Abstract

This research aimed to investigate the relationship between perceived ease of use (PEU), perceived usefulness (PU), and task interdependence (TASKINT) on employees’ work performance. Technology acceptance model (TAM) was used as a theoretical perspective to explore technology adoption in the context of employees in higher education using electronic asset management (EAM). Moreover, a quantitative method was used to explain the causality of the relationship between the variables, and a total of 380 respondents were determined as the sample. The results showed that PEU and usefulness had a significant effect on TASKINT. Even though PEU and TASKINT had a significant effect on employees’ work performance, PU did not have a significant effect. In addition, the results showed TASKINT significantly mediated the relationship between perceived ease of use, usefulness, and employees’ work performance. These findings imply that enhancing the ease of use and fostering TASKINT can lead to improved employee performance when adopting new technologies. For higher education institutions (HEI), focusing on user-friendly systems and promoting collaborative tasks can maximize the benefits of technology implementation on work performance.

Abstract

Reformasi 1998 menjadi tonggak penting dalam memperkuat tata kelola pemerintahan di Indonesia, termasuk melalui pembentukan Ombudsman Republik Indonesia (ORI) sebagai lembaga independen pengawas pelayanan publik. Peraturan Ombudsman Nomor 26 Tahun 2017 mengatur tata cara penerimaan, pemeriksaan, dan penyelesaian laporan maladministrasi. Namun, implementasinya di tingkat daerah, khususnya di Perwakilan Ombudsman Provinsi Sumatera Selatan, menghadapi berbagai kendala. Penelitian ini bertujuan menganalisis implementasi peraturan tersebut dengan menyoroti tingkat kepatuhan administratif, kelancaran fungsi rutin, serta dampaknya terhadap pelayanan publik. Metode penelitian yang digunakan adalah kualitatif deskriptif, melalui wawancara dengan aparat Ombudsman dan pelapor masyarakat, serta analisis dokumen pendukung. Hasil penelitian menunjukkan bahwa meskipun prosedur penerimaan, pemeriksaan, dan penyelesaian laporan telah sesuai regulasi, pelaksanaannya sering melebihi batas waktu ideal akibat keterbatasan sumber daya manusia, anggaran, serta kurangnya respons dari instansi terlapor. Kondisi ini berdampak pada efektivitas penyelesaian laporan, meski masyarakat tetap menilai kehadiran Ombudsman positif sebagai saluran pengaduan publik. Penelitian ini merekomendasikan penguatan kelembagaan melalui penambahan personel, digitalisasi sistem kerja, serta penguatan regulasi yang memberikan sanksi lebih tegas bagi instansi yang tidak kooperatif.

Abstract

Penelitian ini membahas model tata kelola kolaboratif dalam implementasi Proyek Strategis Nasional (PSN) di Kabupaten Musi Banyuasin, Indonesia. Fokus utama penelitian ini adalah mengidentifikasi tantangan yang dihadapi dalam pembangunan infrastruktur, seperti pembebasan lahan, dampak sosial-ekonomi, serta potensi penyalahgunaan wewenang dan korupsi. Melalui pendekatan tata kelola kolaboratif, yang melibatkan berbagai pemangku kepentingan, penelitian ini bertujuan untuk mengoptimalkan pengelolaan proyek strategis agar lebih efisien dan tepat waktu. Metode yang digunakan adalah analisis kualitatif dengan studi kasus di Kabupaten Musi Banyuasin, di mana data dikumpulkan melalui wawancara dan dokumentasi terkait implementasi proyek PSN. Hasil penelitian menunjukkan bahwa tata kelola kolaboratif dapat meningkatkan transparansi, akuntabilitas, serta mempercepat pencapaian tujuan pembangunan. Kesimpulannya, model kolaboratif ini merupakan solusi yang efektif untuk mengatasi masalah-masalah yang dihadapi dalam pengelolaan proyek strategis di Indonesia.

Abstract

This study examines the reconstruction of public accountability in evidence management within law enforcement institutions through a relational–systemic governance perspective. The study employs a qualitative case study approach conducted at the Public Prosecutor’s Office of Palembang. Data were collected through in-depth interviews, observation, and document analysis involving prosecutors, evidence officers, administrative personnel, and institutional supervisors directly engaged in evidence management processes. The analysis focused on four principal accountability dimensions consisting of actors, objects, forums, and interaction mechanisms. The results reveal that accountability practices in evidence management remain predominantly procedural, hierarchical, and compliance-oriented. Accountability mechanisms mainly emphasize administrative reporting, inventory control, and procedural conformity, while broader dimensions such as transparency, public trust, collaborative governance, responsiveness, and organizational learning have not yet been optimally integrated. The findings further show that fragmented coordination among institutional actors, limited participatory accountability forums, and rigid bureaucratic communication mechanisms weaken accountability effectiveness and reduce institutional adaptability. This study develops the Relational–Systemic Accountability Model Based on Public Service (ARS–PP Model), which integrates collaborative institutional responsibility, public value orientation, participatory accountability forums, and adaptive interaction mechanisms into a unified accountability framework. The findings suggest that accountability effectiveness in evidence management depends on institutional integration, collaborative governance capacity, adaptive coordination systems, and public-oriented governance transformation.

Abstract

This study aims to analyze the implementation of collaborative governance in sport tourism management and its contribution to local economic development in Musi Banyuasin Regency. This research employs a qualitative approach with a case study design using interviews, observations, and documentation. The findings indicate that sport tourism has contributed to local economic activities, including increased business opportunities and local income, although the impacts remain temporary and unevenly distributed. From a governance perspective, collaborative governance has involved government, private sector, and community actors, yet it has not been optimally implemented. Key challenges include weak alignment of goals, dominance of leadership, ineffective communication, and limited resource sharing. This study proposes an enhanced collaborative governance model by incorporating the Interaction and Involvement Actor (IIAT) dimension to strengthen actor interaction and participation. This model is expected to improve the effectiveness and sustainability of sport tourism management.

Abstract

This study aims to analyze institutional dynamics in village empowerment and to formulate an institutional strengthening model based on public value in Banyuasin Regency. A qualitative approach with a case study design was employed to explore interactions among actors, values and norms, and institutional practices in village empowerment. Data were collected through in-depth interviews, observations, and document analysis involving key stakeholders at the village and local government levels. The findings indicate that village empowerment remains dominated by administrative orientation, with limitations in human resource capacity, low community participation, and weak internalization of public values. At the same time, opportunities for institutional strengthening emerge from resource availability, local potential, and multi-actor collaboration. This study proposes an institutional strengthening model that integrates structure, values, actors, and participatory processes to generate public value in the form of improved welfare, service quality, and public trust.

Abstract

This research is motivated by the complexity of the formulation of the Regency/City Minimum Wage (UMK) policy in East Java Province, which is not only technocratic but also influenced by political dynamics and multi-actor interactions. The determination of the UMK as stipulated in East Java Governor Regulation Number 75 of 2022 and Number 78 of 2023 demonstrates the strategic role of the governor not only as a policymaker but also as a policy advocate in bridging the interests of workers and business actors. This study aims to analyze the UMK policy formulation process, the role of the governor, interaction patterns between actors, and factors influencing policy quality. The research method used is a descriptive qualitative approach with a literature study technique. Data were obtained from policy documents, academic literature, and relevant empirical media sources. Data analysis was carried out through data reduction, data presentation, and drawing conclusions using the theoretical framework of policy formulation, the Multiple Streams Framework (MSF), the Advocacy Coalition Framework (ACF), and a multi-actor governance approach. The research findings indicate that the formulation of MSE policy in East Java is the result of dynamic interactions between the government, labor unions, and business actors, involving negotiation and political compromise. The governor plays a crucial role as a policymaker and advocate in maintaining a balance of interests and the stability of industrial relations. Technocratic factors such as inflation and economic growth, as well as political factors such as interest group pressure, simultaneously influence policy decisions. However, transparency and accountability in the policy formulation process still need to be improved. This research recommends a participatory, transparent, and adaptive model for MSE policy formulation through strengthening tripartite dialogue, utilizing open data, and optimizing the roles of the governor and the Regional People's Representative Council (DPRD) in multi-actor policy governance.

Abstract

This study examines policy and governance in post-mining village development to support the Sustainable Development Goals (SDGs) in Bangka Regency. Using a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis involving government officials, village leaders, facilitators, community representatives, beneficiaries, and mining companies. Data were analyzed using the Miles, Huberman, and Saldaña interactive model. The findings indicate that post-mining village development has progressed through the stages of agenda setting, formulation, adoption, and implementation. However, implementation remains suboptimal due to the absence of a comprehensive policy specifically regulating post-mining village development. Governance practices reflect actor interdependence, resource exchange, shared rules, and network autonomy, but are constrained by weak coordination, limited institutional capacity, dependency on corporate support, and insufficient environmental integration. Supporting factors include government commitment, community participation, village facilitators, Village SDGs, CSR programs, and social capital. The study proposes the Collaborative Sustainable Post-Mining Village Governance (CSPMVG) Model, integrating policy processes, collaborative governance, and sustainable development principles.
