Abstract

This research was carried out with the aim of knowing the management of Pangkalan Tampoi Village-Owned Enterprises, Kerumutan District, Pelalawan Regency in 2023, which was reviewed based on the indicators that are the basis for the growth of Pangkalan Tampoi Village. Village-Owned Enterprises are institutions that are managed directly by the community and also the Village Government in an effort to strengthen the Village economy. This research aims to find out the process of managing Village-Owned Enterprises in Pangkalan Tampoi Village, Kerumutan District, Pelalawan District. The research approach used is descriptive qualitative. By using this technique, data collection begins by conducting interviews with informants who have the potential to provide accurate information about the management process of Pangkalan Tampoi Village-Owned Enterprises, and also through interviews and documenting the results of BUMDes management. The theory used in this research is Sutoro Eko, which contains several indicators, namely Leadership, Managerial and Governance (KMT), Business Scale and Reach, Local Emancipation, Cooperation, Village Traditions. The research results show that BUMDes Pangkalan Tampoi has been established for 3 years, BUMDes Pangkalan Tampoi in its management is still in the developing stage. Currently BUMDes is running quite slowly so that it has not achieved the goal of establishing BUMDes, this can be proven by the many obstacles that occur. The factors are low community participation, support from the village government and lack of partner cooperation. The conclusion is that the management of BUMDes in Pangkalan Tampoi is not good enough, compared to BUMDes in Pelalawan Regency. Keywords: Management, Village-Owned Enterprises

Abstract

Prioritizing the utilization of village funds: Based on Government Regulation Number 60 of 2014, the Village Fund sourced from the State Budget is allocated to villages through the district/city's Regional Budget. It is intended for financing governance, development implementation, community development, and empowerment. The utilization of the Village Fund is essentially the right of the Village Government, aligned with the authority and priority needs of the local village community while upholding principles of justice. The objective of this research is to determine the priorities of Village Fund usage in Nagari Cupak. The theory utilized is the Second Generation Policy Implementation with a Bottom-Up and Top-Down Approach. The research approach employed is qualitative research. The research location is Nagari Cupak, Gunung Talang Sub-district, Solok Regency, West Sumatra Province. The type and source of data used are secondary data obtained from the Village Budget (APBDes), Village Medium-Term Development Plan (RKPDes), and Village Long-Term Development Plan (RPJMDes). The data collection technique involves documentation. The results of this study entail the alignment between national priorities, the needs of the Nagari Cupak community, and budget adjustments to fulfill the community's needs in implementing the priorities of Village Fund utilization. The research findings indicate that the priority of Village Fund utilization in Nagari Cupak, when examined through the Top-Down approach, is the BLT (Direct Cash Assistance) program, where the central government reallocates Village Funds to address Covid-19. Conversely, when analyzed through the Bottom-Up approach, the Nagari Cupak government prioritizes the utilization of Village Funds for the BUMNAG (Badan Usaha Milik Nagari) program. Abstract

A government action or deed is an action or legal action carried out by the government in order to carry out government functions and duties. The functions and tasks of government are very broad and complex so that government actions or legal acts become diverse and complex. International Refugees are people who experience a well-founded fear of persecution for reasons of race, religion, nationality, membership of a particular social group, or political Opinion who are outside their country and are targets of persecution. the Pekanbaru City Government and UNHCR must of course take correct action in handling refugees from abroad in Pekanbaru. This treatment is needed to ensure their quality of life while they are refugees in Pekanbaru City. The method used for this research is a descriptive method with qualitative methods. The types of data for this research are primary data and secondary data. The data analysis technique used is qualitative descriptive data technique. By using the theory of Government Action according to Aminuddin Ilmar, namely planning, administration and licensing, funding. The results of this research are that the governance carried out by the Pekanbaru City government towards refugees from abroad has been carried out optimally following the directions in Presidential Regulation No. 125 of 2016 concerning Handling of Refugees from Abroad. However, there are several obstacles starting from the SOP regarding handling refugees which is not yet optimal, violations committed by refugees such as riding and owning motorbikes without a driving license, as well as demonstrations which are carried out repeatedly with the aim of being immediately transferred to a third country, asking for permission. to work in the Pekanbaru City area. Abstract

Stunting is a crucial problem that Indonesia is still facing so it requires steps in its handling efforts. To accelerate the reduction of stunting rates, there needs to be convergence, coordination and cooperation between cross-programs, cross-sectors, community empowerment and all related sectors in an effort to accelerate stunting prevention in Pekanbaru City. Collaborative governance is one of the new strategic models of government that involves various stakeholders or stakeholders together to make joint decisions that aim to solve problems in handling stunting. The purpose of this research is to find out Collaborative Governance in Handling Stunting in Pekanbaru City in 2021-2022. This research uses the theory of collaborative governance proposed by Ansel and Gash, namely starting conditions, institutional design, facilitative leadership, collaboration processes and collaborative governance outcomes. This research method is descriptive research with a qualitative approach. The data sources used are primary and secondary data. The data collection techniques used were interviews and documentation. The results showed that there were various actors involved in Collaborative Governance in Handling Stunting in Pekanbaru City in 2021-2022, such as the Health Office, Population Control and Family Planning Office, the private sector and others. The implementation of collaboration in handling stunting in Pekanbaru City is carried out in several stages, namely starting conditions, institutional design, facilitative leadership, collaboration process and collaborative governance results. This research concludes that the handling of stunting in Pekanbaru City which is carried out with collaboration between the government, the private sector and the community has not been optimally implemented. Because in the collaboration process there are still obstacles in the lack of understanding from the government regarding their roles and duties in collaboration, there is a limited budget to implement stunting handling programs and a lack of public awareness to participate in accelerating stunting reduction, causing an increase in the number of stunting cases in Pekanbaru City. Abstract

The Riau provincial government has specifically provided village development support through financial transfers from the Riau Provincial Government to Villages in the form of Special Financial Assistance (BKK) from the Riau Provincial Government to Villages since 2019. In Governor Regulation Number 39 of 2022 article 3 paragraph 7 explains that Assistance Special finance is provided on the basis of the Province's capabilities to support the Province's strategic policies and/or national programs in accordance with matters under the authority of the Regency/City. BUMKam Tandan Sejati is one of the recipients of Special Financial Assistance from the Provincial Government, BUMKam Tandan Sejati received assistance in the form of capital participation. The capital participation assistance was used to open a tent and waserda rental business unit. The aim of this research is to find out how effective the special financial assistance program is for the Tandan Sejati village-owned business entity (BUMKam) in 2019-2022. This research uses a qualitative approach with descriptive methods. The author used interview and documentation techniques to collect data. This research uses the theory put forward by Edy Sutrisno and Hasibuan to measure the effectiveness of program effectiveness, Program Understanding, Apparatus Quality, Right on Target, On Time, Achievement of Goals, Facilities and Infrastructure, supervision. The results of this research concluded that the effectiveness of the special financial assistance program at BUMKam Tandan Sejati was based on effectiveness measures. Achieving the objectives was not yet fully effective because the community had not fully felt the benefits of the business units being run due to the lack of environmental targets for developing business units and the existence of competition. Abstract

This study aims to determine the implementation of the functions of the Meranti Islands Regency government in developing Liberika coffee in Kedaburapat Village and the factors that become obstacles in implementing this function. The theory used in this study is the theory of government functions according to Ryas Rasyd. The type of research used is qualitative with a descriptive approach. Data were collected by the authors using interview and documentation techniques. The data used are primary data and secondary data. The results of the study show that the government function in the development of Liberika coffee in Kedaburapat Village is carried out using 4 functions, namely the service function, the regulatory function, the development function and the empowerment function. The service function is carried out by preparing a service forum for the community with the Agricultural Service Unit (UPP) office to respond to complaints or requests from the community in agricultural management, especially for Liberal coffee farmers. The regulatory function carried out by the government in carrying out government functions is to determine the selling price of coffee fruit, but this has not yet been realized. The development function carried out by the government cannot be said to be successful, because the road access to and from Kedaburapat Village cannot be said to be good and proper. The empowerment function carried out by the government is to carry out education and counseling for Liberika coffee farmers, provide financing and capital facilities, and strengthen farmer institutions. All of this has been carried out quite well, although there are still deficiencies in several matters such as capital, and others. The factor that hinders the development of liberika coffee farmers is the lack of knowledge of the farming community both in technology and coffee maintenance techniques. This resulted in them only using traditional farming methods, so that their production results were not too optimal. Abstract

The Electrical Energy Program is one of the central programs that has been implemented in Selaut Village, West Bunguran District, Natuna Regency. Based on Presidential Decree no. 63 of 2020 concerning Determination of Disadvantaged Regions 2020-2024, there are 62 districts that are included in the 3T region category and one of them is Natuna district. Starting from the problem of electrical equipment that is outdated and damaged, causing frequent power outages and hampering the activities of the Selaut Village community. This research aims to find out and analyze, evaluate electricity procurement policies for frontier, outermost and disadvantaged areas (3t) in Selaut Village, West Bunguran District, Natuna Regency in 2014-2023. The theory used as a reference is the indicators from M. Steers, namely size and policy objectives, understanding of a program, accuracy of targets, timeliness, achievement of a goal and visiblechanges. The research method used is a qualitative method. From the results of research that the author has conducted regarding the electricity procurement policy in Selaut Village, which is classified as a 3T area, a conclusion can be drawn that the effectiveness of electricity procurement policies in 3T areas, one of which is Selaut Village, has not running effectively, this can be seen from the indicators related to policy effectiveness, namely , understanding the program, accuracy of targets, timeliness, achievement of goals and real changes. The supporting factor in implementing this policy in Selaut Village is that there is good coordination between state officials in carrying out activities. Then there are also inhibiting factors in the distribution of this policy, namely the lack of updates to existing PLTS equipment, uncertain repair assistance, resulting in frequent internal power outages, as well as limited facilities and access to the island and unpredictable bad weather. Abstract

Tourism development in Natuna is an interesting phenomenon to discuss, this is because in 2015-2018 the Natuna tourism sector had a number of tourist visits that did not show significant development. However, in 2019, after the establishment of Natuna Regency as a National Geopark site, the number of tourist visits showed significant tourist visits. With the increase in the number of tourists since the establishment of Natuna Regency as a National Geopark area, this is certainly a question whether the strategy of the Natuna Regency Department of Tourism and Culture can be said to be successful in developing tourism in the area. This type of research is descriptive. The research location is the office of the Natuna Regency Department of Tourism and Culture as the main actor in the development of the Batu Kasah Geosite in Natuna Regency and direct observation to the Batu Kasah Geosite location. Data was collected through purposive sampling informants. Data collection techniques using interviews, documentation and observation. The results of the study concluded that the Natuna Regency Department of Tourism and Culture in its government strategy formulates at least five things that are the focus in tourism development at Batu Kasah Geosite, that is: Tourism product development strategy, marketing strategy, accessibility development strategy, infrastructure development strategy and business development strategy. The strategy carried out by the Natuna Regency Department of Tourism and Culture in developing geopark tourism support at Geosite Batu Kasah in 2019-2020 has not run optimally, this is due to several factors such as access to Natuna Regency is still difficult and limited, constrained by land acquisition and budget refocussing for the Covid-19 pandemic. Abstract

Strategy is a method used to win the candidate pairs that are carried. In order to win a candidate in the election, political parties should as far as possible target a number of votes that will exceed the votes of other candidate pairs. This study aims to determine the strategy of the coalition parties in winning the pair of regent and deputy regent candidates Afrizal Sintong S.IP and H.Sulaiman, SS. MH in the local elections in Rokan Hilir Regency. While the methodology used in the preparation of this thesis uses qualitative methods, namely interviews with relevant sources in winning candidate pairs, then collects data, organizes and classifies data, the analysis is descriptive in nature which describes the strategic steps carried out by the coalition parties in the general election of the district head Rokan Hilir in 2020. to explain the meaning of politics to voters by using defensive and offensive strategies then this offensive strategy was developed by taking approaches namely push marketing, pull marketing, and pass marketing, this approach was used to promote the candidate pair Afrizal and H. Sulaiman. There are several strategic things carried out by the winning coalition party Afrizal and H. Sulaiman. First, in their defensive strategy, they mapped the mass base, which strengthened the estimated mass, which was certain to choose a candidate pair because of environmental and emotional factors with the candidate pair's personality. Second, with an offensive strategy, the winning team introduced or socialized the pairs of candidates for regent and deputy regent through the outskirts of the Rokan downstream district with the aim of focusing on voters who were far away from other pairs. Abstract

Nagari Silayang is one of the villages in Indonesia that has considerable natural and human resource potential. However, even though it has abundant potential, the village's original income (PADes) is still low. This can hinder the development and welfare of the village community as a whole. Therefore, it is necessary to manage village potential that is appropriate and sustainable to increase the village's original income and the welfare of the people of Silayang Village. This study aims to find out how the Capacity Development of the Nagari Silayan Government in Managing the Potential of Nagari Silayang to Increase Nagari Silayang's Original Income in 2018. This research uses a qualitative approach with data collection techniques through interviews and documentation. The results of this study show that the management of the potential of Nagari Silayang by the Nagari Silayang government has been carried out by strengthening human resources, strengthening organizations and institutional reforms to encourage the Nagari Silayang government to increase the village's original income through effective management of Nagari potential. The obstacles that occur in managing the potential of the Nagari Silayang area are human resources, capital and the environment. The capacity development of the Nagari Silayang government in managing its regional potential has not been carried out properly, this is due to obstacles in developing the capacity of the Nagari government such as weak human resources and limited village supervision.
