Abstract

Evaluasi tata kelola penting dilakukan agar dapat melihat kesesuaian implementasi dari Bank Sampah Berkah dengan Permen LHK No 14 Tahun 2021 tentang Pengelolaan Sampah Pada Bank Sampah. Tujuan penelitian Penelitian ini digunakan untuk mengevaluasi tata kelola Bank Sampah Berkah yang berada di Perumahan Permata Kwangsan Residence Kabupaten Sidoarjo. Jenis penelitian menggunakan deskriptif kualitatif yang memberikan gambaran dari suatu objek yang diteliti. Sumber data yang digunakan berasal dari sumber data primer dan sumber data sekunder. Teknik pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan hasil struktur kelembagaan mendapat nilai efektif, cakupan pelayanan mendapat nilai merata, nasabah mendapat nilai responsif, SOP mendapat nilai cukup efisien. Governance evaluation is important to do, that we can see the suitability of the implementation of the"Berkah" Waste Bank with the Minister of Environment and Forestry Regulation Number 14 of 2021concerning Waste Management in Waste Bank. This purpose of research was used to evaluate thegovernance of the "Berkah" Garbage Bank in Permata Kwangsan Residence, Sidoarjo Regency. This typeof research uses descriptive qualitative which gives an overview of an object under study. The data sourcesused come from primary data sources and secondary data sources. Data collection techniques using themethod of observation, interviews, and documentation. The results showed that the results of theinstitutional structure were scored as effective, service coverage was scored evenly, customers were scoredas responsive, SOP was scored as quite efficient.

Abstract

Kebijakan pengelolaan keuangan desa merupakan salah satu upaya dalam mengatur keuangan desa menjadi lebih tertata. Pengelolaan keuangan desa yang tertata yaitu berdasarkan pedoman dan kemampuan sumber daya dalam mengelolanya. Tujuan dari penelitian ini adalah menganalisis pengelolaan keuangan desa di Desa Canggu dalam studi kasus pembangunan Pujasera Canggu, dengan asas disiplin anggaran. Disiplin anggaran merupakan landasan pengelolaan keuangan yang mengacu pada peraturan yang berlaku. Indikasi disiplin anggaran dalam pengelolaan keuangan desa meliputi tahapan perencanaan, pelaksanaan, penatausahaan, pelaporan dan pertanggungjawaban. Penelitian ini menggunakan metode deskriptif- kualitatif untuk menggambarkan dan menjelaskan data terkait pengelolaan keuangan desa. Teknik pengumpulan data pada penelitian ini melalui wawancara, studi literatur, observasi. Hasil penelitian ini menunjukkan bahwa Desa Canggu Kecamatan Jetis, Kabupaten Mojokerto belum sepenuhnya sesuai dengan Permendagri No. 20 Tahun 2018. Dalam pengelolaan keuangannya belum mewujudkan disiplin anggaran karena adanya kendala yang dihadapi dalam kasus pembangunan Pujasera Canggu salah satunya pada tahap pelaksanaan tidak sesuai target waktu yang ditentukan karena adanya penundaan pembangunan Pujasera Canggu sehingga membuang sumber daya waktu yang tersedia. The village financial management policy is one of the efforts to organize village finances to be more organized. Organized village financial management is based on guidelines and resource capabilities in managing it. The purpose of this research is to analyze village financial management in Canggu Village in a case study of the construction of the Canggu Food Court, with the principle of budget discipline. Budget discipline is the foundation of financial management that refers to applicable regulations. Indications of budget discipline in village financial management include the stages of planning, implementation, administration, reporting and accountability. This research uses descriptive-qualitative methods to describe and explain data related to village financial management. Data collection techniques in this research are through interviews, literature studies, observation. The results of this study indicate that Canggu Village, Jetis Subdistrict, Mojokerto Regency has not fully complied with Permendagri No. 20/2018. In its financial management, it has not realized budget discipline because of the obstacles faced in the case of the construction of the Canggu Food Court, one of which is that the implementation stage does not meet the specified time target due to delays in the construction of the Canggu Food Court, thus wasting available time resources.

Abstract

Kebijakan bantuan laptop gratis di tingkat SD Negeri di Kota Madiun merupakan suatu langkah yang dilakukan pemerintah guna memajukan kualitas sumber daya yang dimiliki dengan memanfaatkan digitalisasi dan berupaya untuk memperkenalkan digitalisasi sejak di bangku SD. Tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan bantuan laptop gratis untuk meningkatkan pembelajaran digital tingkat SD Negeri di Kelurahan Madiun Lor, Kota Madiun. Penelitian ini menggunakan metode penelitian deksriptif dengan pendekatan kualitatif. Fokus penelitian ini pada enam aspek dari model implementasi Van Meter dan Van Horn yaitu standar dan tujuan kebijakan; sumber daya; karakteristik badan pelaksana; komunikasi dan aktivitas pelaksana; kondisi sosial, ekonomi, dan politik; serta disposisi pelaksana. Teknik pengumpulan data dilakukan dengan cara observasi; wawancara dengan informan yang menggunakan metode purposive sampling; serta dokumentasi. Teknik analisis data menggunakan model analisis dari Miles dan Huberman yaitu dengan reduksi data; penyajian data; dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa hanya lima aspek yang terpenuhi dengan baik mulai dari standar dan tujuan kebijakan, karakteristik badan pelaksana, komunikasi dan aktivitas pelaksana, kondisi ekonomi, sosial, politik, serta disposisi pelaksana. Satu aspek yang belum sepenuhnya terpenuhi yaitu aspek sumber daya, dimana ditemukan laporan laptop rusak, jaringan wifi tidak stabil, dan guru yang belum memahami teknologi. Peneliti memberikan saran agar digitalisasi belajar bisa terlaksana dengan baik harus mulai memperhatikan dari aspek sumber daya manusia, pengawasan, hingga fasilitas penunjang yang baik secara menyeluruh di penjuru kota Madiun. The free laptop support policy at the State SD level in Madiun City is a step takeb by the government to advance quality of resources it has by using digitization and striving to introduce digitization since at the SD bench. The aim of this research is to find out the implementation of the free laptop assistance policy to improve digital learning at the State SD level in Kelurahan Madiun Lor, Midiun City. This research uses descriptive research methods with a qualitative approach. The research focuses on six aspects of the Van Meter and Van Horn implementation model: policy standards and objectives; resources; characteristics of implementing bodies; communications and implementing activities; social, economic, and political conditions; and enforcement dispositions. Data collection techniques are observational; interviews with informants using purposive sampling; and documentation. Data analysis techniques use the analytical model of Miles and Huberman, namely with data reduction; data presentation; and conclusion withdrawal. The results of the research show that only five aspects are well met ranging from standards and policy objectives, characteristics of implementing bodies, communications and enforcement activities, economic, social, political conditions, and implementing disposition. One aspect that has not been fully fulfilled is the resource aspect, where it was found to report corrupted laptops, unstable wifi networks, and teachers who have not yet understood technology. Researchers suggest that if learning digitization is to be implemented well, attention should start from human resource aspects, surveillance, to good support facilities thoroughly in the corner of the city of Madiun.

Abstract

Jatim Online Single Submission (JOSS) merupakan program layanan sistem elektronik terintegrasi yang dikelola Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi Jawa Timur dengan tujuan meningkatkan pelayanan investasi di Jawa timur. Penelitian ini bertujuan untuk mendeskripsikan implementasi program layanan Jatim Online Single Submission oleh DPMPTSP Provinsi Jawa Timur. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Adapun fokus pada penelitian ini didasarkan pada teori model implementasi menurut Donald S. Van Meter dan Carl E. Van Horn, yakni enam variable yang berpengaruh terhadap keberhasilan implementasi kebijakan yang meliputi (1) standar dan tujuan kebijakan (2) Sumber daya kebijakan (3) karakteristik agen pelaksana (4) komunikasi antar organisasi (5) disposisi implementor (6) kondisi lingkungan sosial, ekonomi dan politik. Hasil penelitian menunjukkan bahwa program layanan ini telah berjalan dengan baik. Namun, terdapat beberapa tantangan harus dibenahi seperti kurangnya literasi digital masyarakat dan belum optimalnya pelaksanaan sosialisasi program layanan JOSS. Penelitian ini memberikan saran bagi DPMPTSP Provinsi Jawa Timur untuk memaksimalkan sosialisasi program layanan JOSS kepada masyarakat terutama pelaku usaha termasuk melalui sosial media yang dinilai lebih efektif. Abstract East Java Online Single Submission (JOSS) is an integrated electronic system service program managed by the One Stop Investment and Integrated Services Office (DPMPTSP) East Java Province to improve investment services in East Java. This research describes the implementation of the East Java Online Single Submission service program by DPMPTSP East Java Province. This research uses a qualitative approach with a descriptive research type. The focus of this research is based on the implementation model according to Donald S. Van Meter and Carl E. Van Horn, namely, six variables that influence the success of policy implementation, which include (1) policy standards and objectives, (2) policy resources (3) characteristics implementing agencies (4) inter-organizational communication (5) disposition of implementors (6) social, economic and political conditions. The research results show that this service program has run well. However, several challenges must be addressed, such as the need for public digital literacy and dissemination of JOSS service information. This research provides suggestions for the East Java Province DPMPTSP to maximize the dissemination of JOSS service information to the public, especially business actors, including through social media

Abstract

Dalam rangka mewujudkan sistem pelayanan publik yang transparan dan efisien, Bursa Efek Indonesia meneribitkan sistem layanan Electronic Initial Public Offering sebagai bentuk fitur penawaran umum terhadap perusahaan yang akan hadir di bursa saham indonesia. Tujuan penelitian ini adalah untuk menndeskripsikan inovasi layanan Electronic Initial Public Offering. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sumber data penelitian ini adalah pegawai Bursa Efek Regional Jawa Timur. Penelitian ini menggunakan teori pembentukan inovasi dengan indikator Governance and innovation, Sources of Ideas for innovation, Innovation culture, Cappabilites and Tools, Objectives, Outcomes,Drivers, and Obstacles, Collecting Inovation Data For Single Innovations. Hasil penelitian ini menunjukkan bahwa dari aspek Governance and innovation telah berjalan seusai dengan SOP perundang-undangan dalam mengelola sistem layanan E-IPO, dari aspek Sources of Ideas for innovation layanan ini berasal dari kolom kritik pada website, POJK No 41 Tahun 2020, dari aspek Innovation culture menambah proses penawaran umum secara online, dari aspek Cappabilites and Tools para pegawai BEI memiliki sertifikasi profesi, dari aspek Objectives, Outcomes, Drivers and Obstacles untuk memperbesar partisipasi para investor, dari aspek Collecting Inovation data for single Innovations pihak BEI bekerja sama dengan kominitas saham pada universitas dan Jawa Timur. Adapun saran dari penitian ini adalah agar pihak Bursa Efek perlu membuat regulasi terhadap jadwal perusahaan yang akan IPO serta mengembangkan layanan website menjadi aplikasi agar mudah dijangkau kembali oleh para pengguna.

Abstract

The District Integrated Administrative Services (PATEN) aims to improve administrative services to the community. Based on the Regulation of the Minister of Home Affairs Number 4 of 2010 concerning Guidelines for Integrated District Administration Services (PATEN) that the conditions that must be met to organize a PATEN are: Substantive requirements, namely the delegation of part of the authority of the Regent / Mayor to the Head of the District Administrative requirements which include service standards and job descriptions of sub-district personnel, and technical requirements which include facilities and infrastructure, as well as technical implementers. This study examines the implementation of PATEN in the Mulak Ulu sub-district, Lahat Regency. This study uses qualitative research methods with data collection techniques through interviews, observations, and document studies. This study shows the lack of commitment from district agencies to the delegation of authority in the Mulak Ulu district, the lack of support for facilities and infrastructure, and no budget support for the provision of facilities and infrastructure as well as the operational budget. One of the factors that influence the implementation of one-stop administrative services in Mulak Ulu District, Lahat Regency is the lack of readiness of the district government to succeed in the implementation of PATEN.

Abstract

Salah satu langkah penting dalam peningkatan efektivitas pelayanan publik adalah dengan transformasi digital administrasi kependudukan. Inovasi yang diterapkan yaitu program Identitas Kependudukan Digital (IKD) yang memungkinkan masyarakat mengakses dokumen kependudukan secara daring. Salah satu daerah yang melaksanakan inisiatif ini sesuai dengan kebijakan nasional dalam Permendagri Nomor 72 Tahun 2022 adalah Kabupaten Madiun. Program IKD masih harus mengatasi sejumlah tantangan agar dapat terlaksana, antara lain minimnya pemahaman masyarakat tentang IKD, minimnya infrastruktur, dan perangkat digital yang dimiliki masyarakat tidak mendukung. Model implementasi kebijakan George C. Edward III yang mempertimbangkan faktor-faktor seperti komunikasi, sumber daya, disposisi, dan struktur birokrasi akan digunakan dalam penelitian ini untuk mengkaji bagaimana IKD dilaksanakan di Kabupaten Madiun. Metodologi penelitian ini adalah kualitatif deskriptif, sedangkan metode pengumpulan data meliputi studi literatur, observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi IKD di Kabupaten Madiun masih belum optimal. Kesadaran masyarakat terhadap IKD masih rendah, sosialisasi belum efektif, dan infrastruktur teknologi belum merata. Rekomendasi yang diberikan untuk meningkatkan keberlangsungan program IKD yaitu disarankan agar sosialisasi ditingkatkan melalui pendampingan teknis, pembangunan infrastruktur teknologi, dan transparansi pengelolaan anggaran. One important step in increasing the effectiveness of public services is through the transformation of digital population administration. The innovation implemented is the Digital Population Identity (IKD) program which allows the public to access population documents boldly. One of the areas implementing this initiative in accordance with the national policy in Permendagri Number 72 of 2022 is Madiun Regency. The IKD program still has to overcome a number of challenges in order to be implemented, including the lack of public understanding of IKD, lack of infrastructure, and digital devices owned by the community do not support it. The George C. Edward III policy implementation model which considers factors such as communication, resources, disposition, and bureaucratic structure will be used in this study to examine how IKD is implemented in Madiun Regency. The methodology of this research is qualitative descriptive, while data collection methods include literature studies, observations, interviews, and documentation. The results of the study show that the implementation of IKD in Madiun Regency is still not optimal. Public awareness of IKD is still low, socialization has not been effective, and technological infrastructure is not evenly distributed. Recommendations given to improve the sustainability of the IKD program include increasing socialization through technical assistance, development of technological infrastructure, and transparency in budget management.

Abstract

This research is a type of socio-legal research with a qualitative approach that, in collecting data, uses two types of data sources: primary from interviews with informants and secondary obtained from reading book searches and product analysis of applicable laws and regulations related to persons with disabilities. This study aims to determine the extent to which the fulfillment of the right to work for persons with disabilities has been carried out in the City of Surabaya by the City Government through the performance of authorized regional institutions and the underlying legal products. This research is a topic that is quite important and has urgency today because, considering the increasingly rapid current of modernization now, it does not necessarily improve the quality of fulfilling human rights (HAM), especially for people with disabilities, who often receive discrimination from the surrounding environment, especially in the field of work. In the field of work, persons with disabilities have the same rights as non-disabled workers, as explained in the 1945 NRI Constitution Article 28D Paragraph (2). A derivative of the reading of the Article of the Constitution is in Law Number 13 of 2003 concerning Manpower, which also discusses employment rights for persons with disabilities. In the future, Local Regulation to protect disabled persons is needed.

Abstract

Performance reporting through the Government Agency Performance Accountability System (SAKIP) represents the responsibility of government agencies to the central government for their annual performance achievements. In accordance with Peraturan Presiden Republik Indonesia No. 29 Tahun 2014, all government agencies, including regional apparatus, are required to implement this system. The implementation is based on strategic planning outlined in the regulation and further reinforced by Peraturan Menteri PAN-RB No. 88 Tahun 2021. Evaluations are conducted to assess the overall execution of the system. This study examines the implementation of SAKIP at the Regional Secretariat of Surabaya City in the context of performance reporting. The research adopts Edward III’s implementation model, which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. A descriptive qualitative method is used, with data collected through interviews, observations, and documentation to provide a comprehensive analysis. Findings indicate that effective communication plays a crucial role in ensuring successful implementation according to established targets. Additionally, resources such as human resource involvement, availability of facilities, and authority significantly impact execution. Disposition, including understanding, commitment, and a positive attitude toward policy, also contributes to success. A well-structured bureaucracy, supported by clear Standard Operating Procedures, facilitates compliance with regulations. However, challenges persist, particularly in the completeness of information presentation, which affects the quality and relevance of performance reporting. This study concludes that successful SAKIP implementation depends on optimal resource management and strong policy commitment. Therefore, improvements in human resource management and policy comprehension are recommended to enhance the effectiveness of SAKIP at the Regional Secretariat of Surabaya City.

Abstract

This study aims to critique the community empowerment program (Prodamas) in Kediri City, Indonesia. Using Carol Bacchi’s What’s the Problem Represented to Be? (WPR) analytical framework, this study explores how the problem of community empowerment is represented in policy documents, as well as how these representations are produced, disseminated, and maintained. This study employs an interpretive qualitative method, utilizing data sources that include local government regulations, case study reports, and the results of semi-structured interviews with residents. The results shows that Prodamas portrays the community as a passive entity that requires motivation to participate, while structural dimensions such as social inequality, local power relations, and limited citizen capacity are not addressed in the policy. This representation produces discursive and institutional effects that strengthen bureaucratic dominance, reduce the meaning of empowerment to procedural activities, and limit citizen agency. This article makes a theoretical contribution by offering a critical analysis of community empowerment programs in the context of developing countries. This article also encourages a shift in the empowerment approach from mere administrative participation to the formation of a more equitable and reflective political space for citizens at the local level.
