Abstract

Government policies in supporting the management of fishery and marine resources based on the Blue Economy have one of the priority programs, namely the development of environmentally friendly aquaculture in freshwater, brackish and marine waters. Policies are made in the form of cultivation village development activities. The development of seaweed cultivation villages in Southeast Maluku is a policy made to support increased production and maintain the preservation of germplasm, especially seaweed which is considered to have high quality. The development of seaweed cultivation in Southeast Maluku is supported by the high potential it has but with a low utilization rate and this has an impact on the small production of seaweed in Southeast Maluku in supporting national seaweed production. This study aims to find out the process of implementing the seaweed cultivation village policy in Southeast Maluku. The research method used is qualitative descriptive, namely through observation, interviews and documentation studies from journals, reports and news media relevant to the research topic. The results of the research obtained are that the implementation of the seaweed cultivation village policy in Southeast Maluku has not been running optimally, sustainability factors with environmentally friendly cultivation have been implemented but have not been fully implemented, downstream is still constrained by the absence of investors and the cooperation of related parties in advancing the seaweed industry in Southeast Maluku,

Abstract

This research aims to deepen our theoretical understanding of buying and selling activities through online platforms, specifically e-commerce. From a practical perspective, Indonesia lacks comprehensive laws and regulations concerning electronic transactions. This research will involve a qualitative approach centered on a literature review that examines books, literature, notes and reports relevant to the research problem. Researchers can access and utilize data directly without conducting fieldwork by leveraging existing library resources. The Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 was enacted in response to concerns raised by local MSMEs about a decline in their business turnover due to the presence of TikTok Shop, a social-commerce platform. The government needs to continue to monitor and evaluate the implementation of this regulation and understand the impact between business actors and the government so that it becomes an effective tool to encourage growth and innovation in Indonesian digital trade. The contents of the Peraturan Menteri Perdagangan Nomor 31 Tahun 2023 concerning prohibiting TikTok Shop and other social media only from operating as online shop services are clear.

Abstract

To discuss and analyze the financial management of the local government of Bogor Regency using the concept of public accountability and public choice theory is the purpose of this paper. Furthermore, this writing is to see how the local government of Bogor Regency can be accountable in the process of managing its regional finances which is expected to be more efficient and effective so that the administration of government can be carried out properly (good governance). Qualitative descriptive research methods are used in this study, by applying Mueller's theory of public choice and Ellwood's concept of public accountability which includes; legal accountability and honesty, managerial accountability, program accountability, policy accountability and financial accountability. The results of the study show that the Bogor Regency Regional Government has mostly implemented legal accountability and honesty, managerial, programmatic, policy and financial systems. Financial management is carried out by adhering to the provisions of applicable regulations and prioritizing the principles of transparency and integrity through various mechanisms such as training, job rotation, online application on the website and periodic financial reporting. However, there are still a number of obstacles, especially related to the limitations of human resources (HR) and budgets, policy changes and obstacles, which affect the implementation of policies and optimal financial management.

Abstract

Penelitian ini mengkaji dampak kenaikan Harga Air Baku (HAB) terhadap Pendapatan Asli Daerah (PAD) Kota Padang, dengan fokus pada implikasinya terhadap aspek ekonomi, social, dan lingkungan. Tujuan penelitian ini adalah untuk menganalisis bagaimana kebijakan HAB yang diterapkan melalui Peraturan Gubernur Sumatera Barat Nomor 119 Tahun 2017 memengaruhi pendapatan dari pajak air tanah dan dampaknya bagi masyarakat serta lingkungan. Menggunakan pendekatan kualitatif deskriptif, penelitian ini melibatkan wawancara dengan informan kunci dari pemerintah daerah dan pelaku usaha, serta analisis data sekunder. Hasil penelitian menunjukkan bahwa kenaikan HAB berkontribusi signifikan terhadap peningkatan PAD, khususnya melalui kontribusi pajak air tanah. Secara social, kebijakan ini menimbulkan kekhawatiran di kalangan pelaku usaha, dengan beberapa yang menutup usahanya, sementara yang lainnya menghadapi kesulitan dalam mematuhi peraturan pajak yang menyebabkan terjadinya piutang pajak. Dari segi lingkungan, kebijakan ini menunjukkan bahwa masyarakat masih ketergantungan terhadap air tanah, terutama oleh pengguna berskala besar dan masih terdapat wajib pajak yang tidak menggunakan meteran air tanah, yang menyebabkan ketidakakuratan dalam pelaporan penggunaan air tanah.

Abstract

The purpose of this study is to evaluate policies to accelerate stunting reduction and the challenges of economic approaches. Policy evaluation is an important basis for seeing and assessing a policy or program, namely the policy of accelerating stunting reduction in Gunungsitoli City. This study uses a qualitative method with a case study approach. Data was collected through interviews, literature reviews, and observations. Interviews are conducted by informants, and then the data is processed, and qualitative data analysis is carried out. Based on the results of the research using evaluation indicators that believe in effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy, the implementation has not been optimal or running well based on several criteria, namely the budget from the APBD for policies and programs to accelerate stunting reduction is still limited, access to stunting sufferers is still constrained considering the demographic conditions of the region spread across various regions, the existence of complex socialization So that the delivery of information is not effective and the implementation time of policies and programs is not too much so that the implementation of policies does not run well and the short implementation time makes programs and policies not optimal in terms of their implementation and economic challenges in handling stunting are met with poverty and limited access to nutrition, dependence on external resources, and economic impacts do not last long This stunting results in a decrease in productivity labor force, the burden of regional health increased, and poverty arose.

Abstract

In the discipline of Public Administration, which increasingly acknowledges the crucial role of local wisdom in building responsive governance, this research aims to investigate the process of internalizing the local wisdom value of Mapalus among academic staff at Manado State University, a public higher education institution, with implication for public organizational governance. Using qualitative approach, this study analyzes value communication, cultural understanding, and reinforcemenet mechanisms within the bureaucratic context, through in-depth interviews, observation, and document studies. The findings indicate that Mapalus internalization is strongly supported by cultural foundations and leadership legitimacy, but value communication is informal, and reinforcement mechanisms are dominated by civil servant discipline and external incentives rather than specific Mapalus values. Consequently, Mapalus exist as a personal social ethos but has not been fully institutionally embedded in UNIMA’s work system. This study implies the importance of developing an adaptive value internalization framework for human resources policies and public bureaucratic cultural reforms strategies.

Abstract

Penelitian ini menganalisis implementasi kebijakan Penerimaan Peserta Didik Baru (PPDB) tingkat SMA di Provinsi Jawa Barat dengan menggunakan teori Hill & Hupe (2002), yang mencakup tiga dimensi utama: managing policy process, managing inter-organizational relations, dan managing internal and external contacts. Studi ini menggunakan pendekatan kualitatif dengan desain studi kasus pada tiga SMA negeri di lima kabupaten/kota. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis secara tematik. Hasil penelitian menunjukkan bahwa implementasi PPDB masih menghadapi tantangan pada aspek struktural, teknis, dan sosial. Pendekatan top-down dan lemahnya koordinasi antarlembaga menghambat verifikasi data dan keadilan distribusi jalur afirmasi. Masyarakat cenderung hanya dilibatkan secara administratif, meskipun terdapat inisiatif lokal yang adaptif melalui kolaborasi dengan tokoh masyarakat. Temuan ini menegaskan bahwa keberhasilan implementasi kebijakan bergantung pada sinergi antaraktor, adaptasi kontekstual, dan tata kelola yang inklusif. Kebaruan penelitian ini terletak pada penerapan menyeluruh model Hill & Hupe yang dikaitkan dengan aspek input, output, dan outcomes dalam konteks pendidikan menengah di wilayah dengan karakter sosial-geografis yang beragam.

Abstract

The North Bandung Area (KBU) is experiencing rapid development, despite its designation as a water conservation area. This designation holds potential for reforestation and benefits the ecological interests of the local community and downstream areas. However, despite the implementation of binding policies aimed at preserving the area, it is evident that damage has occurred. This research adopts a qualitative approach with descriptive methods to investigate the reasons behind this phenomenon. The research findings indicate a continuous weakening of social supervision, attributed to changes in community orientation and a lack of courage to protect the environment. The community's involvement in social supervision could be improved, but the weakening government protection exacerbates the situation. Consequently, the neglect persists, and some individuals exploit the situation for their own interests.

Abstract

This study explains the implementation of the Gamak program in West Lombok Regency, which has succeeded in reducing the number of child marriages in the 2019-2022 period. This success is a contradiction amidst the increasing proportion of child marriages in the West Nusa Tenggara region and the COVID-19 pandemic, which should increase the risk of child marriage.  The aim of the research is to determine the implementation process of the Gamak program which is carried out interorganizationally through implementing units at the district, sub-district, and village levels. The implementation approach uses the Van Meter & Van Horn (1975) - Model of the Policy Implementation Process. The research results show that the Gamak has been supported by aims, targets, instruments, and implementing units which are fully defined in West Lombok Regent Regulation Number 30 of 2018 and the Technical Instructions for Gamak. In its implementation, procedural adjustments occur to increase the effectiveness of program implementation.

Abstract

Effective asset management is essential for enhancing operational efficiency and achieving sustainable development within local governments in Indonesia. This study explores key challenges in asset management, focusing on governance, planning, and policy evaluation. Several critical issues are identified: fragmented governance, insufficient transparency and coordination, outdated asset inventories, and misalignment between asset management practices and broader development goals. Policy evaluation mechanisms are also inadequate, failing to measure asset utilisation effectively. These challenges lead to inefficiencies in resource allocation, underutilisation of assets, and missed opportunities for local economic growth. The findings align with Sustainable Development Goals (SDGs), particularly SDG 11 (Sustainable Cities and Communities), which promotes efficient resource use, and SDG 9 (Industry, Innovation, and Infrastructure), which supports enhanced infrastructure management. Addressing these goals enables local governments to align asset management strategies with broader sustainability objectives, fostering equitable growth and long-term development. Through a qualitative literature review, this study analyses data from government reports and prior research to highlight these challenges and propose solutions. An integrated approach—aligning governance frameworks, improving asset management planning, and strengthening policy evaluation—can overcome the identified barriers. By adopting this model, local governments can optimise asset management, leading to improved efficiency, better resource utilisation, and sustainable development. Future research should explore applying this framework across regions in Indonesia to validate its effectiveness.
