Abstract

Abstract The rampant phenomenon in Indonesia of sexual harassment, particularly breast groping, has become a serious problem in Langsa City and threatens the safety and comfort of the community. This not only causes victims to feel fear and trauma, but also makes them feel that their dignity and integrity have been violated. This study aims to examine the efforts of the Langsa Police in preventing and handling this crime. The method used is empirical jurisprudence to collect data through interviews and analysis of official documents. The results show that the police have taken various preventive measures, such as routine patrols and legal counseling through the Community Police (Bhabinkamtibmas) in Gampong-Gampong. However, major challenges remain, particularly regarding the public's reluctance to report incidents. Data shows that there are more cases of sexual abuse that go unreported, indicating that current laws are insufficient to protect victims and that efforts to date have not been enough to convince victims to come forward. The importance of this study lies in the need for advice to the police on how to deal with crimes of sexual abuse. This research is expected to provide useful insights to strengthen future prevention and legal handling efforts, considering issues such as social stigma and lack of legal knowledge among the public. Abstract

Abstrak: Kenakalan terhadap anak menjadi hal yang perlu diperhatikan di Desa Kota Lintang Kecamatan Kualasimpang Kabupaten Aceh Tamiang, karena banyaknya kasus kenakalan yang terjadi di desa tersebut, seperti narkoba, eksploitasi, KDRT, dan pemerkosaan. Tujuan PKM ini untuk memberikan edukasi dan simulasi pemahaman kepada masyarakat tentang undang-undang perlindungan anak dan pentingnya pencegahan kenakalan pada anak beserta hukum Sistem Peradilan Pidana Anak. PKM ini menggunakan metode sosialisasi dan workshop. Pengabdian ini diikuti oleh 31 orang terdiri dari 20 orang masyarakat Desa Kota Lintang, 6 orang perangkat desa, 2 orang dosen, dan 3 orang mahasiswa. Evaluasi pengabdian dilakukan melalui sebaran kuesioner. Hasil pengabdian menunjukkan bahwa: (1) 84% Mitra mengalami peningkatan pemahaman tentang undang-undang perlindungan anak; (2) 85% Mitra mengalami peningkatan tentang pentingnya pencegahan kenakalan pada anak; (3) 87% Mitra mengalami peningkatan pemahaman tentang undang-undang Sistem Peradilan Pidana Anak; (4) 86% Mitra mengalami peningkatan kesadaran akan konsekuensi hukum dari perilaku kenakalan; dan (5) 85% Mitra mengalami peningkatan pemahaman cara mengatasi kenakalan anak melalui simulasi pencegahan kenakalan anak.Abstract: Child delinquency is a matter that needs to be considered in Kota Lintang Village, Kualasimpang District, Aceh Tamiang Regency, because of the many cases of delinquency that occur in the village, such as drugs, exploitation, domestic violence, and rape. The purpose of this PKM is to provide education and simulation of understanding to the community about child protection laws and the importance of preventing delinquency in children along with the law on the Juvenile Criminal Justice System. This PKM uses socialization and workshop methods. This community service was attended by 20 people from Kota Lintang Village, 6 village officials, 2 lecturers, 3 students. The evaluation of the community service was carried out through the distribution of questionnaires. The results of the community service showed that: (1) 84% of Partners experienced an increase in understanding of child protection laws; (2) 85% of Partners experienced an increase in the importance of preventing delinquency in children; (3) 87% of Partners experienced an increase in understanding of the Juvenile Criminal Justice System law; (4) 86% of Partners experienced an increase in awareness of the legal consequences of delinquent behavior; and (5) 85% of partners experienced an increase in understanding of how to deal with juvenile delinquency through juvenile delinquency prevention simulations.

Abstract

Abstrak: Fenomena anak sebagai pelaku tindak pidana ringan masih menjadi persoalan sosial yang memerlukan pendekatan yang lebih humanis. Sistem Peradilan Pidana Anak menekankan penyelesaian melalui diversi dan keadilan restoratif untuk menghindarkan anak dari stigma pemenjaraan. Di tingkat masyarakat, lembaga adat memiliki peran strategis dalam menyediakan mekanisme penyelesaian berbasis kearifan lokal yang lebih edukatif. Kegiatan pengabdian masyarakat ini bertujuan meningkatkan pemahaman masyarakat dan lembaga adat mengenai hak anak, mekanisme diversi, dan penerapan sanksi adat yang proporsional. Metode pelaksanaan meliputi tahap persiapan, intervensi, edukasi, dan evaluasi dengan pendekatan partisipatif. Peserta kegiatan terdiri dari 20 orang, meliputi tokoh adat, perangkat komunitas, dan masyarakat umum. Data dikumpulkan melalui wawancara mendalam, Focus Group Discussion (FGD), penyuluhan, serta komunikasi–informasi–edukasi (KIE). Evaluasi dilakukan melalui tes awal dan tes akhir, observasi selama kegiatan, serta diskusi reflektif bersama peserta. Hasil kegiatan menunjukkan adanya peningkatan signifikan dalam pemahaman mengenai batas usia anak, prinsip kepentingan terbaik bagi anak, dan penerapan diversi. Peserta menyadari bahwa penanganan anak tidak dapat disamakan dengan orang dewasa dan bahwa sanksi adat seperti permintaan maaf terbuka, ganti rugi, kewajiban sosial, dan nasehat adat dinilai lebih efektif menumbuhkan tanggung jawab serta menjaga harmoni sosial. Kegiatan ini memperkuat komitmen bersama untuk mengoptimalkan peran lembaga adat dalam penyelesaian perkara anak secara restoratif serta membuka peluang keberlanjutan melalui kaderisasi masyarakat.Abstract: The involvement of children in minor criminal offenses remains a social issue requiring a more humane and educational approach. The Juvenile Criminal Justice System emphasizes diversion and restorative justice to prevent the negative stigma of imprisonment. At the community level, customary institutions play a strategic role in providing culturally rooted mechanisms that ensure child-appropriate treatment. This community service program aims to strengthen the understanding of communities and customary institutions regarding children's rights, diversion mechanisms, and the application of proportional customary sanctions. The program was implemented through preparation, intervention, education, and evaluation stages using a participatory approach. A total of 20 participants including customary leaders, community representatives, and local residents were involved. Data were collected through in-depth interviews, Focus Group Discussions (FGD), counseling sessions, and communication–information–education (CIE) activities. Evaluation was carried out using pre- and post-tests, activity observations, and reflective discussions with participants. The results indicate a significant improvement in participants’ understanding of the legal definition of children, the best interest of the child principle, and diversion practices. Participants acknowledged that children should not be treated as adults and that customary sanctions such as public apologies, restitution, social obligations, and moral counseling are more effective in fostering responsibility while maintaining social harmony. This program reinforces collective commitment to optimizing the role of customary institutions in restorative settlement processes and supports sustainability through community cadre development.

Abstract

This study examines two central issues concerning coastal women in cases of marine environmental destruction in East Aceh: (1) how environmental criminal law normatively constructs women as perpetrators, and (2) how law enforcement can incorporate substantive and restorative justice principles. Using a normative juridical method supported by analysis of legislation and judicial practice, the research finds that although the Environmental Protection and Management Law formally requires proof of fault (mens rea) for individuals, its application often remains formalistic and result-oriented. The law does not adequately differentiate between primary actors and structurally vulnerable participants, leading to the disproportionate criminalization of coastal women. The study argues that achieving genuine environmental justice requires a contextual and gender-sensitive approach, including proportional assessment of culpability and the selective application of restorative justice mechanisms. Legal reform is therefore necessary to align environmental protection with substantive justice and gender equality principles in coastal communities.
