Abstract

The implementation of infrastructure development in the regions continues to experience obstacles despite the conception of PPP. Obstacles as contained in PPP in the regions can occur considering the cost of PPP in the regions is not as large as PPP in the central government and in connection with this, a conception of Small Scale PPP is needed that can be implemented by the Regional Government so that later development in the regions can be carried out with the PPP mechanism. The implementation of small-scale PPP in the regions is certainly inseparable from legal politics because it is legal politics that can determine the direction of policy. In connection with this, the author wants to conduct an analysis with the formulation of the problem in the form of How is the Influence of Legal Politics in the Implementation of Small-Scale Business Entity Government Cooperation of Local Governments? The results of this study are that small-scale PPP is strongly influenced by legal politics where legal politics in this case not only directs the course of infrastructure development with the PPP scheme, but also serves as a safeguard for the interests of all parties involved, including contractors, investors, and affected communities.

Abstract

This study aims to analyze the implementation of business licensing policies in Purwakarta Regency, particularly following the enactment of Regional Regulation Number 2 of 2024 concerning the Administration of Business Licensing. This policy is intended to simplify licensing procedures and improve the regional investment climate in alignment with national government policies through Government Regulations Number 5 and 6 of 2021. The study employs a qualitative descriptive method with a case study approach in Purwakarta Regency. Data collection techniques include literature review, field studies through interviews, observation, and document analysis. Data validity is tested using triangulation techniques. The research findings, based on the theoretical framework of Puentes-Poloche et al. (2023) on e-government and digital governance policy studies, indicate that although the licensing process is conducted digitally through the Online Single Submission (OSS) system and online licensing applications (GASPOL and SIMBG) have been implemented, several challenges remain. These include limited understanding of the digital system among business actors—particularly MSMEs—insufficient infrastructure, and coordination barriers with relevant agencies. On the other hand, continuous improvement efforts have been made by the local government, such as enhancing human resource capacity and conducting public outreach on the policy. This study recommends the need for stronger synergy between central and local governments, as well as the strengthening of institutional capacity among local agencies to support the effective implementation of business licensing policies at the regional level.

Abstract

Effective asset management is essential for enhancing operational efficiency and achieving sustainable development within local governments in Indonesia. This study explores key challenges in asset management, focusing on governance, planning, and policy evaluation. Several critical issues are identified: fragmented governance, insufficient transparency and coordination, outdated asset inventories, and misalignment between asset management practices and broader development goals. Policy evaluation mechanisms are also inadequate, failing to measure asset utilisation effectively. These challenges lead to inefficiencies in resource allocation, underutilisation of assets, and missed opportunities for local economic growth. The findings align with Sustainable Development Goals (SDGs), particularly SDG 11 (Sustainable Cities and Communities), which promotes efficient resource use, and SDG 9 (Industry, Innovation, and Infrastructure), which supports enhanced infrastructure management. Addressing these goals enables local governments to align asset management strategies with broader sustainability objectives, fostering equitable growth and long-term development. Through a qualitative literature review, this study analyses data from government reports and prior research to highlight these challenges and propose solutions. An integrated approach—aligning governance frameworks, improving asset management planning, and strengthening policy evaluation—can overcome the identified barriers. By adopting this model, local governments can optimise asset management, leading to improved efficiency, better resource utilisation, and sustainable development. Future research should explore applying this framework across regions in Indonesia to validate its effectiveness.

Abstract

Government policies in supporting the management of fishery and marine resources based on the Blue Economy have one of the priority programs, namely the development of environmentally friendly aquaculture in freshwater, brackish and marine waters. Policies are made in the form of cultivation village development activities. The development of seaweed cultivation villages in Southeast Maluku is a policy made to support increased production and maintain the preservation of germplasm, especially seaweed which is considered to have high quality. The development of seaweed cultivation in Southeast Maluku is supported by the high potential it has but with a low utilization rate and this has an impact on the small production of seaweed in Southeast Maluku in supporting national seaweed production. This study aims to find out the process of implementing the seaweed cultivation village policy in Southeast Maluku. The research method used is qualitative descriptive, namely through observation, interviews and documentation studies from journals, reports and news media relevant to the research topic. The results of the research obtained are that the implementation of the seaweed cultivation village policy in Southeast Maluku has not been running optimally, sustainability factors with environmentally friendly cultivation have been implemented but have not been fully implemented, downstream is still constrained by the absence of investors and the cooperation of related parties in advancing the seaweed industry in Southeast Maluku,

Abstract

This research aims to deepen our theoretical understanding of buying and selling activities through online platforms, specifically e-commerce. From a practical perspective, Indonesia lacks comprehensive laws and regulations concerning electronic transactions. This research will involve a qualitative approach centered on a literature review that examines books, literature, notes and reports relevant to the research problem. Researchers can access and utilize data directly without conducting fieldwork by leveraging existing library resources. The Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 was enacted in response to concerns raised by local MSMEs about a decline in their business turnover due to the presence of TikTok Shop, a social-commerce platform. The government needs to continue to monitor and evaluate the implementation of this regulation and understand the impact between business actors and the government so that it becomes an effective tool to encourage growth and innovation in Indonesian digital trade. The contents of the Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 concerning prohibiting TikTok Shop and other social media only from operating as online shop services are clear.

Abstract

To discuss and analyze the financial management of the local government of Bogor Regency using the concept of public accountability and public choice theory is the purpose of this paper. Furthermore, this writing is to see how the local government of Bogor Regency can be accountable in the process of managing its regional finances which is expected to be more efficient and effective so that the administration of government can be carried out properly (good governance). Qualitative descriptive research methods are used in this study, by applying Mueller's theory of public choice and Ellwood's concept of public accountability which includes; legal accountability and honesty, managerial accountability, program accountability, policy accountability and financial accountability. The results of the study show that the Bogor Regency Regional Government has mostly implemented legal accountability and honesty, managerial, programmatic, policy and financial systems. Financial management is carried out by adhering to the provisions of applicable regulations and prioritizing the principles of transparency and integrity through various mechanisms such as training, job rotation, online application on the website and periodic financial reporting. However, there are still a number of obstacles, especially related to the limitations of human resources (HR) and budgets, policy changes and obstacles, which affect the implementation of policies and optimal financial management.
