ABSTRACTPSDKP Lampulo is a UPT called a base that covers the four Wilker provinces, namely Aceh, North Sumatra, West Sumatra, Bengkulu and is based in Lampulo Village, Banda Aceh City. This research was conducted with the aim of knowing the level of fishermen's satisfaction with the SLO issuance service at the Lampulo PSDKP. The method in this research is a quantitative method with a descriptive approach, the data needed is primary and secondary data. Primary data collection was carried out by interview. Sampling by census method. Census or total sampling is a sampling technique in which all members of the population are sampled by all. In payment for the sample used, there were 15 people because that number was the only one managing the ship's SLO. The data collected from each respondent was based on 9 assessment elements related to the level of fishermen's satisfaction with the SLO issuance service at the Lampulo PSDKP. The result data were analyzed according to the guidelines for the implementation of public service units by measuring the Likert Scale. The results of research with quantitative methods showed a score of 87.96. The value category between 76.61 – 88.31 is the Good category. This is the level of fishermen's satisfaction with the SLO issuance service at the Lampulo PSDKP which is in the Good value category. The results of calculations with a Likert Scale obtained from the level of satisfaction with the SLO issuance service at the Lampulo PSDKP are based on 9 assessment elements namely (requirements), (systems, mechanisms and procedures), (completion time), (costs/tariffs), (product specifications, types of services ), (competence of executors) (executor behavior) (facilities and infrastructure) (handling, complaints, suggestions and input) by calculating the total value of each element of service, the weight of the value per element and the average value per weight per element. ABSTRAKPSDKP Lampulo merupakan UPT disebut pangkalan yang mencakup empat provinsi Wilker yaitu Aceh, Sumatera Utara, Sumatera Barat, Bengkulu dan berpangkalan di Desa Lampulo, Kota Banda Aceh. Penelitian ini dilakukan bertujuan untuk mengetahui tingkat kepuasan nelayan terhadap pelayanan penerbitan SLO di PSDKP Lampulo. Metode dalam penelitian ini adalah metode kuantitatif dengan pendekatan deskriptif, data yang dibutuhkan adalah data primer dan sekunder. Pengumpulan data primer dilakukan dengan wawancara. Pengambilan sampel dengan metode sensus. Sensus atau sampling total adalah teknik pengambilan sampel dimana seluruh anggota populasi dijadikan sampel semua. Dalam penentuan sampel yang digunakan berjumlah 15 orang karena jumlah itu saja yang menjadi pengurus SLO kapal. Data yang dikumpulkan dari setiap responden berdasarkan 9 unsur penilaian yang berkaitan dengan tingkat kepuasan nelayan terhadap pelayanan penerbitan SLO di PSDKP Lampulo. Data hasil dianalisis sesuai pedoman penyusunan unit pelayanan publik dengan pengukuran Skala Likert. Hasil penelitian dengan metode kuantitatif menunjukkan skor 87,96. Kategori nilai antara 76,61 – 88,31 merupakan kategori Baik. Hal ini tingkat kepuasan nelayan terhadap pelayanan penerbitan SLO di PSDKP Lampulo berada pada kategori nilai yang Baik. Hasil perhitungan dengan Skala Likert yang diperoleh dari tingkat kepuasan terhadap pelayanan penerbitan SLO di Pangkalan PSDKP Lampulo berdasarkan 9 unsur penilaian yaitu (persyaratan), (system, mekanisme dan prosedur), (waktu penyelesaian), (biaya/tarif), (produk spesifikasi jenis pelayanan), (kompetensi pelaksana) (perilaku pelaksana) (sarana dan prasarana) (penanganan, pengaduan, saran dan masukan) dengan menghitung masing-masing jumlah nilai unsur pelayanan, bobot nilai perunsur dan nilai rata-rata per timbang per unsur.
