Abstract

In exploiting the potential of fisheries as a place to develop aquaculture activities can be carried out in sea waters and public waters. West Sumatra has an area of public waters of 69,806.78 ha consisting of rivers, lakes, swamps, ponds and others. Of this area, only 3,100 ha have potential for aquaculture in public waters. In the development of aquaculture there are many aquaculture activities such as floating net cage (FNC) cultivation. In this activity the Exchange Rate is used to determine the welfare of the cultivators. This research activity was carried out in September 2022 at Lake Maninjau Nagari Tanjung Sani. The research method used is a survey method by making direct observations. Data were analyzed using SPSS 26. The results showed that the exchange rate of fish farmers in Nagari Tanjung Sani in 6 plots was 133, 8 plots was 138 and 10 plots was 141 > 100, meaning that fish farmers had higher income than expenses or experienced a surplus. The fish farmer exchange rate (FFER) of Danau Maninjau Nagari Tanjung Sani is strongly influenced by cultivation income, non-cultivation income, cultivation expenditure and non-cultivation expenditure. The biggest influence is cultivation income of 81.5% followed by non-cultivation income of 5.5% because the influence is positive. Meanwhile, cultivation expenditure and non-cultivation expenditure have a negative effect and reduce fish farmer exchange rates.

Fourfinger threadfin fish is the main fishery commodity and has high economic value, thus encouraging the sustainable use of Fourfinger threadfin resources. This research aims to analyze the product flow, information, and finance mechanism in the supply chain of fourfinger threadfin (Eleutheronema tetradactylum) from Tanah Merah Village, Tanah Merah District, Indragiri Hilir Regency. The method used was in-depth interviews with a qualitative approach. The research results show that the flow of fourfinger threadfin fish products is spread across four provinces on the island of Sumatra. The payment systems used are cash, bank transfers, and loans. The selling price of delighted fish at the fisherman level is IDR 45.000/kg, and at the end consumer IDR 55.000-70.000/kg. Five Senangin fish supply chain entities, namely fishermen, fishermen, collectors, retailers, and final consumers form 3 chain patterns. The longest chain involves five entities and the shortest three entities. The farmer's share value for fishermen is relatively high at over 60%, with the highest value in chain three at 81.8%, indicating the most efficient chain. The product, financial, and information flow mechanisms have been running well. Funding for fishermen's enterprises is sourced from various channels. This research was conducted in May 2024 in Kuala Indragiri District, Indragiri Hilir Regency, Riau Province. The research has two objectives: first, to describe the procedures for funding fishermen's enterprises. The second objective is to determine the influence of funding procedures and the socio-economic conditions of fishermen on the decision to borrow from non-formal sources. The sample consisted of 79 fishermen from 3 villages selected using the purposive sampling. Data collection was done through interviews, documentation, and questionnaires. Data analysis was conducted using Descriptive Analysis and Multiple Linear Regression. The results of the descriptive analysis show that the procedures for funding fishermen's enterprises can be sourced from self-funding, family, and non-formal sources referred to as "container", with a value of 3.94 categorized as easy. The multiple linear regression analysis results yielded the equation Ŷ = 17.465 + 0.477X1 - 0.306X2. The research results indicate that funding procedures positively and significantly impact the decision to borrow from non-formal sources. Meanwhile, socio-economic conditions negatively and significantly affect the decision to borrow from non-formal sources. There is a positive and significant simultaneous influence between funding procedures and socio-economic conditions on borrowing from non-formal sources. The variable model can predict borrowing decisions from non-formal sources by 52.2%, with 47.8% influenced by other variables
