Abstract

Artikel ini bertujuan untuk mengetahui bagaimana implementasi Peraturan Saerah (Perda) Kota Probolinggo Nomor 3 Tahun 2020 Tentang Penyelenggaraan Kota Layak Anak. Kota Layak Anak ini diharapkan mampu menjamin terpenuhnya hak-hak anak melalui kebijakan, program, dan kegiatan yang berorientasi pada kepentingan terbaik anak. Metode yang digunakan dalam penelitiaan ini adalah pendekatan kualitatif dengan studi kasus di Kantor Dinas Sosial Pemberdayaan Perempuan dan Perlindungan Anak Kota Probolinggo. Data diperoleh melalui wawancara dengan petugas terkait. Hasil penelitian ini menunjukkan bahwa Implementasi Perda Nomor 3 Tahun 2020 Tentang Kota Layak Anak telah menunjukkan komitmen kuat dari Dinsos PPPA. Meski terdapat tantangan seperti keterbatasan sumber daya, koordinasi antarinstansi, dan rendahnya partisipasi Masyarakat, pelaksanaan program ini berjalan cukup efektif dan menunjukkan hasil positif dalam pemenuhan hak-hak anak. Evaluasi rutin, serta sikap responsif para pelaksana menjadi faktor penting keberlanjutan program ini.

Abstract

This study aims to analyze the development planning strategy of the Environmental Study Tourism Park (TWSL) in Probolinggo City using six indicators of tourism development strategy according to Suwantoro (2015), namely: promotion, accessibility, tourist areas, types of tourist attractions, tourist products, and human resources. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the management of TWSL has progressed in terms of cleanliness, infrastructure, and environmental education. One of the leading programs, namely "Adek Dewa PLH", provides educational services to visitors, especially students, through interactive activities such as animal feeding, storytelling, and recycling activities. Organic waste management has also been carried out sustainably, where leaves and animal waste are recycled into compost as part of environmental conservation practices. However, this study also identified several obstacles, such as lack of directions to the location, weak digital promotion, budget constraints, lack of synergy between government agencies, and low community participation. Thus, the future TWSL development strategy needs to be directed more holistically and integrated. Short-term planning should focus on improving navigation and promotion, while medium- and long-term planning should include community empowerment, cross-sector partnerships, and regional expansion. Continuous collaborative efforts are needed for TWSL to develop into a superior and competitive environmental education tourism destination. Keywords : TWSL, planning strategy, educational tourism, environmental management, sustainable tourism

Abstract

This article aims to determine how the implementation of Regional Regulation (Perda) of Probolinggo City Number 3 of 2020 concerning the Implementation of Child-Friendly Cities. This Child-Friendly City is expected to be able to guarantee the fulfillment of children's rights through policies, programs, and activities that are oriented towards the best interests of children. The method used in this study is a qualitative approach with a case study at the Office of the Social Service for Women's Empowerment and Child Protection of Probolinggo City. Data was obtained through interviews with related officers. The results of this study indicate that the Implementation of Perda Number 3 of 2020 concerning Child-Friendly Cities has shown a strong commitment from the Dinsos PPPA. Although there are challenges such as limited resources, coordination between agencies, and low community participation, the implementation of this program has been quite effective and shows positive results in fulfilling children's rights. Routine evaluations and the responsive attitude of the implementers are important factors in the sustainability of this program.Keywords : implementation, child-friendly city, public policy
