Abstract

Change is a sure thing to happen in company management, both because of internal factors and external factors. The Brexit decision taken by the UK certainly has an impact on the economic sector, including the banking sector which has long been the mainstay of this commonwealth country. In analyzing strategic change management, the author takes the Royal Bank of Scotland (RBS) as the object of study, where this case study is analyzed through the change model from John Kotter. The change management adopted by RBS in the face of Brexit is illustrated through eight stages of change according to what John Kotter described.

Abstract

This article highlights an idea of the importance of creativity and innovation in the face of a change that will inevitably occur in global competition, where technological sophistication is the main prerequisite to lead. The research relies on secondary data primarily from books, journals, published reports, online news, and others. This study observes business giants like Google as the best example of maximizing creativity and innovation in global competition and kitabisa.com as Indonesia's local social entrepreneurship pioneer. Then Nokia and Yahoo are examples of failure to implement creativity and innovation. From many theories, there are four theories to draw the relationship among creativity, innovation, and technology, namely: technology S-curve, punctuated equilibrium, dominant design, and absorptive capacity. However, many theories of creativity and innovation developed by scientists have their advantages and disadvantages. This study is expected to provide new insight for individuals, groups, practitioners, or stakeholders to overcome industrial revolution challenges.

Abstract

The Aceh government has deployed several programs and policies in tackling the global disaster of COVID-19. Still, there is currently no sign that the community can fully breathe a sigh of relief and say goodbye to Corona. This study aims to look at people's perception of policies or programs from the government in handling COVID-19 in Aceh Province. The research method used to answer research questions here is a mixed-methods approach, i.e., quantitative through survey and qualitative through literature studies. The results showed that the 4M Health protocol (Wearing Masks, Maintaining Distance, Washing Hands, Avoiding Crowds) is considered the most effective policy in reducing the spread of the COVID-19 virus according to the people's perception of Aceh. Meanwhile, the implementation of curfews in the pandemic era is considered a very unpopular program in the eyes of the people of Aceh. Apart from the pros and cons of the Acehnese people against several policy packages in handling the pandemic since 2020, the government has tried to maximize their performance in tackling COVID-19. Therefore, to achieve the government's goal in solving the COVID-19 problem from the earth of Aceh, cooperation between the government and the community is needed to support each other in fighting the virus. It is expected that the government will continue to be consistent in protecting the community from the dangers of COVID-19, and it is also expected to publish several policies and programs that can end the pandemic appropriately and quickly.

Abstract

Zakat has the excellent potential to overcome social welfare problems. Baitul Mal Aceh (BMA) is a body that can maximize the benefits of zakat funds for the welfare of the poor in Aceh province; therefore, it is necessary to strive for better management of zakat to obtain better results. This study aims to determine the management of zakat in BMA in terms of a good governance approach. The method used in this study is a qualitative descriptive method with data obtained through interviews, observation, and document study. The research results show that the zakat management in Aceh is quite good. Management should be based on the principles of good governance, such as openness and transparency; societal participation; accountability; and effectiveness and efficiency. Hopefully, BMA can continue to maintain and even improve its performance in managing zakat, so that it can improve the welfare of zakat recipients in Aceh.

Abstract

Fenomena aksi kekerasan seksual terhadap anak-anak yang terjadi akhir-akhir ini harus mulai mendapat perhatian lebih dari berbagai kalangan publik. Perkembangan kasus kekerasan seksual terhadap anak di Aceh meningkat dalam tiga tahun terakhir, tahun 2020 Aceh menduduki peringkat kesembilan provinsi kekerasan seksual terhadap anak tinggi di Indonesia yang tahun sebelumnya berada di peringkat ke enam belas. Terkait regulasi Aceh memiliki Qanun Nomor 9 Tahun 2019 Tentang Perlindungan Anakdalam penyelenggaraan penanganan kekerasan, dan Qanun Jinayah Nomor 6 Tahun 2014 menjadi landasan  dalam putusan kasus pelecehan anak. Tujuan penelitian ini yaitu untuk mengetahui startegi yang dilakukan oleh DP3AP2KB Kota Banda Aceh dalam menanggulangi kekerasan seksual terhadap anak, dan faktor yang mempengaruhi penurunan kasus tersebut. Penelitian ini menggunakan teori perumusan strategi yang dikemukakan oleh Hungger dan Wheelen yang terdiri dari misi organisasi, tujuan organisasi, dan strategi organisasi, dan manajemen strategi yang terdiri dari pengamatan lingkugan, perumusan stratgei, implementasi strategi dan evaluasi. Metode yang digunakan dalam penelitian ini yaitu kualitatif. Hasil penelitian menunjukkan strategi DP3AP2KB dalam penanggulangan kekerasan sesksual terhadap anak terdiri dari strategi penanganan, strategi perlindungan, pencegahan, koordinasi lintas sektor dan evaluasi. Sedangkan faktor yang memperngarui penurunan angka kekerasan seksual yaitu regulasi, pengawasan orang tua, sarana dan prasarana yang memadai, kerjasama lintas sektor, dan Covid. Adapun saran kepada DP3AP2KB Kota Banda Aceh untuk mempertahankan serta memperkuat lagi upaya penanggulangan kekerasan seksual terhadap anak, baik segi penanganan, perlindungan, dan pencegahan. Dalam menanggulangi kasus kekerasan seksual ini sangat diperlukan kerjasama dari semua elemen baik pemerintah, masyarakat, dan orang tua khususnya.Terhadap korban dan masyarakat yang mengalami dan melihat kasus kekerasan harap segara melapor kepada pihak yang berwajib. Harapannya masyarakat dan pemangku kebijakan lebih partisipatif dalam menanggulangi kasus kekerasan seksual terhadap anak. Kata Kunci : Kekerasan seksual, Strategi, Banda Aceh

Abstract

Kesadaran dalam melakukan kerjasama internasional harus ditumbuhkan oleh pemerintah pusat terhadap pemerintah daerah. Dinamisnya perkembangan dunia mengharuskan pemerintah pusat menjadi lebih terbuka dalam setiap peluang yang ada demi pembangunan yang lebih merata. Makalah ini menggunakan metode penelitian kualitatif dengan mengembangkan teori dan konsep dalam proses analisis berdasarkan data yang dikumpulkan dari buku, jurnal, dan sumber terbuka lainnya. Adapun tujuan utama dalam tulisan ini adalah untuk mengungkap peluang dan tantangan yang dihadapi pemerintah daerah di Indonesia dalam praktik paradiplomasi, khususnya di kawasan Indo-Pasifik. Berdasarkan hasil kajian, peluang pemerintah daerah dalam ekspansi internasional di kawasan Indo-Pasifik cukup potensial karena negara wilayah di kawasan Indo-Pasifik memiliki banyak kesamaan yang menjadi salah satu indikator krusial dalam praktik paradiplomasi. Kesempatan ini sayangnya belum berjalan secara maksimal karena banyak praktik paradiplomasi yang sejauh ini tengah berjalan hanya sampai pada tahap perjanjian bersama atau MoU saja; kemudian adanya pandemi yang membuat sejumlah hubungan bilateral terpaksa vakum; dan masalah teknis lainnya. Walupun begitu, pemerintah pusat harus terus berperan aktif dalam mendorong pemerintah daerah untuk lebih bertaji dalam kerjasama luar negeri dalam lingkup kawasan.Awareness in conducting international cooperation must be raised by the central government to local governments. The dynamic development of the world requires the central government to be more open in every opportunity that exists for a more equitable development. This paper uses qualitative research methods by developing theories and concepts in the analysis process based on data collected from books, journals, and other open sources. The main objective of this paper is to uncover the opportunities and challenges faced by local governments in Indonesia in the practice of paradiplomacy, especially in the Indo-Pacific region. Based on the results of the study, the opportunities for local governments in international expansion in the Indo-Pacific region are quite potential because regional countries in the Indo-Pacific region have many similarities which are one of the crucial indicators in the practice of paradiplomacy. Unfortunately, this opportunity has not run optimally because many para-diplomacy practices that have been running so far have only reached the stage of a collective agreement or MoU; then there was a pandemic that forced a number of bilateral relations to be vacuumed; and other technical problems. Even so, the central government must continue to play an active role in encouraging local governments to be more ambitious in foreign cooperation within the region.

Abstract

The COVID-19 outbreak is believed to have slowed economic acceleration in several countries, including Indonesia. Dramatic economic changes affect the country's performance in overcoming poverty and unemployment. This article aims to analyze the social and economic impact of the pandemic. It can be seen that the government, as the holder of the mandate of power, still and will continue to rely on social protection programs in dealing with the social and economic impacts that are currently being faced. The government can expand social security and assistance programs by strengthening collaboration between local authorities and non-state institutions. In addition to social protection, Indonesia, known as a country with a Muslim majority, has a religious instrument called zakat, which is believed to overcome the spike in poverty. Moreover, zakat is also considered a potential instrument to support some countries in achieving SDG goals as long as they are appropriately managed.

Abstract

The impact of pandemic Covid-19 that produces high unemployment, put labor as the issues most often discussed these days. This study aims to analyze issues relating to employment and its policy in Indonesia by using literature review from a Scopus database for the purpose to describe findings on 1) development publication trend and the highest citation on articles, 2) a map or entanglement articles seen from co-authorship, 3) a map or entanglement articles seen from co-occurrence keywords writer, 4) information related to the issue of articles that have been analyzed. Bibliometric analysis and analysis content used in the following analysis of articles with using Microsoft Excel and Vosviewer software as analyzing and visualizing data tools. The analysis shows that a publication highest seen in 2022 with the total number of 12 articles and article with highest citation named Policies, Political-Economy, and Swidden in Southeast Asia with 208 citations. In terms of mapping articles based on co-authorship formed 57 cluster with Indonesia as a country with the highest writers with total 27 publications. As for the analysis of the map in terms of articles co-occurrence based on keywords writer formed 7 clusters. It is apparent that issues such as the system of remuneration, labor migration, and gender is an issue most frequently discussed in employment associated research.

Abstract

Amanat Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik telah mewajibkan setiap badan publik untuk dapat memiliki keterbukaan dalam pelayanan informasi kepada masyarakat. Dengan kehadiran aturan hukum tersebut telah menjamin hak masyarakat untuk memperoleh dan mengakses informasi yang dibutuhkan. Penelitian ini bertujuan untuk mengetahui dan menjelaskan pola pengawasan yang dilakukan oleh Komisi Informasi Aceh (KIA) dalam mewujudkan keterbukaan informasi publik di lingkungan Satuan Kerja Perangkat Aceh (SKPA). Penelitian ini berjenis kualitatif dengan pendekatan deskriptif, informan dalam penelitian ini ditentukan melalui teknik purposive sampling. Teori pengawasan dari Sondang P. Siagian digunakan untuk menganalisis permasalahan. Dari hasil analisis, penulis menilai bahwa pelaksanaan pengawasan KIA terhadap implementasi keterbukaan informasi publik di SKPA telah berjalan dengan efektif. Tinggal mengupayakan bagaimana KIA dapat meningkatan kinerja keterbukaan informasi publik oleh sebagian SKPA yang masih rendah.Mandate of Law No. 14 of 2008 concerning Openness of Public Information has required every public agency to be able to have openness in providing information to the public. The presence of these laws has guaranteed the right of the community to obtain and access the information they need. This study aims to identify and explain the pattern of supervision carried out by the Aceh Information Commission (KIA) in realizing public information disclosure within the Aceh Working Unit (SKPA). This research is a qualitative type with a descriptive approach, the informants in this study were determined through purposive sampling technique. Supervision theory from Sondang P. Siagian is used to analyze the problem. From the results of the analysis, the authors consider that the implementation of MCH supervision on the implementation of public information disclosure in SKPA has been running effectively. It remains only to find out how MCH can improve the performance of public information disclosure by some SKPAs, which are still low.

Abstract

Penelitian ini bertujuan untuk melihat tren publikasi pengentasan kemiskinan di Indonesia. Penelitian ini dilaksanakan dengan menggunakan analisis biblometrik dan analisis konten pada artikel terpublikasi pada database Scopus, Microsoft Excel dan Vosviewer digunakan sebagai alat analisis dan visualiasi data. Hasil penelitian menunjukkan bahwa dari sisi publikasi, tahun 2022 merupakan tahun publikasi artikel tertinggi dimana terdapat 35 artikel yang terpublikasi, dan tahun 2019 merupakan tahun dimana sitasi paling banyak dilakukan. Untuk hubungan co-authorship, terdapat sembilan negara afiliasi penulis yang juga dibagi ke dalam 33 cluster. Dalam hal kebijakan, pemerintah telah melaksanakan beberapa upaya dalam penanganan kemiskinan secara langsung seperti manajemen alokasi dana APBN/APBD, pembangunan ekonomi, program jaminan sosial, program pemerataan dan kebijakan manajemen filantrofi islam, sedangkan upaya tidak langsungnya adalah melalui manajemen industri pariwisata, program pengembangan pertanian dan kehutanan, penguatan program berbasis kesehatan dan perbaikan pelayanan publik. Riset dengan topik recovery, bencana, zakat, reformasi fiskal, ekonomi inklusi dan kemiskinan kronis merupakan topik pengentasan kemiskinan yang masih jarang dibahas dan berpotensi menjadi tema/topik penelitian di masa mendatang.
