Abstract

This study aims to sociologically analyze the dynamics of juvenile delinquency in Pandu Village, Manado, by situating the phenomenon within the broader structure of social relations that shape adolescents’ lives. Drawing on social control theory and the concept of collective efficacy, this research employs a qualitative case study design to examine how informal social institutions regulate deviant behavior. Data were collected through in-depth interviews and field observations and were analyzed thematically to identify patterns of social interaction influencing adolescent behavior. The findings indicate that juvenile delinquency cannot be understood merely as an individual problem, but rather as a reflection of the configuration of local social structures. Three major findings emerged. First, strengthened family-based social control—through emotional attachment, open communication, and moral exemplification—serves as the primary protective mechanism. Second, the institutionalization of religious values functions as a moral foundation within the community, reinforcing the legitimacy of social norms. Third, local social cohesion fosters collective supervision, thereby limiting opportunities for anonymity and deviant conduct. The integration of these three dimensions forms a relatively stable and resilient informal social control system against delinquency risks. This study reinforces the relevance of social control theory and collective efficacy within the context of local Indonesian communities. Practically, the findings suggest that preventing juvenile delinquency is more effective when focusing on strengthening family institutions, revitalizing religious participation, and enhancing community solidarity rather than relying solely on punitive approaches. However, this study is limited to a single-site qualitative case; therefore, future research employing comparative or mixed-method designs is recommended to test the consistency of these findings across different social contexts, including communities with higher levels of urbanization and social disorganization.

Abstract

The study responds to the continuing gap between the public mandate to provide safe, adequate, and sustainable drinking water and the actual condition of local SPAM services, where overall service coverage remains low, distribution performance is uneven, several systems require maintenance, and institutional arrangements have not yet enabled fully focused management. Using a qualitative descriptive approach, the original article collected data through interviews, observation, and documentation involving the Head of Public Works and Spatial Planning Office, the Head of Human Settlements Division, technical sanitation staff, and community users of SPAM services. The findings show that SPAM policy has been implemented through technical operation, maintenance, monitoring, reporting, and service delivery activities; however, implementation has not yet reached optimal performance. Key problems include insufficient intake capacity, water leakage in aging distribution networks, limited maintenance funding, weak water quality surveillance due to budget constraints, unfilled UPTD institutional structure, limited certified human resources, manual complaint handling, and declining local revenue from the water service. The article argues that policy strengthening must move from fragmented operational activity toward integrated water governance that combines infrastructure renewal, institutional activation, digital monitoring, water quality assurance, responsive customer service, and sustainable financing. The study contributes to public administration literature by showing that local drinking water policy is not only a technical infrastructure problem, but also an implementation problem shaped by resources, bureaucratic structure, communication, service accountability, and community trust.

Abstract

The study examines the effectiveness of residential social services focused on the fulfillment of decent living needs for older persons and identifies supporting and inhibiting factors in service delivery. Using a qualitative descriptive design, the original research collected data through interviews, observation, and documentation involving managers, section heads, staff, health workers, and older residents as service recipients. The research interprets the findings through public administration, public service management, elderly social service, and social rehabilitation assistance frameworks. The findings show that services are present and meaningful, but their effectiveness remains partial. Procedures exist and are understood by staff, yet administrative flexibility, limited home visits, and incomplete operational resources weaken consistency. Staff display commitment and initiative, but the absence of dedicated caregivers creates role overload and leaves residents dependent on mutual help. Service time is generally organized through schedules, but health checks, recreation, and some rehabilitation activities remain irregular because of limited medicine, budget, and personnel. Facilities include dormitories, a hall, a clinic, a kitchen, and residential infrastructure, but they are not yet fully elderly-friendly, particularly in relation to handrails, accessible pathways, and bathrooms. Supporting factors include staff commitment, improvisation, partnerships with educational institutions, visits from community and religious groups, and external donations. Inhibiting factors include limited human resources, limited budget, and limited authority of the UPTD over rehabilitation spending. The research argues that elderly social care must be understood not merely as routine custodial service, but as a humanistic public service requiring clear standards, adequate caregivers, elderly-friendly infrastructure, and multi-actor collaboration. The study contributes to public administration scholarship by showing how service quality for vulnerable citizens depends on the intersection of procedure, frontline discretion, resources, and social care ethics.

Abstract

This study aims to determine, describe, analyze and interpret the procedure for providing Family Planning Operational Assistance (BOKB) at the Population and Family Planning Control Office of East Bolaang Mongondow Regency and identify the determinant factors that influence the procedure for providing BOKB. This study uses a qualitative approach. Data collection was carried out by means of interviews, observation and documentation. The results of the study indicate that the procedure for providing family planning operational assistance (BOKB) at the Population and Family Planning Control Office of East Bolaang Mongondow Regency has not been fully implemented optimally because there are still procedures that are not as in the SOP, namely delays in disbursement of funds, the ability of implementers in compiling documents, verification of recipient lists experiencing time and human resource limitations as well as geographical conditions in remote areas, the determination of recipient lists is not optimal in terms of transparency and information delivery to the community, the processing of BOKB funds is limited in administrative capabilities and human resources as well as error network access and determinant factors that influence such as the coverage of active KB participants and the number of PUS, the performance of field officers/PLKB, geographical location, implementation performance and budget realization.

Abstract

This study aims to analyze the sociocultural values ??transmitted through Waruga and explain its role as a cultural learning space in Minahasa society. The study uses Spradley's ethnographic approach with research stages including participant observation, interviews, and documentation. Data collection was conducted at several Waruga sites in Minahasa, including Benteng Moraya Tondano, Waruga Mamarimbing, Waruga Kiwa, Waruga Timbukar, and the Minahasa Regent's Office area. The results show that Waruga not only functions as a traditional burial site, but also as a transmission of spiritual values, social values, and cultural identity values. These values ??are transmitted through family narratives, ancestral veneration rituals, ornamental symbols, cultural practices, and social interactions within the community. The research findings also indicate that Waruga has great potential to be developed as a source of sociological learning based on local wisdom to strengthen cultural literacy, identity awareness, and cultural preservation amidst the challenges of modernization and globalization. Thus, Waruga can be understood as a living cultural heritage that plays a role in maintaining the sustainability of the cultural values ??and identity of the Minahasa people.

Abstract

This research delves into the social status competition observed in Tondon Matallo. The primary focus of the competition revolves around the pricing and quantity of buffaloes purchased and slaughtered during this significant ceremony. Notably, the acquisition of a substantial number of buffaloes, often involving significant financial investment, does not necessarily alter individuals' social status. Consequently, the study aims to elucidate the dynamics of social status competition and identify the factors influencing it in North Toraja, employing Lewis Coser's conflict theory. Adopting a qualitative research methodology. The findings show that social values that previously focused on aspects of togetherness are now prioritised. The rambu solo becomes the main stage for economic competition. The dynamics of social interaction have become more structured and focused on aspects related to competition, creating relationship dynamics that are different from everyday situations. Perceptions of social status that were previously influenced by age, wisdom or positive contributions to the community, are now more related to the financial ability to purchase and slaughter buffalo, creating a shift in perceptions of what is considered prestigious and contributes to social status. As such, social values that previously focussed on aspects of togetherness have shifted during the rambu solo ceremony creating a new perspective on how cultural change can affect community dynamics. This reflects an evolution in the values recognised and valued by the community during such special events.

Abstract

As an event that grabs the public's attention, domestic violence (KDRT) is still making headlines in various mass media lines, including cyber media. This study aims to identify cases of domestic violence reported by the cyber media Hulondalo.Id and describe the categorization patterns made by the media to frame domestic violence events in Gorontalo. The method used in this study is a qualitative method with a framing analysis tool from Murray Edelman. The results showed that the cases of domestic violence published by the cyber media Hulondalo.Id were quite diverse. In the news, certain categorizations are formed for perpetrators and victims of domestic violence. This form of categorization becomes a pattern of media framing of cases of domestic violence that occurred in Gorontalo. The pattern made by Hulondalo.Id places the perpetrators as coercive, drunken, sadistic, barbaric, and persecuting figures. Meanwhile, the victim is positioned as a helpless figure, a patient young wife, and a poor woman. Ideologically the media position themselves as siding with the victim. But the textual facts prove that the Hulondalo.Id cyber media tends to exploit the identity of the victim rather than the identity of the perpetrators of domestic violence.

Abstract

Penelitian ini bertujuan untuk menganalisis fenomena silariang (kawin lari) pada masyarakat suku Makassar di Desa Campagaya, Kecamatan Bontoramba, Kabupaten Jeneponto, dengan fokus pada pemahaman latar belakang, faktor penyebab, dan dampak sosialnya dalam konteks adat istiadat setempat. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi langsung, wawancara mendalam dengan tokoh masyarakat dan pihak terkait, serta studi pustaka. Lokasi penelitian dipusatkan di Dusun Campagaya, Desa Lentu, Kecamatan Bontoramba, dengan fokus pada kasus-kasus silariang yang terjadi di wilayah tersebut. Hasil penelitian menunjukkan bahwa silariang dipandang sebagai pelanggaran adat yang serius oleh masyarakat Desa Campagaya yang masih menjunjung tinggi nilai-nilai tradisional. Meskipun dianggap sebagai jalan pintas bagi pasangan yang tidak dapat melangsungkan pernikahan secara adat, praktik ini bertentangan dengan ajaran Islam dan ketentuan hukum perkawinan yang mengharuskan adanya restu dan wali nikah dari pihak keluarga perempuan. Penelitian juga mengungkapkan peran penting tokoh masyarakat dalam mengendalikan tindakan amoral, termasuk praktik silariang. Temuan ini menegaskan bahwa masyarakat Desa Campagaya masih mempertahankan adat dan budaya tradisi yang telah mengakar kuat dalam kehidupan sosial mereka, meskipun menghadapi berbagai tantangan modern.

Abstract

Tujuan dalam penelitian ini untuk mengetahui dan mendeskripsikan tentang manfaat dan bentuk bantuan sosial yang diberikan oleh pemerintah oleh masyarakat penerima manfaat dipergunakan sesuai dengan tujuan pemberian bantuan sosial. adapun metode pengumpulan data yang dilakukan dalam penelitian ini ialah melalui metode wawancara dan observasi. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Bentuk bantuan sosial yang diterima masyarakat penerima bantuan sosial di Kelurahan Winangun Dua, Lingkungan 1 berupa Program Keluarga Harapan (PKH), Kartu Indonesia Pintar (KIP), dan Kartu Indonesia Sehat (KIS). Bantuan yang diberikan sangat di manfaatkan oleh keluarga penerima sehingga membantu keluarga penerima dalam meringankan beban masyarakat miskin dalam menjalankan kehidupan sehari-hari mereka. Dengan adanya batuan sosial ini mampu memperbaiki kehidupan keluarga penerima menjadi lebih baik, sehingga mampu membantu ekonomi masyarakat, meningkatkan semangat sekolah, dan peluang bagi keluarga penerima bantuan untuk membuka usaha kecil-kecilan.

Abstract

Mane’e remains part of everyday life on Kakorotan Island, where collective fishing brings together customary rules, communal work, and local ways of relating to the sea. Its continuity now unfolds amid changing fishing technologies, population mobility, shifting lifestyles, and growing public exposure beyond the island. This study examines how the Kakorotan community continues to practice and transmit Mane’e under these changing conditions. A descriptive qualitative study was conducted on Kakorotan Island, Talaud Islands, in November 2025. Data were collected through observation, interviews with five informants from different social and generational backgrounds, and documentation. The findings reveal that Mane’e continues through a series of activities carried out collectively. Community members deliberate on its timing, divide responsibilities, prepare fishing equipment, observe eha, harvest fish collectively, and distribute the catch. Through eha, the community establishes a period during which marine resources within the pomo area cannot be harvested. Access to the sea is therefore governed by collectively recognized decisions and obligations. Younger generations learn Mane’e by participating in preparations, guarding restricted areas, assisting during the fishing process, and following the guidance of customary elders. Cultural transmission takes place through the experience of practicing Mane’e alongside those who have inherited its knowledge before them. Meanwhile, social media and cultural tourism are bringing Mane’e into wider public spaces. The continuity of Mane’e rests on the Kakorotan community’s capacity to keep customary rules, knowledge of the sea, shared responsibilities, and collective work meaningful and workable as social conditions change.
