Abstract

Child-Friendly City (KLA) is a strategic policy that aims to ensure the fulfillment of children’s rights through synergy between government, society, and the business world. This study aims to analyze the implementation of the KLA policy in Banda Aceh City with a focus on seven institutional indicators as stipulated in the Regulation of the Minister of State for Women’s Empowerment and Child Protection of the Republic of Indonesia Number 12 of 2011 concerning Indicators of Child-Friendly Districts/Cities. This study uses a qualitative method with data collection techniques in the form of interviews, observations, and documentation. Informants consist of government officials, community leaders, and representatives of relevant community institutions. The results of the study indicate that Banda Aceh has not fully achieved Child-Friendly City status. Several institutional indicators, such as special budget allocation and involvement of community institutions, have been implemented, but are not optimal. The Regional Action Plan for Child-Friendly City is not yet available, and involvement of the business world is still limited. At the village level, understanding of the KLA concept is still low, so that policy implementation is not evenly distributed. It is necessary to strengthen the synergy between the City Government and villages, special budget allocation, and involvement of the business world through the establishment of the Indonesian Child-Friendly Company Association (APSAI). With these steps, it is hoped that the implementation of KLA can be accelerated, so that the fulfillment of children's rights in Banda Aceh can be realized comprehensively.

Abstract

This paper analyzes the opportunities for the development of Aceh province in the era of globalization. Paradiplomacy is one of the efforts that can be utilized to develop the Aceh province. Based on the Constitution Number 11 of 2006 on the Aceh government, has given Aceh province considerable authority to develop its territory, including establishing diplomatic relations with the regions others abroad through the Paradiplomacy practice. But, with this considerable authority, Aceh is still the poorest region in Sumatra and the poorest number 6 in Indonesia based on the statistics centre data (BPS) in 2019. This means that Aceh still fails to exploit its social and natural conditions for the development of its territory. In This research we used  qualitative method, by gathering previous studies through observation, interviews and data collection. Aceh could utilize the "Tsunami Disaster" to become the initial capital to practice paradiplomacy with other regions abroad. Actually Aceh also has other capital, namely as a former conflict area and also as the best coffee producer in the world. Therefore, Aceh has at least three large capitals to establish cooperation with foreign parties through the paradiplomacy practice, with the concept of sister Province, Sister City.

Abstract

Public policy addresses societal challenges, shapes governance structures, and enhances institutional performance. This paper critically reviews the stages of the policy process—formulation, implementation, and evaluation—by examining key theoretical frameworks, including the policy cycle, rational and incremental models, and evidence-based policy-making. While these frameworks offer valuable foundational insights, their practical application is often constrained by complex political, institutional, and socio-cultural factors. The analysis underscores how real-world governance dynamics frequently demand adaptive and participatory approaches that extend beyond the linear logic of conventional policy models. Drawing on a qualitative literature review, the study emphasises the growing relevance of Sustainable Development Goal 16 (Peace, Justice, and Strong Institutions) as a normative foundation for effective governance. SDG 16 advocates inclusive institutions, accountable decision-making, and equitable access to justice—principles closely aligned with effective public policy. By integrating governance-oriented considerations such as transparency, stakeholder engagement, and institutional resilience, the paper argues for a more flexible and context-sensitive approach to policy-making. The findings suggest that bridging the gap between theory and practice requires methodological pluralism and a commitment to institutional values consistent with the spirit of SDG 16. This article contributes to a deeper understanding of how public policy can strengthen democratic governance in an era of uncertainty and complexity.

Abstract

Zakat has the excellent potential to overcome social welfare problems. Baitul Mal Aceh (BMA) is a body that can maximize the benefits of zakat funds for the welfare of the poor in Aceh province; therefore, it is necessary to strive for better management of zakat to obtain better results. This study aims to determine the management of zakat in BMA in terms of a good governance approach. The method used in this study is a qualitative descriptive method with data obtained through interviews, observation, and document study. The research results show that the zakat management in Aceh is quite good. Management should be based on the principles of good governance, such as openness and transparency; societal participation; accountability; and effectiveness and efficiency. Hopefully, BMA can continue to maintain and even improve its performance in managing zakat, so that it can improve the welfare of zakat recipients in Aceh.

Abstract

This study focuses on the performance of the Electoral Victory Agency (Badan Pemenangan Pemilu, or BAPILU) of the Regional Representative Council of the Indonesian Democratic Party of Struggle (PDI-P) in Aceh Province in nominating legislative candidates for the 2024 simultaneous general elections. BAPILU PDI-P Aceh Province is tasked with recruiting legislative candidates in preparation for the 2024 elections in Aceh. The stages carried out by BAPILU in nominating legislative candidates include three main phases: screening, which involves selecting prospective legislative candidates; mapping, which entails profiling the selected candidates by examining their backgrounds and personal profiles; and finally, winning, which is the final stage of candidate selection, where BAPILU determines and approves candidates to run for legislative office based on qualifications set by the PDI-P. In preparation for the upcoming 2024 elections, PDI-P prioritizes "fighter" cadres, defined as individuals with the competence and strong public influence needed to secure legislative positions. These "fighters" are considered to increase the likelihood of electoral success significantly.

Abstract

Dalam upaya mengurangi ketimpangan, pemerintah melaksanakan pembangunan rumah layak huni kepada masyarakat yang membutuhkan. Secara nasional, program ini telah berjalan sejak tahun 2015 yang diinisiasikan langsung oleh Presiden Joko Widodo melalui program Sejuta Rumah. Disisi lain, ternyata pemerintah Aceh sudah lebih dulu menginisiasi bantuan perumahan bagi masyarakat kurang mampu ini sejak tahun 2008. Seiring berjalannya waktu, dengan paket kebijakan bantuan sosialnya, ternyata Aceh masih saja terjerambab kedalam lingkaran kemiskinan. Status termiskin di Sumatera masih melabeli propinsi paling barat Indonesia ini. Tujuan dari penelitian ini yaitu untuk mengetahui efektivitas penyaluran rumah layak huni, sekaligus mengevaluasi capain utamanya seperti mengurangi ketimpangan bahkan kemiskinan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, dengan pisau analisis menggunakan teori efektivitas dari Sutrisno (2013), yaitu 1) pemahaman program 2) tepat sasaran 3) tepat waktu 4) tercapainya tujuan 5) perubahan nyata. Secara keseluruhan, empat indikator telah mampu terpenuhi, hanya variable tepat sasaran yang masih bermasalah. Oleh karena itu. peneliti sangat mengharapkan pemangku kebijakan dapat melakukan evaluasi terhadap efektivitas program rumah layak huni tersebut agar tidak hanya menjadi solusi jangka pendek dalam upaya penanggulangan kemiskinan.

Abstract

This activity was carried out to fulfill the political education and community service responsibility before the political year. It was found that similar activities had never been carried out in the specified partners; this was because the institutions authorized to carry out political education activities among novice voters prioritized favorite schools so that vocational schools were rarely visited. This activity aims to raise awareness of the importance of political participation for novice voters to make their contribution meaningful to the country's sustainability. The method used to achieve this target is through providing political education material involving presenters who are experts in their fields. Apart from that, websites and social media are also used. Based on the results of the activities, the provision of digital media platforms is very influential in accommodating the aspirations and ideas of the younger generation. Providing socio-political content can also contribute to increasing feelings of patriotism and defending the country. So, the desire to participate in elections also increases.

Abstract

Gambling has long been linked to various social issues, including poverty. In Indonesia, concerns have increased as some social assistance recipients have been found participating in online gambling. This study aims to provide a comprehensive overview of the global research landscape as to the relationship between gambling and poverty over the past decade, laying the groundwork for the development of evidence-based social policies. It employed a bibliometric approach, following the PRISMA guidelines. Data were collected from the Scopus database and analysed using VOSviewer software. The findings indicate that research on gambling is predominantly conducted by high-income countries, with limited focus on developing nations such as Indonesia. The results also support the general strain theory, which proposes that gambling among the impoverished is a response to economic hardship and social marginalisation. The study concludes that tackling gambling-related poverty requires evidence-based, cross-sector public policies that include economic empowerment, social protection, and mental health services. Furthermore, these findings highlight potential areas for further research to examine the causal relationship between poverty and gambling behaviour in developing countries.

Abstract

Corruption is a significant obstacle to sustainable development, weakening governance and public trust while deepening poverty and inequality. This paper examines global views on fighting corruption in all its forms through the lens of the Sustainable Development Goals (SDGs). Using bibliometric analysis in VOSviewer, the study reviews 112 scholarly articles across diverse disciplines to identify key trends, influential studies, and gaps in current research. The findings indicate an increasing academic interest in the relationship between corruption and sustainable development, with notable contributions from the UK, the US, and South Africa. The analysis underscores the crucial role of anti-corruption initiatives, particularly those aligned with SDG 16, in advancing the broader SDG agenda. By identifying emerging themes and overlooked areas, this study provides insights that can inform future research and strengthen cooperation among governments, civil society, and the private sector to promote transparency, accountability, and effective governance.

Abstract

This research examines the implementation of free school meals policies worldwide. Based on the campaign promises of Prabowo Subianto and Gibran Rakabuming Raka, this program is expected to address four main issues: stunting, improving nutrition, enhancing academic achievement, and alleviating extreme poverty. The research adopts a literature review approach, utilising Scopus-indexed sources alongside bibliometric and content analysis to examine global trends, impacts, and challenges associated with such programs. The findings reveal that free school meal programs make a significant contribution to students’ nutritional status, cognitive development, and socioeconomic well-being. However, challenges related to financial sustainability, equitable distribution, and food waste management remain critical obstacles to practical implementation. Lessons from various countries suggest that successful programs require strong political commitment, efficient resource allocation, and multi-sectoral collaboration. In the Indonesian context, implementing a large-scale free school meal initiative demands careful planning and stakeholder engagement to ensure sustainability and effectiveness. This study concludes that while the program holds substantial potential to address pressing social challenges, further research is necessary to evaluate its feasibility, cost-effectiveness, and long-term impact in Indonesia. A comprehensive approach involving policymakers, educators, health experts, and local communities is recommended to support the successful implementation of this initiative, ensuring that it aligns with national development goals and international best practices.
