (1) to analyze the important requirements in the formation of circulars in optimizing Pasar Rakyat Tualang in 2018. (2) to analyze matters that need attention in the application or enforcement of circulars in optimizing pasar rakyat tualang in 2018. (3) to identify factors that influence the application of beleidsregels in optimizing pasar rakyat tualang in 2018. This thesis research method uses qualitative research methods. Sources of research data were taken from research informants, media and documents. Data collection techniques are done by observation, interview and document. While the data analysis technique is done by qualitative data analysis.The results of this research that the Circular no. 511.2/DPP/PSR/IX/2018/200 has fulfilled the requirements that must be met in making beleidsregels. However, in terms of application, the circular has not yet fully met the required requirements. The factors that hinder the enforcement of circulars include law enforcement factor , facilities and facilities factor, community factor and cultural factor. Abstract

Cases of violence against children that occur indicate the need for comprehensive treatment. Comprehensive handling will then be arranged by the authorized government. The purpose of this study is to see the Bestuurs Plan for the Office of Women's Empowerment and Child Protection in the city of Pekanbaru in the protection of children in 2018. And to find out what are the obstacles of the Office of Women's Empowerment and Child Protection in preparing plans that have been designed in 2018. This study uses qualitative methods with descriptive analysis case study. Data collection techniques uses interviews as primary data and literature study as secondary data.The theoretical concept used by researchers is the Bestuurs Plan which has indicators in the four basic stages of planning, namely, setting goals or a series of objectives, formulating the current situation, identifying all facilities and obstacles, compiling steps to achieve goals. This research uses qualitative research methods, with descriptive data review. In collecting data, researchers used interview techniques, and documentation.The results of this study indicate that, planning for the Office of Women's Empowerment and Child Protection of Pekanbaru City in child protection in 2018 had not been optimal. This can be seen from the realization of the budget for conducting programs to protect children that are still lacking from the established budget plan. In addition, regulatory and institutional barriers to child protection become an obstacle for the preparation of planning for child protection for the Pekanbaru City Women's Empowerment and Child Protection Agency. Abstract

The background of this study to the vision set by the Government between Pekanbaru years 2012-2017 that seeks to realize the Pekanbaru city as a metropolis civil. The study was conducted to analyze the implementation of Pekanbaru City Government conducted concerning security and public order in an effort to achieve the vision of Pekanbaru city, especially to the problems of society's ills and identification obstacles that are found in the implementation process. Pekanbaru City Government has outlined a vision coherently start of a mission that supports the realization of the vision, then the goals, objectives, strategies, policies and institutions that have been entrusted the task of safety issues, including the Civil Service Police Unit and the National Unity and Political Pekanbaru, then the police also have a fundamental duty safety issues.This type of research is descriptive qualitative study aimed to describe the real state of the field systematically and accurately related facts and research analysis unit, as well as field observations based on data (information) in particular. Methods of data collection is by interview, documentation and observation.The results of this study describes the implementation of the implementation of the community to address issues of disease based on the goals that have been set from the beginning. Development of community protection efforts to maintain and preserve security, order, unity, and the unity and harmony of society. In the implementation of each institution performing the task, although in the implementation find obstacles, the task can still be accomplished either in a raid, secure in-prone areas by municipal police, socialization activities conducted by Unity, and also operations that support community safety conducted by Police. Badan Pemusyawaratan Desa (BPD) are an institutionalism was held the governance in village that mustbe function as a legislation in village and so BPD gives some authority to discuss about the rules ofvillage with head of village. BPD in Buluh Cina on 2010 doesnt have capacity for make a rules of village tokeep the norm of society or rules of village to take some money to increase income a village in orderBuluh Cina Village are a tourisme village with a natural potentionand his culture. This research describesa factors that cause the weakness of BPD Buluh Cina to make a rules a village. Kualitative descriptivemethods with sampling puprossive technic are used with gets data from depth interview with informanuntill researcher get the valid information. This research show that model?s of recruitment BPD wasdomination from elite of village. Societies choice the candidate dont have a popularities and so manycandidates dont know and dont have a science to be a BPD. Abstract

Latar belakang masalah penelitian. Dalam Musyawarah Perencanaan Pembangunan Desa (Musrenbangdes) bertujuan untuk menampung semua aspirasi masyarakat untuk menetapkan prioritas sesuai dengan kebutuhan kegiatan masyarakat dalam rangka mengatasi permasalahan yang ada. Program yang diusulkan dalam Musrenbangdes Bagan Manunggal merupakan refresentasi hanya formulasi elit dan tidak berdasarkan kepada tingkat prioritas dan kebutuhan masyarakat sehingga masih banyak pembangunan-pembangunan yang sangat dibutuhkan masyarakat yang seharusnya masuk dalam usulan perencanaan pembangunan akan tetapi tidak diusulkan dalam usulan perencanaan pembangunan. Dan juga kurangnya peran serta dari Stakeholders dan juga masyarakat dalam pelaksanaan Musrenbangdes serta kurangnya sosialisasi perwakilan dari aparat pemerintah Kepenghuluan tentang Musrenbangdes. Kesuksesan atau kegagalan dalam pelaksanaan Musrenbangdes, dapat dilihat dari kualitas Musrenbangdes serta efektif, efisien dan keoptimalannya dalam pelaksanaan Musrenbangdes serta faktor-faktor yang mempengaruhi pelaksanaan Musrenbangdes.Tujuan dari penelitian ini diketahui bahwa untuk mengetahui proses Musyawarah Perencanaan Pembangunan Desa (Musrenbangdes) bagan Manunggal melihat dari tahapan-tahapan Musrenbangdes dan faktor-faktor yang menyebabkan tidak suksenya perencanaan pembangunan Kepenghuluan Bagan Manunggal konsep teori yang digunakan adalah adapun yang menyebabkan lemahnya kapasitas pemerintahan desa dalam membuat perencanaan pembangunan desa (Asmara Hadi 2001) dan faktor-faktor yang berpengaruh dalam proses penyusunan rencanan pembangunan desa/kelurahan (Raharjo Adisasmita). Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan studi yang dilakukan oleh data deskriptif dalam pengumpulan data, penelitian menggunakan teknik wawancara, dokumentasi dan studi literatur dengan menggunakan informan sebagai sumber informasi. Hasil penulisan ini mengambarkan bahwa dari hasil pelaksanaan Musrenbangdes Bagan Manunggal dikatakan belum optimal dan maksimal efisiensi dan efektifitas kegiatan belum terlaksana sehingga hasil Musrenbangdes tidak berdasarkan kepada skala priotitas dan kebutuhan masyarakat banyak sehingga benar-benar dirasakan manfaat serta dampaknya secara positif oleh masyarakat.

Abstract

Corruption behavior in the Riau Provincial Government?s bureaucracy has been at an alarming stage, this is evidenced by the corruption of the construction of the anti-corruption monument in Riau province, which resulted in the detention of 13 state civil servants and 5 private parties. This study aims to identify factors that can be used as models to strengthen the culture of anticorruption in the Riau provincial government bureaucracy, by examining institutions and individuals within the Riau provincial bureaucracy that are considered to have anti-corruption behavior. This research was conducted with a qualitative method by interviewing officials in the Regional Personnel Agency, Forestry and Environment Agency, Women?s Empowerment Agency, Inspectorate and Riau Province Integrity Strengthening Team. The results of the study show that strengthening anti-corruption behavior in individuals within the institution is supported by three factors, namely the policy of the Riau provincial government, Supervision of law enforcement agencies and strengthening anti-corruption behavior in individual bureaucrats.

Abstract

Bencana asap Riau tahun 2014 telah menyebab banyak warga masyarakat yang menderita sakitseperti asma, iritasi kulit dan terkena pneumonia. disebabkan lambatnya pemerintah menyelesaikan masalah kabut asap di Riau, maka berbagai organisasi masyarakat sipil bangkit melakukan berbagai upaya membela masyarakat yang pada akhirnya mampu memaksa pemerintah pusat terlibat dalam menyelesaikan masalah asap Riau. Kajian ini bertujuan untuk menganalisis faktor yang menyebabkan munculnya kesadaran berbagai organisasi masyarakat sipil dan berbagai upaya yang dilakukan organisasi tersebut di Pekanbaru mendesak pemerintah daerah dan pemerintah pusat agar segera membebaskan masyarakat dari kabut asap. Pengumpulan data dilakukan dengan melakukan wawancara dengan informan penelitian antara lain: pihak organisasi masyarakat sipil yang bergerak dibidang lingkungan, organisasi intra dan ekstra kampus yang peduli dengan masalah asap, forum komunikasi pemuka masyarakat Riau, dan Pemerintah Provinsi Riau dan Pemerintah Pusat.Hasil kajian menunjukkan bahawa. Proses penyadaran dilakukan dengan mengundang elemen-elemen OMS berdiskusi secara berulang- ulang guna menyakinkan bahwa kabut asap ini tidak akan selesai tanpa upaya penegakan hukum yang tegas terhadap pelaku, terutama perusahaan besar. Akhirnya mereka memiliki kesadaran yang sama, memiliki rasa percaya dan bersepakat melakukan gerakan bersama. Ada dua upaya yang dilakukan oleh masyarakat sipil riau, yaitu perjuangan melalui jalur hukum formal (Litigasi) dan perjuangan dengan tidak melalui jalur hukum formal (Non litigasi).
