Abstract

In the context of rising urban inequality, this article explores the potential of place-based approaches to urban development, using the Prodamas program in Kediri, Indonesia, as a case study. Prodamas is a city-funded initiative that allocates direct funding to neighborhood units (RT) to enable communities to plan and implement development projects tailored to their specific socio-spatial contexts. This study analyzes policy documents and empirical research on Prodamas, illustrating how it applies place-based principles within a decentralized governance framework in the Global South. It offers insights into how this hyperlocal policy mechanism operates effectively, emphasizing the roles of participatory mechanisms, administrative coordination, and institutional adaptation. Prodamas helps people get involved in their community, encourages cooperation between different sectors, and supports local ideas for urban development. This empowers the community in shaping their urban environment. However, it faces governance challenges like limited community capacity, regulatory rigidity, and political vulnerability.. This paper argues that long-term and scalable place-based initiatives require financial commitment and an institutional ecosystem that fosters adaptive learning and power sharing. It deepens the theoretical and practical discourse on how place-based strategies can advance effective and equitable urban governance in complex and decentralized situations.

Abstract

Berdasarkan Renstra Kementerian Desa, Transmigrasi, dan Daerah Tertinggal menyatakan bahwa isu strategis yang masih menjadi permasalahan salah satunya adalah kurangnya kapasitas sumberdaya manusia perdesaan yang unggul. Selain itu, Diantara potensi sumberdaya manusia pedesaan adalah kelompok perempuan. Hal ini sejalan dengan sasaran rencana pembangunan yang terdapat dalam dalam RPJM 2005-2025 adalah meningkatkan kualitas sumber daya manusia termasuk peran perempuan dalam pembangunan. Permasalahan yang ada adalah lemahnya partisipasi perempuan yang kurang di dalam kebijakan publik khusunya dalam perencanaan pembangunan desa. Minimnya peran kelompok perempuan dalam kebijakan publik terlihat mulai dari proses perencanaan hingga proses evaluasi kebijakan. Metode yang diterapkan dalam Pengabdian Kepada Masyarakat ini adalah dalam bentuk pemberian pelatihan yang bersifat teori dan praktek kepada kelompok perempuan dan aparatur pemerintah Desa Alasagung, Kecamatan Sugihwaras, Kabupaten Bojonegoro, Jawa Timur. Pemberian pelatihan bersifat teori di lakukan dengan metode ceramah. Berdasarkan hasil pretest dan post test yang didapatkan jika , Nilai mean, minimum, maksimum, dan modus mengalami peningkatan. Pertama mean, rata-rata nilai partisipan naik dari 43 menjadi 55. Kedua minimum, nilai minimum partisipan naik dari 15 menjadi 25. Ketiga maksimum, nilai maksimum partisipan naik dari 60 menjadi 70. Dan Keempat adalah modus, nilai paling banyak muncul sebelum pretes adalah 45 sedangkan saat ini adalah 65. Melalui pengukuran mean, min, maks, modus, terlihat bahwa tingkat kemampuan partisipan meningkat. Partisipan memahami materi-materi yang sudah disampaikan oleh pemateri.

Abstract

Kajian ini bertujuan mengidentifikasi dan mendeskripsikan wacana pembentukan Provinsi Madura berdasarkan pendekatan kebijakan publik. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara dan studi dokumentasi. Para informan penelitian meliputi para kepala daerah dan jajaran pimpinan di bawahnya, tokoh agama, kalangan akademisi dari dua kampus ternama di Madura (Universitas Trunojoyo Madura dan Universitas Madura), dan Panitia Persiapan Pembentukan Provinsi Madura (P4M). Data yang diperoleh kemudian dianalisis dengan teknik analisis data interaktif Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa wacana pembentukan provinsi Madura belum memenuhi berbagai persyaratan secara memadai. Baik persyaratan material kewilayahan, potensi anggaran, sumber daya manusia, dan pengelolaan sumber daya alamnya. Selain itu, komitmen kelompok elit baik pemerintah dan tokoh masyarakat menindaklanjuti wacana provinsi Madura masih belum solid dan massif hingga menyentuh akar rumput. Sementara, pemerintah Jawa Timur yang dapat melakukan langkah normatifguna mendorong terbentuknya provinsi Madura masih menunggu berbagai persyaratan pembentukan daerah baru dilengkapi terlebih dahulu. Berbagai kondisi ini membuat pembentukan provinsi Madura tampaknya sulit diwujudkan dalam waktu dekat, kecuali terdapat gerakan terobosan dari berbagai pihak yang berkepentingan bagi masa depan Madura.

Abstract

The implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City still faces a number of problems, namely suboptimal facilities and infrastructure, illegal kiosk trading practices, and a decline in the number of consumers after revitalization. The purpose of this study is to describe the implementation of the traditional market revitalization policy at Karah Baru Market in Surabaya City. The research method applied is descriptive qualitative, focusing on six policy implementation indicators according to the Van Meter and Van Horn model, including standards and goals, resources, characteristics of the implementing organization, implementer disposition or attitudes, inter-organizational communication and implementer activities, and social, economic, and political conditions. Data collection in this study was conducted through interviews, observation, and documentation. The data analysis technique uses the Miles and Huberman data analysis model, which includes data reduction, data presentation, and conclusion drawing stages. The research results indicate that five implementation indicators have been optimally executed, while the resource indicator has not been optimally met, particularly regarding human resources and facilities and infrastructure. Therefore, strengthening human resource capacity, improving supervision, and perfecting supporting facilities are necessary to ensure the optimal implementation of the policy to revitalize traditional markets.

Abstract

Population administration services are a form of public service that plays an important role in ensuring the fulfilment of citizens' civil rights. The Tuban Regency Government, through the Population and Civil Registration Office, launched the Cepat Dekat Masyarakat (CEDAK MAS) programme as an innovative service to bring population administration services closer to the community at the sub-district and village levels. This study aims to analyse the implementation of the CEDAK MAS Programme in population administration services in Bangilan Sub-district, Tuban Regency. The research method used is qualitative with a descriptive type. Data was collected through interviews, observations, and documentation, with informants consisting of officials from the Tuban Regency Population and Civil Registration Office, Bangilan Sub-district officials, village officials, and service users. Data analysis was conducted using the interactive model of Miles and Huberman, using George C. Edward III's policy implementation theory, which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the CEDAK MAS Programme in Bangilan Subdistrict has not been optimal. The main obstacles identified are uneven communication with the community, limited human resources and infrastructure to support services, and bureaucratic coordination that is not yet fully integrated. Nevertheless, the implementing apparatus has shown a good level of commitment in running the programme.

Abstract

This study aims to analyze the implementation of Talent Management policies at the Regional Civil Service Agency (BKD) of East Java Province, based on Governor Regulation Number 62 of 2023 concerning Talent Management. Talent management is a key pillar in the merit system transformation to produce competent and competitive civil servants. However, the transition from a conventional system to a digital talent-based system requires complex structural and behavioral readiness. This study uses a descriptive qualitative approach, utilizing George C. Edwards III's policy implementation theory, which consists of four main variables: Communication, Resources, Disposition, and Bureaucratic Structure. The results indicate that Talent Management implementation at the East Java Regional Civil Service Agency (BKD) has been effective but still faces several technical challenges. In terms of communication, information transmission has been carried out extensively through the Si-Master system, although information clarity at the regional apparatus level far from the center of government still needs to be improved. In terms of resources, the availability of digital infrastructure and a capable Assessment Center are key supports, but the number of certified assessors remains limited compared to the civil servant population. The Disposition variable indicates strong support from leadership, driven by incentives in the form of career certainty for high-performing civil servants. Meanwhile, in the bureaucratic structure, the use of digital SOPs has successfully minimized fragmentation between sectors, thus making the process of mapping ASN into the 9-box matrix more transparent and accountable. This study concludes that the integration of the four Edwards III variables into the digital platform is key to the success of the East Java Regional Civil Service Agency (BKD) in implementing an objective succession plan.

Abstract

This study aims to analyze the policy formulation process for the Pasar Besar revitalization program in Pasuruan City, focusing on the stages involved in policy formulation. This study uses a descriptive qualitative approach with interviews with informants and documentation. The results of the study reveal that the Pasar Besar revitalization policy formulation process does not fully conform to the four ideal stages. Of the four stages that should be followed: problem formulation, agenda process, alternative formulation, and policy determination, only two stages were carried out by policy makers in policy formulation, namely problem definition and policy determination. The results of the study reveal that at the problem definition stage, the Department of Industry and Trade defines the main problem as damage and unsuitability of market facilities and infrastructure, which has reached 70 percent, thus not complying with the Indonesian National Standard (SNI) for traditional markets. At the policy-making stage, the program is established and implemented through the 2022 Regional Work Plan (RKPD) of the Department of Industry and Trade, with funding provided through financial assistance to the provincial government. Several issues related to the market revitalization program policy formulation process include: the need to expand policy alternatives into several alternative options, such as considering partial or total market revitalization, and the need for alternative marking, such as gradual revitalization or making small but consistent improvements.

Abstract

Digital Population Identity (Identitas Kependudukan Digital/IKD) is a national policy aimed at supporting the digital transformation of population administration to improve the quality of public services. This study aims to analyze the implementation of the IKD policy in Mojokerto City using the policy implementation framework of Van Meter and Van Horn. This research employs a qualitative descriptive approach, with data collected through observation, interviews, and documentation, and analyzed using the Miles and Huberman model. The results indicate that the implementation of IKD has been carried out but has not yet been optimal. Policy standards and objectives have been clearly established; however, the achievement of IKD activation targets has not met the predetermined goals. Human resources and infrastructure are relatively adequate, but technical problems in the application and low levels of digital literacy among the community remain challenges. Policy socialization has not reached all segments of society evenly. These findings suggest that the success of IKD implementation is influenced not only by clear standards and sufficient resources, but also by implementers’ disposition and the social readiness of the target community.

Abstract

Digital transformation in public services is a local government strategy to improve the effectiveness, efficiency, and transparency of services. The Surabaya City Government implemented the Surabaya Single Window (SSW) Alfa as an integrated electronic-based licensing and non-licensing service system. This study aims to evaluate the implementation of the SSW Alfa Program at the Menur Public Service Center (SPP) in Surabaya City. The study used a qualitative approach with data collection techniques through observation, interviews, and documentation. Research informants consisted of the Head of SPP Menur, service officers, and community users of SSW Alfa services. The program evaluation analysis used William N. Dunn's policy evaluation criteria, including effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results showed that from the aspects of effectiveness and efficiency, SSW Alfa was able to accelerate the licensing process and save time and service costs. However, from the aspects of adequacy and equity, the program has not fully reached all community needs, especially related to digital literacy and service access. In terms of responsiveness, services are still not optimal due to slow responses to public complaints. Meanwhile, from the aspect of accuracy, SSW Alfa is considered to be in line with community needs and the direction of Surabaya City's e-government policy. This study recommends improving public digital literacy, enhancing officer responsiveness, and enhancing the system so that all services can be accessed digitally without the applicant's physical presence.

Abstract

The agricultural sector is a vital pillar in maintaining food security and enhancing the livelihoods of rural communities. In an effort to improve agricultural productivity, the Government of Lamongan Regency, through the Food Security and Agriculture Agency (DKPP), has implemented the Agricultural Facilities and Infrastructure Provision and Development Program. This program is designed to strengthen agricultural production capacity by supporting the availability of farming machinery, improving irrigation networks, and developing farm access roads. Despite its strategic importance, the program’s implementation continues to encounter various obstacles, including constrained budget availability, unequal distribution of agricultural facilities, reliance on rain-fed irrigation systems, substandard farm road infrastructure, and limited intensity of agricultural extension services. This research aims to examine the implementation of the Agricultural Facilities and Infrastructure Provision and Development Program in Sukodadi Village, Sukodadi District, Lamongan Regency. The study adopts a qualitative descriptive approach, utilizing data collected through in-depth interviews, direct field observations, and document review. Analysis is conducted using the Van Meter and Van Horn policy implementation framework, which emphasizes six key variables: policy standards and objectives, resource adequacy, characteristics of implementing organizations, inter-organizational communication, implementer disposition, and social, economic, and political conditions. The results reveal that although policy standards and objectives are well defined, program execution remains suboptimal due to limited resources and insufficient institutional support at the operational level. Consequently, stronger coordination among implementing actors and improved resource optimization are necessary to achieve more effective and sustainable agricultural development outcomes.
