Abstract

Household food security has become a strategic issue amid socio-economic pressures, climate change, and limited access to nutritious food at the community level. The Sustainable Food Yard Program (Pekarangan Pangan Lestari/P2L) was developed as a community empowerment initiative through the productive and sustainable utilization of household yards. This study aims to analyze the management of the P2L Turi Putih Program in Jrebeng Kidul Subdistrict, Probolinggo City, using a strategic management approach to identify internal and external factors as a basis for formulating program sustainability strategies. This research employed a descriptive qualitative method with data collected through field observations, in-depth interviews with P2L administrators and community members, and documentation. Data were analyzed through data reduction, data display, and conclusion drawing, and further examined using SWOT analysis. The findings indicate that the program’s strengths lie in institutional capacity, human resource quality, managerial independence, and social contributions through environmental education and stunting prevention initiatives. However, major weaknesses include fluctuating member participation and underdeveloped product marketing systems. Externally, opportunities are supported by local government policies, technical assistance from relevant agencies, and the active involvement of the Family Welfare Movement (PKK). Meanwhile, the main threats stem from climate change, flood-prone land conditions, and pest infestations. The sustainability strategies emphasize institutional strengthening, marketing development, human resource capacity building, and environmental risk adaptation to enhance yard-based food security

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan manajemen Sumber Daya Manusia (SDM) guru dalam meningkatkan profesionalisme tenaga pendidik di Sekolah Menengah Atas (SMA) di Indonesia. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui studi literatur dengan memanfaatkan berbagai sumber data sekunder, seperti buku, jurnal, dan laporan resmi. Hasil penelitian menunjukkan bahwa pemerintah telah melakukan berbagai upaya untuk meningkatkan kualitas dan profesionalisme guru melalui kebijakan dan program, seperti Undang-Undang Nomor 14 Tahun 2005, program Pendidikan Profesi Guru (PPG), sertifikasi, serta pemberian tunjangan kesejahteraan. Namun, implementasi kebijakan tersebut masih menghadapi berbagai kendala, antara lain ketimpangan distribusi guru, terbatasnya akses pelatihan terutama di daerah 3T, keterbatasan anggaran, serta masih banyak guru yang belum tersertifikasi. Selain itu, ditemukan adanya kesenjangan antara hasil yang dicapai dengan tujuan kebijakan. Peningkatan jumlah guru bersertifikat belum sepenuhnya berdampak pada peningkatan kualitas pembelajaran. Hal ini terlihat dari capaian hasil belajar siswa Indonesia yang masih relatif rendah berdasarkan data PISA 2022. Oleh karena itu, diperlukan perbaikan implementasi kebijakan secara lebih terarah, termasuk pemerataan akses pengembangan kompetensi dan penguatan pelatihan berbasis kebutuhan, agar profesionalisme guru dan mutu Pendidikan dapat meningkat secara optimal.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas manajemen Sumber Daya Manusia (SDM) dalam meningkatkan kualitas pelayanan publik pada Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Batam. Manajemen SDM memiliki peran penting dalam mengelola pegawai agar mampu bekerja secara efektif dan efisien melalui fungsi perencanaan, pengorganisasian, pengarahan, hingga pengendalian. Metode penelitian yang digunakan adalah pendekatan deskriptif dengan mengacu pada data Laporan Kinerja Instansi Pemerintah (LKjIP) serta dokumen perencanaan terkait. Hasil penelitian menunjukkan bahwa efektivitas pelayanan publik di Disdukcapil Kota Batam berada pada kategori cukup efektif, yang ditunjukkan oleh kemampuan sekitar 85% pegawai dalam menyelesaikan pelayanan administrasi kependudukan sesuai prosedur. Namun, efektivitas tersebut belum optimal karena masih terdapat berbagai kendala, seperti keterbatasan jumlah SDM, kurangnya pelatihan berkelanjutan, rendahnya kedisiplinan sebagian pegawai, serta keterbatasan sarana dan prasarana. Selain itu, faktor eksternal seperti rendahnya kesadaran masyarakat, tingginya mobilitas penduduk, serta kebijakan penghapusan Dana Alokasi Khusus Non Fisik turut memengaruhi kualitas pelayanan. Penelitian ini juga menemukan bahwa kualitas SDM memiliki pengaruh signifikan terhadap efektivitas pelayanan, terutama dalam aspek kecepatan, ketepatan, dan kepuasan masyarakat. Oleh karena itu, diperlukan upaya peningkatan kompetensi SDM, penguatan digitalisasi layanan, serta perbaikan infrastruktur untuk mendukung pelayanan publik yang lebih optimal.

Abstract

This study aims to analyze the application of sports management functions at IBCA MMA Kediri using the POAC approach (planning, organizing, actuating, and controlling). This research employs a descriptive quantitative method, with data collection techniques through questionnaires distributed to 30 respondents consisting of athletes and coaches. The research instrument has passed validity and reliability tests, making it suitable for use. The results show that all aspects of management namely planning, organizing, actuating, and controlling are in the very good category. This indicates that the application of management functions at IBCA MMA Kediri has been running optimally in supporting the athlete development process. Thus, the sports organization management at IBCA MMA Kediri is considered effective, structured, and sustainable. This study is expected to serve as a reference for sports organizations in improving the quality of athlete management and development.

Abstract

Penelitian ini menganalisis implementasi fungsi manajemen publik pada Dinas Lingkungan Hidup Kota Surabaya menggunakan kerangka POAC berdasarkan Laporan Kinerja Tahun 2023. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif interpretatif dan studi kasus institusional. Data diperoleh dari Laporan Kinerja 2023, rencana strategis, perjanjian kinerja, serta regulasi terkait, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa fungsi planning telah terstruktur secara sistematis dan terintegrasi dengan berbagai kerangka seperti RPJMD, Sustainable Development Goals, dan Standar Pelayanan Minimal. Namun, ketiadaan analisis risiko iklim menyebabkan tidak tercapainya target Indeks Kualitas Udara akibat fenomena El Nino. Fungsi organizing menunjukkan struktur yang jelas, tetapi masih menghadapi kendala ketimpangan sumber daya manusia dan koordinasi antarbidang. Fungsi actuating menjadi tantangan utama karena keterbatasan kapasitas teknis, meskipun diperkuat melalui model community based actuating yang inovatif. Fungsi controlling menjadi yang paling kuat dengan capaian akuntabilitas kinerja yang tinggi. Penelitian ini menegaskan bahwa fungsi actuating merupakan faktor paling kritis sekaligus paling rentan dalam pengelolaan lingkungan hidup di kota metropolitan.

Abstract

This study aims to analyze the management of zakat management at BAZNAS Mojokerto City using the POAC (Planning, Organizing, Actuating, Controlling) approach . This study uses a descriptive qualitative method with data collection techniques through literature studies , documentation , and analysis of institutional reports . The results of the study indicate that BAZNAS Mojokerto City has implemented management functions quite optimally , especially in the aspect of zakat potential- based planning and the implementation of innovative service-based programs. However, several obstacles are still found such as less than optimal organizational coordination , less than optimal data integration , and a monitoring system that is still output - oriented and not fully impact - oriented . The implications of this study show the importance of strengthening outcome- based monitoring and evaluation systems and data integration to improve the effectiveness of zakat management within a public management framework .

Abstract

The implementation of strategic management in improving the Social Resilience Index (Indeks Ketahanan Sosial/IKS) represents an effort by village governments to strengthen social cohesion and community stability amid social dynamics and modernization. The Government of Kwangsan Village has implemented strategies to enhance social resilience through community participation and public service innovation. This study aims to analyze the strategic management process of Kwangsan Village Government in improving the Social Resilience Index by applying the strategic management framework proposed by Ahmad (2020) and the strategy evaluation perspective of David & David (2017), which includes strategy formulation, implementation, and evaluation. This research employed a descriptive qualitative approach. Data were collected through interviews, observation, and documentation. The informants consisted of village officials and community members. Data analysis was conducted through data reduction, data display, and conclusion drawing. The results indicate that strategic management in Kwangsan Village has been implemented in a progressive and adaptive manner. In the formulation stage, the village government identified internal strengths such as social capital and institutional capacity, as well as challenges including declining participation in several IKS indicators. Strategy implementation was carried out through strengthening social activities and digital-based public service innovations. Strategy evaluation was conducted through program review and adjustment of approaches; however, it has not been fully supported by systematically documented and measurable performance indicators.
