Abstract

The organizational capability of the Local Office of Agriculture and Food Plantation for improving the rice commodity production in Subang Regency year 2016-2018 had not been suitable yet with the plan of the Local Government of Subang Regency as regulated in the Local Regulation No. 14/2014 concerning the Local Middle Term Development Plan of Subang Regency Year 2014-2018 in order to increase the rice commodity production from 1.1 million ton to 1.6 million ton. The aim of this research is to describe the organizational capability of the Local Office of Agriculture and Food Plantation for improving the rice commodity production. The method of this research is descriptive. This research uses the primary and secondary data. The data of this research is qualitatively analyzed. The results of this research indicate that the organizational capability for improving the rice commodity production could not develop the new irrigation and optimize the rice field land yet. Moreover, the rice plantation time planned three times a year was not achieved because of the lack of water supply. Consequently, the achievement of rice commodity production in last 2018 was only 1.3 million ton. The knowledge and skills of the civil servants at field could not be practiced yet. The organizational capability had not been suitable yet with the program of irrigation reconstruction and the supporting infrastructures. Therefore, the Local Office of Agriculture and Food Plantation and other local organizations related to the agricultural sector had not optimally co-operated yet.Keywords: Organizational Capability, Rice Commodity, Agriculture and Food Plantation.

Abstract

The score of 1.63 makes Bandung Regency an area with a high risk of Covid transmission. The compacted value is based on the growth of new clusters in the community with a small scope. The condition of the Bandung district is not good and tends to get worse. Responding to cases requires community involvement with community participation, especially through community institutions. However, with the many aktors involved, it is difficult to carry out Partnership, especially the temporary regional task force and flexible organization. The purpose of this research is to describe the process of Partnership that occurs in the regional task force in Ibun sub-district. Collaborative research in managing the risk of Covid transmission using qualitative methods with a descriptive approach. Methods of collecting data using interviews, observations and literature that are adjusted to the data taken. The analysis technique is through triangulation of data and sources. The results of the research are the Partnership carried out by the regional task force in Ibun subdistrict with the variation of the work relationship process from the regional task force, Partnership is more effective and everyone can carry out work relationships according to the needs of the Partnership. However, several problems were found, such as lack of initiative, lack of awareness, and pandemic burn out that affected the psychological aspect, so it can be concluded that the Partnership between the regional task force in tackling has been carried out well but has not been maximized, because it is very difficult to manage the collaboration process when faced with multiple aktors. and implemented at the community level.   Keywords         : Partnership, Covid Management, Regional Task Force

Abstract

Kebijakan zonasi merupakan salah satu dari kebijakan pendidikan yang digunakan pada Penerimaan Peserta Didik Baru (PPDB) di setiap jenjang pendidikan formal dimulai dari SMPN sampai dengan SMAN/SMKN di Indonesia. PPDB adalah Penerimaan Peserta Didik Baru pada Taman Kanak-Kanak/Raudhatul Athfal, Sekolah Dasar/ Madrasah Ibtidaiyah, Sekolah Menengah Pertama/Madarasah Tsanawiyah yang dilaksanakan pada awal tahun ajaran baru.

Abstract

Pelayanan Terpadu Satu Pintu sebagai salah satu wujud dari keinginan pemerintah untuk merubah kinerja pelayanan yang selama ini tidak memberikan layanan yang prima. Pelayanan Terpadu Satu Pintu di Unit Layanan Terpadu Kementerian Pendidikan Dan Kebudayaan merupakan pelayanan terpadu satu pintu yang memberikan layanan non-perizinan. Penelitian ini menggunakan metode SMS (System Mapping Study) dan SLR (System Literatur Review) untuk mengetahui Kepuasan Masyarakat dengan menggunakan Indeks Kepuasan Masyarakat berdasarkan pada Peraturan Kemenpan R&B No 25 Tahun 2004, tentang  Indeks Kepuasan Masyarakat (IKM).  One Stop Integrated Service as a form of the government's desire to change the service performance that has not provided excellent service. One Stop Integrated Service in the Integrated Service Unit of the Ministry of Education and Culture is a one-stop integrated service that provides non-licensing services. This research uses the method of SMS (System Mapping Study) and SLR (System Literature Review) to know Satisfaction of Society by using Satisfaction Index of Community based on Regulation of Kemenpan R & B No. 25 Year 2004, about Satisfaction Index (IKM).

Abstract

The research’s title is The Influence Of Social Environment on Implementation Effective-ness of Spatial Utilization Planning (RTRW) in Bandung City (A Study on Spatial Utilization inNorth Bandung Area)”. RTRW should be a guidance on regulating spatial utilization. In fact, NorthBandung area, which supposed to be a water conservation has be changed with more developingof building. This condition has influenced of social environment and task environment. To analyzeto all problem above, Structural Equation Modeling (SEM) analysis is used . this research also useinterview method with intellectual, practices and local population. The result shows that theinfluence of social environment in implementation effectiveness of RTRW in Bandung City issignificant. That means a conservation or devastation is depended with two environment aspect.With positive influence from, sustainable spatial utilization should be better. But, if the influence isnegative, spatial will be more devastated. Increasing physical development shows a negative influ-ence, so RTRW not protected maximally. Abstract

Penelitian ini mengenai perumusan strategi dalam mengelola Pasar Tradisional di Kabupaten Sumedang. Permasalahan Pasar Tradisional di Kabupaten Sumedang adalah dalam perumusan strategi masih belum sepenuhnya mengikuti perkembangan kondisi dan situasi faktual, masih rendahnya pengetahuan para pengusaha/pedagang mengenai produk dan strategi pemasaran dan revitalisasi pasar tradisional hingga saat ini ternyata belum mampu memberikan daya saing terhadap pasar modern. Dalam membahas perumusan strategi pengelolaan Pasar Tradisional di Kabupaten Sumedang mencoba menggunakan tahapan dalam manajemen strategis yang mengacu pada salah satu elemen dari empat elemen dasar dari manajemen strategis menurut Hunger dan Wheelen (2003: 4), bahwa manajemen strategi mencakup pengamatan lingkungan, perumusan strategi, implementasi strategi, serta evaluasi dan pengendalian. Metode yang digunakan dalam penelitian ini adalah menggunakan pendekatan kualitatif, karena metode ini dapat memahami dinamika dan makna perumusan strategi pengelolaan Pasar di Kabupaten Sumedang. Hasil penelitian menunjukan bahwa perumusan strategi pengelolaan Pasar Tradisional di Kabupaten Sumedang pada saat ini belum sesuai dengan elemen pada manajemen strategis secara utuh, dimana dalam merumuskan dan menetapkan strategi, para pimpinan belum memiliki analisis yang tepat tentang kekuatan dan kelemahan yang dimiliki oleh Pemerintah Kabupaten Sumedang pada khususnya Dinas Koperasi, UKM, Perdagangan dan Perindustrian Kabupaten Sumedang itu sendiri, serta belum memberdayakan keunggulan yang dimiliki Pemerintah Kabupaten Sumedang yang dikaitkan dengan tantangan lingkungan, dan belum sepenuhnya dirancang untuk memastikan bahwa tujuan utama pengelolaan Pasar Tradisional di Kabupaten Sumedang dapat dicapai melalui pelaksanaan yang tepat oleh Dinas Koperasi, UKM, Perdagangan, dan Perindustrian Kabupaten Sumedang.Kata kunci: perumusan startegi, pengelolaan pasar tradisional.

Abstract

This research is about observing the environment in managing Traditional Markets in Sumedang Regency. Problems involving external analysis are characterized by a lack of representation of facilities and infrastructure and limited storage of work documents, while internal analysis is characterized by assigning tasks to employees that are not based on the competencies of each employee. The theory used refers to the stages in strategic management that refer to one element of the four basic elements of strategic management, namely environmental observation. The method in this study uses a qualitative approach. The results showed that in the external analysis aspect carried out by the Department of Cooperatives, Small and Medium Enterprises, Trade and Industry of Sumedang Regency, not yet fully able to analyze the external conditions, namely the work environment and social environment in the Cooperative, Small and Medium Enterprises, Trade and Industry Sumedang Regency is to be used as a strength or carrying capacity in the implementation of strategic management of Traditional Market management in Sumedang Regency, marked by facilities and infrastructure to support a limited working environment and social environment that still leaves social problems from the weak handling of garbage and placement of street vendors. While internal analysis on cultural aspects must be improved in terms of employee work discipline and human resource competencies must be improved according to work completion requirements.

Abstract

The North Bandung Area (KBU) is experiencing rapid development, despite its designation as a water conservation area. This designation holds potential for reforestation and benefits the ecological interests of the local community and downstream areas. However, despite the implementation of binding policies aimed at preserving the area, it is evident that damage has occurred. This research adopts a qualitative approach with descriptive methods to investigate the reasons behind this phenomenon. The research findings indicate a continuous weakening of social supervision, attributed to changes in community orientation and a lack of courage to protect the environment. The community's involvement in social supervision could be improved, but the weakening government protection exacerbates the situation. Consequently, the neglect persists, and some individuals exploit the situation for their own interests.

Abstract

This research raises the issue of sexual violence in several countries by looking at how the government responds to it. This research also collects recommendations for the government and what approaches are appropriate to the problems that occur. The research method in this paper uses a systematic literature review originating from the Scopus database without extracting documents in all countries. As a result, there are 11 journal articles related to the government's response to cases of sexual violence in several countries, including New Zealand, Australia, Nigeria, South Africa, Greece, Korea and several other countries around the world. This article aims to look at the trend of research publication related to cases of sexual violence around the world. In cases of sexual violence, there are different background problems in each country, such as those resulting from cases of slavery, terrorism, the Covid-19 pandemic to migration. There are very few articles that raise the issue of the government's response to cases of sexual violence, so more research is needed in the future.

Abstract

Collaborative Governance terms become a phenomenon in the private sector and the public sector. Collaborative Governance is conceptualized as public governance in decision-making processes and actions that involve actors from government and other sectors. Collaborative development Governance plays an important role in solving public problems, especially on economic and environmental issues. The method used in seeing the development of the concept Collaborative Governance is carried out using the bibliometric analysis method. This research provides knowledge and makes recommendations for journal readers and writers who can become references by adjusting the issues chosen. This research highlights the trend of research collaborative Governance is seen from the authors and journals that have written the most regarding collaborative concepts governance. The results of this study indicate the writing of articles about the concept collaborative Governance fluctuates every year. The biggest contributor to concept thinking collaborative governance seen from the highest number of citations namely Kirk Emerson a researcher from the University of Arizona. Collaborative governance as a concept from 2020 to 2023 has trending contextual issues related to Covid-19, air pollution, cities, environmental governance and urban development. The productivity of international journals is related to the concept collaborative governance namely the Journal of Public Research Administration.
