Abstract

This study focuses on the analysis of Sharia economic law in Percut Sei Tuan District, where many vendors sell food products without halal certification. The inclusion of a halal label is crucial to protecting Muslim consumers, considering the religious obligation to consume halal food. Food is a basic necessity widely consumed in society, and ensuring its halal status provides a sense of safety and comfort for consumers. This research aims to analyze the obligation of halal certification for Micro, Small, and Medium Enterprises (MSMEs) in the area and its implications for consumer protection. The method used is empirical juridical, with primary data collected through interviews and secondary data from literature studies. The findings reveal that despite the obligation to obtain halal certification, none of the 10 MSME samples studied had such certification. This indicates a gap between regulations and their implementation in the field. Therefore, halal certification is essential not only for legal compliance but also to assure Muslim consumers that the products they consume are free from unlawful substances. Halal certification is based on the principles of Maqashid Shariah, which aim to safeguard societal welfare and prevent fraud, in line with Islamic principles. This study emphasizes the need for further efforts to enhance awareness and compliance among MSMEs regarding halal certification for the health and safety of consumers.

Abstract

This study aims to analyze the obligation to provide transparent information regarding halal features on digital platforms, particularly Shopee Food, to facilitate consumers in selecting healthy and halal food. The research employs an empirical legal method, encompassing observations and document analysis of digital platforms and relevant regulations. The findings indicate that information on product halal status is crucial for Muslim consumers in Indonesia. Digital platforms such as Shopee Food and GoFood have a responsibility to provide halal information features to help consumers choose food that complies with Islamic law. However, many platforms have yet to fulfill this obligation, leading to information asymmetry that may result in adverse selection, where consumers unknowingly purchase non-halal products due to a lack of clear information. The weakness of the current regulations lies in the lack of effective supervision and law enforcement, creating uncertainty for consumers. Therefore, stricter regulations and greater transparency in providing halal information on digital platforms are necessary to ensure Muslim consumer rights and establish a fair and trustworthy trade ecosystem. As a comparison, countries like Malaysia have implemented more comprehensive and effective regulations for halal product oversight, which could serve as a reference for Indonesia in improving its regulatory system.

Abstract

The rapid growth of e-commerce has increased the risk of fraud in online transactions, resulting in significant financial losses and decreased consumer trust. One of the main challenges in fraud detection is data imbalance, where the number of legitimate transactions far exceeds fraudulent transactions. This imbalance causes machine learning models to fail in accurately identifying fraudulent transactions. This study aims to evaluate the effectiveness of Conditional Generative Adversarial Network (CGAN) in improving fraud detection performance in e-commerce through data augmentation. Two machine learning algorithms, Random Forest (RF) and XGBoost, were used to classify transactions in both the original imbalanced dataset and the dataset augmented with CGAN. The study uses key evaluation metrics, including accuracy, precision, recall, and F1-score, to measure the model's performance. The results show that data augmentation using CGAN significantly improved the performance of both models. RF on the augmented dataset achieved an accuracy of 99.96%, precision of 99.93%, recall of 99.99%, and F1-score of 99.96%. Meanwhile, XGBoost achieved an accuracy of 99.93%, precision of 99.91%, recall of 99.94%, and F1-score of 99.92%. The main contribution of this study is to demonstrate that CGAN can effectively address the challenge of data imbalance and improve the reliability of fraud detection systems in e-commerce. This approach has the potential to be applied in various sectors facing similar issues, such as anomaly detection in finance and cybersecurity.

Abstract

This study discusses the law enforcement of halal labels on packaged food products produced by home industries in Binjai City, in accordance with the provisions of Law Number 33 of 2014 concerning Halal Product Assurance. Packaged food products from home industries are increasingly circulating in the community, but not all have halal labels which are the rights of consumers, especially Muslim consumers. In Binjai City, there are still many home industry packaged food traders who do not apply halal labeling to their packaged food products, even though the Law requires products circulating and traded in the territory of Indonesia to be halal certified. This is a special concern considering the importance of halal labels in protecting the rights of Muslim consumers. This study aims to analyze the extent to which the implementation of halal label obligations is applied by home industry business actors, as well as the role of the government and related institutions in enforcing the law. The method used in this study is empirical juridical with a qualitative approach, through field studies and interviews with business actors, consumers, and authorities in Binjai City. The results of the study indicate that business actors' awareness of the importance of halal labels is still low, which is caused by limited information, certification costs, and lack of supervision from the authorities. Law enforcement is still not optimal, so cooperation is needed between local governments, the halal product guarantee organizing body (BPJPH), and other related agencies in providing education, facilitation, and ongoing supervision

Abstract

This study examines the implementation of the Free Nutritious Meal (MBG) Program in Medan Timur District, focusing on compliance with the Halal Product Assurance (JPH) as mandated by Law Number 33 of 2014. Employing a qualitative approach through interviews, observations, and document analysis, the research reveals a gap between regulatory provisions and on-the-ground practices. While the MBG program aims to improve human resource quality, reduce malnutrition and stunting, and stimulate regional economic growth, its implementation still faces challenges, including the absence of halal labels and expiration dates on some products, incomplete halal certification of food suppliers, limited infrastructure, shortage of halal auditors, weak inter-agency coordination, and budget constraints. These conditions indicate that the protection of Muslim consumers’ rights to halal and thayyib food has not been fully ensured. The study recommends strengthening technical regulations, accelerating halal certification, enhancing monitoring systems, and fostering multi-stakeholder collaboration to ensure the program’s success in line with legal mandates and Islamic principles.
