Abstract

So far, studies conducted by scientists in the field of public administration have only grouped stakeholders or actors involved in collaborative forums into state and non-state stakeholders. Whereas in the contemporary era, many institutions were formed and were hybrid. Empirical facts in the field identify other forms outside the two entities that the researchers call hybrid actors, namely actors who act inside and outside the state system. One of the actors showing these characteristics in a collaborative forum is the Padang City Children's Forum (FORANDANG) in the Padang City Child-Friendly City Task Force (KLA). The Children's Forum is a children's organization formed and fostered by the government to bridge communication and interaction between the government and children. This makes the Children's Forum a top-down institution. However, on the other hand, this organization demands active participation and initiation from its members, who are more bottom-up in nature. This study aims to determine hybrid actors' capacity to carry out joint actions in the Padang City KLA Task Force collaborative forum. To find out this, this research was designed using descriptive qualitative research methods with informant selection techniques using purposive sampling. Data collection techniques were collected through interviews, observation, and documentation review. The results showed that FORANDANG's capacity as a hybrid actor in the KLA Task Force for the City of Padang needed to run optimally, as indicated by the four main components: procedures and institutional structure, leadership, knowledge, and resources.

Abstract

This research which aims to determine the effect of the main tasks and functions on the performance of Civil Servants at the Regional Secretariat of the Mentawai Islands Regency is motivated by the existence of complaints and public dissatisfaction with the service that is not good and factual, there are still civil servants who do not understand the main tasks and functions, employee performance is still classified as not good, there are still employees who lack mastery of their work, there are many employees who carry out indirect work once so, so that the time required is longer and does not match the existing time standards, and there are still employees who have not carried out work duties in accordance with the objectives set at the Regional Secretariat of the Mentawai Islands District. This type of research uses a quantitative approach with multiple linear regression method. Data collection techniques with questionnaires. The respondents of this study were 90 Civil Servants at the Regional Secretariat of the Mentawai Islands District. The sampling method used the total sampling method where the entire population in this study was used as the research sample. Hypothesis testing is calculated with the IBM Statistical Package for Social Science (SPSS) version 24.0 program. From the results of this study it was found that partially the main tasks have a significant effect on performance, functions have a significant effect on performance, and simultaneously the main tasks and functions have a significant effect on the performance of Civil Servants at the Regional Secretariat of the Mentawai Islands District.

Abstract

The Laku Pandai policy that has been issued by the Government is expected to increase the level of financial inclusion and literacy in Indonesia. However, not many realize that the Laku Pandai policy also has a further impact on local economic development in the region. Therefore, this study aims to analyze Laku Pandai's policy on local economic development in West Sumatra. This study was designed using a qualitative method with a descriptive approach. The source of the data used is from interviews with Laku Pandai agents, in this case BRILink agents in Padang City and Solok Regency as representatives of urban, sub-urban and rural areas in West Sumatra. The results show that the Laku Pandai policy issued by the government has an influence on local economic development, especially in West Sumatra. This can be seen from the important role of local economic development that can be seen after the implementation of the BRIlink Agent began in 2016. Important roles that can be seen and felt such as increasing business opportunities, employment, business retention, economic diversification, self-sufficiency, increasing the tax base from the world business and society, quality of life, recognition of local products, and increased competitiveness. All of these important roles are certainly not only felt by BRILink agents, but also by all parties and layers in the area where the agent is located.

Abstract

The concept of e-government has become a trend and solution for improving the quality of public services that are effective and efficient in the industrial era 4.0. Since 2018 Padang City has made efforts to accelerate e-Government since it was designated as 1 of 100 smart cities by the central government. The Government of Padang City has launched quite a few digital-based innovations supported by policies and increased human resources. The purpose of writing this article is to analyze the development of e-government in Padang City using the theory of three elements of successful e-government development by the Harvard JFK School of Government. The research method uses descriptive qualitative. The results of the study show that in general, the development of e-Government in Padang City is going well, as evidenced by the existence of a number of legal products to support the implementation of e-Government, sustainable planning, and benefits felt by the government and society. However, there are still a number of obstacles including a lack of human resources who have skills in the ICT field, the servers are not accompanied by adequate security, and budget constraints to improve the quality of e-Government application development.Keywords: Public Service; e-government; Padang city AbstrakKonsep e-Government telah menjadi trend dan solusi untuk peningkatan kualitas pelayanan publik yang efektif dan efisien di era industry 4.0. Sejak tahun 2018 Kota Padang melakukan upaya percepatan e-Governmnent sejak ditetapkan sebagai 1 dari 100 kota smart city oleh pemerintah pusat. Pemerintah Kota Padang cukup banyak meluncurkan inovasi berbasis digital yang didukung oleh kebijakan serta peningkatan sumber daya. Tujuan penulisan artikel ini adalah untuk menganalisis pengembangan e-Government di Kota Padang menggunakan teori tiga elemen sukses pengembangan e-Government oleh Harvard JFK School of Government. Metode penelitian menggunakan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa secara umum pengembangan e-Government di Kota Padang berjalan dengan baik, yang dibuktikan dengan adanya sejumlah produk hukum untuk mendukung penerapam e-Government, perencanaan yang bersifat berkelanjutan dan kebermanfaatan yang dirasakan oleh pemerintah dan masyarakat. Namun masih terdapat beberapa kendala diantaranya masih kurang SDM yang memiliki skill di bidang TIK , server belum disertai dengan keamanan yang memadai serta keterbatasan anggaran untuk meningkatkan kualitas pengembangan aplikasi layanan publik  e-Government.Kata Kunci: Layanan Publik; E-government; Kota Padang

Abstract

The purpose of this research is to describe and analyze the RKA review conducted by the West Pasaman District Inspectorate. In analyzing this research, the researcher used Permendagari Number 10 of 2018 concerning the Review of Development Planning Documents and the Annual Regional Budget, which is in the RKA review stage, where there is a Planning, Implementation and Reporting process. This type of research is qualitative with a descriptive approach. Interview data collection techniques, documentation and observation. Informants were selected using a purposive sampling technique. Data analysis used is data collection, data reduction, data presentation, and drawing conclusions. Data validation uses source triangulation. The results of the study show that the Inspectorate of West Pasaman Regency has guided Permendagri No. 10 of 2018 in general in implementing the RKA review as one of the supports for obtaining Unqualified opinion (WTP) by West Pasaman Regency, because planning needs to be considered early in anticipation of the occurrence of budgetary waste that can be detrimental to the region. The problems found in the implementation of this RKA review were the preparation of the Review Work Program (PRK) carried out by team members, in addition to that the implementation of the RKA review was not in accordance with the time specified in the Assignment Letter (SPT), due to the lengthy submission of supporting documents review by SKPD. However, there are still advantages to be gained from carrying out the RKA review at the West Pasaman District Inspectorate such as the implementation of Self-Office Training (PKS) in budget savings and the existence of tiered reviews in the implementation and reporting stages.

Abstract

Kantor Badan Pertanahan Nasional Kota Padang merupakan instansi yang bergerak pada bidang pertanahan yang sesuai dengan ketentuan peraturan perundang-undangan. Terdapat adanya masalah pada Kantor Badan Pertanahan Kota Padang terhadap pegawai yang menjadi penyebab rendahnya nilai kualitas dalam pelayanan dan mutu sumber daya manusia. Berdasarkan permasalahan tersebut, maka tesis ini bertujuan untuk menguji dan menganalisis pengaruh budaya kerja, motivasi kerja dan kepuasan kerja terhadap kinerja pegawai Kantor Badan Pertanahan Kota Padang. Dalam penelitian ini seluruh populasi dijadikan sebagai sampel, sehingga jumlah sampel pada penelitian ini sebanyak 44 orang responden dan teknik pengambilan sampel ini menggunakan Total Sampling. Jenis dan sumber data yang digunakan peneliti yaitu data primer dan sekunder, sedangkan untuk teknik analisis menggunakan analisis deskriptif, uji kelayakan angket dan uji asumsi klasik dengan model regresi ganda. Hasil penelitian menunjukan bahwa budaya kerja berpengaruh terhadap tingkat kinerja pegawai Kantor Badan Pertanahan Kota Padang, motivasi kerja berpengaruh pada tingkat kinerja pegawai Kantor Badan Pertanahan Kota Padang, dan kepuasan kerja berpengaruh terhadap tingkat kinerja pegawai Kantor Badan Pertanahan Kota Padang Kata Kunci: Budaya Kerja, Motivasi Kerja, Kepuasan Kerja, Kinerja.

Abstract

Public services of activities aimed at meeting the service needs of every citizen. One effort to support the creation of quality public services is through digital-based innovation by making maximum use of developments in information technology. The West Pasaman Regency Population and Civil Registration Service initiated the PANDAWA innovation, which is a form of digital-based innovation as a form of application of the e-Government concept. The theory used by researchers is the Logic Model by Wholey. A logic model is a systematic model to describe the changes that occur, and describes the logical causal relationship (cause-effect). There are four components of this theory, namely evaluation of input, activities, output, and results. The research method used is descriptive qualitative. To collect data, researchers used three methods, namely interviews, documentation and observation. Research informants were selected using purposive sampling. The results research are that the evaluation of the PANDAWA program from the input components to the output components is quite good. However, in the input component, service facilities need to be added, clarifying the partnership system established with the parent village; In the activity component, it is necessary to increase socialization activities related to PANDAWA both directly and through mass media. So that the output of this program has increased and the entire West Pasaman community can experience the ease of PANDAWA services evenly and the realization of excellent service at the West Pasaman Regency Population and Civil Registration Service.

Abstract

This thesis aims to describe how tourism development in the Equator Bonjol Tourism Area, Pasaman Regency. This research is motivated by the small number of visitors who come to the Equator Bonjol Tourism Area, while this tourism has the potential and has become a leading tourism that will be a reference for the development of tourism in other tourist attractions in Pasaman Regency. In addition, Pasaman Regency in its RPJMD sets Pasaman Tourism Destinations as one of the priority programs. Therefore, researchers are interested in describing how tourism development in the Equator Bonjol Tourism area. The method used in this study is a qualitative descriptive method using interview, observation and documentation data collection techniques. Then to test the validity of the data obtained in the field, it is carried out using the source triangulation technique. As well as for the selection of informants, researchers use purposive sampling techniques. Based on research that has been conducted on tourism development in the Equator Bonjol Tourism Area, it can be concluded that broadly speaking these 4 core components already exist but have not been maximized because there are still some parts of these components that are not yet available. The available ones also cannot be developed optimally because the management carried out is not good enough. So that the development of the Equator Bonjol Tourism Area needs to be addressed further.

Abstract

Padang Panjang City, known as the “Kota Serambi Mekkah”, is determined to become one of the smart cities in West Sumatra. According to Mayor Regulation Number 37 of 2019 concerning the Smart City Masterplan, Padang Panjang City has initiated the smart surau program. The smart surau program aims to restore the pivotal role of surau (mosques) as traditional educational institutions collaborating with internet technology to guide the behavior of adolescents vulnerable to social issues. Masjid Jami’ Nurul Huda has been chosen as the pilot mosque in Padang Panjang to implement the smart surau program due to its collaboration with Amal Sosial program initiated by the mosque administrators. The research methodology utilized in this study is qualitative descriptive. Data collection techniques encompass direct observation, interviews, documentation, and audiovisual materials. Informant selection is performed using purposive sampling obtained from the interview results. Research findings indicate that the transformation of public services at Masjid Jami’ Nurul Huda through the smart surau and social welfare programs has a significant impact on meeting the spiritual, social, and religious needs of the surrounding community. Masjid Jami’ Nurul Huda has successfully adapted to the changing times and taken on a broader role in enhancing quality of life and strengthening social bonds within the community.
