Abstract

he territorial boundaries between these villages experience a lot of overlap between other villages and sub-districts. The problem of this research is the Implementation of the Authority of the Regional Government of Kabupaten Bengkalis in Efforts to Settle the Boundary Between Desa Buluh Manis and Kelurahan Pematang Pudu in 2015-2020, the beginning of the problem was due to the community's disobedience in managing village and sub-district administration. This research aims to determine the implementation of the authority of the regional government of Kabupaten Bengkalis in efforts to resolve the boundaries between Desa Buluh Manis and Kelurahan Pematang Pudu in 2015-2020. To find out the factors inhibiting the implementation of the authority of the regional government of Kabupaten Bengkalis in efforts to resolve the boundaries of Desa Buluh Manis and Kelurahan Pematang Pudu in 2015-2020. This research uses the theory of authority according to Philipus M. Hadjon (2008: 87) which states that there are three types of authority, namely attribution, delegation, mandate and Home Affairs No. 45 of 2016 concerning Guidelines for Determining and Confirming Village Boundaries, namely collecting and researching documents, obtaining data in the form of meeting letters, minutes. meetings, meeting absences, meeting minutes. Determination of the base map determines the location of the boundary between Desa Buluh Manis and Kelurahan Pematng Pudu. Delineation of boundary lines to determine boundaries for the separation between Desa Buluh Manis and Kelurahan Pematang Pudu. The method used is descriptive with a qualitative approach. The data collected by this research was through interviews and documentation. The results of the research did not find common ground because each party had different documents, factors inhibiting improvement and different points of view regarding documents, boundary lines. Abstract

In this research, there is a problem phenomenon that was raised in 2021, namely the commitment of ASN in implementing basic values, especially the Pekanbaru City Satpol PP in responding to public complaints in the SP4N LAPOR! application, with the problem being the failure to respond to 12 public reports submitted to the SP4N LAPOR! by Pekanbaru City Satpol PP, from this phenomenon the aim of this research is to find out how committed ASN is to implementing basic values, especially Satpol PP in responding to public complaints in the SP4N- LAPOR application! 2021 and what are the inhibiting factors. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. While secondary data is data that supports or strengthens primary data, secondary data comes from data obtained from the Pekanbaru City Satpol PP using 7 indicators of ASN Moral theory, namely: service oriented, accountable, competent, harmonious, loyal, adaptive and collaborative. The results of this research show that there is still a lack of commitment from the Pekanbaru City Satpol PP in responding to public complaints submitted to SP4N LAPOR!, there is no socialization or technical guidance for agencies in Pekanbaru City, which is further carried out by the Communication and Information Office, so there are still agencies, one of which is the Satpol PP Pekanbaru City, which did not follow up on reports in SP4N-LAPOR! Abstract

The government's strategy in managing the potential in the village is one of the important aspects in tourism development, namely the strategy carried out by the village government because the government's success in developing tourism potential is very dependent on the ability of the bureaucracy or government organization in managing its tourism resources. The aim of this research is to find out what the Dayun Village government's strategy is in managing tourism potential in 2022. This research was conducted in the Dayun tourist village or better known as Dayun Village. This research uses a qualitative approach with descriptive methods. In collecting data the author used interview and documentation techniques. This research uses the theory put forward by Fred.R. David, namely Strategy Formulation, Strategy Implementation, and Strategy Assessment/Evaluation. The results of this research concluded that the management of tourism potential in the village is not yet fully optimal, but the management of tourism potential by the Dayun village government is handed over to Pokdarwis Dayun but it is still under the supervision of the Dayun village government and does not reduce the involvement of the village government in its management. The Dayun Village Government's strategy in managing tourism potential is the formulation and implementation of policies, optimizing tourism promotion, strengthening institutions, conducting comparative studies to other tourist villages, facilitating and evaluating strategies. Abstract

Merangin Regency is one of the areas in Jambi Province which is rich in tourism potential. Merangin Regency has many natural tourist attractions. If this tourist attraction is managed and developed well and appropriately, it will become an interesting tourist destination to visit. There are still many tourist attractions that have limitations and problems. Such as a lack of information regarding the existence of tourist attractions and a lack of facilities and infrastructure. This research was conducted to find out the role of the Regional Government in tourism development as a regulator, facilitator and dynamist and what are the obstacles in developing tourism in Merangin Regency. This research was conducted using a qualitative research approach with descriptive research type. With data collection techniques through interviews and documentation. The results of this research show that the role of Regional Government in tourism development includes: 1) The role of the Government as a Regulator by making policies regarding maintenance and carrying out monitoring and evaluation 2) The role of the Government as a Facilitator of government involvement by creating programs and carrying out physical development and also carrying out tourism promotion, 3) The role of the Government as a dynamist by providing training to the community. Obstacles in developing tourism in Merangin Regency are community participation, limited infrastructure, limited funds. Abstract

The labor-intensive rural sanitation program has provided access or opportunities for workers, especially craftsmen in the villages, in the sense that this program aims to provide employment opportunities for craftsmen who currently or do not have work so that with the existence of government programs that require craftsmen they can provide income. as well as improving the economic level of village communities. In this way, it can help the economy of the poor. This research aims to analyze the community's response regarding the implementation of a labor-intensive rural sanitation program in Tanjung Air Hitam Village, Kerumutan District, Pelalawan Regency in 2021. The method in this research uses a descriptive quantitative approach. Data sources consist of primary data and secondary data collected through questionnaires, interviews and documentation. The results of this research indicate that the implementation of the sanitation program in Tanjung Air Hitam Village was carried out by craftsmen from outside the village, giving rise to opposition within the village community. This has been proven based on research results using questionnaires as a measuring tool for responses from respondents/the public. And not all poor people receive the Tanjung Air Hitam Village Sanitation Program. This is proven by the number of sanitation facilities intended for poor people, which amounted to 79 people, but only 52 people were able to accept it, while the remaining 27 people or other poor people who were promised a number of jobs from this program were in fact not involved as artisan workers. This has caused disappointment for the people of Tanjung Air Hitam Village. Keywords: Policy, Implementation, Sanitation Program

Abstract

PT Jasa Raharja is a State-Owned Enterprise (BUMN) that implements government programs, namely compensation programs for victims of road traffic accidents. Socialization of PT. Jasa Raharja Pekanbaru Branch is information about the program of providing assistance or compensation provided by PT. Jasa Raharja Pekanbaru City branch to the people of Pekanbaru City who are experiencing road traffic accidents. The problem in this study is the lack of information in the form of how or process so that the people of Pekanbaru City can receive program assistance provided by PT. Jasa Raharja Pekanbaru City Branch thus causing a lack of understanding of the people of Pekanbaru City about the program from PT. The Raharja Service. The purpose of this study is to describe how the implementation of the functions of PT. Jasa Raharja in disseminating the program to the people of Pekanbaru City and describing what factors are inhibiting it. The type of research in this study is using qualitative research with a descriptive approach and the data needed both primary and secondary data obtained through observation, interviews and documentation are then analyzed based on the research problem. The location of the research was conducted at PT. Jasa Raharja Pekanbaru City Branch, using data collection techniques through interviews and documentation. The results showed that the socialization of the program of providing compensation to victims of road traffic accidents by PT. Jasa Raharja Pekanbaru branch in 2020 is considered unsuccessful because it can be seen that there are still many people in Pekanbaru City who do not know about PT. Jasa Raharja and also the program of providing compensation to victims of road traffic accidents in Pekanbaru City. The ignorance of the people of Pekanbaru City is due to the lack of maximum and comprehensive socialization of the compensation program for victims of road traffic accidents provided by PT. Abstract

Regency council member come from political parties which are elected trouugh the eletion. as the legislature regency parliament has a major role on the implementation of regional autonomy. As one political party, the PKS Kampar Regency participating in the 2019 election in Kampar Regency can be said to be successful because it was able to significantly increase the number of votes acquired and pass 5 people recruited as legislative candidates from the quota of 45 seats for members of the Kampar Regency DPRD. This was assessed because of the success of political recruitment carried out by PKS. So that this study aims to look at the stages of recruitment of legislative candidates carried out by the PKS DPD in the 2019 elections in Kampar Regency. This research is descriptive research approach with several informants selected using purposive sampling technique. The location of this research was conducted in Kampar Regency. The data collection techniques carried out are through interviews and documentation. The data analysis technique used is an interactive analysis model, namely data collection, data reduction, data presentation, and drawing conclusions or verification. These results of the study concluded that based on the observations and analysis of the researcher is 1). The stages of recruiting candidates for legislative members from PKS in the 2019 general elections in Kampar Regency are as follows: a). The preparation stage, Kampar Regency PKS was able to form 21 PKS DPC management at the sub-district level. b). At the screening (certification) stage, PKS did not put forward any special requirements, but registration information was distributed privately to each DPC so that only party members knew. Then the external party was proposed by the DPC. Then PKS can be said to use closed recruitment. C). At the nomination stage, PKS formed a winning team for the Prosperous Justice Party (PKS) election chaired by Tamarudin, S.Pd.I. d). At the election stage, the results of the Prosperous Justice Party (PKS) DPD in Kampar Regency were ratified without any changes by the Prosperous Justice Party (PKS) Riau Province DPW. 2). Factors influencing the recruitment of Prosperous Justice Party (PKS) legislative candidates can be concluded, among others, due to the effects of the presidential and vice-presidential elections or the presidential election effect and the way the PKS DPD recruits potential legislative candidates and qualified regeneration. Abstract

The implementation of the Dumai City Transportation Service goods terminal function as a road transportation infrastructure for the purposes of unloading and loading goods solves problems due to the circulation and movement of goods transport as well as intra and/or inter-modal movements of transportation. Everyone has needs that must be met but these needs cannot be met directly. Fulfillment of these needs must go through the process of logistics activities, namely planning, organizing, and controlling the flow of materials and services from suppliers to final users. In order to support these activities, road transport traffic must be created that is safe, comfortable, orderly, organized and efficient. The purpose of this study is to find out the Implementation of the Goods Terminal Function by the Dumai City Transportation Service in 2019 using a qualitative approach with a descriptive method. The research location is at the Dumai City Transportation Service. In collecting data, the writer uses interview and documentation techniques. The results of the study explain that in the Implementation of the Dumai City Transportation Service Goods Terminal, directly or indirectly it has an effect on people's lives individually and in groups. The positive effects that can be felt by the community are more orderly traffic around cross roads, and reduced damage on cross roads . However, the negative effect that is felt by the community is that the community is disturbed by the large amount of palm shell waste scattered on the streets. Abstract

his study aims to look at Darmawan, SH's winning factors in the Pilkades of Desa Kualu. This study uses candidate performance theory in voting behavior where there are 4 factors, namely candidate quality, candidate nature, candidate popularity, and sociological factors. This study used a descriptive approach with a qualitative type, then the data collection techniques used were interviews, observation and documentation, while the data analysis techniques were carried out by collecting information through interviews. The results of this study indicate that Darmawan, SH's victory in the village head election consisted of 3 main factors, namely popularity, a factor that influenced voters in determining their choices, where Darmawan S.H's fame in the village of Kualu from the other four candidate candidates led to the large number of votes cast. obtain Darmawan S.H in the village head election, then the next factor is the candidate's image factor, where the candidate's image is very closely related to the popularity of the candidate, where Darmawan S.H's fame is due to his good image in the eyes of the community, the next factor, namely, sociological factors, in Kualu village itself is still holding tight to ethnicity and custom, where in the last village head election, the role of each tribe from the candidate candidates was inseparable, where Darmawan S.H, who is of Malay ethnicity, received full support from the Malay tribe, Malay tribes in the village of Kualu united and worked hand in hand to help Darmawan S.H in the village head election in the village of Kualu. Abstract

Dumai City is one of the twelve regencies/cities in Riau Province. Where the city of Dumai is located at position 01º 23'00" - 01º 24'23" North Latitude 101º23'37" - 101º28'13" East Longitude. With an area of 1,727.38 Ha and a water area of 71,393 Ha. The location of Dumai City which is on the coast makes Dumai City a disaster-prone area. Law No. 24 of 2007 concerning Disaster Management, a disaster is an event or series of events that threatens and disrupts people's lives and livelihoods caused either by natural factors or non-natural or human factors, resulting in human casualties, environmental damage, loss of property and psychological impacts. Natural disasters are disasters caused by nature, including earthquakes, tsunamis, volcanic eruptions, floods, droughts, hurricanes and landslides. This study uses the theory of elements of coordination. Coordination is an element of the orderly arrangement of group efforts to create commonalities of action in pursuit of common goals. Coordination includes Internal Coordination and External Coordination. The elements of coordination as stated by James D. Money consist of Agency Effort, Unity of Action, Common Purpose. The results of this study indicate that the Dumai City Regional Disaster Management Agency has carried out coordination with good to all agencies related to the natural flood disaster that occurred in 2021. However, there are several obstacles, namely differences in institutional status which are further obstacles, the lack of facilities and infrastructure is also an obstacle for the Dumai City Regional Disaster Management Agency.
