There is an increasing concentration of Public Administration scientists on measuring whether policy succeeds or fails. It is no longer clear how best to ensure that the policy process from formulation to policy implementation is the best and more effective way. Including in the Home Industry Food, Production Certificate Policy (SPP-IRT) is taken as a locus. Study of the Home Industry of Ground Coffee in Nagari Koto Tuo, Tanah Datar Regency. The policy on offering SPP-IRT has undergone several changes, but it will not be effective. It will fail to provide quality assurance and food safety. the increase in IRTPs who have certificates does not increase. The research method used in this study uses a qualitative approach with a case study research design. The results showed that providing Food Home Industry Certification (IRTP) with the case in the provision of IRTP Coffee Powder certificates in Nagari Koto Tuo showed that the policy failures included tolerable policy criteria. Modest loss when it happens does not fundamentally hold back the goals the proponents want to achieve, and the minor opposition and criticism that occurs is almost non-existent in this SPP-IRT-related policy.

Penelitian ini dilatarbelakangi oleh kurangnya pengawasan sehingga berdampak terhadap tidak meratanya penerimaan pupuk bersubsidi kepada para petani yang yang membutuhkan. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Pengawasan Pupuk Bersubsidi di Kota Padang. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif, teknik pengumpulan data dilakukan dengan cara wawancara dan dokumentasi. Ada pun teknik pemilihan informan dilakukan dengan menggunakan purposive sampling. Dan unit analisis adalah kelompok. Hasil penelitian dapat disimpulkan bahwa dengan menggunakan 5 kriteria pengawasan yang dikemukakan oleh T. Hani Handoko menunjukan, pengawasan yang dilakukan oleh Tim KP3 dan Dinas Pertanian belum cukup optimal. Dimana pada beberapa kriteria masih belum memenuhi standar. bahwa penetapan standar dalam pendistribusian pupuk bersubsidi di Kota Padang kurang berjalan dengan baik. Salah satu permasalahan terjadi pada penetapan standar moneter. Karena pendistribusian pupuk untuk sampai kepada petani yang dilakukan oleh kios pengencer masih belum lancar, hal ini disebabkan oleh pemberian pupuk dari distributor harus menunggu pembayaran awal dari kios terlebih dahulu. Terkait dengan penjualan ataupun pendapatan tergantung dengan kebutuhan dan kemampuan kios dalam menyalurkan pupuk. Dan dapat disimpulkan bahwa pengambilan tindakan koreksi bila diperlukan belum berjalan sepenuhnya, terbukti dengan belum ada pengubahan standar semula terkait dengan aturan pembayaran pupuk.Kata Kunci : Pengawasan, Distribusi, Pupuk Bersubsidi

Penulisan Jurnal ini bertujuan untuk mengetahui apa tipologi Inovasi program Kelurahan Siaga sehat jiwa (rasa Sejiwa) di Puskesmas Nanggalo Kota Padang untuk mengatasi masalah gangguan jiwa di wilayah Nanggalo khususnya Kurao Pagang. Penelitian ini menggunakan teori Tipologi Inovasi yang digagas oleh Khairul Muluk. Dalam teori tersebut terdapat lima tipologi inovasi sektor publik yaitu: inovasi produk pelayanan, inovasi proses pelayanan, inovasi metode pelayanan, inovasi kebijakan, dan inovasi sistem. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Berdasarkan hasil pembahasan dapat diketahui bahwa program Rasa Sejiwa di Puskesmas Nanggalo lebih dominan ke dalam tiga tipologi yaitu pada Inovasi Produk Layanan seperti terbentuknya Posyandu Seroja dan pemantauan minum obat oleh kader, pada Inovasi Proses Layanan adanya organisasi yang dibuat khusus pada Program Rasa Sejiwa di Kurao Pagang dengan melibatkan kader jiwa dan pihak kelurahan serta perubahan prosedur dalam memberikan pelayanan, dan pada Inovasi Metode Layanan terdapat cara baru dalam berinteraksi dengan melibatkan interaksi antara pasien, keluarga pasien, petugas Puskesmas dan kader jiwa. Namun, masih terdapat beberapa kendala seperti tidak semua pasien mau mengkuti kegiatan posyandu seroja dan masih adanya keluarga yang acuh terhadap pasien jiwa. Selain itu, ketersediaan obat juga menjadi kendala dalam melakukan kegiatan Rasa Sejiwa.

This research supports the design of a program to improve traffic safety by the Padang City Transportation Department. This program is an effort made by the Department of Transportation to replace the number of traffic accidents that are felt to be very high. Efforts in the future are directed at countermeasures that support efforts to foster, improve, regulate and enforce the law. This program is guided by Law Number 22 Year 2009 Concerning Traffic and Road Transportation Safety and Security Culture. This study used descriptive qualitative method. Data collection techniques used were interviews and documentation. The results showed how the implementation of the traffic safety improvement program conducted by the Padang City Transportation Office has not been going well. It can be seen from the meeting that the objectives of this program have not been successful because the number of accidents in the City of Padang has increased, the acquisition of resources in the implementation of this program has not well approved because the specified budget and human resources from the Padang City Transportation Office are still classified as inadequate because the demands from the Transportation Office are very large for the Padang City area. The internal process in the implementation program has been well approved in the process of communication between employees and a high commitment in managing transportation in the city of Padang. Strategic constituency satisfaction has not been well approved because it involves community participation in program implementation and self-safety.

Countermeasures to minimize the spread of Covid-19 are still being carried out. The city of Padang has reduced the rate of the space of Covid-19 when implementing the Large-Scale Social Restriction policy. However, the spike in Covid-19 cases occurred again when the New Normal policy began to be implemented in the city of Padang. The purpose of this study is to explain the ability of local governments in dealing with Covid-19. The research method in data collection is qualitative through interviews and documentation. The results of this study are that the Padang City Covid-19 Handling Task Force as a local government agency for the Covid-19 response has played a good role in overcoming Covid-19 in Padang City. However, several things need to be maximized related to the capacity of the local government in Padang City. First, in the Human Resources variable, regarding the resources of health workers and health service facilities for handling health for Covid-19 survivors at the Padang City regional hospital, it still needs to be improved. Second, on the technical variables, namely Covid-19 logistics, there are still some Covid-19 survivors who do not receive logistical assistance when self-isolating Covid-19 at home, besides that the Covid-19 Handling Task Force also still needs to maximize its coordination in conveying information. The latest news regarding the development of Covid-19 to the public. Therefore, to suppress the rate of growth of Covid-19, the ability of local governments is urgently needed

Solok Regency is one of the regencies that occupy the highest prevalence of stunting in West Sumatra Province, with a total of 41.47% with details child's height of 15.77% concise and 25.70% short. The various negative impacts of stunting will be challenging to handle amid the current Covid-19 pandemic due to the increasing economic burden on families and poverty rates. It directly affects the increasing number of malnutrition children receive. A malnourished child gradually fails to achieve a standard and healthy height according to age. Stunting has an impact on reducing the IQ of children in Indonesia by 10 to 15 points. There needs to be a substantial effort to provide strategy in the context of stunting prevention so that the program of integrated community service post is directed measurably. These strategies are expected to generate a definite commitment from every policymaker to push down the stunting problem. The steps in this community engagement were problem identification, introducing innovation and best practices, and making an action plan. The recommended substantial efforts were massive media campaigns, increasing responsible personnel competence, and changing the Local Government Budget Planning pattern.

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.

The purpose of this study is to clarify what efforts are being made to improve the quality of hospital services through the implementation of health tourism in Bukittinggi City Hospital. The research method used in this study is a qualitative descriptive research method. Qualitative research is a method of collecting data using words and pictures rather than numbers. Based on the results of the research, the health tourism program is a special program that regulates the journey of a sick patient in a lying condition starting from home to the destination hospital to returning home by providing tour packages. The challenges of implementing this program are from internal factors, including administration and management which still need to be addressed, as well as the lack of mastery of English if there are patients who are foreign nationals.

The research is a city government policy intervention in the form of a tourism development strategy in the Padang City Integrated Tourism Area. The strategic initiative carried out by the Government of the City of Padang by making a tourist destination an Integrated Tourism Area has changed the face of the City of Padang which is increasingly oriented towards becoming a tourist destination that can improve the economic welfare of the community. The necessity that is carried out by the Padang City Government is to design and develop a strategy to develop an Integrated Tourism Area (KWT). This study used a qualitative approach by elaborating primary and secondary data where the selection of informants was carried out purposively. The strategy used by the Municipal Government of Padang is through organizational strategy, program strategy, resource support strategy, and institutional strategy. The results of the study show that all of these strategies are carried out massively and show the relationship between policy interventions that effectively influence the governance of tourism development. And, this tourism policy intervention has implications for increasing the number of domestic and foreign tourists which also has implications for increasing local revenue (PAD)

E-government is a milestone for the government's use of information technology, requiring bureaucrats to shift from a bureaucratic paradigm to an e-government paradigm in order to effectively utilize information technology. This study intends to describe the implementation of the e-government paradigm at the Pesisir Selatan District Department of Communication and Information Office. Observation, interviews, qualitative documentation materials with personnel and stakeholders of the Communication and Information Office of Pesisir Selatan District are utilized to collect descriptive qualitative data. Several research indicators, including orientation, organizational processes, management principles, leadership style, internal communication, external communication, and the service delivery, indicate that the implementation of an electronic-based government system by the Department of Communication and Information Office of Pesisir Selatan District has utilized the e-government paradigm. This study concludes that the implementation of the e-government paradigm in the implementation of an electronic-based government system by the Communication and Information Office Pesisir Selatan District has a positive effect on government-held public services, the process of completing tasks through the use of technology, and the relationship between stakeholders and the Communication and Information Office Pesisir Selatan District.
